1. सजं क्षप्त नाम और प्रारंभ – (1) इन जनिमों का संजक्षप्त नाम सांजयिकी और कािक्रय म कािायन्विन मंत्रालि, राष्ट्रीि सांजयिकी कािायलि, क्षेत्र संकािय प्रभाग, सहािक ननदेशक (राजभाषा), समूह ‘क’ पि भती जनिम, 2025 ह ै ।

(2) िे रािपत्र में प्रकािन की तारीख को प्रवृत्त होंगे ।

2. पि-सयं िा, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर – पि की संयिा, उसका वगीकरण और वेतन मैट्ररक्स में उसका स्ट्तर वह होगा, िो इन जनिमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ियष्ट ह ैं ।

3. भती की पद्धजत, आि-ु सीमा, अहतय ाए,ं आदि - उि पि पर भती की पद्धजत, आिु-सीमा, अहतय ाएं और उसस े संबंजधत अन्ि बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ियष्ट ह।ैं

4. जनरहतय ा – वह व्यजि – (क) जिसने ऐसे व्यजि से, जिसका पजत िा जिसकी पत्नी िीजवत है, जववाह दकिा ह ै िा जववाह की संजविा की ह;ै िा (ख) जिसने अपने पजत िा अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकिा है िा जववाह की संजविा की ह ै उि पि पर जनिुजि का पात्र नहीं होगा :

परन्तु िदि केन्रीि सरकार का िह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्ि पक्षकार को लागू स्ट्वीि जवजध के अधीन अनुज्ञेि ह ै और ऐसा करने के जलए अन्ि आधार ह ैं तो वह दकसी व्यजि को इस जनिम के प्रवतयन से छूट िे सकेगी ।

5. जिजर्ल करन े की िजि – िहां केन्रीि सरकार की िह राि ह ै दक ऐसा करना आवश्िक िा समीचीन है, वहा ाँ वह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा संघ लोक सेवा आिोग स े परामिय करके इन जनिमों के दकसी उपबंध को दकसी वगय िा प्रवगय के व्यजििों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी ।

6. व्यावजृ त्त – इन जनिमों की कोई बात, ऐस े आरक्षण, आिु-सीमा म ें छूट और अन्ि ट्ररिाितों पर प्रभाव नहीं डालेगी, जिनका केन्रीि सरकार द्वारा इस संबंध में समि-समि पर िारी दकए गए आिेिों के अनुसार अनसु ूजचत िाजतिों, अनुसूजचत िनिाजतिों, अन्ि जपछडें वगों, भूतपूवय सैजनकों और अन्ि जविेष प्रवगय के व्यजििों के जलए उपबंध करना अपेजक्षत ह ै ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनसु चू ी पि का नाम । पदों की संयिा । वगीकरण । वेतन मैट्ररक्स में चिन या अचिन पि । स्ट्तर ।

(ii) ककसी मान्यता प्राप्त व्यनियों को पटरवीक्षा सेवकों के नलए पाांि नवश्वनवद्यालय स े निग्री स्तर पर की अवनि पूरा करन े वर्ष तक नशनथल की अननवायष या वैकनपपक नवर्य या के नलए सक्षम जा सकती ह)ै । परीक्षा के माध्यम के रूप म ें हहदां ी के प्रनिकारी द्वारा साथ अांग्रेजी म ें मास्िर निग्री; या यथानवनहत कम स े कम टिप्पण: आयु-सीमा

(iii) ककसी मान्यता प्राप्त दो सप्ताह की अवनि अविाटरत करन े के नवश्वनवद्यालय स े निग्री स्तर पर का प्रवेश प्रनशक्षण नलए ननणाषयक अननवायष या वैकनपपक नवर्य या सफलतापूवषक पूरा तारीख वह होगी जो4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सांघ लोक सेवा परीक्षा के माध्यम के रूप में अांग्रेजी करना अपेनक्षत होगा | आयोग द्वारा के साथ हहदां ी या अांग्रेजी स े नभन्न नवज्ञानपत की जाए । ककसी नवर्य में हहदां ी माध्यम के साथ मास्िर निग्री; या

(iv) ककसी मान्यता प्राप्त नवश्वनवद्यालय स े निग्री स्तर पर अननवायष या वैकनपपक नवर्य या परीक्षा के माध्यम के रूप म ें हहदां ी के साथ या हहदां ी या अांग्रेजी से नभन्न ककसी नवर्य में अांग्रेजी माध्यम के साथ मास्िर निग्री; या

(v) ककसी मान्यता प्राप्त नवश्वनवद्यालय स े निग्री स्तर पर अननवायष या वैकनपपक नवर्य के रूप में हहदां ी और अांग्रेजी या इस िोनो में से कोई एक परीक्षा के माध्यम और दसू रा अननवायष या वैकनपपक नवर्य के रूप में हो; के साथ हहदां ी और अांग्रेजी से नभन्न ककसी नवर्य में मास्िर निग्री । (ख) (i) केंद्रीय सरकार या राज्य सरकारों या सांघ राज्यक्षेत्र प्रशासन या स्वाशासी ननकाय या कानूनी सांगठनो या पनललक सेक्िर उपक्रमों या नवश्वनवद्यालिों या मान्यताप्राप्त अनुसांिान या शैनक्षक सांस्थाओं के अिीन हहदां ी में शलदावाली प्रयोग / लागू करना (शलदावलीयों कायष) और[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 अांग्रेजी स े हहदां ी या इसके जवपयेन अनुवाद कायष तीन वर्ष का अनुभव, नजसमें तकनीकी या वैज्ञाननक सानहत्य को अनिमानता दी जाएगी;

या

(ii) केंद्रीय सरकार या राज्य सरकारों या सांघ राज्यक्षेत्र प्रशासन या स्वाशासी ननकाय या कानूनी सांगठन या पनललक सेक्िर उपक्रमों या नवश्वनवद्यालि या मान्यताप्राप्त अनुसांिान या शैनक्षक सस्ां था के अिीन हहदां ी और अांग्रेजी म ें नशक्षण या हहदां ी या अांग्रेजी में अनुसांिान कायष का तीन वर्ष का अनुभव । टिप्पण 1: अहतष ाएां, अन्यथा सुअर्हतष अभ्यर्थषयों की दशा में कारणों के नलए जो लेखबद्ध ककए जाए सांघ लोक सेवा आयोग के नववके ानुसार नशनथल की जा सकती ह ै । टिप्पण 2: अनुभव सांबांिी अहतष ाएां कारणों के नलए जो लेखबद्ध ककए जाए सांघ लोक सेवा आयोग के नववेकानुसार अनुसूनित जानतयों और अनसु ूनित जनजानतयों के अभ्यर्थषयों की दशा म ें तब नशनथल की जा सकती ह ैं जब ियन के ककसी6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रक्रम पर सांघ लोक सेवा आयोग की यह राय ह ै की उनके नलए आरनक्षत टरनियों को भरने के नलए अपेनक्षत अनुभव वाल े उन समुदायों के अभ्यर्थषयों के पयाषप्त सख्ां या में उपललि होने की सांभावना नहीं ह ैं | वाांछनीय: ककसी मान्यताप्राप्त बोिष से मैटिक स्तर पर हहदां ी से नभन्न ककसी सांनविान की आठवीं अनसु ूिी म ें वर्णषत ककसी एक भार्ा का अध््यन ककया हो | भती की पध्िजत: प्रोन्नजत िा प्रजतजनिुजि / आमेलन िदि जवभागीि प्रोन्नजत भती करन े में दकन भती सीधे होगी िा द्वारा भती की ििा में व े श्रेजणिां सजमजत ह,ै तो उसकी पट्ररजस्ट्र्जतिों में संघ प्रोन्नजत द्वारा िा जिनसे प्रोन्नजत िा प्रजतजनिुजि / लोक सेवा आिोग से संरचना । प्रजतजनिुजि / आमेलन आमेलन दकिा िाएगा । परामिय दकिा द्वारा तर्ा जवजभन्न िाएगा । पध्िजतिों द्वारा भरी िाने वाली ट्ररजििों की प्रजतितता ।

(10) (11) (12) (13) प्रोन्नजत द्वारा जिसके न प्रोन्नजत: समूह ‘क’ जवभागीि प्रोन्ननत और सीिी वेतन मैट्ररक्स के स्ट्तर - 7 में ऐसे हो सकने पर प्रोन्नजत सजमजत (प्रोन्नजत भती के नलए संघ प्रजतजनिुजि द्वारा ज्येष्ठ अनुवादक जिन्होंने उस श्रेणी के संबंध में जवचार करन े लोक सेवा आिोग से के जलए) जिसम ें दोनों के न हो सकन े में पााँच वषय की ननयनमत सवे ा की परामिय करना जनम्नजलजखत होंगे :

में ज्येष्ठ अनुवादक का पद िारण कर रह े व्यनियों के नलए तीन वर्ष

3. उप सजचव िा अवर होगी । सजचव, साांनख्यकी और काियक्रम कािायन्विन टिप्पण 2: जहा ाँ ऐस े कननष्ठ मंत्रालि - सिस्ट्ि | व्यनियों के सांबांि में, नजन्होंन े अपनी अहकष या पात्रता सवे ा पूरी समूह ‘क’ जवभागीि पुजष्ट कर ली ह,ै प्रोन्ननत के नलए नविार सजमजत (पुजष्ट के संबंध म ें ककया जा रहा हो, वहाां उनके ज्येष्ठ जवचार करने के जलए) जिसमें जनम्नजलजखत होंगे :

1. सांयुि सनिव या उप उसके द्वारा की गई ऐसी अहकष या महाननदेशक (प्रिासन), पात्रता सेवा, अपेनक्षत अहकष या सांजयिकी और काियक्रम पात्रता सेवा के आिे से अनिक से कािायन्विन मंत्रालि - या दो वर्ष स,े इनमे से जो भी कम अध्िक्ष;

हो, कम न हो और उन्होंन े अपने

2. जनिेिक (प्रिासन) , ऐसे कननष्ठ व्यनियों सनहत, राष्ट्रीि साांनख्यकी नजन्होंने ऐसी अहकष या पात्रता कािायलि, क्षेत्र सकं ाि य सेवा पहले ही पूरी कर ली ह,ै प्रभाग (मुयिालि) - अगली उच्चतर श्रेणी में प्रोन्ननत के सिस्ट्ि;

नलए अपनी पटरवीक्षा की अवनि सफलतापूवषक पूरी कर ली हो। 3. उप सजचव िा अवर सजचव, साांनख्यकी और प्रनतननयनु ि: काियक्रम कािायन्विन केंद्रीय सरकार या राज्य सरकारों मंत्रालि - सिस्ट्ि | या सांघ राज्यक्षेत्र के ऐसे अनिकारी:- (क) (i) जो मूल कािर या नवभाग8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] में ननयनमत आिार पर सदशृ पद िारण ककए हुए ह;ैं या

(ii) नजन्होंने मूल कािर नवभाग में वेतन मैटिक्स के स्तर 7 (44900 - 142400 /रु.) या समतुपय में उस पद में ननयनमत आिार पर ननयुनि के पश्चात उस श्रेणी में पाांि वर्ष की ननयनमत सेवा की ह;ैं और (ख) जो स्तांभ (7) के अिीन सीिी भती ककए जाने वाल े व्यनियों के नलए नवनहत शैनक्षक अहताएष ां और अनुभव रखते ह ैं | टिप्पण 1: पोषक प्रवगय के ऐस े जवभागीि अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनिुजि पर जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे । इसी प्रकार प्रजतनिुि व्यजि प्रोन्नजत द्वारा जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे । टिप्पण 2: प्रजतजनिुजि की अवजध, जिसके अंतगतय केन्रीि सरकार के उसी िा दकसी अन्ि संगठन िा जवभाग में इस जनिुजि से ठीक पहले धाट्ररत दकसी अन्ि काडर बाह्य पि पर प्रजतजनिुजि की अवजध ह ै साधारणतिा तीन वषय से अजधक नहीं होगी ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9 टिप्पण 3: प्रजतजनिुजि द्वारा जनिुजि के जलए अजधकतम आिु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषय से अजधक नहीं होगी । [फा. सं. ए-12018/8/2020- प्रशा.III] नीलम अरोडा, अवर सजचव MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (National Statistics Office) (Field Operation Division)

NOTIFICATION New Delhi, 23 January, 2025.

G.S.R. 75 (E ).––In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Office, Assistant Director (Official Language), Group ‘A’ post Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Official Language), Field Operations Division, National Statistics Office in the Ministry of Statistics and Programme Implementation, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Statistics Office, Field Operations Division, Assistant Director (Official Language), Group ‘A’ post, Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(b) (i) Three years’ experience of using or applying terminology (terminological work) in Hindi and translation work from English to Hindi or vice-versa, preferably of technical or scientific literature under the Central Government or the State Governments or Union territory Administration or autonomous body or statutory organisations or public sector undertakings or universities or recognised research or educational institutions;

or

(ii) Three years’ experience of teaching in Hindi and English or research in Hindi or English under the Central Government or the State Governments or the Union territory Administration or autonomous body or statutory organisation or Public Sector undertakings or University or recognised research or educational institution.
