1. संजिप्त नाम और प्रारंभ- (1) इन जनयमों का नाम सूक्ष्म, लघ ु और मध्यम उद्यम मंत्रालय, सक्ष्ू म, लघ ु और मध्यम उद्यम-जिकास संगठन, उपजनििे क (सामान्य प्रिासजनक प्रभाग), समूह ‘क’ पि, भती जनयम, 2024 ह।ै

(2) ये रािपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंगे।

2. पिों की संख्या, िगीकरण और िेतन मैट्ररक्स म ें स्ट्तर - पिों की संख्या, उनका िगीकरण, िेतन मैट्ररक्स म ें स्ट्तर िही होंगे, िो इन जनयमों के सार् संलग्न अनुसूची के कॉलम (2) से (4) म ेंजिजनर्िाष्ट ह।ैं 2253 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

3. भती का तरीका, आय-ु सीमा और अहता ाएं आदि- इस संबंध म ेंभती का तरीका, आय-ु सीमा, अहता ाएं और अन्य जिषय उपयुाक्त अनुसूची के कॉलम (5) से (13) में दिए गए जनिेिानुसार होंगे।

4. जनरहता ा :- िह व्यजक्त,- (क) जिसने ऐसे व्यजक्त स ेजिसका पजत या पत्नी िीजित है, के सार् जििाह दकया ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहत ेहुए दकसी से जििाह दकया ह;ै उक्त पि पर जनयुजक्त का पात्र होगा:- बितें दक केन्र सरकार, अगर आश्वस्ट्त ह ै दक इस तरह के जििाह को ऐसे व्यजक्त और जििाह के िसू रे पि पर लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी भी व्यजक्त को इस जनयम के प्रितना से छूट िे सकती ह।ै

5. जिजर्ल करने की िजक्त – िहा ं केंरीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह ै उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िग ा या प्रिग ा के व्यजक्तयों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

6. व्यािृजत्त – इन जनयमों की कोई बात, ऐस ेआरिण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंरीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूिा सैजनकों और जििेष प्रिग ाके व्यजक्तयों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम पदों की संख्या वर्गीकरण वेतन मैट्रिक्स में स्ट्तर चयजनत अर्िा गैर- सीधे भती दकए चयजनत पद िाने िाले व्यजक्तयों के लिए आयु-सीमा

(11) (12) (13) पदोन्नलत: वते न मैट्रिक्स में स्तर -10 (56100- यदि लवभार्गीय पदोन्नलत सलमलत (पदोन्नलत के प्रजतजनयुजक्त या आमेलन पर 177500 रुपए) में ऐसे सहायक लनदेशक ग्रेड-I लिए) अजधकारी की जनयुजक्त के लिए (सामान्य प्रशासलनक प्रभार्ग) जिन्होंने उस श्रेणी 1. अपर लवकास आयुि (प्रशासन) लवकास संघ िोक सेवा आयोर्ग से परामशय में पांच साि की लनयलमत सेवा की हो और आयुि (सूक्ष्म, िघ ु और मध्यम उद्यम) का करना आिश्यक है। प्रशासन, स्िापना और िेखा मामलों में दो सप्ताह कायाालय– अध्यि;

की अवलध का प्रलशिण सफितापूवयक पूरा दकया 2. जनिेिक या संयुि जिकास आयुक्त, हो लवकास आयुि (सूक्ष्म, िघ ु और मध्यम ट्रिप्पणी : जहां कजनष्ठ अजधकाट्ररयों जिन्होंन े उद्यम) का कायाालय– सदस्य; और अपनी अहका /पात्रता सेिा पूरी कर ली है उनकी पिोन्नजत के जलए जिचार दकया िा रहा ह,ै उनसे 3. संयुक्त जनिेिक, जिकास आयुक्त (सूक्ष्म, िट्ररष्ठों पर भी जिचार दकया िाएगा परंतु यह तब लघु और मध्यम उद्यम) कायाालय – सिस्ट्य िबदक उनके द्वारा की गई सेिा, अपेजित अहका /पात्रता सेिा के आधे से अजधक या िो िषा से, इसमें से िो भी कम हो, कम ना हो और जिन्होंने अपने से ऐसे कजनष्ठ व्यजक्तयों सजहत उनकी उच्चतर श्रेणी पर प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली ह,ै जिन्होंने ऐसी अहका /पात्रता सेिा पहले ही पूरी कर ली ह।ै प्रजतजनयजु क्त या आमले न:

केंद्र सरकार या राज्य सरकार या संघ राज्य िेत्र प्रशासन के तहत ऐसे अलधकारी, - (क) (i) िो मूि संिगा या लवभार्ग में लनयलमत आधार पर सििृ पद धारण दकए हुए हो; या

(ii) मूि संिगा या लवभार्ग में वेतन मैट्रिक्स या समकि में स्तर-10 (56100-177500/- रुपए) में लनयलमत आधार पर उस पि पर लनयुलि के पश्चात् उस श्रेणी में पांच िषा की लनयलमत सेवा की हो; और (ख) जिनके पास लनम्नलिलखत शैलिक योग्यता और अनुभव हो: -

(i) दकसी मान्यता प्राप्त लवश्वलवद्यािय या संस्िान से स्नातक की लडग्री; आ

NOTIFICATION New Delhi, the 20th March, 2024 G.S.R. 232(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Ministry of Industry, Small Industries Development Organisation Group ‘A’ and Group ‘B’ Posts, Recruitment Rules, 2000, in so far as they relate to the post of Deputy Director (General Administrative Division), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (General Administrative Division) in the Micro, Small and Medium Enterprises, Micro, Small and Medium Enterprises Development Organisation,

namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Micro, Small and Medium Enterprises, Micro, Small and Medium Enterprises Development Organisation, Deputy Director (General Administrative Division), Group 'A' Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 SCHEDULE Name of post. (ii) with five years service rendered after appointment to the post on regular basis in the level 10 (Rs.

56100-177500) in the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the following educational qualification and experience,-

(i) Bachelor degree from a recognized University or Institute; and

(ii) five years experience in administration or establishment or accounts matters.

Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.- The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
