1. सजं क्षप्त नाम और प्रारंभ-(1) इन जनयमों का नाम सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय, सूक्ष्म, लघु और मध्यम उद्यम-जिकास संगठन, कायाालय अधीक्षक (समूह ‘ख’ पि), भती जनयम, 2024 ह।ै

(2) ये रािपत्र में प्रकािन की तारीख को प्रिृत्त होंगे।

2. पिों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर-पिों की संख्या, उनका िगीकरण, िेतन मैट्ररक्स में स्ट्तर िही होंगे, िो इन जनयमों के सार् संलग्न अनुसूची के कॉलम (2) से (4) में जिजनर्िष्टा ह।ैं

3. भती का तरीका, आय-ु सीमा और अहता ाएं आदि- इस संबंध में भती का तरीका, आयु-सीमा, अहता ाएं और अन्य जिषय उपयुाक्त अनुसूची के कॉलम (5) से (13) में दिए गए जनििे ानुसार होंगे। 2252 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

4. जनरहता ा–िह व्यजक्त,- (क) जिसने ऐसे व्यजक्त से जिसका पजत या पत्नी िीजित है, के सार् जििाह दकया है; या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी से जििाह दकया है; उक्त पि पर जनयुजक्त का पात्र नहीं होगा:

बितें दक केन्र सरकार, अगर आश्वस्ट्त ह ैदक इस तरह के जििाह को ऐसे व्यजक्त और जििाह के िसू रे पक्ष पर लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी भी व्यजक्त को इस जनयम के प्रितान से छूट ि ेसकती ह।ै

5. जिजर्ल करन े की िजक्त – िहां केंरीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण है उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजक्तयों की बाबत, आििे द्वारा जिजर्ल कर सकेगी।

6. व्यािजृ त्त–इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूिा सैजनकों और जििेष प्रिगा के व्यजक्तयों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की सख्ं या िगीकरण िते न मट्रै रक्स म ेंस्ट्तर चयन अर्िा सीध े भती दकए अचयन पि िान ेिाल ेव्यजक्तयों के जलए आय-ु सीमा

(11) (12) (13) पिोन्नजत: िेतन मैट्ररक्स में स्ट्तर-4 (25500- क. जिभागीय पिोन्नजत सजमजत (पिोन्नजत पिोन्नजत के जलए संघ लोक सेिा आयोग से परामिा करना आिश्यक 81100 रुपये) में ऐसे प्रिर जलजपक जिन्होंने के जलए) जिसम ेंजनम्नजलजखत होंगे:- ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 उस श्रेणी म ेंिस साल की जनयजमत सेिा की हो (i) अपर जिकास आयुक्त (प्रिासन), और प्रिासन, स्ट्र्ापना और लेखा मामलों म ें िो जिकास आयुक्त कायाालय (सूक्ष्म, लघु और सप्ताह की अिजध का प्रजिक्षण सफलतापूिाक मध्यम उद्यम) – अध्यक्ष पूरा दकया हो

(ii) जनििे क या संयुक्त जनििे क ट्रटप्पणी : िहां कजनष्ठ अजधकाट्ररयों जिन्होंने अपनी अहका /पात्रता सेिा पूरी कर ली ह ै उनकी (प्रिासन), जिकास आयुक्त कायाालय पिोन्नजत के जलए जिचार दकया िा रहा ह,ै (सूक्ष्म, लघु और मध्यम उद्यम) उनसे िट्ररष्ठों पर भी जिचार दकया िाएगा परंतु -सिस्ट्य; और यह तब िबदक उनके द्वारा की गई सेिा, अपेजक्षत अहका /पात्रता सेिा के आधे से अजधक

(iii) उप जनििे क, जिकास आयुक्त या िो िषा से, इसमें से िो भी कम हो, कम ना कायाालय (सूक्ष्म, लघु और मध्यम उद्यम) हो और जिन्होंने अपने से ऐसे कजनष्ठ व्यजक्तयों सजहत उनकी उच्चतर श्रेणी पर प्रोन्नजत के जलए - सिस्ट्य अपनी पट्ररिीक्षा की अिजध सफलतापूिाक पूरी ख. जिभागीय पुजष्ट सजमजत (पुजष्ट के जलए) कर ली ह,ै जिन्होंने ऐसी अहका /पात्रता सेिा पहले ही पूरी कर ली है। जिसमें जनम्नजलजखत होंगे:- प्रजतजनयुजक्त : 1. अपर जिकास आयुक्त (प्रिासन), केंर सरकार या राज्य सरकार या केंर िाजसत जिकास आयुक्त कायाालय (सूक्ष्म, लघु और प्रििे प्रिासन के तहत ऐसे अजधकारी, - मध्यम उद्यम) -अध्यक्ष;

(क) (i) िो मूल संिगा या जिभाग में जनयजमत 2. जनििे क या संयुक्त जनििे क, जिकास आधार पर सििृ पि धारण दकए हुए हो; या आयुक्त कायाालय (सूक्ष्म, लघु और मध्यम उद्यम) - सिस्ट्य; और

(ii) मूल संिगा या जिभाग में िेतन मैट्ररक्स या समकक्ष म ें स्ट्तर-5 (29200-92300/- रुपये) म ें 3. उप जनििे क (प्रिासन), जिकास जनयजमत आधार पर उस पि पर जनयुजक्त के आयुक्त (सूक्ष्म, लघु और मध्यम उद्यम) पश्चात् उस श्रेणी में छ: िषा की जनयजमत सेिा कायाालय – सिस्ट्य की हो; या

(iii) मूल संिगा या जिभाग में िेतन मैट्ररक्स या समकक्ष म ें स्ट्तर-4 (25500-81100/- रुपये) म ें जनयजमत आधार पर उस पि पर जनयुजक्त के पश्चात् उस श्रेणी में िस िषा की जनयजमत सेिा की हो; और (ख) जिनके पास जनम्नजलजखत िैजक्षक योग्यता और अनुभि हो: -

1. दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान स ेस्नातक की जडग्री;

NOTIFICATION New Delhi, the 2nd April, 2024 G.S.R. 231(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Ministry of Small Scale Industries, the Small Industries Development Organisation, Group ‘C’ and Group ‘D’ Posts, Recruitment Rules, 2002, in so far as they relates to the post of Superintendent, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Office Superintendent in the Office of Development Commissioner, Ministry of Micro Small and Medium Enterprises, namely: -

1. Short title and commencement.-(1) These rules may be called the Ministry of Micro Small and Medium Enterprises, the Micro, Small and Medium Enterprises Development Organisation, Office Superintendent (Group 'B' Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix.-The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.–No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Note1: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

Note 2: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for appointment by promotion.
