L.-33004/99 सी.जी.-डी.एल.-अ.-24082026-275698 CG-DxLx-xEG-I2D4H0x8x2x0 26-275698 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4437] नई दिल्ली, िुक्रवार, अगस्ट्त 21, 2026/श्रावण 30, 1948 No. 4437] NEW DELHI, FRIDAY, AUGUST 21, 2026/SHRAVAN 30, 1948 यवु ा कायक्रय म और खले मत्रं ालय (यवु ा कायक्रय म जवभाग) अजधसचू ना नई दिल् ली, 13 अगस्ट् त, 2026 का.आ. 4618(अ).—िबदक पहचान स्ट्थाजपत करने के जलए आधार संख्या का उपयोग व्यजियों को सुजवधािनक और जनबायध तरीके से सजससडी, लाभ और सेवाए ँ प्राप्त करने म ेंसक्षम बनाता ह,ै पहचान स्ट्थाजपत करन े के जलए िस्ट्तावेिों की बहुलता की आवश्यकता को समाप्त करता ह,ै प्रदक्रयाओं को सरल बनाता ह ै तथा पारिर्ियता और िक्षता को बढावा िेता ह;ै और िबदक युवा काययक्रम जवभाग, युवा काययक्रम और खेल मत्रं ालय, भारत सरकार( इसके बाि“ उि जवभाग” के रूप म ें उजल्लजखत) , राष्ट्रीय युवा सिजिकरण काययक्रम( आरवाईएसके )नामक एकछत्र स्ट्कीम के अंतगयत एक उप-स्ट्कीम के रूप म“ें स्ट्काउट ंग और गाइडडगं सगं ठनों को सहायता ” स्ट्कीम[ प्रत्यक्ष लाभ अंतरण स्ट्कीम कोड-एवाई0वाई5] (इसके बाि “उि स्ट्कीम ”के रूप में उजल्लजखत )का संचालन कर रहा ह;ै और िबदक उि स्ट्कीम के अतं गतय , जवभाग द्वारा स्ट्काउट ंग और गाइडडगं गजतजवजधयों के संचालन के जलए जवभाग द्वारा मान्यता प्राप्त गरै -सरकारी संगठनों( एनिीओ )को स्ट्कीम के दििा-जनििे ों के अनुसार जवत्तीय सहायता प्रिान की िाती ह।ै जवभाग द्वारा अनिु ान उि एनिीओ को जवभाग के प्रिासजनक जनयंत्रणाधीन स्ट्वायत्त संगठन, माय भारत के माध्यम स े अतं ररत दकया िाता ह;ै 6443 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और िबदक उि स्ट्कीम के अंतगतय तथा उसके संबंध म ें समय-समय पर िारी दकए गए अनुिेिों और दििा-जनििे ों के अनुसार, स्ट्काउट ंग या गाइडडंग जिजवरों और प्रजिक्षण जिजवरों म ें भाग लेने के जलए स्ट्काउ या गाइड या जिक्षकों या अन्य प्राजधकृत कार्मयकों( इसके बाि“ लाभाथी ” के रूप में उजल्लजखत )को बोर्डिंग, लॉडिंग और यात्रा व्यय( इसके बाि“ उि लाभ ”के रूप में उजल्लजखत )प्रिान दकया िाता ह;ै तथा िबदक उि स्ट्कीम के जलए व्यय भारत की संजचत जनजध स ेदकया िाता ह;ै तथा िबदक उि जवभाग इच्छुक ह ै दक उि लाभ की प्राजप्त के जलए एक ित य के रूप म ें लाभाथी की पहचान स्ट्थाजपत करने के प्रयोिन स,े यह अपेक्षा करता ह ैदक ऐसे लाभाथी प्रमाणीकरण कराए, या आधार संख्या के होने का प्रमाण प्रस्ट्तुत करे या दकसी ऐस े व्यजि के मामल े म ें जिसे कोई आधार संख्या प्रिान नहीं की गई ह,ै नामांकन के जलए एक आवेिन करे;

अब, इसजलए, आधार (जवत्तीय और अन्य सजससडी, लाभ और सेवाओं का लजक्षत जवतरण) अजधजनयम, 2016 (2016 का 18) (इसके बाि उि अजधजनयम के रूप म ें उजल्लजखत) की धारा 7 के प्रावधानों के अनुसरण म,ें भारत सरकार एतद्द्वारा जनम्नजलजखत को अजधसूजचत करती ह,ै अथायत:् - .1 (1) उि स्ट्कीम के तहत उि लाभ का लाभ प्राप्त करन े के इच्छुक व्यजि को प्रमाणीकरण कराना होगा, या आधार संख्या के होने का प्रमाण प्रस्ट्तुत करना होगा।

(2) यदि ऐसे व्यजि को आधार संख्या प्रिान नहीं की गई ह,ै तो उसे नामांकन के जलए आवेिन करना होगा: बिते दक यदि वह व्यजि नाबाजलग ह,ै तो ऐसा आवेिन केवल उसके माता-जपता या कानूनी अजभभावक की सहमजत स े दकया िाएगा।

(3) उि अजधजनयम के तहत बनाए गए आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के प्रावधानों के अनुसार, उि जवभाग ऐस े लाभार्थययों का नामांकन सुजनजित करेगा जिन्ह ें अभी तक नामांदकत नहीं दकया गया ह,ै या उजचत उपायों के माध्यम स े उनके आधार जववरण को अपडे करेगा, जिसम ें रजिस्ट्रारों के साथ समन्वय करना और सुजवधािनक स्ट्थानों पर नामांकन केंद्र स्ट्थाजपत करना या स्ट्वय ं रजिस्ट्रार बनकर नामांकन सुजवधाएं प्रिान करना िाजमल ह:ै बिते दक िब तक ऐसे लाभाथी को आधार संख्या आवंर त नहीं की िाती है, तब तक वह उि लाभ जिनका वह हकिार ह,ै प्राप्त करने के जलए अपनी पहचान जनम्नजलजखत िस्ट्तावेिों को प्रस्ट्तुत करके स्ट्थाजपत कर सकता है तथा िो प्रस्ट्तुत दकए िाने के समय वैध हों; अथवा, यदि उि जवभाग द्वारा ऐसी पहचान हते ु उपलसध कराए गए या अजधकृत सॉफ् वेयर म ें इन िस्ट्तावेिों की सामग्री से संबंजधत िानकारी को उनके जनमायण या अजभलेखनरखरखाव से संबंजधत प्राजधकरणों के / डे ाबेस से इलेक्ट्रॉजनक माध्यम से प्राप्त करने े की सुजवधा उपलसध हो, तो ऐसी िानकारी प्राप्त दकए िान े के जलए अपनी सहमजत प्रिान करके अपनी पहचान स्ट्थाजपत कर सकता है, अथायत ् अठारह वर् य स े कम आय ुके व्यजि के जलए जिसे आधार संख्या नहीं िी गई ह:ै (क) नामांकन केंद्र पर नामांकन प्रदक्रया के बाि ऑपरे र द्वारा लाभाथी को प्रिान की गई पावती जिसमें नामांकन ईआईडी िाजमल होती ह;ै तथा (ख) यह प्रमाजणत करन े के जलए दक लाभाथी अठारह वर् य स े कम आयु का ह,ै जनम्नजलजखत म ें स े कोई एक िस्ट्तावेि अथायत्: -

(i) भारतीय पासपो य;

(ii) स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त बोड य द्वारा िारी मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा प्रमाण पत्र या अंकों का जववरण;

(iii) दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के तहत दकसी राज्य सरकार द्वारा बनाए गए जनयमों के तहत संबंजधत राज्य सरकार के साथ पंिीकृत बाल िेखभाल संस्ट्थान द्वारा रखे गए बच्चे जिन्ह ें िेखभाल की आवश्यकता ह ै अथवा कानूनी संघर् य करन े वाल े बच्च े के संबंध म,ें ऐसी संस्ट्था के प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी अथवा पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म जतजथ जनर्ियष्ट करन े वाला प्रमाण पत्र; या[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

(iv) एक जविेिी नागररक के संबंध म,ें - (क) यदि वह ओवरसीि जस ीिन ऑफ इंजडया काडधय ारक ह ै तो ओवरसीि जस ीिन ऑफ इंजडया काडय; (ख) यदि वह एक जतसबती िरणाथी ह,ै तो जविेिी क्षेत्रीय पंिीकरण कायायलय द्वारा िारी पंिीकरण प्रमाण पत्र;

(ग) यदि वह नेपाल या भू ान का नागररक ह,ै तो नेपाल या भू ान का पासपो य; (घ) यदि वह ओवरसीि जसर िन ऑफ इंजडया काडयधारक, जतसबती िरणाथी या नेपाल या भू ान के नागररक के अलावा अन्य ह,ै तो या तो जविेिी पासपो य के साथ भारतीय वीिा या वतयमान म ें वैध या समाप्त हो चुके जविेिी पासपो य के साथ भारत के जलए िीघयकाजलक वीिा; या

(v) िन्म और मृत्य ुरजिस्ट्रीकरण अजधजनयम, 1969 (1969 का 18) के तहत दिया गया िन्म प्रमाण पत्र, िैसा दक लाभाथी के िन्म के संबंध म ें िन्म रजिस्ट् र म ें की गई प्रजवजष्ट स े जनकाला गया हो; (ग) माता-जपता या कानूनी अजभभावक के साथ उसके संबंधों का प्रमाण िने े के जलए जनम्नजलजखत िस्ट्तावेिों म ें स े कोई एक, जिसम ें लाभाथी की तस्ट्वीर हो, अथायत्: -

(i) रािन काड;य

(ii) एक रािपजत्रत अजधकारी, िो एक काययकारी मजिस्ट्रे या राज्य सरकार का रािस्ट्व अजधकारी हो, िो तहसीलिार के पि से जनम्नतर न हो द्वारा िारी िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र;

(iii) दकसी सरकारी संस्ट्था या सावयिजनक क्षत्रे के उद्यम द्वारा दकसी सेवाजनवृत्त या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र;

(iv) भारतीय पासपो य;

(v) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडय द्वारा िारी मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा प्रमाण पत्र या अंकों का जववरण;

(vi) दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के तहत दकसी राज्य सरकार द्वारा बनाए गए जनयमों के तहत संबंजधत राज्य सरकार के साथ पंिीकृत बाल िेखभाल सस्ट्ं थान द्वारा रखे गए बच्चे जिन्ह ेंिेखभाल की आवश्यकता ह ै अथवा कानूनी सघं र्य करन े वाले बच्च े के संबंध म,ें ऐसी संस्ट्था के प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी अथवा पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म जतजथ जनर्ियष्ट करने वाला प्रमाण पत्र; या

(vii) एक जविेिी नागररक के संबंध म,ें - (क) यदि वह ओवरसीि जस ीिन ऑफ इंजडया काडधय ारक ह ै तो ओवरसीि जस ीिन ऑफ इंजडया काडय; (ख) यदि वह एक जतसबती िरणाथी ह,ै तो जविेिी क्षेत्रीय पंिीकरण कायायलय द्वारा िारी पंिीकरण प्रमाण पत्र;

(ग) यदि वह नेपाल या भू ान का नागररक ह,ै तो नेपाल या भू ान का पासपो य; (घ) यदि वह ओवरसीि जसर िन ऑफ इंजडया काडयधारक, जतसबती िरणाथी या नेपाल या भू ान के नागररक के अलावा अन्य ह,ै तो या तो जविेिी पासपो य के साथ भारतीय वीिा या वतयमान म ें वैध या समाप्त हो चुके जविेिी पासपो य के साथ भारत के जलए िीघयकाजलक वीिा; या4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(viii) एक लाभाथी के संबंध म,ें जिसके पास कानूनी अजभभावक, ित्तक ग्रहण आिेि या कानूनी संरक्षकता के जलए अन्य िस्ट्तावेि ह,ैं िो संरक्षक और प्रजतपाल्य अजधजनयम, 1890 (1990 का 8), दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2), राष्ट्रीय स्ट्वपरायणता, प्रमजस्ट्तष्क घात मानजसक मंिता और बहुजनसििताग्रस्ट्त व्यजि कल्याण न्यास: अजधजनयम, 1999 (1999 का 44) अथवा दिव्यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के तहत बनाए गए लागू जनयम और जवजनयम के तहत काननू ी अिालत या सक्षम प्राजधकारी द्वारा िारी दकया गया हो; अथवा

(ix) उि मंत्रालय द्वारा जवजनर्ियष्ट कोई अन्य िस्ट्तावेि । ऐसे लाभाथीिो अठारह वर्य या उससे अजधक आय ु के हों और जिन्ह ें आधार संख्या िारी नहीं की गई , हो के जलए: (क) नामांकन केंद्र पर नामांकन प्रदक्रया के बाि ऑपरे र द्वारा लाभाथी को प्रिान की गई पावती, जिसम ें ईआईडी िाजमल हो; तथा (ख) जनम्नजलजखत िस्ट्तावेिों म ेंस े कोई एक, जिसम ेंलाभाथी की तस्ट्वीर हो, यथा-:

(i) भारत के जनवायचन आयोग द्वारा िारी जनवायचक फो ो पहचान पत्र;

(ii) रािन काड;य

(iii) दकसी रािपजत्रत अजधकारी, िो एक काययकारी मजिस्ट्रे हो या राज्य सरकार का रािस्ट्व अजधकारी हो तथा तहसीलिार के पि स े नीच े का नहीं हो, द्वारा िारी दकया गया िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र;

(iv) दकसी सरकारी संस्ट्था या सावयिजनक क्षत्रे के उद्यम द्वारा दकसी सेवाजनवृत्त या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र;

(v) भारतीय पासपो य;

(vii) दकसी सरकारी संस्ट्था या सावयिजनक क्षत्रे के उद्यम द्वारा सेवारत या सेवाजनवृत्त लोक सेवक को िारी दकया गया पहचान पत्र या अन्य पहचान िस्ट्तावेि;

(viii) दिव्यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) के अंतगतय उजल्लजखत दिव्यागं िन अजधकार जनयम, 2017 के तहत अजधसूजचत जचदकत्सा प्राजधकरण द्वारा िारी दिव्यांगता प्रमाणपत्र, अथवा भारत सरकार के दिव्यांगिन सिजिकरण जवभाग द्वारा िारी जवजिष्ट दिव्यांगता पहचान पत्र ) यूडीआईडी(;

(ix) भारत म ें िारी ड्राइडवंग लाइसेंस;

(x) दकिोर न्याय( बालकों की िेखरेख और संरक्षण )अजधजनयम, 2015 (2016 का 2) के तहत बनाए गए जनयमों के तहत संबंजधत राज्य सरकार के अधीन पंिीकृत बाल िेखभाल संस्ट्थान द्वारा अनुरजक्षत बच्चों या जवजधक संघर्य अधीन बच्चों के संबंध म,ें ऐसी संस्ट्था के प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म जतजथ जनर्ियष्ट करने वाला प्रमाण पत्र;

या

(xi) जविेिी नागररकों के संबंध म,ें - (क) यदि वह ओवरसीि जस ीिन ऑफ इंजडया काडधय ारक ह ै तो ओवरसीि जस ीिन ऑफ इंजडया काड;य (ख) यदि वह एक जतसबती िरणाथी ह,ै तो जविेिी क्षेत्रीय पंिीकरण कायायलय द्वारा िारी पंिीकरण प्रमाण पत्र;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (ग) यदि वह नेपाल या भू ान का नागररक ह,ै तो नेपाल या भू ान का पासपो य;

(घ) यदि वह ओवरसीि जसर िन ऑफ इंजडया काडयधारक, जतसबती िरणाथी या नेपाल या भू ान के नागररक के अलावा अन्य ह,ै तो या तो जविेिी पासपो य के साथ भारतीय वीिा या वतयमान में वैध या समाप्त हो चुके जविेिी पासपो य के साथ भारत के जलए िीघयकाजलक वीिा; या

(xii) ऐस े लाभाथी, जिनके पास जवजधक अजभभावक, ित्तक ग्रहण आिेि या जवजधक संरक्षकता स ं संबंजधत कोई अन्य िस्ट्तावेि हो, िो न्यायालय या संरक्षक और प्रजतपाल्य अजधजनयम, 1890 (1990 का

8), दकिोर न्याय( बालकों की िेखरेख और संरक्षण )अजधजनयम, 2015 (2016 का 2), ऑर ज्म,मजस्ट्तष्क पक्षघात, मानजसक मंिता और बहु-जवकलागं ता वाल े व्यजियों के कल्याण के जलए राष्ट्रीय रस्ट् अजधजनयम, 1999 (1999 का 44) या दिव्यागं िन अजधकार अजधजनयम, 2016 (2016 का

49) और उि अजधजनयमों के तहत बनाए गए लाग ू जनयम और जवजनयम के तहत सक्षम प्राजधकारी द्वारा िारी दकया गया हो; या

(xiii) उि मंत्रालय द्वारा जवजनर्ियष्ट कोई अन्य िस्ट्तावेि:

(4) उि मंत्रालय द्वारा इस प्रयोिन के जलए नाजमत अजधकारी, धारा( 3) के अंतगयत प्रस्ट्तुत िस्ट्तावेजों अथवा उनम ें जनजहत िानकारी के संबंध म ें िाँच करेगा- (क) ईआईडी को माय आधार पो यल( https://myaadhaar.uidai.gov. in/portal) पर डालकर नामांकन अनरु ोध की जस्ट्थजत की पुजष्ट की िाएगी तादक यह सुजनजित दकया िा सके दक ईआईडी वैध ह ै और नामांकन अनुरोध अस्ट्वीकृत नहीं हुआ ह;ै तथा (ख) अन्य िस्ट्तावेजों और इस प्रयोिन के जलए प्रस्ट्ततु िानकारी को दकसी सरकारी संस्ट्था अथवा ऐस े प्राजधकरण के साथ साझा दकया िा सकता ह ै िो ऐसे िस्ट्तावेजों म ें जनजहत िानकारी को तैयार करन े या अजभलेख-रखरखाव स े संबंजधत हों।

2. लाभार्थययों को सरलता स ेउि लाभ प्राप्त करन ेम ेंसक्षम बनान ेके जलए उि जवभाग मीजडया के माध्यम से व्यापक प्रचार सुजनजित करने के जलए सभी आवश्यक किम उठाएगा तादक लाभार्थययों को उि स्ट्कीम के तहत आधार संख्या की आवश्यकता के बारे म ेंिागरूक दकया िा सके।

3. िहां दकसी लाभाथी के आधार संख्या का प्रमाणीकरण बायोमेररक-आधाररत दकसी भी प्रमाणीकरण जवजध( िैस,े चेहरे की छजव, अगं ुजलयों के जनिान या आइररस स्ट्कैन आधाररत प्रमाणीकरण ) के माध्यम स े दकया गया हो और बायोमेररक िानकारी की जनम्न गुणवत्ता िैसे दकसी कारण स े वह असफल रहा हो तो उस जस्ट्थजत म ें जनम्नजलजखत सुधारात्मक उपाय अपनाए िाएँग—े (क )यदि दकसी जविेर् बायोमेररक-आधाररत प्रमाणीकरण जवजध स े प्रमाणीकरण सफल नहीं होता ह,ै तो िहाँ भी संभव और स्ट्वीकाय य हो, दकसी अन्य बायोमेररक-आधाररत प्रमाणीकरण जवजध अथवा वन- ाइम पासवड(य ओ ीपी )आधाररत प्रमाणीकरण की सुजवधा प्रिान की िाएगी;

(ख )ऐस े मामलों म ें िहा ं प्रमाणीकरण हते ु बायोमेररक-आधाररत या ओ ीपी-आधाररत रीजत संभव नहीं हो, वहा ं आधार जसक्ट्योर दिक ररस्ट्पांस( क्ट्यूआर )कोड अथवा आधार पपे रलेस ऑफ़लाइन ई-केवाईसी िस्ट्तावेज के आधार पर यआू ईडीएआई के जडजि ल हस्ट्ताक्षर प्रमाणपत्र के ऑफ़लाइन सत्यापन द्वारा आधार संख्या की प्रामाजणकता स्ट्थाजपत करन े के बाि, िैसा भी मामला हो, जनम्नजलजखत म ेंस ेदकसी एक के आधार पर उि स्ट्कीम के तहत लाभ दिया िा सकता ह: ै

(i) आधार काड,य आधार पत्र( अथायत, आधार संख्या धारक को उसके आधार संख्या के सृिन पर िारी दकया गया पत्र )अथवा ई-आधार( अथायत, यूआईडीएआई की वेबसाइ स े डाउनलोड की िा सकन े वाली अथवा एमआधार( mAadhaar) ऐप के माध्यम स े प्राप्त की िा सकने वाल े आधार पत्र की पासवड-य संरजक्षत इलेक्ट्रॉजनक प्रजत )युि आधार जसक्ट्योर दिक ररस्ट्पांस( क्ट्यूआर )कोड जिसकी प्रामाजणकता आधार क्ट्यूआर स्ट्कैनर या एमआधार( mAadhaar) ऐप का उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम स े साजबत की गई हो।

4. उपरोि वर्णतय दकसी भी बात के बाविूि: (क) उि स्ट्कीम के अंतगयत दकसी बालक को लाभ स े वंजचत नहीं रखा िाएगा-

(i) यदि प्रमाणीकरण के माध्यम स े वह अपना पहचान स्ट्थाजपत करन े म ें असफल हो या आधार संख्या का प्रमाण प्रस्ट्ततु करन े म ें असमथ य हो; अथवा

(ii) यदि नामांकन के जलए दकया गया आवेिन प्रस्ट्तुत कर िें जिसमें उसे आधार संख्या आवंर त न की गई हो, (ख) तो ऐस े बालक को उि स्ट्कीम के अतं गतय पैरा 1 के खंड( 3) के उपबंध म ें जवजनर्ियष्ट तरीके स े उसकी पहचान सत्याजपत करके तथा उसके माता-जपता या जवजधक अजभभावक के साथ उसके संबंध स्ट्थाजपत करके लाभ प्रिान दकया िाएगा; तथा (ग) ऐस े मामल े म ें िहा ँ खंड( ख )के अतं गतय लाभ दिया गया हो, वहा ँ इस संबंध म ें ररकाड य रखा िाएगा, समय-समय पर मंत्रालय द्वारा उसकी समीक्षा और लखे ा-परीक्षा की िाएगी ।

NOTIFICATION New Delhi, the 13th August, 2026 S.O. 4618(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;

And whereas the Department of Youth Affairs, Ministry of Youth Affairs and Sports, Government of India (hereinafter referred to as the said Department) is administering the “Assistance to Scouting and Guiding Organisations” scheme [Direct Benefit Transfer Scheme Code-AY0Y5] (hereinafter referred to as the said scheme), a sub-scheme under the umbrella scheme, namely, Rashtriya Yuva Sashaktikaran Karyakram (RYSK);

And whereas under this scheme, financial assistance is given by the Department as per the scheme guidelines to the Non-Government Organisations(NGOs) recognised by the Department for conducting scouting and guiding activities. The grant is transferred by the Department to the NGOs through MY Bharat, an autonomous organisation under the administrative control of the Department;

And whereas the Boarding, Lodging and Travelling expenditure (hereinafter referred to as the said benefit) is given to the Scouts or Guides or Teachers or other authorised personnel (hereinafter referred to as the beneficiaries) for attending scouting or guiding camps and training camps under the said scheme and the instructions and guidelines issued in respect thereof from time to time;

And whereas expenditure for the said scheme is incurred from the Consolidated Fund of India;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7

And whereas the said Department is desirous that for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit or for such engagement, require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of India hereby notifies the following, namely:—

(1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number.

(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an application

for enrolment:

Provided that if that individual is a child, such application shall be made only with the consent of his parent or legal guardian.

(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016 made under the said Act, the said Department shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with Registrars and setting up

enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself:

Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the said Department for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:— For a child below 18 years of age to whom an Aadhaar number has not been assigned:

(a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment EID; and

(b) any one of the following documents to evidence that the beneficiary is a child below 18 years of age, namely: —

(i) Indian passport;

(ii) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised Board of school education;

(iii) in respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or

(iv) in respect of a foreign national, —

(A) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(B) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(C) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(D) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or

(v) certificate of Birth given under the Registration of Births and deaths Act, 1969 (18 of 1969), as extracted from the entry made in the register of births regarding the birth of the beneficiary;

(c) any one of the following documents, having the photograph of the beneficiary, to evidence his relationship with the parent or legal guardian, namely:—

(i) ration card;

(ii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

(iii) medical or insurance identity card issued by a Government entity or public sector enterprise to a8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] retired or serving public servant or his family member;

(iv) Indian passport;

(v) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised Board of school education;

(vi) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or

(vii) in respect of a foreign national,—

(A) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(B) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(C) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(D) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or

(viii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or

(ix) any other document as the said Department may specify:

For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned:

(a) The acknowledgement of the beneficiary having undergone the process of enrolment,

provided by the operator at the enrolment centre, containing the EID; and

(b) any one of the following documents, having the beneficiary’s photograph, namely: —

(i) Elector’s Photo Identity Card issued by the Election Commission of India;

(ii) Ration card;

(iii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

(iv) medical or insurance identity card issued by a Government entity or public sector enterprise to a retired or serving public servant or his family member;

(v) Indian passport;

(vi) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised Board of school education;

(vii) identity card or other identity document issued to serving or retired public servant by a Government entity or a public sector enterprise;

(viii) Disability certificate issued by notified medical authority under the Rights of Persons with Disabilities Rules, 2017 made under the Rights of Persons with Disabilities Act, 2016 (49 of

2016), or the Unique Disability Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India;

(ix) driving licence issued in India;

(x) in respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9

(xi) in respect of a foreign national,—

(A) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(B) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(C) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(D) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or

(xii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or

(xiii) any other document as the said Department may specify.

(4) An officer designated by the said Department in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3),—

(a) the status of the enrolment request by submitting the EID on my Aadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment request does not stand rejected; and

(b) the other documents, and for this purpose, may take the assistance of and share the information presented with any Government entity or an authority that deals with the preparation or maintenance of the information contained in such documents.

2. In order to enable beneficiaries to avail of the said benefits conveniently, the Department shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.

3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted,

namely:—

(a) in case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;

(b) in cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be

given on the basis of any of the following:

(i) an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (that is, letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e- Aadhaar (that is, the password-protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps.

(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of UIDAI.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

4. Notwithstanding anything contained hereinabove,—

(a) the benefit under the said scheme shall not be denied to a child—

(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or

(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number;

(b) the benefit under the said scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of paragraph 1; and

(c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and audited periodically by the Department.

5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit due to them under the said scheme, the Department shall follow the exception handling mechanism specified in the Office Memorandum No. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
