NOTIFICATION

Whereas the draft of the following rules further to amend the Karnataka Excise (Excise Duties and Fees) Rules, 1968, was published as required by sub-section (1) of Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966) in Notification No: FD 15 PES 2026, dated: 29-04-2026 in Part-IVA of the Karnataka Gazette (Extraordinary) No.343 dated:

29-04-2026 inviting objections and suggestions from all persons likely to be affected within Seven days from the date of its publication in the official Gazette.

And, whereas the said Gazette was made available to the public on 29th April, 2026.

And, whereas no objections and suggestions were received in respect of the said draft by the State Government.

Now, therefore, in exercise of the powers conferred by Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966), the Government of Karnataka hereby makes the following rules, namely:- RULES

1. Title and commencement:- (1) These rules may be called the Karnataka Excise (Excise Duties and Fees) (Amendment) Rules, 2026.

(2) They shall come into force with effect from the date of their final publication in the official Gazette.

2. Amendment of Rule 1-A:– In the Karnataka Excise (Excise Duties and Fees) Rules, 1968 (hereinafter referred to as the ‘said rules’), in Rule 1-A, after clause (c), the following clause shall be inserted, namely:-9 “(aa) “Excise Registry” means an Electronic Database maintained by the Excise Department for the purpose of implementing provisions of the Karnataka Excise Act, 1965 and the Rules and the Notifications, Orders or Circulars made thereunder from time to time”.

3.Amendment of Rule 2-AE:– In the said Rules, in Rule 2-AE:-

(i) for sub-rule (1), the following shall be substituted, namely:- “2-AE. Declaration of Price:- (1) The Distillery licensee or the Brewery licensee or the Craft Brewery licensee or the Winery licensee or a Distributor licensee or a licensee holding Military Canteen Stores Bonded Warehouse licence, as the case may be, shall declare to the Excise Registry through Electronic mode in Form DP appended to these Rules, the Declared Price in respect of the brands of Liquor meant for sale in Karnataka or for export outside Karnataka but within India for recording such price for the purpose of levying Excise Duty or Countervailing Duty and Additional Excise Duty or Additional Countervailing Duty, Special fee in respect of Liquor imported from outside India, as the case may be. Upon submission of self-declaration confirming the accuracy of information pertaining to the online Declaration of Price, the digital system shall auto-generate the format appended to these Rules regarding the Declared Price which shall be made available to the licensee, Excise Officer- in-charge of the Distillery or Brewery or Craft Brewery or Winery or Excise Officer-in-charge of the Distributor licensee or Military Canteen Stores Bonded Warehouse licensee, the Deputy Commissioner of Excise of the District where the Distillery or Brewery or Craft Brewery or Winery or Military Canteen Stores Bonded Warehouse licensee is situated and the Office of the Excise Commissioner. The licensee shall intimate and update the Declared Price in the Excise Registry. The Declared Price shall come into effect automatically from the following day of the intimation in the Excise Registry ”.

(ii) for sub-rule (2), the following shall be substituted, namely:- “(2) If after making a declaration of the price under sub-rule (1), the Distillery, Brewery, Craft Brewery, Winery or a Distributor licensee or a licensee holding Military Canteen Stores Bonded Warehouse licence, as the case may be, intends to make any revision in the Declared10 Price, the licensee shall declare to the Excise Registry through Electronic mode in Form DRP appended to these Rules, the Revised Declared Price in respect of the brands of Liquor meant for sale in Karnataka or for export outside Karnataka but within India for recording such revised price for the purpose of levying Excise Duty or Countervailing Duty and Additional Excise Duty or Additional Countervailing Duty, Special fee in respect of Liquor imported from outside India, as the case may be. Upon submission of self-declaration confirming the accuracy of information pertaining to the online Declaration of Revised Price, the digital system shall auto-generate the format appended to these Rules regarding the Revised Declared Price which shall be made available to the licensee, Excise Officer-in-charge of the Distillery or Brewery or Craft Brewery or Winery or Excise Officer-in-charge of the Distributor licensee or Military Canteen Stores Bonded Warehouse licensee, the Deputy Commissioner of Excise of the District where the Distillery or Brewery or Craft Brewery or Winery or Military Canteen Stores Bonded Warehouse licensee is situated and the Office of the Excise Commissioner. The licensee shall intimate and update the Revised Declared Price in the Excise Registry. The Revised Declared Price shall come into effect automatically from the following day of the intimation in the Excise Registry ”.

(iii) for sub-rule (3), for the existing provision before the explanation, the following shall be substituted, namely:- “(3) No liquor, the brand label of which is not intimated online and updated in the Excise Registry and the price thereon is not declared online by the licensee and acknowledged by the Excise Registry shall be issued for sale in Karnataka or exported outside Karnataka but within India by any Distillery, Brewery, Craft Brewery, Winery or a Distributor licensee or a licensee holding Military Canteen Stores Bonded Warehouse licence”.

4. Amendment of Rule 2-AF:– In Rule 2-AF of the said Rules:-

(i) for sub-rule (1), for the existing provision before the explanation, the following shall be substituted, namely: “2-AF. Declaration of Maximum Retail Selling Price:- (1) The Distillery licensee or the Brewery licensee or the Craft Brewery licensee or the Winery licensee or a Distributor licensee, as the case may be, shall declare to the Excise Registry through Electronic mode in Form MRP appended to these Rules, the Maximum Retail Selling Price in respect of each11 brand of Liquor for the purpose of recording such price after the labels of such brands of liquor meant for sale in Karnataka are intimated online and updated in the Excise Registry under the Karnataka Excise (Bottling of Liquor) Rules, 1967. Upon submission of self- declaration confirming the accuracy of information pertaining to the online Declaration of Maximum Retail Selling Price, the digital system shall auto-generate the format appended to these Rules regarding the Maximum Retail Selling Price which shall be made available to the licensee, Excise Officer-in-charge of the Distillery or Brewery or Craft Brewery or Winery or Excise Officer-in-charge of the Distributor licensee, the Deputy Commissioner of Excise of the District where the Distillery or Brewery or Craft Brewery or Winery is situated and the Office of the Excise Commissioner. The licensee shall intimate and update the Revised Maximum Retail Selling Price in the Excise Registry. The Maximum Retail Selling Price shall come into effect automatically from the following day of the intimation in the Excise Registry ”.

(ii) for sub-rule (2), the following shall be substituted, namely:- “(2) If after making a declaration under sub-rule (1), the Distillery, Brewery, Craft Brewery, Winery or a Distributor licensee, as the case may be, intends to make any revision in the Price so declared, the licensee shall declare to the Excise Registry through Electronic mode in Form RMRP appended to these Rules, the Revised Maximum Retail Selling Price for re- recording. Upon submission of self-declaration confirming the accuracy of information pertaining to the online submission of Revised Maximum Retail Selling Price, the digital system shall auto-generate the format appended to these Rules regarding the Revised Maximum Retail Selling Price which shall be made available to the licensee, Excise Officer- in-charge of the Distillery or Brewery or Craft Brewery or Winery or Excise Officer-in-charge of the Distributor licensee, the Deputy Commissioner of Excise of the District where the Distillery or Brewery or Craft Brewery or Winery is situated and the O/o the Excise Commissioner. The licensee shall intimate and update the Revised Maximum Retail Selling Price in the Excise Registry. The Revised Maximum Retail Selling Price shall come into effect automatically from the following day of the intimation in the Excise Registry ”.12

5. Amendment of Form DP – In the said Rules in Form DP:- i. Under the heading Sl.No.3. Liquor issued for export outside Karnataka and the entries relating thereto, the words “The above rates will come into effect from…..” shall be omitted.

ii. For the heading “For Office use only” and the entries relating thereto, the following shall be substituted, namely:- “Acknowledgement

Application No: Date:

The above price/prices declared by you is/are recorded in the Excise Registry which shall come into effect from ……...

Excise Registry, Department of Excise, Government of Karnataka”.

6. Amendment of Form DRP – In the said Rules Form DRP:-

(i) In the heading Sl.No.3. Liquor issued for export outside Karnataka and the entries relating thereto, the words “I/We intend to give effect to this revised rates from…..” shall be omitted.

(ii) For the heading “For Office use only” and the entries relating thereto, the following shall be substituted, namely:- “Acknowledgement
