और, केन्द्रीर् सरकार की ओर स े िारी उक्त प्रारुप अजधसूचना के संबंध म ें व्यजक्तर्ों और पणधाररर्ों की ओर स े कोई आपजि र्ा सुझाव प्राप्त नहीं हुआ; िबदक, करीमपुझा वन्द्र्िीव अभर्ारण्र् उ 11°23’15’’ स े 11°12’43’’ अक्षांिों और पू 76°22’37’’ स े 76o33’2’’ िेिांतरों की भौगोजलक सीमाओं के मध्र् जस्ट्थत ह ै और केरल म ें मलप्परु म रािस्ट्व जिल े के नीलांबुर तालुक म ें आता ह।ै अभर्ारण्र् का जवस्ट्तार 227.97 वग ा दकलोमीटर ह,ै जिसम ें न्द्र् ू अमराम्बलम संरजक्षत वन (सागौन के बागानों और िनिातीर् बजस्ट्तर्ों के जसवार् 211.09 वगा दकलोमीटर) और वडक्केकोटा मालवरम जस्ट्थत वन (16.88 वग ा दकलोमीटर के जवस्ट्तार के साथ) के कुछ जहस्ट्से सजम्मजलत ह।ैं अभर्ारण्र् को 17 अगस्ट्त, 2019 के िी.ओ.(पी) संख्र्ांक 9/2019/एफ एंड डब्ल्र्ूएलडी के अनुसार अजधसजू चत दकर्ा गर्ा था और 12 दिसंबर, 2019 के केरल रािपत्र संख्र्ांक 3078, खंड VIII म ें एसआरओ संख्र्ांक 973/2019 के रूप म ेंप्रकाजित दकर्ा गर्ा था;

6770 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और िबदक, करीमपुझा वन्द्र्िीव अभर्ारण्र् नीलजगरी की पजिमी ढलानों पर फैला ह,ै िहां की तलहटी जद्वतीर्क नम पणापाती वनों के बृहि जवस्ट्तार स े जिरी हुई ह,ै िो ऊपर के सिाबहार वनों को सहारा िेते ह।ैं र् े वन क्षत्रे नीलजगरर बार्ोस्ट्फीर्र ररिवा का एक महत्वपूणा जहस्ट्सा ह,ैं जिस े संर्ुक्त राष्ट्र िैजक्षक, वैज्ञाजनक और सांस्ट्कृजतक संगठन के मानव और बार्ोस्ट्फीर्र कार्ाक्रम के अधीन मान्द्र्ता प्राप्त ह।ै र्ह अभर्ारण्र् अपनी अनूठी भौगोजलक और िैव-भौगोजलक प्राचीनता और जवकासवािी इजतहास के कारण पाररजस्ट्थजतक महत्व रखता ह;ै और िबदक, सामान्द्र्तः पजिमी िाट और जविेष रूप स े नीलजगरर बार्ोस्ट्फीर्र ररिवा के वन जवजवध वनस्ट्पजत और िीव-िंतओंु के िटकों को आश्रर् िेत े ह,ैं करीमपुझा वन्द्र्िीव अभर्ारण्र् पूव ा में तजमलनाडु के मुकुथी राष्ट्रीर् उद्यान और िजक्षण म ें केरल के साइलटें वैली राष्ट्रीर् उद्यान के साथ सीमाओं को साझा करते ह।ैं इसजलए, र्ह एक सतत ् संरजक्षत क्षत्रे तंत्र के रूप म ें उपजस्ट्थत ह,ै जिससे वन्द्र्िीवों का मुक्त आवागमन सुजनजित होता ह,ै संपका म ें सुधार होता ह ै और जवजभन्न प्रिाजतर्ों के िीन पूल म ें वृजि होती ह।ै र्ह भू-भाग जनचले क्षेत्रों स े लेकर ऊंचाई वाले िास के मैिानों तक फैला हुआ ह ै और इसम ें छह अलग-अलग प्रकार के वन पाए िाते ह,ैं िो केरल म ें अन्द्र्त्र एक साथ बहुत कम पाए िाते ह।ैं इनम ें िजक्षणी उष्णकरटबंधीर् नम पणापाती वन, पजिमी तट उष्णकरटबंधीर् अध-ा सिाबहार वन, पजिमी तट उष्णकरटबंधीर् सिाबहार वन, िजक्षणी उपोष्णकरटबंधीर् चौडी पिी वाल े पहाडी वन, िजक्षणी पवातीर् आर ा िीतोष्ण वन और िजक्षणी पवातीर् आरा िीतोष्ण िास के मैिान सजम्मजलत ह।ैं अभर्ारण्र् म ें बहुत सारे सूक्ष्म िलग्रहण क्षत्रे ह,ैं िो नदिर्ों और नालों के बडे िाल-तंत्र म ें बहत े ह,ैं िो आग े चलकर चजलर्ार निी म ें जमल िात े ह,ैं िो केरल की प्रमखु निी िारटर्ों म ें स े एक ह।ै कई छोटी नदिर्ा ाँ और छोटी नदिर्ा ाँ करीमपुझा के इस वृहि िलग्रहण क्षत्रे म ें जमलती ह ैं िो केरल के मलप्परु म और कोझीकोड जिलों के जनवाजसर्ों की िीवन रेखा ह;ै और िबदक, करीमपुझा वन्द्र्िीव अभर्ारण्र् के वन क्षत्रे नीलाम्बुर हाथी ररिवा का जहस्ट्सा ह,ैं िो केरल म ें अजधसूजचत चार ऐसे सरं क्षणों म ें स े एक ह ै और आस-पास के अनाईकट्टी क्षेत्रों के साथ, नीलाम्बुर हाथी अभ्र्ारण्र् हाजथर्ों की एक अच्छी-खासी आबािी वाला स्ट्थान ह।ै करीमपुझा वन्द्र्िीव अभर्ारण्र् म ें स्ट्तनधाररर्ों की 26 स े ज़्र्ािा प्रिाजतर्ााँ, पजक्षर्ों की 100 प्रिाजतर्ााँ, सरीसृपों की 33 प्रिाजतर्ााँ और मछजलर्ों की 43 प्रिाजतर्ााँ पाई िाती ह।ैं अकिेरुकी िीवों म,ें 700 स े ज़्र्ािा कीट प्रिाजतर्ााँ पाई िाती ह।ैं स्ट्थाजनक िीवों म ें स्ट्तनधाररर्ों की िो प्रिाजतर्ााँ, पजक्षर्ों की 8 प्रिाजतर्ााँ और मछजलर्ों की 20 प्रिाजतर्ा ाँ सजम्मजलत ह।ैं 212 वंिों और 73 कुलों स े संबंजधत कुल 305 वृक्ष प्रिाजतर्ााँ ििा की गई ह।ैं र्हााँ पाई िाने वाली 133 जततली प्रिाजतर्ों म ें स े 28 उच्च संरक्षण मूल्र् की ह ैं क्र्ोंदक वे र्ा तो स्ट्थाजनक ह ैं र्ा संरजक्षत ह।ैं करीमपुझा निी और उसकी सहार्क नदिर्ा ाँ लुप्तप्रार् मालाबार महािीर (टोर मालाबाररकस) की एक स्ट्वस्ट्थ आबािी को पोजषत करती ह।ैं िेखी गई अन्द्र् उल्लेखनीर् प्रिाजतर्ों म ें स्ट्लडें र लोररस, नीलजगरर तहर, बाि, िेर-पछूं वाला मकाक और बाइसन सजम्मजलत ह;ैं और िबदक, करीमपुझा वन्द्र्िीव अभर्ारण्र् पथैं ेरा पाडसा , मैजनस क्रैजसकौडाटा, कुओन अल्पाइनस, बुफो पैररटेजलस, बुफो मेलानोजस्ट्टक्टस, रामानेला मोंटाना, िारटक्सालस वेररएजबजलस, राकोफोरस मालाबाररकस, फालाक्रोकोरैक्स नाइिर, अिओे ला ग्रेई, जमल्वस माइग्रन्द्स, पेरोपस जगगेंटस, मकाका जसलीनस, मकाका रेजडएटा, मेलसास उर्साजनस, फेजलस बेंगालेंजसस, एजलफस मैजक्समस, सस स्ट्क्रोफा, बोस गौरस, जहजस्ट्रक्स इंजडका आदि; िैसी बडी सख्ं र्ा म ें पिु प्रिाजतर्ों को आश्रर् िेता ह;ै और िबदक, करीमपुझा वन्द्र्िीव अभर्ारण्र् कई संकटग्रस्ट्त, लुप्तप्रार् और स्ट्थाजनक प्रिाजतर्ों का आवास ह,ै हालांदक उनके बारे म ें िानकारी अभी भी सीजमत ह।ै इस अभर्ारण्र् म ें उनके संरक्षण पर केंदरत भावी अनुसंधान की महत्वपूणा संभावनाएं ह।ैं करीमपुझा वन्द्र्िीव अभर्ारण्र् के क्षत्रे , जवस्ट्तार और सीमाओं को संरजक्षत और सरु जक्षत रखना आवश्र्क ह,ै जिन्द्ह ें पैरा 1 म ें पाररजस्ट्थजतकी, पर्ाावरण और िैव जवजवधता के िजृ ष्टकोण स े पाररजस्ट्थजतकी-संवेिी िोन के रूप म ें जवजनर्िाष्ट दकर्ा गर्ा ह ै और उक्त पाररजस्ट्थजतकी-संवेिी िोन म ें उद्योगों र्ा उद्योगों के वग ा और उनके संचालन और दक्रर्ाकलापों को प्रजतजषि करना अपेजक्षत ह;ै अतः अब, केन्द्रीर् सरकार, पर्ाावरण (संरक्षण) जनर्म, 1986 के जनर्म 5 के उप-जनर्म (3) के साथ परठत पर्ाावरण (संरक्षण) अजधजनर्म, 1986 (1986 का 29) की धारा 3 की उपधारा (1) तथा उप-धारा (2) के खण्ड (v) और (xiv) तथा उप-धारा (3) द्वारा प्रिि िजक्तर्ों का प्रर्ोग करते हुए केरल के करीमपुझा वन्द्र्िीव अभर्ारण्र् की सीमा के आसपास एक पाररजस्ट्थजतकी-संवेिी िोन (जिसे इसम ें इसके पिात ् पाररजस्ट्थजतकी-संवेिी िोन कहा गर्ा ह)ै के रूप म ें अजधसूजचत करती ह,ै जिसका ब्र्ौरा जनम्नानुसार ह,ै अथाात:् -

(1) पाररजस्ट्थजतकी-सवं िे ी िोन का जवस्ट्तार और सीमा.- (1) पाररजस्ट्थजतकी संवेिी िोन िून्द्र् स े 3.40 दकलोमीटर तक जभन्न- जभन्न होता ह,ै िो अभर्ारण्र् के चारों ओर 44.24 वगा दकलोमीटर के क्षत्रे को सजम्मजलत करता ह ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 जिसम ें करुलाई वन रेंि, नीलांबुर िजक्षण वन प्रभाग म ें कजलकावु वन रेंि और नीलांबुर उिर वन प्रभाग म ें वजझक्किाव ु वन रेंि के वन क्षत्रे सजम्मजलत ह।ैं इन वन क्षेत्रों का प्रबंधन जवजभन्न कार् ा र्ोिनाओं और केरल वन अजधजनर्म, 1961, वन्द्र् िीवन (संरक्षण) अजधजनर्म, 1972 िैस े जवजभन्न अजधजनर्मों द्वारा दकर्ा िाता ह।ै जवजभन्न दििाओं म ेंपाररजस्ट्थजतकी-संवेिी िोन की सीमा नीच ेिी गई ह:ै - दििा दकलोमीटर म ेंजवस्ट्तार 0 स े 1 दकलोमीटर उिर (मुक्कुथी राष्ट्रीर् उद्यान की सीमा) 0 दकलोमीटर उिर – पूवा (मुक्कुथी राष्ट्रीर् उद्यान की सीमा) 0 दकलोमीटर पूवा (मुक्कुथी राष्ट्रीर् उद्यान की सीमा) 0 दकलोमीटर िजक्षण-पूव ा (मुक्कुथी राष्ट्रीर् उद्यान की सीमा) और साइलेंट वलै ी राष्ट्रीर् उद्यान का बफर िोन ) 0 दकलोमीटर िजक्षण (साइलेंट वलै ी राष्ट्रीर् उद्यान का बफर िोन दक सीमा)

0.6 स े 1 दकलोमीटर िजक्षण -पजिम साइलेंट वैली राष्ट्रीर् उद्यान के बजस्ट्तर्ााँ और बफर जोन की सीमा पजिम 1 to 3.20 दकलोमीटर उिर -पजिम 1 to 1.20 दकलोमीटर संरजक्षत क्षत्रे की जवजभन्न दििाओं म ेंपाररजस्ट्थजतकी -संवेिी िोन की 0 दकलोमीटर सीमा का औजचत्र्: तजमलनाडु में मुकुथी राष्ट्रीर् उद्यान, केरल म ेंसाइलेंट वैली राष्ट्रीर् उद्यान और तजमलनाडु के साथ अंतरराज्र्ीर् सीमा िैसे अन्द्र् संरजक्षत क्षेत्रों स े स होने के कारण पाररजस्ट्थजतकी -संवेिी िोन कुछ दििाओं म ेंिन्द्ूर् ह।ै

(2) पाररजस्ट्थजतकी-संवेिी िोन की सीमा का जववरण उपाबधं -I के रूप म ेंसंलग्न ह।ै

(3) करीमपुझा वन्द्र्िीव अभर्ारण्र् और इसके पाररजस्ट्थजतकी-संवेिी िोन के मानजचत्र उपाबधं - II क, II ख और II ग के रूप म ेंसंलग्न ह।ैं

(4) करीमपुझा वन्द्र्िीव अभर्ारण्र् और उसके पाररजस्ट्थजतकी-संवेिी िोन के प्रमुख स्ट्थानों के भू-जनिेिांक, जिनका उल्लेख सारणी क और ख म ेंदकर्ा गर्ा ह,ै उपाबधं -III पर संलग्न ह।ैं

(5) पाररजस्ट्थजतकी-संवेिी िोन म ें आन े वाल े चार गांवों की सूची उपाबधं -IV पर सलं ग्न ह।ै

2. पाररजस्ट्थजतकी सवं िे ी िोन के जलए आचं जलक महार्ोिना– (1) राज्र् सरकार, पाररजस्ट्थजतकी संवेिी िोन के प्रर्ोिनों के जलए रािपत्र म ें इस अजधसूचना के प्रकािन की दिनांक से िो वषा की अवजध के भीतर, स्ट्थानीर् व्यजक्तर्ों के परामिा स े और राज्र् के सक्षम प्राजधकारी के अनुमोिन के जलए इस अजधसचू ना म ें दिए गए उपबंधों का पालन करते हुए आंचजलक महार्ोिना तैर्ार करेगी।

(2) राज्र् सरकार द्वारा पाररजस्ट्थजतकी संवेिी िोन के जलए आचंजलक महार्ोिना ऐसी रीजत स े िो इस अजधसूचना म ें जवजनर्िाष् ट दकए गए ह,ैं के अनुसार तथा सुसगं त केंरीर् और राज्र् जवजधर्ों के अनुरुप और केंरीर् सरकार द्वारा िारी मागाििाक जसिांतों, र्दि कोई हों, द्वारा तैर्ार होगी ।

(3) आंचजलक महार्ोिना, उक्त र्ोिना म ें पाररजस्ट्थजतकी और पर्ाावरणीर् बातों को समाकजलत करने के जलए राज्र् सरकार के जनम्नजलजखत जवभागों के परामि ास े तैर्ार होगी.-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (i.) पर्ाावरण;

(ii.) वन और वन्द्र्िीव; (iii.) स्ट्थानीर् स्ट्विासन जवभाग; (iv.) कृजष; (v.) रािस्ट्व; (vi.) िहरी जवकास; (vii.) पर्ाटन; (viii.) ग्रामीण जवकास; (ix.) ससंचाई और बाढ़ जनर्ंत्रण; (x.) नगर पाजलका; (xi.) पंचार्ती राि;

(xii.) लोक जनमााण जवभाग; (xiii.) केरल राज्र् प्रिषू ण जनर्त्रं ण बोड ा

(4) िब तक इस अजधसूचना म ें ऐसा जवजनर्िाष्ट न हो, आंचजलक महार्ोिना म ें तब तक जवद्यमान भू-उपर्ोग, अवसंरचना और दक्रर्ाकलापों पर कोई जनबधं न अजधरोजपत नहीं दकर्ा िाएगा तथा आचंजलक महार्ोिना की सभी अवसंरचनाओं और उसके दक्रर्ाकलापों म ें सुधार करके उन्द्ह ेअजधक िक्ष और पाररजस्ट्थजतकी-अनुकूल बनान े की व्यवस्ट्था की िाएगी।

(5) आंचजलक महार्ोिना म ें वनरजहत क्षेत्रों के सधु ार, जवद्यमान िल जनकार्ों के संरक्षण, िल-ग्रहण क्षेत्रों के प्रबधं न, िल- संभरों के प्रबंधन, भ-ू िल के प्रबंधन, मृिा और नमी के संरक्षण, स्ट्थानीर् िनता की अपेक्षाओं तथा पाररजस्ट्थजतकी और पर्ाावरण के ऐसे अन्द्र् पहलओंु का उपबंध दकर्ा िाएगा, जिन पर ध्र्ान दिर्ा िाना आवश्र्क ह ै।

(6) आंचजलक महार्ोिना म ें सभी जवद्यमान पूिा स्ट् थलों, ग्रामों और िहरी बजस्ट्तर्ों, वनों की श्रेजणर्ों और दकस्ट् मों, कृजष क्षेत्रों, उपिाऊ भूजम, उद्यानों और उद्यानों िैसे के हररत क्षेत्रों, बागवानी क्षेत्रों, बगीचों, झीलों और अन्द्र् िल जनकार्ों को सहार्क मानजचत्रों के साथ जिनम ें जवद्यमान तथा प्रस्ट्ताजवत भू-उपर्ोग जविेषताओं के ब्र्ौरों के साथ सीमांकन दकर्ा िाएगा।

(7) इस आंचजलक महार्ोिना म ें पाररजस्ट्थजतकी-संवेिी िोन के जवकास का जवजनर्जमत दकर्ा िार्ेगा और पैरा 4 की सारणी म ें दिर् े गर् े जनजषि और जवजनर्जमत दक्रर्ाकलापों का अनुपालन दकर्ा िाएगा और स्ट्थ ानीर् समुिार्ों की आिीजवका की सुरक्षा के जलए पाररजस्ट्थजतकी अनुकूल जवकास को सुजनजित दकर्ा िाएगा और उसे बढ़ावा दिर्ा िार्ेगा।

(8) आंचजलक महार्ोिना, क्षेत्रीर् जवकास र्ोिना की सह-काजलक होगी ।

(9) राज्र् सरकार द्वारा अनुमोदित आंचजलक महार्ोिना मॉनीटरी सजमजत के जलए एक सिं भा िस्ट्तावेि होगी तादक वह इस अजधसूचना के उपबंधों के अनुसार अपन े कताव्यों का जनवहा न कर सके।

(10) पाररजस्ट्थजतकी-संवेिी िोन के जलए आंचजलक महार्ोिना तैर्ार होने तक, सभी नए जनमााण और अन्द्र् जवकासात्मक दक्रर्ाकलापों को मॉनीटरी सजमजत को भेिा िाएगा।

3. राज्र् सरकार द्वारा दकए िान े वाल े उपार्. - राज्र् सरकार अजधसूचना के उपबंधों को प्रभावी बनाने के जलए जनम्नजलजखत उपार् करेगी, अथाात्: -

(1) भ-ू उपर्ोग. – (क) पाररजस्ट्थजतकी-संवेिी िोन म ें वनों, बागवानी क्षेत्रों, कृजष क्षेत्रों, मनोरंिन के जलए जचजन्द्हत उद्यानों और खुल े स्ट्थानों का वृहि वाजणजज्र्क र्ा आवासीर् पररसरों र्ा औद्योजगक दक्रर्ाकलापों के जलए प्रर्ोग र्ा संपररवतना की अनुमजत नहीं होगी:

परंतु भाग (क) म ें जवजनर्िाष्ट उद्देश्र् के जसवार् दकसी अन्द्र् उद्देश्र् के जलए पाररजस्ट्थजतकी-सवं ेिी िोन के भीतर कृजष और अन्द्र् भूजम के उपर्ोग म ें लान े की अनुमजत, मॉनीटरी सजमजत की जसफाररि पर क्षेत्रीर् नगर जनर्ोिन अजधजनर्म तथा केन्द्रीर् र्ा राज्र् सरकार के अन्द्र् जनर्मों और जवजनर्मों के अधीन तथा इस अजधसूचना के उपबंधों के अधीन सक्षम[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 अजधकारी के पूवा अनुमोिन स,े िैसा दक लागू हो, स्ट्थानीर् जनवाजसर्ों की जनम्नजलजखत आवासीर् अपेक्षाओं और दक्रर्ाकलापों को पूरा करने के जलए अनुमजत िी िा सकेगी, िसै े,-

(i) जवद्यमान सडकों को चौडा करना, उन्द्ह ेंमिबूत करना और नई सडकों का जनमााण करना;

(ii) आजधकाररक ढांचों और नागररक सुजवधाओं का सजन्नमााण और नवीकरण;

(iii) प्रिषू ण उत्पन्न न करने वाल ेलिु उद्योग;

(iv) कुटीर उद्योग और ग्राम उद्योग; पाररजस्ट्थजतकी पर्ाटन म ें सहार्क सुजवधा भण्डार, और स्ट्थानीर् सुजवधाएं तथा गृह वास; और

(v) पैरा-4 के मि म ेंर्था उजल्लजखत बढ़ावा दिए गए दक्रर्ाकलापः परंत ु र्ह भी दक क्षेत्रीर् िहरी जनर्ोिन अजधजनर्म तथा राज्र् सरकार के अन्द्र् जनर्मों और जवजनर्मों के अधीन सक्षम प्राजधकारी के पूवा अनुमोिन के जबना और संजवधान के अनुच्छेि 244 के उपबंधों तथा तत्समर् प्रवृि जवजध, जिसके अधीन अनुसूजचत िनिाजत और अन्द्र् परंपरागत वन जनवासी (वन अजधकारों की मान्द्र्ता) अजधजनर्म, 2006 (2007 का 2) भी आता ह,ै का अनपु ालन दकए जबना वाजणजज्र्क र्ा औद्योजगक जवकास दक्रर्ाकलापों के जलए िनिातीर् भूजम के प्रर्ोग की अनुमजत नहीं होगी:

परंत ु र्ह भी दक पाररजस्ट्थजतकी-संवेिी िोन के अधीन आने वाली भूजम के अजभलेखों म ें हुई दकसी त्रुरट को, मॉनीटरी सजमजत के जवचार प्राप्त करने के पिात,् राज्र् सरकार द्वारा प्रत्र्ेक मामले म ें एक बार सुधारा िाएगा और उक्त त्रुरट को सुधारने की सूचना केंरीर् सरकार के पर्ाावरण, वन और िलवार् ु पररवतान मंत्रालर् को िी िाएगी:

परंत ु र्ह भी दक उपर्ुाक्त त्रुरट को सुधारने म,ें इस उप-पैरा म ें दिए गए उपाबंध के जसवार्, दकसी भी ििा म ें भ-ू उपर्ोग का पररवतान सजम्मजलत नहीं होगा: (ख) अनुप्रर्क्तु र्ा अनुत्प ािक कृजष क्षेत्रों म ें वनीकरण तथा पर्ाावासों की बहाली के कार्ाकलापों स े पनु : वनीकरण दकए िाने के प्रर्ास दकए िाएगं े।

(2) प्राकृजतक िल स्रोत.- सभी प्राकृजतक िलमागों के िलग्रहण क्षेत्रों की पहचान की िाएगी और आंचजलक महार्ोिना म ें उनके संरक्षण और बहाली की र्ोिना सजम् मजलत की िाएगी और राज्र् सरकार द्वारा मागाििाक जसिांत इस रीजत स े तैर्ार दकए िाएंगे दक उसम ें ऐस ेक्षेत्रों म ें र्ा उसके पास जवकास दक्रर्ाकलापों को प्रजतजषि और जनबंजधत दकर्ा गर्ा हो।

(3) पर्टा न और पाररजस्ट्थजतकी पर्टा न. – (क) पाररजस्ट्थजतकी-सवं ेिी िोन म ें सभी नए पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलाप र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार पाररजस्ट्थजतकी-संवेिी िोन संबंधी पर्ाटन महार्ोिना के अनुसार अनुमत होगा। (ख) पर्ाटन महार्ोिना राज्र् सरकार के पर्ाावरण और वन जवभाग के परामि ा स ेपर्ाटन जवभाग द्वारा बनार्ी िाएगी। (ग) पर्ाटन महार्ोिना आंचजलक महार्ोिना एक िटक के रूप म ें होगी। (ि) पर्ाटन महार्ोिना पाररजस्ट्थजतकी-संवेिी िोन की वहन क्षमता के अध्र्र्न के आधार पर तैर्ार की िार्ेगी। (ङ) पाररजस्ट्थजतकी पर्ाटन संबंधी दक्रर्ाकलाप जनम्न ानुसार जवजनर्जमत दकए िाएंग,े अथाात:् -

(i) पाररजस्ट्थजतकी-संवेिी िोन के अन्द्िर सभी नए पर्ाटन दक्रर्ा-कलापों र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार, केन्द्रीर् सरकार के पर्ाावरण, वन और िलवार् ु पररवतना मत्रं ालर् द्वारा िारी मागाििाक जसिांतों तथा पाररजस्ट्थजतकी पर्ाटन, पाररजस्ट्थजतकी-जिक्षा और पाररजस्ट्थजतकी-जवकास पर बल िने े वाल े राष्ट्रीर् व्याघ्र संरक्षण प्राजधकरण द्वारा िारी पाररजस्ट्थजतकी पर्ाटन संबंधी मागाििाक जसिांतों (समर्-समर् पर र्था संिोजधत) के अनुसार होगा;

(ii) िब तक आंचजलक महार्ोिना के अनुमोिन नहीं जमल िाता, तब तक पर्ाटन के जवकास और जवद्यमान पर्ाटन दक्रर्ाकलापों के जवस्ट्तार को स्ट्थल-जवजिष्ट संवीक्षा और मॉनीटरी सजमजत की जसफाररि के आधार पर संबंजधत जवजनर्ामक प्राजधकरणों द्वारा अनुमत दकर्ा िाएगा।

(4) प्राकृजतक जवरासत. – पाररजस्ट्थजतकी-संवेिी िोन के अधीन आने वाल े बहुमूल्र् प्राकृजतक जवरासत के सभी स्ट्थलों िैसे दक िीन पलू ररिवा क्षत्रे , िैल संरचना, िल प्रपात, झरने, िरे, उपवन, गुफाए,ं स्ट्थल, वनपथ, रोहण मागा, उत्प्रपात आदि की पहचान की िाएगी और उनकी सुरक्षा और संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप म ें एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(5) मानव जनर्मता जवरासत स्ट्थ ल.- पाररजस्ट्थजतकी-संवेिी िोन म ें भवनों, संरचनाओं, कलाकृजत-क्षेत्रों तथा ऐजतहाजसक, स्ट्थापत्र् संबधी, सौंिर्ाात्मक और सांस्ट्कृजतक महत्व के क्षेत्रों की पहचान की िाएगी और उनके संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप म ें एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी।

(6) ध्व जन प्रिषू ण.- पाररजस्ट्थजतकी संवेिी िोन म ें ध्वजन प्रिषू ण की रोकथाम और जनर्ंत्रण पर्ाावरण (संरक्षण) अजधजनर्म, 1986 के अधीन तथा समर्-समर् पर र्थासंिोजधत ध्वजन प्रिषू ण (जवजनर्मन और जनर्त्रं ण) जनर्म 2000 और इसके उपबंधों के अनुसार दकर्ा िाएगा।

(7) वार् ु प्रिषू ण. - पाररजस्ट्थजतकी संवेिी िोन म ें वार् ु प्रिषू ण का जनवारण और जनर्ंत्रण वार् ु (प्रिषू ण जनवारण और जनर्ंत्रण) अजधजनर्म, 1981 (1981 का 14) और पर्ाावरण (संरक्षण ) अजधजनर्म 1986 के उपबंधों और समर्-समर् पर र्थासंिोजधत उपबंधों के अनुसार दकर्ा िाएगा।

(8) बजहस्राव का जनस्ट्सरण. - पाररजस्ट्थजतकी संवेिी िोन म ें उपचाररत बजहस्राव का जनस्ट्सारण- िल (प्रिषू ण जनवारण तथा जनर्ंत्रण) अजधजनर्म, 1974 (1974 का 6) के उपबंधों और समर्-समर् पर र्था संिोजधत उपबंधों के अनुसार दकर्ा िाएगा।

(9) ठोस अपजिष्ट. - ठोस अपजिष्टों का जनपटान जनम्नजलजखत रूप म ेंहोगा-- (क) पाररजस्ट्थजतकी संवेिी िोन म ें ठोस अपजिष्ट जनपटान और प्रबंधन, ठोस अपजिष्ट प्रबंधन जनर्म, 2016 और समर्-समर् पर र्था संिोजधत जनर्मों के अनुसार दकर्ा िाएगा। अकाबाजनक सामग्री का जनपटान पर्ाावरणीर् अनुकूल रीजत स े अजभज्ञात स्ट्थल पर पाररजस्ट्थजतकी संवेिी िोन स े बाहर दकर्ा िाएगा । (ख) पाररजस्ट्थजतकी संवेिी िोन म ें मान्द्र् अजभज्ञात प्रौद्योजगदकर्ों का प्रर्ोग करते हुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप ठोस अपजिष्ट का सुरजक्षत और पर्ाावरण अनुकूल प्रबधं न (इएसएम ) की अनुमजत िी िा सकती ह।ै

(10) िवै जचदकत्सा अपजिष्ट. - िैव जचदकत्सा अपजिष्ट का प्रबधं न जनम्नजलजखत रूप में होगा- (क) पाररजस्ट्थजतकी संवेिी िोन म ें िैव जचदकत्सा अपजिष्ट का जनपटान िैव जचदकत्सा अपजिष्ट प्रबंधन जनर्म, 2016, समर् -समर् पर र्था संिोजधत उपबधं ों के अनुसार दकर्ा िाएगा। (ख) पाररजस्ट्थजतकी संवेिी िोन म ें अजभज्ञात प्रौद्योजगदकर्ों का प्रर्ोग करत े हुए जवद्यमान जनर्मों और जवजनर्मों के अनरूु प िैव जचदकत्सा अपजिष्ट का सुरजक्षत और पर्ाावरण अनुकूल प्रबधं न की अनुमजत िी िा सकती ह।ै

(11) प्लाजस्ट्टक अपजिष्ट का प्रबधं न. – पाररजस्ट्थजतकी संवेिी िोन म ें प्लाजस्ट्टक अपजिष्ट का प्रबंधन समर् -समर् पर र्था संिोजधत प्लाजस्ट्टक अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधो के अनुसार दकर्ा िाएगा।

(12) सजन्नमाणा और जवध्वसं अपजिष्ट का प्रबधं न.- पाररजस्ट्थजतकी-संवेिी िोन म ें जनमााण और जवध्वंस अपजिष्ट का प्रबंधन समर् -समर् पर र्था संिोजधत जनमााण और जवध्वंस अपजिष्ट प्रबंधन जनर्म, 2016 के उपबधं ों के अनुसार दकर्ा िाएगा।

(13) इलक्े रॉजनक अपजिष्ट.- पाररजस्ट्थजतकी-संवेिी िोन म ें ई–अपजिष्ट का प्रबंधन भारत सरकार के पर्ाावरण, वन और िलवार् ु पररवतान मंत्रालर् द्वारा प्रकाजित और समर् -समर् पर र्था संिोजधत ई–अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा।

14. वाहन र्ातार्ात .- वाहन र्ातार्ात को पर्ाावास-अनकु ूल तरीके स े जवजनर्जमत दकर्ा िाएगा और इस संबंध म ें आंचजलक महार्ोिना म ें जविेष उपबंध सजम्मजलत दकए िाएंग े और आंचजलक महार्ोिना के तैर्ार होन े और राज्र् सरकार के सक्षम प्राजधकारी स े अनुमोदित होने तक, मॉनीटरी सजमजत सुसंगत अजधजनर्मों और उनके अधीन बनाए गए जनर्मों और जवजनर्मों के अनुसार वाहन र्ातार्ात के अनुपालन की मॉनीटरी करेगी।

(15) वाहन प्रिषू ण.- वाहन प्रिषू ण की रोकथाम और जनर्ंत्रण लाग ू कानूनों के अनुसार दकर्ा िाएगा। स्ट्वच्छ ईंधन िैस े रवीकृत पेरोजलर्म गैस, संपीजडत प्राकृजतक गैस आदि के उपर्ोग के जलए प्रर्ास दकए िाएंगे।

(16) औद्योजगक ईकाइर्ा.ं - (क) रािपत्र म ें इस अजधसूचना के प्रकािन पर र्ा उसके पिात् पाररजस्ट्थजतकी-संवेिी िोन के भीतर कोई नए प्रिषू णकारी उद्योगों की स्ट्थापना की अनुमजत नहीं िी िाएगी। (ख) केन्द्रीर् प्रिषू ण जनर्ंत्रण बोडा द्वारा फरवरी, 2016 म ें िारी मागाििाक जसिान्द्तों म ें उद्योगों के वगीकरण के अनुसार, िब तक दक अजधसूचना में इस प्रकार जवजनर्िाष्ट न हो और पाररजस्ट्थजतकी-संवेिी िोन के भीतर केवल गैर-प्रिषू णकारी उद्योगों को अनुज्ञात दकर्ा िाएगा और इसके अजतररक्त, गैर प्रिषू णकारी कुटीर उद्योगों को बढ़ावा दिर्ा िाएगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7

(17) पहाडी ढलानों का सरं क्षण. - पहाडी ढलानों का संरक्षण जनम्नानुसार दकर्ा िाएगा:- (क) आंचजलक महार्ोिना म ें पहाडी ढलानों के उन क्षेत्रों को ििाार्ा िाएगा जिनम ें दकसी भी प्रकार के जनमााण कार् ा की अनुज्ञा नहीं होगी;

(ख) जिन ढलानों र्ा जवद्यमान खडी पहाडी ढलानों म ेंअत्र्जधक भू-क्षरण होता ह ैउनमें दकसी भी प्रकार के जनमााण कार् ा की अनुज्ञा नहीं होगी ।

4. पाररजस्ट्थजतकी-सवं िे ी िोन म ेंप्रजतजषि र्ा जवजनर्जमत दकए िान े वाल े दक्रर्ाकलापों की सचू ी- पाररजस्ट्थजतकी-संवेिी िोन म ें सभी दक्रर्ाकलाप पर्ाावरण (संरक्षण) अजधजनर्म, 1986 और उसके अधीन बनाए गए जनर्मों तथा पर्ाावरण, वन और वन्द्र् िीवन स े संबंजधत भारत सरकार के अन्द्र् अजधसूचनाओं, जवजधर्ों और अजधजनर्मों, पूवा पर्ाावरण और वन मंत्रालर्, अजधसूचना संख्र्ा 1533(अ), दिनांक 14 जसतंबर, 2006 और नीच े िी गई सारणी म ें जवजनर्िाष्ट रीजत स ेऔर समर्-समर् पर र्था सिं ोजधत जवजधर्ों के उपबंधों द्वारा जवजनर्जमत दकए िाएंगे, अथाात्:- सारणी क्रम स.ं दक्रर्ाकलाप रटप्पणी क. प्रजतजषि दक्रर्ाकलाप 1 वाजणजज्र्क खनन, पत्थर उत्खनन (क) पाररजस्ट्थजतकी संवेिी िोन के भीतर िरों के जनमााण र्ा और अपिषाण इकाईर्ा ाँ । मरम्मत के जलए जमट्टी खोिन े सजहत स्ट्थानीर् जनवाजसर्ों की िरेल ू िरूरतों को परू ा करन े को छोडकर, सभी नए और मौिूिा खनन (लि ु और प्रमुख खजनि), पत्थर उत्खनन और उनके तोडन े की इकाइर्ों पर तत्काल प्रभाव स े प्रजतजसि दकर्ा गर्ा ह;ै (ख) खनन कार् ा माननीर् उच्चतम न्द्र्ार्ालर् द्वारा टी.एन. गोिावमान जथरुमुलपाि बनाम भारत संि, ररट र्ाजचका (जसजवल) स.ं 202/1995 के मामले म ें दिनांक 4 अगस्ट्त, 2006 को पाररत आिेि/आििे ों; गोवा फाउंडिे न बनाम भारत संि, ररट र्ाजचका (जसजवल) स.ं 435/2012 के मामले म ें दिनांक 21 अप्रैल, 2014 को पररत आिेि; आईए संख्र्ा 1000/2003 दिनांक 3 िून, 2022 को पाररत आिेि; आईए संख्र्ा 131377/2022 म ें दिनांक 26 अप्रैल, 2023 तथा 28 अप्रलै , 2023 को दिए गए जनणार्ों; तथा आई. ए. स.ं 162023, 162034, 162154 और 162155/2025 म ें दिनांक 23 िुलाई, 2025 को दिए गए पिातवती जनणार् अथवा खनन के संबंध म ें पाररत दकसी अन्द्र् भावी आिेि/आिेिों के अनरूु प दकए िाएंगें। 2 प्रिषू ण (िल, वार्,ु मृिा, ध्वजन, पाररजस्ट्थजतकी संवेिी िोन म ें कोई नर्ा उद्योग लगान े और मौिूिा आदि) पैिा करन े वाल े उद्योगों की प्रिषू णकारी उद्योगों का जवस्ट्तार करने की अनुमजत नहीं होगीः स्ट्थापना। परन्द्त ु र्ह दक केन्द्रीर् प्रिषू ण जनर्ंत्रण बोडा द्वारा फरवरी, 2016 म ें िारी मागा ििाक जसिान्द्तों में उद्योगों के वगीकरण के अनसु ार िब तक दक अजधसूचना म ें ऐसा जवजनर्िाष्ट न हों, पाररजस्ट्थजतकी संवेिी िोन के भीतर गरै -प्रिषू णकारी उद्योगों को अनज्ञु ात दकर्ा िा सकेगा और इसके अजतररक्त, गरै -प्रिषू णकारी कुटीर उद्यागों को बढ़ावा दिर्ा िाएगा। 3 बडी िल जवद्युत पररर्ोिनाओं की जनषेध । स्ट्थापना। 4 दकसी पररसंकटमर् पिाथा का जनषेध । प्रर्ोग र्ा उत्पािन र्ा प्रस्ट्संकरण ।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 5 प्राकृजतक िल जनकार्ों र्ा भूजम जनषेध । क्षत्रे म ें अनुपचाररत बजहस्रावों का जनस्ट्सरण । 6 ठोस अपजिष्ट जनपटान स्ट्थल की पाररजस्ट्थजतकी-संवेिी िोन के भीतर दकसी भी ठोस अपजिष्ट जनपटान स्ट्थापना तथा ठोस और िैव स्ट्थल और ठोस अपजिष्ट के उपचार र्ा प्रसंस्ट्करण सुजवधा की अनुमजत जचदकत्सा अपजिष्ट के जलए नहीं ह।ै औद्योजगक दक्रर्ाकलाप और स्ट्वास्ट््र् प्रजतष्ठान र्ा अस्ट्पताल सामान्द्र् भस्ट्मीकरण सुजवधा की आदि स े उत्पन्न दकसी भी प्रकार के ठोस अपजिष्ट के उपचार के जलए स्ट्थापना। सामान्द्र् र्ा व्यजक्तगत भस्ट्मीकरण सुजवधा की स्ट्थापना जनषेध ह।ै 7 फमों, कारपोरेट और कंपजनर्ों जनषेध;

द्वारा बडे पैमाने पर वाजणजज्र्क पिुधन संपिा और कुक्कुट फामों की स्ट्थापना । 8 पर्ाटन स े संबंजधत अन्द्र् जनषेध; कार्ाकलाप िैसे पाररजस्ट्थजतकी परंत,ु वन और वन्द्र्िीव जवभाग गैर-व्यावसाजर्क उद्देश्र् के जलए संवेिी िोन के ऊपर हॉट एर्र वृिजचत्र बनाकर वन, पर्ाावरण और वन्द्र्िीव संरक्षण पर बलून, हले ीकॉप्टर, ड्रोन, िागरूकता पिै ा करने के जलए ड्रोन का उपर्ोग कर सकत े ह।ैं माइक्रोलाइट्स, आदि का उडान भरना। 9 नई आरा जमलों की स्ट्थापना। पाररजस्ट्थजतकी-संवेिी िोन के भीतर नई और मौिूिा आरा मीलों के जवस्ट्तार की अनुमजत नहीं होगी। 10 ईंट भट्टों की स्ट्थापना करना। जनषेध। ख.जवजनर्जमत दक्रर्ाकलाप 11 होटलों और ररसोटों की पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलापों हते ु लि ु व अस्ट्थार्ी संरचनाओं के वाजणजज्र्क स्ट्थापना । जनमााण के जसवार्, सरं जक्षत क्षत्रे की सीमा स े एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी-संविे ी िोन की सीमा तक, इनम ें िो भी अजधक जनकट हो, नए होटलों, ररसोटों और व्यापाररक प्रजतष्ठानों की स्ट्थापना की अनुमजत नहीं होगी:

परंत,ु संरजक्षत क्षत्रे की सीमा स े एक दकलोमीटर स े आग े र्ा पाररजस्ट्थजतकी-संवेिी िोन की सीमा तक, िो भी जनकटतम हो, सभी नए पर्ाटन दक्रर्ाकलाप र्ा मौिूिा दक्रर्ाकलापों का जवस्ट्तार पर्ाटन मास्ट्टर र्ोिना और लागू मागाििाक जसिांतों के अनुरूप होगा। 12 संजनमााण दक्रर्ाकलाप । (क) सरं जक्षत क्षत्रे की सीमा से एक दकलोमीटर के िार्रे म ें र्ा पाररजस्ट्थजतकी संवेिी िोन की सीमा तक, िो भी जनकटतम हो, दकसी भी प्रकार के नए वाजणजज्र्क जनमााण की अनुमजत नहीं िी िाएगी:

परंतुक दक, स्ट्थानीर् लोगों को स्ट्थानीर् जनवाजसर्ों की आवासीर् अपेक्षाओं को पूरा करन े के जलए भवन उप-जनर्मों के अनुसार परै ा 3 के उप-पैरा (1) म ें उल्लेख दकए गए दक्रर्ाकलापों सजहत उनके उपर्ोग के जलए उनकी भूजम पर जनमााण कार् ा करन े की अनुमजत िी िा सकेगी:

5. मॉनीटरी सजमजत- केन्द्रीर् सरकार पर्ाावरण (संरक्षण) अजधजनर्म, 1986 की धारा 3 की उपधारा (3) के अधीन इस अजधसूचना के उपाबंधों की प्रभावी मॉनीटरी के जलए एक मॉनीटरी सजमजत का गठन करती ह,ै जिसम ें जनम्नजलजखत सजम्मजलत होंगे, अथाात:् - क्र.स.ं मॉनीटरी सजमजत का गठन पि

4. प्रजतजष्ठत संस्ट्थान र्ा जवश्वजवद्यालर् स े पाररजस्ट्थजतकी और पर्ाावरण र्ा वाजनकी के सिस्ट्र्;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 11 क्षत्रे म ें एक जविेषज्ञ, जिसे केरल राज्र् सरकार द्वारा समर्-समर् पर प्रत्र्ेक तीन वषा म ें नाजमत दकर्ा िाएगा।

6. मॉनीटरी सजमजत के कार्:ा -(1) पाररजस्ट्थजतकी संवेिी िोन-म ें भारत सरकार के तत्क ालीन पर्ाावरण और वन मंत्रालर् की अजधसूचना स.ं का. आ. 1533(अ), दिनांक 14 जसतंबर, 2006 की अनुसूची के अधीन सजम्मजलत दक्रर्ाकलापों और इस अजधसूचना के परै ा 4 के अधीन सारणी म ें र्था जवजनर्िाष्ट प्रजतजषि दक्रर्ाकलापों के जसवार् आने वाले ऐसे दक्रर्ाकलापों की ििा म ें वास्ट्तजवक जवजनर्िाष्ट स्ट्थलीर् ििाओं पर आधाररत मॉनीटरी सजमजत द्वारा संवीक्षा की िाएगी और उक्त अजधसूचना के उपबंधों के अधीन पूव ा पर्ाावरण अनापजि लेन े के जलए केन्द्रीर् सरकार के पर्ाावरण, वन और िलवार् ु पररवतना मंत्रालर् को जवजनर्िाष्ट की िाएगी।

(2) िो दक्रर्ाकलाप भारत सरकार के तत्कालीन पर्ाावरण और वन मंत्रालर् की अजधसूचना संख्र्ा का.आ.1533 (अ), दिनांक 14 जसतम्बर, 2006 की अनुसूची म ें न आती हों और पाररजस्ट्थजतकी संवेिी िोन म ें की िा रही हों, इसके पैरा 4 के अधीन सारणी म ें जवजनर्िाष्ट जनजषि दक्रर्ाकलापों को छोडकर, की संवीक्षा मॉनीटरी सजमजत द्वारा वास्ट्तजवक स्ट्थल-जवजिष्ट जस्ट्थजतर्ों के आधार पर की िाएंगी और उससे संबंजधत जनर्ामक प्राजधकरणों को संिर्भात दकर्ा िाएगा।

(3) मॉनीटरी सजमजत के सिस्ट्र्-सजचव र्ा संबंजधत कलेक्टर र्ा संबंजधत उप वन संरक्षक पर्ाावरण (संरक्षण) अजधजनर्म, 1986 की धारा 19 के अधीन इस अजधसूचना के उपबंधों का उल्लंिन करन े वाल े दकसी भी व्यजक्त के जवरूि जिकार्त िार्र करने के जलए सक्षम होगा।

(4) मॉनीटरी सजमजत संबंजधत जवभागों स े प्रजतजनजधर्ों र्ा जविेषज्ञों, औद्योजगक सिं ों के प्रजतजनजधर्ों र्ा पणधाररर्ों को, प्रत्र्ेक मामले म ेअपक्षे ा के अनसु ार, अपन े जवचार-जवमिा म ें सहार्ता के जलए आमंजत्रत कर सकती ह।ै

(5) मॉनीटरी सजमजत प्रत्र्ेक वषा 31 माच ा की जस्ट्थजत के अनसु ार अपनी वार्षाक कारावाई ररपोटा राज्र् के मुख्र् वन्द्र्िीव संरक्षक को, सलं ग्न उपाबधं -V म ेंजवजनर्िाष्ट प्ररूप के अनुसारिनू तक 30 उस वषा , प्रस्ट्तुत करेगी।

(6) केन्द्रीर् सरकार का पर्ाावरण, वन और िलवार् ु पररवतना मंत्रालर् मॉनीटरी सजमजत को उसके कार्ों के प्रभावी जनवाहन के जलए िैसा उजचत समझे जनििे ि ेसकता ह।ै

7. अजतररक्त उपार्. - इस अजधसूचना के उपबंधों को प्रभावी बनाने के जलए केंरीर् सरकार और राज्र् सरकार, र्दि कोई हो तो, अजतररक्त उपार् जवजनर्िाष्ट कर सकता ह।ै

NOTIFICATION New Delhi, the 2nd September, 2026 S.O. 4867(E).—WHEREAS, a draft notification was published in the Gazette of India, Extraordinary, vide notification of the Government of India in the Ministry of Environment, Forest and Climate Change vide number S.O. 4442(E), dated the 29th September, 2025, inviting objections and suggestions from all persons likely to be affected thereby within the period of sixty days from the date on which copies of the Gazette containing the said

notification were made available to the public;

AND WHEREAS, copies of the Gazette containing the said draft notification were made available to the public on the 29th September, 2025;

AND WHEREAS, no objections and suggestions were received from persons and stakeholders in response to the aforesaid draft notification by the Central Government;

WHEREAS, the Karimpuzha Wildlife Sanctuary is located between the geographical limits of N 11°23’15’’to 11°12’43’’ latitudes and E 76°22’37’’ to 76o33’2’’ longitudes and falls in the Nilambur Taluk of Malappuram Revenue District in Kerala. The extent of the Sanctuary is 227.97 square kilometers consisting of parts of New Amarambalam reserved forest (211.09 square kilometers excluding the teak plantations and tribal hamlets) and the Vadakkekkota Malavaram vested forest (with an extent of 16.88 square kilometers). The Sanctuary was notified as per G.O (P) No.9/2019/F&WLD dated the 17th August, 2019 and published as S.R.O. no. 973/2019 in the Kerala Gazette No. 3078, Volume VIII, dated the 12th December, 2019;

AND WHEREAS, Karimpuzha Wildlife Sanctuary lies on the western slopes of the Nilgiris, where the foothills are buffered by extensive stretches of secondary moist deciduous forests supporting the evergreen forests above. These forest areas form an important part of the Nilgiri Biosphere Reserve, recognized under United Nations Educational, Scientific and Cultural Organization’s Man and Biosphere Programme. The sanctuary holds ecological significance due to its unique geographic and biogeographic antiquity and evolutionary history;

AND WHEREAS the forests harbour diverse floristic and faunal components of Western Ghats in general and the Nilgiri Biosphere Reserve in particular Karimpuzha Wildlife Sanctuary shares boundaries with Mukurthi National Park of Tamil Nadu in eastern side and Silent Valley National Park, Kerala on southern side. Hence, it acts as a continuous protected area network, ensuring free movement of wildlife, improving the connectivity and enhances the gene pool of various species. The terrain ranges from lowland regions to high-altitude grasslands and supports six distinct forest types, which are rarely found together elsewhere in Kerala. These include Southern tropical moist deciduous forests, West coast tropical semi-evergreen forests, West coast tropical evergreen forests, Southern subtropical broad-leaved hill forests, Southern montane wet temperate forests, and Southern montane wet temperate grasslands. The Sanctuary is blessed with a lot of micro watersheds that drain to large network of rivers and streams which in turn drains out to Chaliyar River, one of the major river basins in Kerala. Many small rivers and rivulets drain into this macro watershed of Karimpuzha that forms the lifeline of the inhabitants of Malappuram and Kozhikkode Districts in Kerala;

AND WHEREAS, the forest areas of Karimpuzha Wildlife Sanctuary form part of the Nilambur Elephant Reserve, one of four such reserves is notified in Kerala and Together with the adjoining Anaikkatti areas, Nilambur Elephant Reserve supports a viable elephant population. Karimpuzha Wildlife Sanctuary hosts more than 26 species of mammals, 100 species of birds, 33 species of reptiles, and 43 species of fishes. Among invertebrates, more than 700 insect species are reported. Endemic fauna includes two species of mammals, 8 species of birds, and 20 species of fish. A total of 305 tree species, belonging to 212 genera and 73 families, have been recorded. Out of the 133 butterfly species found here, 28 are of high conservation value as they are either endemic or protected. The Karimpuzha River and its tributaries sustain a healthy population of the endangered Malabar Mahseer (Tor malabaricus). Other notable species sighted include the Slender Loris, Nilgiri Tahr, Tiger, Lion-tailed Macaque and Bison;

AND WHEREAS, the Karimpuzha Wildlife Sanctuary supports a good number of faunal species like Panthera pardus, Manis crassicaudata, Cuon alpinus, Bufo parietalis, Bufo melanostictus, Ramanella montana, Ghatixalus variabilis, Rhacophorus malabaricus, Phalacrocorax niger, Ardeola grayii, Milvus migrans, Pteropus giganteus, Macaca silenus, Macaca radiata, Melursus ursinis, Felis bengalensis, Elephas maximus, Sus scrofa, Bos gaurus, Hystrix indica etc.;

AND WHEREAS, Karimpuzha Wildlife Sanctuary is home to many threatened, endangered, and endemic species, though knowledge about them remains limited. The sanctuary holds significant potential for future research focused on their conservation. It is necessary to conserve and protect the area, the extent and boundaries of Karimpuzha Wildlife Sanctuary which are specified in paragraph 1 as Eco-Sensitive Zone from ecological,[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 19 environmental and biodiversity point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-Sensitive Zone;

NOW THEREFORE, in exercise of the powers conferred by sub section (l) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of Section 3 of the Environment (Protection) Act 1986 (29 of 1986) read with sub-

rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an Eco- Sensitive Zone around the boundary of Karimpuzha Wildlife Sanctuary of Kerala (herein after referred to as the Eco- Sensitive Zone) details of which are as under, namely: -

1. Extent and boundaries of the Eco-Sensitive Zone.– (1) The Eco-Sensitive Zone varies from zero to 3.40 kilometer, encompassing an area of 44.24 square kilometers around the Sanctuary which includes forest areas of Karulai Forest Range, Kalikavu Forest Range in Nilambur South Forest Division and Vazhikkadavu Forest Range in Nilambur North Forest Division. These forest areas are managed by various working plans and various acts like Kerala Forest Act, 1961, Wild Life (Protection) Act, 1972 (Act No.). The extent of Eco-

Sensitive Zone in different directions is given below: - Direction Extent in Kilometer 0 to 1 kilometer North (boundary of Mukkurthy National Park) 0 kilometer North-East (boundary of Mukkurthy National Park) 0 kilometer East (boundary of Mukkurthy National Park) 0 kilometer South-East (boundary of Mukkurthy National Park and buffer zone of Silent valley National Park) 0 kilometer South (boundary of buffer zone of Silent valley National Park)

0.6 to 1 kilometer South-West (habitations and boundary of buffer zone of Silent valley National Park) West 1 to 3.20 kilometer North-West 2 to 1.20 kilometer Justification for 0-kilometer extent of Eco-Sensitive Zone in different directions of the protected

area: The Eco-Sensitive Zone is zero in some directions due to its adjacency with other protected areas such as Mukurthi National Park in Tamil Nadu, Silent Valley National Park in Kerala, and the interstate boundary with Tamil Nadu.

(2) The boundary description of the Eco-Sensitive Zone is appended as Annexure- I.

(3) The Maps of the Karimpuzha Wildlife Sanctuary and its Eco-sensitive Zone is appended as Annexure- II A, II B and II C.

(4) The geo-coordinates of the prominent locations of Karimpuzha Wildlife Sanctuary and its Eco-Sensitive Zone mentioned at Table A and B is appended as Annexure-III.

(5) The list of four villages falling in Eco-Sensitive Zone is appended as Annexure-IV.

2. Zonal Master Plan for Eco-Sensitive Zone.–

(1) The State Government shall, for the purposes of the Eco-Sensitive Zone, prepare a Zonal Master Plan within two years from the date of publication of this notification in the Official Gazette, in consultation with local people and in conformity to the provisions of this notification.

(2) The Zonal Master Plan for the Eco-Sensitive Zone shall be prepared by the State Government in accordance with the provisions of this notification and in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan: -

(i) Environment;

(ii) Forest and Wildlife;

(iii) Local Self Government Department;

(iv) Agriculture;

(v) Revenue;

(vi) Urban Development;

(vii) Tourism;

(viii) Rural Development;

(ix) Irrigation and Flood Control;

(x) Municipality;

(xi) Panchayati Raj;

(xii) Public Works Department;

(xiii) Kerala State Pollution Control Board.

(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure, and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly.

(5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention.

(6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, green area, such as, parks and it’s like places, horticultural areas, orchards, lakes and other water bodies with supporting maps giving details of existing and proposed land use features.

(7) The Zonal Master Plan shall regulate development in Eco-Sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and ensure and promote eco-friendly development for security of local community’s livelihood.

(8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan.

(9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification.

(10) Until the preparation of the Zonal Master Plan for the Eco-Sensitive Zone, all new construction and other developmental activities shall be referred to the Monitoring Committee.

3. Measures to be taken by the State Government.– The State Government shall take the following measures for giving effect to the provisions of this notification, namely:

(1) Land use.– (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-Sensitive Zone shall not be used or converted into areas for major commercial or major residential complex or industrial activities.

Provided that the conversion of agricultural and other lands, for the purpose other than that specified at part

(a), within the Eco-Sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central or State Government as applicable and vide provisions of this Notification, to meet the residential needs of the

local residents such as: i. widening and strengthening of existing roads and construction of new roads; ii. construction and renovation of infrastructure and civic amenities; iii. small scale industries not causing pollution;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 21 iv. cottage industries including village industries; convenience stores and local amenities supporting eco-tourism including home stay; and v. promoted activities and given under paragraph 4:

Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007);

Provided also that any error appearing in the land records within the Eco-Sensitive Zone shall be corrected by the State Government, after obtaining the views of the Monitoring Committee, once in each case and the correction of the said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate

Change:

Provided also that the above correction of error shall not include change of land use in any case except as

provided under this sub-paragraph. i. Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities.

(2) Natural water bodies.– The catchment areas of all natural springs shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such areas.

(3) Tourism or eco-tourism.– (a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-Sensitive Zone shall be as per the Tourism Master Plan for the Eco-Sensitive Zone;

(b) the Tourism Master Plan shall be prepared by the Department of Tourism in consultation with the Departments of Environment and Forests of the State Government;

(c) the Tourism Master Plan shall form a component of the Zonal Master Plan;

(d) the Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco-Sensitive Zone;

(e) the activities of eco-tourism shall be regulated as under, namely: - i. all new tourism activities or expansion of existing tourism activities within the Eco-Sensitive Zone shall be in accordance with the guidelines issued by the Central Government and the eco-tourism guidelines issued by the National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-education and eco-development;

ii. until the Zonal Master Plan is prepared and approved, development for tourism and expansion of existing tourism activities shall be permitted by the regulatory authorities concerned based on the actual site-specific scrutiny and recommendation of the Monitoring Committee.

(4) Natural heritage.– All sites of valuable natural heritage in the Eco-Sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.

(5) Man-made heritage sites.– Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be identified in the Eco-Sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of the Zonal Master Plan.

(6) Noise pollution.– Prevention and control of noise pollution in the Eco-Sensitive Zone shall be complied in accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 and as amended from time to time.

(7) Air pollution.– Prevention and control of air pollution in the Eco-Sensitive Zone shall be complied in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and as amended from time to time.

(8) Discharge of effluents.– The discharge of treated effluent in the Eco-Sensitive Zone shall be in accordance with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974) and as amended from time to time.

(9) Solid wastes.– Disposal and Management of solid wastes shall be as under:-22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] a. The solid waste disposal and management in the Eco-Sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016 and as amended from time to time. The inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-Sensitive Zone.

b. Safe and Environmentally Sound Management (ESM) of Solid wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Eco-Sensitive Zone

(10) Bio-medical waste.– Bio-medical waste management shall be as under: a) The bio-medical waste disposal in the Eco-Sensitive Zone shall be carried out in accordance with the Bio- Medical Waste Management Rules, 2016 and as amended from time to time.

b) Safe and Environmentally Sound Management (ESM) of bio-medical wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Eco-Sensitive Zone.

(11) Plastic waste management.– The Plastic Waste Management in the Eco-Sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016 and as amended from time to time.

(12) Construction and demolition waste management.– The Construction and Demolition Waste Management in the Eco-Sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 and as amended from time to time.

(13) Electronic waste. – The E-Waste Management in the Eco-Sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change and as amended from time to time.

(14) Vehicular traffic.– The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the competent authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.

(15) Vehicular pollution.– Prevention and control of vehicular pollution shall be complied with in accordance with applicable laws. Efforts to be made for use of cleaner fuel such as Liquefied Petroleum Gas, Compressed Natural Gas, etc.

(16) Industrial units.– a) no new polluting industries shall be allowed to be set up within the Eco-Sensitive Zone on or after the publication of this notification in the Official Gazette, b) only non-polluting industries shall be allowed within the Eco-Sensitive Zone as per classification of industries in the guidelines issued by the Central Pollution Control Board in February 2016, unless so specified in this notification and in addition, the non-polluting cottage industries shall be promoted.

(17) Protection of hill slopes.– The protection of hill slopes shall be as under:

(a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted.

(b) construction on existing steep hill slopes or slopes with a high degree of erosion shall not be permitted.

4. List of activities prohibited or to be regulated within the Eco-Sensitive Zone.– All activities in the Eco sensitive Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 and the rules made there under and other notifications, laws and acts of the Government of India pertaining to environment, forests and wildlife, in the erstwhile Ministry of Environment and Forest, vide Notification number 1533(E), dated the 14th September, 2006 and laws for the time being in force in the manner and as amended from time to time specified in the table below,

2. Setting of industries causing New industries and expansion of existing polluting industries in the pollution (Water, Air, Soil, Noise, Eco-Sensitive Zone shall not be permitted: etc.).

(1) (2) (3) whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable.

12. Construction activities. (a) No new commercial construction of any kind shall be permitted within one kilometer from the boundary of the protected area or up to the extent of the Eco-Sensitive Zone, whichever is nearer:

Provided that, local people shall be permitted to undertake construction in their land for their use including the activities mentioned in sub-paragraph (1) of paragraph 3 as per building bye-

laws to meet the residential needs of the local residents:

Provided further that, the construction activity related to small-scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any:

(b) Beyond one kilometre, it shall be regulated as per the Zonal Master Plan.

13. Small-scale non-polluting industries. Non-polluting industries as per classification of industries issued by the Central Pollution Control Board in February 2016, as amended from time to time shall be permitted by the approval of competent authority in the State.

14. Felling of trees. (a) There shall be no felling of trees on the forest or Government or revenue or private lands without prior permission of the competent authority in the State Government.

(b) The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made there under.

5. Monitoring Committee.– The Central Government hereby constitutes a Monitoring Committee, for effective monitoring of the provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986 comprising of the following, namely S. 1. The District Collector, Malappuram Chairman, ex-officio;

2. President of District Panchayat, Malappuram Member, ex officio;

3. One representative of a non-governmental organisation working in the field of environment or wildlife (including heritage conservation) to Member; be nominated by the Kerala State Government from time to time every three years

4. One expert in the area of ecology and environment from a reputed institution or university in the State to be nominated by the Kerala Member;

5. Member of the State Biodiversity Board Member, ex officio;

6. A representative of Kerala Pollution Control Board Member, ex officio;and

7. The Divisional Forest Officer, Nilambur South Division and Wildlife Member Secretary,26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Warden, Karimpuzha Wildlife Sanctuary ex officio.

6. Functions of the Monitoring Committee.– (1) The Monitoring Committee shall, based on the actual site-specific conditions, scrutinise the activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006, and are falling in the Eco-Sensitive Zone, except for the prohibited activities as specified in the table under paragraph 4 thereof, and referred to the Central Government in the Ministry of Environment, Forest and Climate Change or the State Environment Impact Assessment Authority, as the case may be, for prior environmental clearances under the provisions of the said notification.

(2) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006 and are falling in the Eco-Sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinized by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authorities.

(3) The Member-Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned Deputy Conservator of Forests shall be competent to file complaints under section 19 of the Environment (Protection) Act, 1986 against any person who contravenes the provisions of this notification.

(4) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis.

(5) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every year by the 30th June of that year to the Chief Wildlife Warden in the state as per proforma appended at Annexure V.

(6) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.

7. Additional measures.– The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification.

8. Supreme Court, etc. orders.– The provisions of this notification shall be subject to the orders, if any passed or to be passed by the Hon’ble Supreme Court of India or High Court or the National Green Tribunal.

Annexure- I Boundary description of the Eco-Sensitive Zone around Karimpuzha Wildlife Sanctuary Direction Boundary descriptions The Eco-Sensitive Zone of Northern side starts from point Eco-Sensitive Zone 14 (11°23'32.06"N, 76°22'25.84"E), a point in Gwaliyor Rayons vested forest of Nellikuth Forest Station, thence runs towards South-East, crosses river Punnappuzha end enters into Punchakkolli Malavaram to meet the point Eco Sensitive Zone 15 (11°23'10.49"N, 76°23'30.39"E), from point Eco-Sensitive Zone 15 runs towards South-East to point Eco- North Sensitive Zone 16 (11°22'26.82"N, 76°24'25.78"E), thence to point Eco- Sensitive Zone 17 (11°23'21.14"N, 76°25'56.58"E) towards North-East direction, then moving towards East to reach point Eco-Sensitive Zone 18 (11°23'14.13"N, 76°26'40.80"E), thence turning towards North-East and reaches to point Eco-Sensitive Zone 19 (11°23'37.28"N, 76°27'14.27"E), a point on interstate boundary with Tamil Nadu, near Wapshare Peak.

Eastern boundary of Eco-Sensitive Zone starts from point Eco-Sensitive Zone 19 (11°23'37.28"N, 76°27'14.27"E) which is lying on the interstate boundary and runs towards South-East side along the interstate boundary East and joins with Protected area boundary on Wapshare Peak. The remaining Eastern part of Karimpuzha Wildlife Sanctuary is contiguous with Mukurti National Park of Tamil Nadu, hence no Eco Sensitive Zone is proposed.

Southern boundary starts from the point where Karimpuzha Wildlife Sanctuary, Silent Valley National Park and Kottachokkadan Malavaram South of Karuvarakundu Forest Station meets together and runs towards North- West along the Southern boundary of Vadakkekotta Malavaram upto the point Eco-Sensitive Zone 1 (11°14'17.28"N, 76°23'10.56"E). The[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 27 remaining Southern part of Karimpuzha Wildlife Sanctuary is contiguous with Silent Valley National Park, hence no Eco-Sensitive Zone is proposed.

The Western boundary starts from the point Eco-Sensitive Zone 1 (11°14'17.28"N, 76°23'10.56"E) runs towards North-East side through Vadakkekotta Malavaram & Puzhuthutti Malavaram of Chakkikuzhy Forest Station, then crossed river Cherupuzha and enters to Chakkikuzhy Malavaram of Chakkikuzhy Forest Station to reach the point Eco- Sensitive Zone 2 (11°15'17.61"N, 76°24'50.35"E), thence it runs towards North-West direction through the point Eco-Sensitive Zone 3 (11°16'11.28"N, 76°23'59.18"E), a point in river Cherupuzha, then crossing Cherupuzha the boundary proceeds to point Eco-Sensitive Zone 4 (11°16'40.57" N, 76°23'2.26"E), a point in Puzhuthutti Malavaram, thence runs straight towards North by crossing river Cherupuzha near Ezhuthukallu and enters into Karimpuzha Reserve of Nedumgayam Forest station to reach the Point Eco-Sensitive Zone 5 (11°17'45.59"N, 76°23'3.98"E), then moves towards North-East and Eastern direction to meet the point Eco-Sensitive Zone 6 (11°17'52.82"N, 76°23'51.16"E), from Eco-Sensitive Zone 6 proceeds towards North, crossing river West Karimpuzha near Moochala and reaches to point Eco-Sensitive Zone 7 (11°18'41.57"N, 76°24'1.50"E), a point lying in Karimpuzha Reserve of Padukka Forest Station, then leads towards North-West direction through the point Eco-Sensitive Zone 8 (11°19'8.56"N, 76°23'19.63"E) and reaches to the point Eco-Sensitive Zone 9 (11°19'47.47"N, 76°22'38.81"E), thence moving towards North-East direction to reach Point Eco-Sensitive Zone 10 (11°20'15.87"N, 76°22'43.45"E) and again turning towards North-West to reach Point Eco- Sensitive Zone 11 (11°20'53.76"N, 76°22'23.16"E), thence the Eco-Sensitive Zone boundary is proceeding to the point Eco-Sensitive Zone 12 (11°21'43.78"N, 76°22'38.59"E) towards North-East, then turning North- West and crosses river Punnappuzha to reach point Eco-Sensitive Zone 13 (11°22'48.14"N, 76°22'4.72"E), a point which is in the boundary of Nellikuth Reseve and Gwaliyor Rayons vested forest of Nellikuth Forest Station, thence proceeds through Gwaliyor Rayons vested forest towards North-West and reaches to the point Eco- Sensitive Zone 14 (11°23'32.06"N, 76°22'25.84"E).
