Ms. No.37, Home, Prohibition and Excise (III-1), 24th June 2026, ஆனி 10, பராாபவ, திருவள்ளுவர் ஆண்டு-2057.] No.II(1)/HOPE/9/2026.— In exercise of the powers conferred by sub-section (1) of Section 18-B of the Tamil Nadu Prohibition Act, 1937 (Tamil Nadu Act X of 1937), the Governor of Tamil Nadu hereby makes the following amendment to the Prohibition and Excise Department Notification No.II(1)/PE/239(d)/81, published at page 2 of Part II — Section 1 of the Tamil Nadu Government Gazette Extraordinary, dated the 1st May 1981, as subsequently amended:- Amendment.

In the said Notification, in the TABLE, in the Annexure, under the heading "UNCLASSIFIED BRANDS", under the sub-heading "Thiruvalargal Cumbum Valley Winery Private Limited", the entry "Red Sea Deluxe Fortified Wine" shall be omitted.

INFORMATION TECHNOLOGY AND DIGITAL SERVICES DEPARTMENT Tamil Nadu e-Governance Agency (TNeGA) to perform Aadhaar Authentication on a voluntary basis to establish the identity of the user accessing ePettagam (Nambikkai Inaiyam Blockchain Backbone) platform [G.O. Ms. No. 13, Information Technology and Digital Services (C1), 3rd June 2026, வைவகாாசி 20, பராாபவ, திருவள்ளுவர் ஆண்டு-2057.] No. II(1)/ITDS/10/2026.—

WHEREAS the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity,

simplifies processes and promotes transparency and efficiency:

AND WHEREAS the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its Letter eF.No.13(6)/2021-EG.II, dated

09.09.2025 to the Tamil Nadu e-Governance Agency (TNeGA) functioning under the Information Technology and Digital Services Department, Government of Tamil Nadu, for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 that the Tamil Nadu e-Governance Agency may be allowed to perform authentication and be permitted to use Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said Rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016);

AND WHEREAS, the Aadhaar Authentication shall be performed for establishing the identity of the users accessing ePettagam (Nambikkai Inaiyam) platform for the purpose of Sharing Education and e-Sevai Certificates for verification purpose and identifying eligibility for the schemes in the State of Tamil Nadu, using Yes/No or/and eKYC authentication facilities as prescribed under sub-rule (1) of rule 3 of the said Rules and the performance of Aadhaar Authentication for the said purpose shall be on voluntary basis and that the Tamil Nadu e-Governance Agency shall perform the Aadhaar Authentication only for users accessing e-Pettagam (Web & Mobile app).

NOW, THEREFORE, in pursuance of rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016), the Tamil Nadu e-Governance Agency, functioning under the Information Technology and Digital Services Department, Government of Tamil Nadu, hereby notifies the following, namely:-

1. (1) The Tamil Nadu e-Governance Agency, as provided in the said Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein.

(2) As per sub-rule (2) of rule 3 of the said Rules, Aadhaar Authentication is on voluntary basis, the Tamil Nadu e-Governance Agency shall inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar Authentication, namely:-July 8, 2026] TAMIL NADU GOVERNMENT GAZETTE 23

(a) Bank or Post Office Passbook with Photo;

(b) Permanent Account Number (PAN) Card;

(c) Passport;

(d) Ration Card;

(e) Voter Identity Card; and

(f) Driving Licence issued by the Licensing Authority under the Motor Vehicles Act, 1988 (Central Act No. 59 of 1988).

2. This Notification shall come into effect from the date of its publication in the Tamil Nadu Government Gazette.
