NOTIFICATION Jammu, the 29th September, 2026 No. JERC-JKL/Reg/2026/03.— In exercise of the powers conferred by Section 181(1) and clauses

(t) and (x) of sub-section (2) of Section 181, read with Sections 43, 44, 45, 48, 50 and 56 of the Electricity Act, 2003 (36 of 2003), and all other powers enabling it in this behalf, and in compliance with Rule 10 of the Electricity (Rights of Consumers) Rules, 2020, as amended from time to time, the Joint Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh hereby makes the following Regulations to amend the Joint Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh (Electricity Supply Code) Regulations, 2023 (hereinafter referred to as the “Principal Regulations”), namely:—

1. Short title, extent and commencement

1.1 These Regulations may be called the Joint Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh (Electricity Supply Code) (Second Amendment) Regulations,

2026.

1.2 These Regulations shall extend to the UT of Jammu & Kashmir and the UT of Ladakh.

1.3 These Regulations shall come into force from the date of their publication in the Official Gazette.

2. Amendment of Chapter 4 of the Principal Regulations

2.1 After Regulation 4.1 of the Principal Regulations, the following Regulation 4.1A shall be inserted,

namely:—[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 “4.1A Universal Supply Obligation The Distribution Licensee shall ensure 24x7 power supply to all categories of consumers:

Provided that the Commission may specify lower hours of supply for certain categories of consumers, including agriculture, having regard to system availability and public interest.”

Explanation.— This Regulation is in furtherance of the provisions relating to reliability of supply contained in Rule 10 of the Electricity (Rights of Consumers) Rules, 2020, as amended from time to time.
