1. (1) इन जवजनयमों को सेन्ट्रल बैंक ऑफ़ इंजडया अजधकारी कमचव ारी (अन िासन एव ं अपील) संिोधन जवजनयम, 2026 कहा िाएगा.

(2) ये जवजनयम आजधकाररक रािपत्र म ें प्रकाजित होने की जतजथ स ेप्रभावी होंगे.

2. सेन्ट्रल बैंक ऑफ़ इंजडया अजधकारी कमवचारी (अनि ासन एव ंअपील) जवजनयम, 1976 म,ें जवजनयम (6) म,ें - (ए) उप-जवजनयम (3) के स्ट्थान पर जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, यथााः- 226 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(3) िहां िांच प्रस्ट्ताजवत ह,ै वहा ं अन िासजनक प्राजधकारी अजधकारी कमवचारी के जवरुद्ध लगाए गए आरोपों के आधार पर जनजश्चत और स्ट्पष्ट आरोप तैयार करेगा, एव ं आरोपों के जववरण सजहत, आरोपों के दस्ट्तावेजों की सूची तथा ऐसे दस्ट्तावेजों की प्रजतयााँ तथा गवाहों की सूची, यकद कोई हो, अजधकारी कमवचारी को जलजखत रूप म ें सूजचत ककया िाएगा एवं अजधकारी कमवचारी कोअन िासजनक प्राजधकारी द्वारा जनर्दवष्ट समयावजध, िो पंद्रह कदनों स े अजधक नहीं होगी, अथवा उि अन िासजनक प्राजधकारी द्वारा प्रदत्त जवस्ट्ताररत समयावजध के भीतर, अपना जलजखत प्रजतरक्षा बयान प्रस्ट्त त करना आवश्यक ह:ै बिते कक ककसी भी पररजस्ट्थजत म,ें प्रजतरक्षा का जलजखत बयान प्रस्ट्त त करने के जलए समयावजध का जवस्ट्तार आरोपपत्र प्राजि की जतजथ स े पतैं ालीस कदनों स ेअजधक नहीं होगा:

बिते कक िहा ाँ भी दस्ट्तावेजों की प्रजतयााँ उपलब्ध कराना सभं व न हो, अन िासजनक प्राजधकारी अजधकारी कमवचारी को इस उद्देश्य के जलए जनर्दवष्ट समयावजध के भीतर, ऐसे दस्ट्तावेजों की िांच करने की अन मजत देगा”;

(बी) उप-जवजनयम (12) के स्ट्थान पर जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, यथााः – “(12) उप-जवजनयम (11) के अंतगतव अन रोध प्राि होने पर, प्रत्येक प्राजधकारी जिसके पास मांगे गए दस्ट्तावेजों का भौजतक या जडजिटल अजभरक्षण या अजधकार ह,ै वह अनर ोध प्राि होन े की जतजथ स े एक माह के भीतर िांच प्राजधकारी के समक्ष उन दस्ट्तावेजों को प्रस्ट्त त करेगा अथवा उनकी अन पलब्धता का प्रमाणपत्र िारी करेगा:

बिते कक यकद मांगे गए दस्ट्तावजे ों का अजभरक्षण या अजधकार रखने वाला प्राजधकारी इस बात से संत ष्ट हो कक ऐसे सभी या ककसी भी दस्ट्तावेज का प्रस्ट्त जतकरण िनजहत या राज्य की स रक्षा के प्रजतकूल होगा और इस संबंध में वह अपन े कारणों को जलजखत रूप म ें दिव करे, तो िांच प्राजधकारी को इसकी सूचना दी िाएगी और िांच प्राजधकारी, ऐसी सूचना प्राि होन े पर, उि सूचना की िानकारी अजधकारी कमवचारी को देगा और उनके द्वारा ऐसे दस्ट्तावेजों के प्रस्ट्त जतकरण या उपलब्धता के जलए ककए गए अन रोध को वापस लेगा.”;

(सी) उप-जवजनयम (21) म,ें उप-खण्ड (ii)के पश्चात ् जनम्नजलजखत उप-खण्ड िोडा िाएगा, यथााः- “(iii) (ए) िांच प्राजधकारी अपनी िाचं समाि करेगा और िाचं प्राजधकारी के रूप म ें अपनी जनयज ि के आदेि की प्राजि की जतजथ स ेछाः माह की अवजध के भीतर अपनी ररपोट व प्रस्ट्तत करेगा;

(बी) िहा ाँ उप-खडं (ए) म ें जनर्दष्टव समयावजध का पालन करना सभं व न हो, वहा ाँ िाचं प्राजधकारी जलजखत रूप म ेंकारणों का उल्लखे करेगा और अनि ासजनक प्राजधकारी स े समयावजध बढान े का अनर ोध करेगा. अनि ासजनक प्राजधकारी ऐसी िाचं को परू ी करन े के जलए एक बार म ें अजधकतम छ: माह के अजतररि समय की अनम जत दे सकता ह;ै (सी) एक समय पर अजधकतम छ: माह की अवजध के जलए समयावजध का जवस्ट्तार केवल तभी कदया िा सकता ह,ै िब अनि ासजनक प्राजधकारी या उसके द्वारा अजधकृत कोई अन्ट्य प्राजधकारी को इसके जलए पयािव एव ं उपयि व कारण जलजखत रूप म ें प्राि हों.”

NOTIFICATION Mumbai, the 9th January, 2026 F. No. CO/HCM/DAD/2025-26/566(E).—In exercise of the powers conferred by section 19 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of Central Bank of India after consultation with the Reserve Bank and with the previous sanction of the Central Government, hereby makes the following regulations, further to amend the Central Bank of India Officer Employees’ (Discipline and Appeal) Regulations, 1976, namely:-

1. (1) These regulations may be called the Central Bank of India Officer Employees’ (Discipline and Appeal) Amendment Regulations, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette

2. In the Central Bank of India Officer Employees’ (Discipline and Appeal) Regulations 1976, in regulation (6),

(a) for sub-regulation (3), the following sub-regulation shall be substituted, namely : - “(3) Where it is proposed to hold an enquiry, the Disciplinary Authority shall frame definite and distinct charges on the basis of the allegations against the Officer Employee and the articles of charge, together with a statement of the allegations, list of documents relied on along with a copy of such documents and list of witnesses, if any, on which they are based, shall be communicated in writing to the Officer Employee, who shall be required to submit, within such time as may be specified by the Disciplinary Authority not exceeding fifteen days, or within such extended time as may be granted by the said Authority, a written statement of his defence:

Provided that under no circumstances, the extension of time for filing written statement of defence shall exceed forty-five days from the date of receipt of articles of charge:

Provided further that wherever it is not possible to furnish the copies of the documents, disciplinary authority shall allow the Officer Employee to inspect such documents within a time specified in this behalf.”;

(b) for sub-regulation (12), the following sub-regulation shall be substituted, namely: - “(12) On receipt of the requisition under sub-regulation (11), every authority having the custody or possession of the requisitioned documents physically or digitally shall produce the same or issue a non-

availability certificate before the Inquiring Authority within one month of the receipt of such requisition:

Provided that if the authority having the custody or possession of the requisitioned documents is satisfied for reasons to be recorded by it in writing that the production of all or any of such documents shall be against the public interest or security of the State, it shall inform the Inquiring Authority accordingly and the Inquiring Authority shall on being so informed, communicate the information to the Officer Employee and withdraw the requisition made by it for the production or discovery of such documents.”;

(c) in sub-regulation (21), after clause (ii), the following clause shall be inserted, namely :- “(iii) (a) the Inquiring Authority shall conclude the inquiry and submit his report within a period of six months from the date of receipt of order of his appointment as Inquiry Authority;

(b) where it is not possible to adhere to the time-limit specified in clause (a), the Inquiring Authority may record the reasons and seek extension of time from the Disciplinary Authority in writing, who may allow additional time not exceeding six months at a time for completion of such inquiry;

(c) the extension for a period not exceeding six months at a time may be allowed for any good and sufficient reason to be recorded in writing by the Disciplinary Authority or any other Authority authorised by the Disciplinary Authority on his behalf.”.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5

3. In the Central Bank of India Officer Employees’ (Discipline and Appeal) Regulations 1976, for the Schedule, the following Schedule shall be substituted, namely: - “Schedule [(see regulations 3(b), (g), (n), (o), 17 and 18)] Serial Scale of the officer Disciplinary Authority Appellate Authority Reviewing Authority number employee (3) (4) (5)
