1. (1) इन जवजनर्मों को केनरा बैंक (अजधकारी) सेवा (संिोधन) जवजनर्म, 2024 कह ेिाएगं े।

(2) र्े आजधकाठरक रािपत्र म ेंप्रकािन की तारीख से लाग ूहोंगे।

2. केनरा बैंक (अजधकारी) सेवा जवजनर्म, 1979 (जिसे इसके बाद उि जवजनर्म कहा िाएगा) म,ें जवजनर्म 3 म,ें खंड (एफ) और (आई) के स्ट्थान पर जनम्नजलजखत खंड प्रजतस्ट्थाजपत दकए िाएगं े, अथाात्:— “( एफ) जचदकत्सा सुजवधाओं के प्रर्ोिनों के जलए और छुट्टी दकरार्ा ठरर्ार्त के प्रर्ोिन के जलए 'पठरवार' का अथ ा ह,ै अजधकारी का पजत र्ा पत्नी, पणू ातः आजित अजववाजहत बच्च े (सौतले े बच्चों 7692 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] और कानूनी रूप से गोद जलए गए बच्चों सजहत), चालीस प्रजतित र्ा अजधक जवकलांगता वाल े पूणातः आजित िारीठरक और मानजसक रूप से जवकलांग भाई र्ा बहन, जवधवा पुजत्रर्ां और आजित तलाकिुदा र्ा अलग हुई पुजत्रर्ां, अजववाजहत र्ा तलाकिुदा र्ा पजत से अलग हुई र्ा जवधवा बहनों सजहत बहनें और अजधकारी पर पणू ातः आजित माता-जपता। स्ट्पष्टीकरण .— i. "पूरी तरह से आजित पठरवार के सदस्ट्र्" का अथ ा पठरवार के ऐसे सदस्ट्र् स े ह ै जिसकी आर् ₹12,000/- प्रजत माह से अजधक नहीं ह।ै र्दद माता-जपता म ें से दकसी एक की आर् ₹12,000/- प्रजत माह से अजधक ह ै र्ा माता-जपता दोनों की कुल आर् ₹12,000/- प्रजत माह स े अजधक ह,ै तो माता-जपता दोनों को अजधकारी पर पूरी तरह से आजित नहीं माना िाएगा। ii. जववाजहत मजहला अजधकारी अपन े प्राकृजतक माता-जपता र्ा सास-ससुर को पठरवार की पठरभाषा म ें िाजमल कर सकती है, लेदकन दोनों को नहीं, बिते दक माता-जपता र्ा सास-ससुर पूरी तरह से उस पर आजित हों। नोट (1): जचदकत्सा व्यर् प्रजतपूर्ता र्ोिना के उद्दश्े र् से, सभी अजधकाठरर्ों, र्ानी परुु ष र्ा मजहला, के जलए आजित माता-जपता र्ा सास-ससुर म ें स े दकन्हीं दो को कवर दकर्ा िाएगा। अजधकारी के पास आजितों म ें स े दकसी एक र्ा दोनों को प्रजतस्ट्थाजपत करन े का जवकल्प होगा। नोट (2): दकसी अजधकारी के िारीठरक रूप से जवकलागं बच्चों को आर्ु र्ा वैवाजहक जस्ट्थजत पर ध्र्ान ददए जबना, आर् मानदडं के अधीन, आजितों के रूप म ेंपठरभाजषत दकर्ा िाएगा;

( आई) ‘प्रबंध जनदेिक’ का तात्पर् ाबैंक के प्रबंध जनदिे क व मख्ु र् कार्का ारी अजधकारी से है;”।

3. उि जवजनर्मनों के जवजनर्मन 4 म,ें—

(i) उप-जवजनर्म (6) म,ें स्ट्पष्टीकरण का लोप दकर्ा िाएगा;

(ii) उप-जवजनर्म (7), (8) और (9) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकए िाएंगे, अथाात:्— “( 7) 1 नवंबर, 2017 स ेप्रत्र्ेक ग्रेड के जलए जवजनर्दाष्ट वेतनमान जनम्नानुसार होंग:े — (ए) िीषा कार्ापालक ग्रडे वेतनमान VII = ₹116120–3220/4–129000 वेतनमान VI = ₹104240-2970/4–116120 (बी) वठरष्ठ प्रबंधन ग्रेड वेतनमान V = ₹ 89890–2500/2–94890–2730/2-100350 वेतनमान IV = ₹ 76010–2220/4–84890–2500/2–89890 (सी) मध्र्म प्रबंधन ग्रेड वेतनमान III = ₹ 63840-1990/5–73790-2220/2-78230 वेतनमान II = ₹ 48170–1740/1-49910-1990/10-69810 (डी) कजनष्ठ प्रबंधन ग्रेड वेतनमान I = ₹ 36000-1490/7-46430-1740/2-49910- 1990/7-63840.

स्ट्पष्टीकरण.— प्रत्र्ेक अजधकारी िो 31 अक्टूबर, 2017 को लाग ू वेतनमानों द्वारा िाजसत होता ह,ै उसे 1 नवंबर, 2017 को चरण-दर-चरण आधार पर इस उप-जवजनर्मन म ें जनधााठरत[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 वेतनमान म ें दफट दकर्ा िाएगा, अथाात ् संबंजधत वेतनमानों में पहले चरण से आगे के अनरूु प चरणों म ें और वेतन वृजि हमिे ा की तरह वषागांि की तारीख को होगी, जसवार् िहा ं अन्र्था प्रावधान दकर्ा गर्ा हो।

(8) 31 माचा, 2020 से िीषा कार्ाकारी ग्रेड स्ट्केल-VIII के जलए जनर्दाष्ट वेतनमान जनम्नानुसार होंगे:— वेतनमान VIII = ₹ 166350 - 4400/4 - 183950

(9) उप-जवजनर्म (1), (2), (3), (4), (5), (6), (7) और (8) म ें दकसी भी बात का र्ह अथ ा नहीं लगार्ा िाएगा दक बैंक को हर समर् इन सभी ग्रेडों म ें सेवारत अजधकारी रखने की आवश्र्कता ह।ै

(10) (ए) 1 नवंबर, 2012 स ेअजधकाठरर्ों को जनम्नानुसार जविेष भत्ते ददए िाएंगे:— वेतनमान I–III - मूल वेतन का 7.75% तथा उस पर लागू महगं ाई भत्ता। वेतनमान IV–V - मूल वेतन का 10% तथा उस पर लाग ूमहगं ाई भत्ता। वेतनमान VI-VII - मूल वेतन का 11% तथा उस पर लाग ूमहगं ाई भत्ता (बी) 1 नवंबर, 2017 स े अजधकाठरर्ों को जनम्नानुसार जविेष भत्ते का भुगतान दकर्ा िाएगा:— वेतनमान I–III - मूल वेतन का 16.40% तथा उस पर लागू महगं ाई भत्ता। वेतनमान IV–V - मूल वेतन का 19% तथा उस पर लाग ूमहगं ाई भत्ता। वेतनमान VI-VII - मूल वेतन का 20% तथा उस पर लाग ूमहगं ाई भत्ता। बिते दक स्ट्केल VIII का अजधकारी 31 माच,ा 2020 से जविषे भत्ते के जलए पात्र होगा। नोट :

उप-जवजनर्म 10 के खडं (ए) और (बी) में जनर्दष्टा जविेष भत्ते को, उस पर लाग ू महगं ाई भत्ते के साथ, नई पिें न र्ोिना, भजवष्र् जनजध और ग्रेच्र्ुटी सजहत पेंिन िैस े सेवाजनवृजत्त लाभों के जलए नहीं जगना िाएगा।"।

4. उि जवजनर्मनों के जवजनर्मन 5 म,ें —

(i) उप-जवजनर्म (1) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात:्— “( 1) जवजनर्म 4 के उप-जवजनर्म (7) और (8) के प्रावधानों के अधीन, 1 नवंबर, 2017 से वेतन वृजि जनम्नजलजखत के अधीन प्रदान की िाएगी, अथाात्: - (ए) जवजनर्म 4 के उप-जवजनर्म (7) और (8) म ें जनधााठरत वेतनमान म ें जनर्दष्टा वेतन वृजि, सक्षम प्राजधकारी की मंिरू ी के अधीन, वार्षाक आधार पर अर्िात होगी और जिस महीने में र् ेदेर् ह,ैं उसके पहल ेददन प्रदान की िाएगी;

(बी) अपने-अपने वेतनमानों में अजधकतम तक पहुचं ने के एक वषा बाद, स्ट्केल I और स्ट्केल II के अजधकाठरर्ों को अगल े उच्चतर वेतनमान में जस्ट्थरता वेतन वृजि सजहत आग े वेतन वृजि प्रदान की िाएगी, िैसा दक नीचे खडं (सी) म ें जनर्दाष्ट ह,ै बित े दक वे दक्षता बार को पार कर लें;

(सी) कजनष्ट प्रबंधन ग्रडे स्ट्केल I के अजधकारी, िो उच्चतर स्ट्केल के अजधकतम स्ट्तर पर पहुचं न े के बाद खंड (बी) के अनुसार मध्र् प्रबंधन ग्रेड स्ट्केल II के वेतनमान में चल ेगए ह,ैं सेवा के प्रत्र्ेक दो पूण ा वषों के जलए पांच जस्ट्थर वेतन वृजि के जलए पात्र होंगे, जिनमें स े पहले दो वेतन वृजिर्ां 1990/- रुपर्े प्रत्र्ेक और अगल े तीन वेतन वृजिर्ां 2220/-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] रुपर्े प्रत्र्ेक होंगी:

बिते दक अजधकारी चौथी वते नवृजि िारी होन े के दो वष ा पश्चात् अथवा 1 नवम्बर, 2017 को, िो भी बाद में हो, पांचवीं वेतनवृजि के जलए पात्र होगा; (डी) मध्र् प्रबंधन ग्रेड स्ट्केल II के अजधकारी, िो खडं (बी) के अनुसार उच्चतर स्ट्केल की अजधकतम सीमा तक पहुचं ने के बाद मध्र् प्रबंधन ग्रेड स्ट्केल III के वेतनमान म ेंचल ेगए ह,ैं सेवा के प्रत्र्ेक दो पणू ा वषों के जलए 2220/- रुपर् े की पाचं जस्ट्थर वेतन वृजि के जलए पात्र होंगे:

बिते दक अजधकारी चौथी जस्ट्थर वेतन वृजि िारी होन े के दो वषा पश्चात ् अथवा 1 नवम्बर, 2017 को, िो भी बाद में हो, पांचवीं िहराव वेतनवृजि के जलए पात्र होगा। (ई) मौजलक मध्र् प्रबंधन ग्रडे स्ट्केल III में अजधकारी अथाात,् िो मध्र् प्रबंधन ग्रडे स्ट्केल III में भती दकए िात े ह ैं र्ा पदोन्नत होत े हैं, वे छह िहराव वेतन वृजि के जलए पात्र होंग,े जिनमें से 2220/- रुपर्े की पहली चार िहराव वेतन वृजि प्रत्र्ेक दो वषा की पूरी की गई सेवा के जलए अजधकतम तक पहुचं ने के बाद दी िाएगी और 2500/- रुपर्े की अगली दो िहराव वेतन वृजि प्रत्र्ेक दो वषा की पूरी की गई सेवा के जलए चौथी िहराव वेतन वृजि प्राप्त करने के बाद दी िाएगी:

बिते दक छिी िहराव वेतनवृजि पांचवीं िहराव वेतनवृजि के िारी होने के दो वषा बाद र्ा 1 नवम्बर, 2017 को िारी की िाएगी, िो भी बाद में हो। (एफ) वठरष्ठ प्रबंधन ग्रडे स्ट्केल IV म ें अजधकारी, स्ट्केल की अजधकतम सीमा तक पहुचं ने के बाद, सेवा के प्रत्र्ेक दो पूण ा वषों के जलए दो जस्ट्थर वेतन वृजि के जलए पात्र होंग,े जिनमें से पहली जस्ट्थर वेतन वृजि 2500/- रुपर्े और दसू री जस्ट्थर वेतन वृजि 2730/- रुपर्े होगी:

बिते दक अजधकारी प्रथम जस्ट्थर वेतनवृजि िारी होन े के दो वष ा पश्चात ् अथवा 1 नवम्बर, 2017 को, िो भी बाद म ें हो, जद्वतीर् िहराव वेतनवृजि के जलए पात्र होगा। (िी) 1 नवंबर, 2017 को बैंक में अपनी सेवा के दौरान स्ट्केल I से स्ट्केल IV तक के अजधकाठरर्ों द्वारा प्राप्त की गई िहराव वेतन वृजि को उनके अजधकतम तक पहुचं ने की जतजथ स े तीन वषा की आवजधकता से दो वष ा की आवजधकता म ें पुनः समार्ोजित दकर्ा िाएगा और अजधकारी संिोजधत आवजधकता के अनुसार 1 नवंबर, 2017 से िहराव वेतन वृजि के जलए पात्र होंग े िो सेवाजनवृजत्त लाभ के जलए र्ोग्र् होंगे। हालांदक, िहराव वेतन वृजि की ऐसी संिोजधत और पुनः समार्ोजित आवजधकता के कारण मौदद्रक लाभ 1 नवंबर, 2020 र्ा पात्रता की वास्ट्तजवक जतजथ, िो भी बाद में हो, से देर् होगा। (एच) वठरष्ठ प्रबंधन ग्रेड स्ट्केल V में अजधकारी अजधकतम वेतनमान तक पहुचं ने के दो वष ा बाद र्ा 1 नवंबर 2020 को, िो भी बाद में हो, 2970/- रुपर्े की एक जस्ट्थर वेतन वृजि के जलए पात्र होंगे:

बिते दक ऐसी वेतनवृजि उस अजधकारी को नहीं दी िाएगी िो पदोन्नजत का प्रस्ट्ताव जमलने पर उसे अस्ट्वीकार कर देता ह।ै स्ट्पष्टीकरण.— इस उप-जवजनर्म के अंतगात अगल े उच्चतर वेतनमान म ें ऐसी वेतन वृजि प्रदान करना पदोन्नजत नहीं माना िाएगा और अजधकाठरर्ों के जविेषाजधकार, सुजवधाएं, कताव्य और जिम्मेदाठरर्ां उनके मलू पद के अनुसार िारी रहगें ी।";[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5

(ii) उप-जवजनर्म (2) म,ें स्ट्पष्टीकरण म,ें खडं (िी) के पश्चात ् और नोट से पहले, जनम्नजलजखत खंड अंतःस्ट्थाजपत दकर्ा िाएगा, अथाात्:— “( एच) 1 नवंबर, 2017 स,े अन्र् बातें समान होन े पर, पेिेवर र्ोग्र्ता वेतन की मात्रा नीच े दी गई ताजलका में जनर्दष्टा अनुसार संिोजधत होगी:— ताजलका जिन्होंने इंजडर्न इंस्ट्टीट्यूट ऑफ बैंकसा के वेतनमान के अजधकतम स्ट्तर पर पहुचं न े के िूजनर्र एसोजसएट र्ा इंजडर्न इंस्ट्टीट्यूट एक वषा बाद 1020 रुपर् ेप्रजत माह ऑफ बैंकसा के सर्टाफाइड एसोजसएट पाटा I उत्तीणा दकर्ा हो जिन्होंने इंजडर्न इंस्ट्टीट्यूट ऑफ बैंकसा के (i) वेतनमान के अजधकतम स्ट्तर पर पहुचं न े सर्टाफाइड एसोजसएट के दोनों भागों को के एक वषा बाद 1020 रुपर्े प्रजत माह उत्तीणा दकर्ा हो

(ii) वेतनमान के अजधकतम स्ट्तर पर पहुचं न े के दो वषा बाद 2550 रुपर्े प्रजत माह: बिते दक कोई अजधकारी कमाचारी वेतनमान के अजधकतम स्ट्तर पर पहुचं न े के बाद भारतीर् बैंकसा संस्ट्थान का िूजनर्र एसोजसएट र्ा भारतीर् बैंकसा संस्ट्थान का प्रमाजणत एसोजसएट (दोनों में स े कोई एक र्ा दोनों भाग) र्ोग्र्ता प्राप्त कर लेता ह,ै तो ऐसी र्ोग्र्ता प्राप्त करने की तारीख स े पेिेवर र्ोग्र्ता वेतन की पहली दकस्ट्त प्रदान की िाएगी और पिे ेवर र्ोग्र्ता वेतन की बाद की दकस्ट्तें िारी करना पेिेवर र्ोग्र्ता वेतन की पहली दकस्ट्त िारी करन े की तारीख के संदभा में होगा।";

(iii) उप-जवजनर्म (3) म,ें— (ए) ताजलका के बाद खडं (एफ) म,ें नोट्स (i) स े(vi) को हटा ददर्ा िाएगा; (बी) खंड (िी) के स्ट्थान पर, जनम्नजलजखत खंड प्रजतस्ट्थाजपत दकर्ा िाएगा अथाात्:— “ (िी) 1 नवंबर, 2017 स,े अन्र् बातें समान होने पर, मकान दकरार्ा भत्ते के साथ जनर्त वैर्जिक वेतन जनम्नजलजखत दरों पर होगा और सेवा की परू ी अवजध के जलए जस्ट्थर रहगे ा:— ताजलका िहां बैंक द्वारा आवास 1 नवंबर, 2017 को वेतन वेतन वृजि घटक उपलब्ध करार्ा गर्ा ह ै वृजि घटकों पर महगं ाई (रु.) वहां देर् कुल जनधााठरत भत्ता (रु.) वैर्जिक वेतन (रु.)

(i) इस उप-जवजनर्मन के खंड (बी), (सी), (डी), (ई), (एफ) और (िी) म ें सारणी के कॉलम (3) के तहत इंजगत जनधाठा रत व्यजिगत भत्ता र्ा जनजश्चत व्यजिगत वेतन उन अजधकाठरर्ों को देर् होगा, जिन्ह ेंबैंक का आवास प्रदान दकर्ा िाता ह।ै

(ii) मकान दकरार्ा भत्त े के जलए पात्र अजधकाठरर्ों के जलए जनधााठरत वैर्जिक भत्ता र्ा जनधााठरत वैर्जिक वेतन, उि सारणी के स्ट्तंभ (1) और (2) के अंतगता जवजनर्दाष्ट कुल राजि होगी तथा संबंजधत अजधकारी द्वारा जवजनर्म 4 के उप-जवजनर्म (2), (3), (4), (5), (6) और (7) म ें जवजनर्दाष्ट प्रासंजगक वेतनमान की अंजतम वेतनवृजि अर्िात करन े पर प्राप्त दकर्ा गर्ा मकान दकरार्ा भत्ता होगा।.

(iii) केवल व े अजधकारी िो 1 नवम्बर, 1993 को र्ा उससे पहल े बैंक की सेवा म ें रह े हों, वे अजधकतम वेतनमान प्राप्त करने के एक वषा बाद जनधााठरत वैर्जिक वेतन के जलए पात्र होंगे।

(iv) 1 नवंबर, 1999 स,े जनजश्चत वैर्जिक वेतन िारी दकए िाने के कारण उप- जवजनर्म (2) के स्ट्पष्टीकरण (ग) के अनुसार पिे ेवर र्ोग्र्ता वते न िारी दकए िाने की अनुसूची म ेंकोई पठरवतान नहीं होगा: बिते िहां पेिेवर र्ोग्र्ता वेतन की कोई दकस्ट्त, िो पूवावती उपबंधों के कारण एक वष ा के जलए आग े बढ़ गई ह ै और 1 नवंबर, 1999 को र्ा उसके पश्चात िारी होन े वाली ह,ै वह अजधकारी को इसी तारीख स े िारी की िाएगी और पिे ेवर र्ोग्र्ता वेतन की दसू री दकस्ट्त, र्दद कोई हो, 1 नवंबर, 2000 को िारी की िाएगी।

(v) जनधााठरत व्यजिगत भत्त े र्ा जनधााठरत व्यजिगत वेतन का वृजििील घटक सेवाजनवृजत्त लाभों के जलए रैंक दकर्ा िाएगा।

(vi) वह अजधकारी जिसने उपर्ुाि खंड (ए) के अनुसार अजग्रम वेतन वृजि अर्िात की ह,ै वह वेतनमान के अजधकतम स्ट्तर पर पहुचं ने के एक वषा बाद, उपर्िुा खंड (बी), (सी), (डी), (ई), (एफ) और (िी) में उजल्लजखत जनजश्चत वैर्जिक भत्ता र्ा जनजश्चत वैर्जिक वते न की मात्रा प्राप्त करेगा। (सी) खंड (िी) के बाद और नोट (i) से (vi) के बाद, जनम्नजलजखत खडं डाला िाएगा, अथाता ्:— “ (एच) 31 माच,ा 2020 स,े अन्र् बात ें समान होन े पर, िीष ा कार्ापालक ग्रडे स्ट्केल-VIII म ें मुख्र् महाप्रबंधक के पद के जलए मकान दकरार्ा भत्ते के साथ-साथ जनधााठरत व्यजिगत वेतन नीचे दी गई ताजलका में दी गई दरों पर होगा और परू ी सेवा अवजध के जलए जस्ट्थर रहगे ा :

ताजलका वेतन वृजि घटकों पर िहां बैंक की सुजवधा उपलब्ध वेतन वृजि घटक (रु.) महगं ाई भत्ता ह ैवहां देर् कुल जनजश्चत (रु.) व्यजिगत वेतन (रु.)

5. उि जवजनर्मों के जवजनर्म 20 म,ें उप-जवजनर्म (1) म,ें खडं (ii) म,ें "अध्र्क्ष और" िब्द हटा ददए िाएंगे।

6. उि जवजनर्मनों के जवजनर्मन 21 म,ें — (ए) उप-जवजनर्म (6) म,ें स्ट्पष्टीकरण के खंड (बी) में, कोष्ठक, अक्षर और िब्द “(एफ) और (िी)” के स्ट्थान पर, कोष्ठक, अक्षर और िब्द “(एफ), (िी) और (एच)” प्रजतस्ट्थाजपत दकए िाएंगे;

(बी) उप-जवजनर्म (6) के पश्चात ्जनम्नजलजखत उप-जवजनर्म अंतःस्ट्थाजपत दकर्ा िाएगा, अथाात् :— “ (7) 1 नवंबर, 2017 स े अजखल भारतीर् औसत िजमक वग ा उपभोिा मूल्र् सूचकांक (सामान्र्) आधार 1960=100 के जतमाही औसत म ें 6352 अंकों से अजधक प्रत्र्ेक चार अंकों की वृजि र्ा जगरावट के जलए वेतन के 0.07% की दर स ेमहगं ाई भत्ता देर् होगा।"।

7. उि जवजनर्मनों के जवजनर्मन 22 म,ें उप-जवजनर्म (1) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात ् :— “ (1) 1 नवंबर, 2017 स,े— (ए) िहां भी अजधकारी को बैंक द्वारा आवासीर् सुजवधा प्रदान की िाती है, वहा ं वेतनमान के प्रथम चरण में मलू वेतन के 0.50 प्रजतित के बराबर राजि र्ा आवास के जलए मानक दकरार्ा, िो भी कम हो, उससे वसूल दकर्ा िाएगा;

(बी) िहां भी अजधकारी को बैंक द्वारा कोई आवासीर् सुजवधा उपलब्ध नहीं कराई िाती है, वह जनम्नजलजखत ताजलका म ेंजनर्दाष्ट दरों पर मकान दकरार्ा भत्ते के जलए पात्र होगा, अथाात:— ताजलका कार्ा का स्ट्थान मकान दकरार्ा भत्ता

(i) ग्रुप ए म ेंप्रमुख “ए” िेणी के िहर और पठरर्ोिना वेतन का 9.0% क्षेत्र केंद्र

(ii) क्षेत्र I और पठरर्ोिना क्षेत्र के अन्र् स्ट्थान, ग्रपु बी वेतन का 8.0% और गोवा राज्र् के केंद्र

(iii) अन्र् स्ट्थान वेतन का 7.0% बिते दक र्दद कोई अजधकारी दकराए की रसीद प्रस्ट्ततु करता है, तो उसे देर् मकान दकरार्ा भत्ता आवासीर् आवास के जलए उसके द्वारा भगु तान दकए गए वेतनमान के पहल े चरण म ें वेतन के 0.50 प्रजतित से अजधक का वास्ट्तजवक दकरार्ा होगा, जिसमें उसे रखा गर्ा ह।ै उपरोि ताजलका के कॉलम

(2) म ेंउजल्लजखत दरों के अनुसार देर् मकान दकरार्ा भत्ते का अजधकतम 150 प्रजतित। नोट : अजधकाठरर्ों के उनके स्ट्वाजमत्व आवास की लागत से िडु े मकान दकरार्ा भत्ते के दावे भी अब तक की तरह मकान दकरार्ा भत्ते के 150 प्रजतित तक सीजमत रहगें े ।“।

8. उि जवजनर्मनों के जवजनर्मन 23 म,ें — (ए) उप-जवजनर्म (1), (2), (3), (4) और (5) के स्ट्थान पर क्रमिः जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकए िाएंगे, अथाात्:— “ (1) 1 नवंबर, 2017 स,े र्दद कोई अजधकारी नीचे दी गई ताजलका के कॉलम (1) म ें उजल्लजखत स्ट्थान पर सेवा कर रहा ह,ै तो उस स्ट्थान के जलए कॉलम (2) में उजल्लजखत दर पर िहर प्रजतपूरक भत्ता देर् होगा:8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ताजलका स्ट्थान दर

(1) (2)

(i) क्षेत्र 1 और उससे ऊपर तथा गोवा राज्र् में जस्ट्थत रु. 1400/- प्रजत माह स्ट्थान

(ii) पांच लाख और उसस े अजधक िनसंख्र्ा वाल े स्ट्थान तथा राज्र् की रािधाजनर्ााँ तथा चंडीगढ़, पुडुचरे ी और रु. 1150/- प्रजत माह पोटा ब्लेर्र

(2) 1 नवम्बर, 2017 से जविेष क्षत्रे भत्ते की दरें इन जवजनर्मों की अनुसूची म ें जवजनर्दाष्ट अनसु ार होंगी।

(3) 1 नवंबर, 2017 स े र्दद कोई अजधकारी समूह ए र्ा समूह बी में आने वाल े पठरर्ोिना क्षेत्र के रूप म ें जनर्दाष्ट क्षेत्र में सेवा कर रहा ह,ै तो वह समूह ए र्ा समूह बी के रूप म ें क्षेत्र के वगीकरण के अनुसार क्रमिः 600 रुपर् े प्रजत माह र्ा 525 रुपर्े प्रजत माह की दर से पठरर्ोिना क्षेत्र प्रजतपूरक भत्ते के जलए पात्र होगा।

(4) 1 नवंबर, 2020 स,े र्दद दकसी अजधकारी को िैक्षजणक वषा के बीच में एक स्ट्थान से दसू रे स्ट्थान पर स्ट्थानांतठरत दकर्ा िाता ह ै और र्दद उसके एक र्ा एक से अजधक बच्च े पूवा स्ट्थान पर स्ट्कूल र्ा कॉलेि में पढ़ रह े ह,ैं तो वह सभी बच्चों के संबंध में बाद वाले स्ट्थान पर ठरपोटा करने की तारीख से िैक्षजणक वषा के अतं तक 1650 रुपर्े प्रजत माह के मध्र् िक्षै जणक वष ा स्ट्थानांतरण भत्ते के जलए पात्र होगा, बित े दक र्दद सभी बच्चे पूवा स्ट्थान पर पढ़ाई बंद कर देत े ह ैं तो ऐसा भत्ता बंद हो िाएगा।

(5) 1 नवंबर, 2020 स,े र्दद दकसी अजधकारी को बैंक के बाहर सेवा करने के जलए प्रजतजनर्ुि दकर्ा िाता ह,ै तो वह उस पद से िुडी पठरलजब्धर्ों को प्राप्त करन े का जवकल्प चुन सकता है, जिस पर उसे प्रजतजनर्ुि दकर्ा गर्ा है, र्ा वह अपने वेतन के अजतठरि, वेतन के 7.75 प्रजतित की दर से प्रजतजनर्ुजि भत्ता प्राप्त कर सकता है, िो अजधकतम 6000 रुपर्े प्रजत माह तक हो सकता ह ैऔर ऐसे अन्र् भत्ते िो वह उस स्ट्थान पर बैंक की सेवा म ेंतैनात होने पर प्राप्त करता :

बिते दक िहां उसे ऐसे संगिन में प्रजतजनर्ुि दकर्ा िाता ह ैिो उसी स्ट्थान पर जस्ट्थत ह ै िहां वह प्रजतजनर्ुजि से िीक पहल े तैनात था, उस े अपन े वेतन के 4 प्रजतित के बराबर प्रजतजनर्ुजि भत्ता जमलगे ा िो अजधकतम 3000/- रुपर् ेप्रजत माह होगा :

बिते दक बैंक के प्रजिक्षण प्रजतष्ठान म ें संकार् सदस्ट्र् के रूप में प्रजतजनर्ुजि पर आन े वाला अजधकारी अपने वेतन के 4 प्रजतित की दर से प्रजतजनर्ुजि भत्ते के जलए पात्र होगा, िो अजधकतम 3000/- रुपए प्रजत माह होगा।“;

(बी) उप-जवजनर्म (8) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात:्— “ (8) 1 नवंबर, 2017 स,े र्दद एक ददन के दौरान कार्ा घंटों को न्र्ूनतम दो घंटे के अंतराल के साथ जवभाजित दकर्ा िाता ह,ै तो अजधकारी 300 रुपर् े प्रजत माह की दर स े जवभाजित ड्यूटी भत्ते के जलए पात्र होगा।”;

(सी) उप-जवजनर्म (10) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात:्— “ (10) 1 नवम्बर, 2017 से अजधकारी नीचे दी गई ताजलका म ें जवजनर्दाष्ट पवातीर् एव ं ईंधन भत्त े के जलए पात्र होंगे, अथाात्:—[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 ताजलका स्ट्थान दर

(1) (2)

1. 1000 मीटर र्ा उससे अजधक लेदकन 1500 वेतन का 2%, अजधकतम रु.1125/- मीटर से कम ऊंचाई वाल े स्ट्थान और मकाारा प्रजत माह टाउन

2. 1500 मीटर र्ा उससे अजधक दकन्तु 3000 वेतन का 2.5%, अजधकतम मीटर से कम ऊंचाई वाल ेस्ट्थान रु.1500/- प्रजत माह

3. 3000 मीटर र्ा उससे अजधक ऊंचाई वाल ेस्ट्थान वेतन का 5%, अजधकतम 3000/- रुपर्े प्रजत माह”; (डी) उप-जवजनर्म (10) के पश्चात जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकए िाएगं े, अथाात्:— “ (11) 1 नवंबर, 2017 से अजधकारी 600 रुपर् े प्रजतमाह के जिक्षण भत्ते तथा उस पर महगं ाई भत्त ेके जलए पात्र होंगे।

(12) 1 नवंबर 2017 स े वे अजधकारी 700/- रुपर्े प्रजत माह के स्ट्थार्ी भत्ते के जलए पात्र होंगे िो िहर प्रजतपूरक भत्त े के जलए पात्र क्षेत्रों के अलावा अन्र् क्षेत्रों में तैनात ह।ैं इस स्ट्थार्ी भत्ते को महगं ाई भत्ते, सेवाजनवृजत्त लाभ, िैसे दक नई पेंिन र्ोिना, भजवष्र् जनजध और उपदान सजहत पेंिन के भुगतान के जलए नहीं जगना िाएगा।

(13) जवत्तीर् वषा 2020-21 स,े सभी अजधकाठरर्ों को वार्षाक रूप से पठरचालन लाभ र्ा जनवल लाभ के आधार पर सामान्र् वेतन के अजतठरि जनष्पादन आधाठरत प्रोत्साहन राजि का भुगतान दकर्ा िाएगा। नीचे उजल्लजखत जनष्पादन आधाठरत प्रोत्साहन मैठरक्स बैंक के वार्षाक जनष्पादन के आधार पर देर् राजि (वेतन के ददनों की संख्र्ा = मलू + महगं ाई भत्ता) तर् करेगी:

ताजलका ददनों की संख्र्ा जिसके जलए वेतन (मूल वेतन और पठरचालन लाभ म ेंवषा दर वषा वृजि महगं ाई भत्ता) का भगु तान दकर्ा िाएगा

(1) (2) < 5% िून्र् 5% to 10% 5 ददन > 10% to 15% 10 ददन* > 15% 15 ददन* *तीसरा और चौथा स्ट्लैब तभी देर् होगा िब बैंक का जनवल लाभ हो। र्दद बैंक के पठरचालन लाभ में 5 प्रजतित र्ा उससे अजधक की वृजि हो, लेदकन जनवल लाभ न हो, तो न्र्ूनतम 5 ददन का दसू रा स्ट्लैब देर् होगा।“।

9. उि जवजनर्मनों के जवजनर्मन 24 म,ें उप-जवजनर्म (1) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात:् —10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “ (1) 1 नवंबर, 2017 से कोई भी अजधकारी स्ट्वर्ं तथा पठरवार के जलए जचदकत्सा व्यर् की प्रजतपूर्त ा के जलए पात्र होगा, बिते दक अजधकारी द्वारा स्ट्वर् ं के प्रमाण पत्र म ें दावा की गई राजि के जलए लेखा जववरण के साथ समर्थात ऐसा व्यर् दकर्ा गर्ा हो, िैसा दक नीचे दी गई ताजलका में जनर्दष्टा ह,ै अथाात:्— ताजलका िेणी प्रजतपूर्ता की अजधकतम सीमा

(1) (2) रु.10300/- प्रजत वष ा र्ा व्यर् की गई राजि िो कजनष्ठ प्रबंधन और मध्र् प्रबंधन िेणी भी कम हो रु.12300/- प्रजत वष ा र्ा व्यर् की गई राजि िो वठरष्ठ प्रबंधन और िीष ा कार्ापालक िणे ी भी कम हो नोट: (i) दकसी अजधकारी को अप्रर्ुि जचदकत्सा सहार्ता को संजचत करने की अनुमजत दी िा सकती ह,ै तादक दकसी भी समर् वह राजि ऊपर दी गई अजधकतम राजि से तीन गुना अजधक न हो; अथवा

(ii) वषा 2017 के जलए, जचदकत्सा सहार्ता र्ोिना के अंतगता जचदकत्सा व्यर् की प्रजतपूर्ता दो माह अथाात ् नवम्बर, 2017 और ददसम्बर, 2017 के जलए आनुपाजतक रूप से बढ़ाई िाएगी।“।

10. उि जवजनर्मन के जवजनर्मन 25 म,ें उप-जवजनर्म (2) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात:् — “ (2) उप-जवजनर्म (1) म ें दकसी बात के होत े हुए भी, बैंक दकसी अजधकारी को आवासीर् सुजवधा उपलब्ध कराने के जलए स्ट्वतंत्र होगा, जिसके जलए अजधकारी को 1 नवम्बर, 2017 से वते नमान के प्रथम चरण म ें मूल वेतन के 0.50 प्रजतित के बराबर राजि र्ा आवास के जलए मानक दकरार्ा, िो भी कम हो, का भुगतान करना होगा:

बिते दक िहां अजधकारी को ऐसे आवास पर फनीचर उपलब्ध करार्ा गर्ा हो, वहां वेतनमान के प्रथम चरण में मलू वेतन के 0.10 प्रजतित के बराबर अजतठरि राजि बैंक द्वारा उससे वसूल की िाएगी: आगे र्ह भी प्रावधान ह ैदक िहां ऐसी आवासीर् सुजवधा बैंक द्वारा उपलब्ध कराई िाती है, वहां जबिली, पानी, गैस और सफाई के खचा का वहन अजधकारी द्वारा दकर्ा िाएगा।''।

11. उि जवजनर्मनों के जवजनर्मन 32 म,ें उप-जवजनर्म (2) म,ें परंतुक के पश्चात, जनम्नजलजखत स्ट्पष्टीकरण सजम्मजलत दकर्ा िाएगा, अथाता ्:— “स्ट्पष्टीकरण.— इस जवजनर्मन के प्रर्ोिनों के जलए, र्ह स्ट्पष्ट दकर्ा िाता ह ैदक — (ए) वषा 2017 र्ा उसके बाद के दकसी भी वषा में नहीं ली गई आकजस्ट्मक छुट्टी अगले पांच वषों में समाप्त हो िाएगी;

(बी) 1 नवंबर, 2020 से अजधकारी द्वारा अप्रर्ुि आकजस्ट्मक अवकाि जचदकत्सा आधार पर अनुमत दकर्ा िाएगा और चार ददनों से अजधक नहीं होने की जस्ट्थजत में ऐसे अप्रर्ुि आकजस्ट्मक अवकाि के जलए कोई जचदकत्सा प्रमाण पत्र की आवश्र्कता नहीं है''।

12. उि जवजनर्मनों के जवजनर्मन 33 म ें,— (ए) उप-जवजनर्म (4) के स्ट्थान पर जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात ् :— “ (4) 1 िून, 2015 से अजधकतम दो सौ सत्तर ददन तक जविेषाजधकार छुट्टी संजचत की िा सकेगी,[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 जसवार् उन मामलों को छोडकर िहां छुट्टी के जलए आवेदन दकर्ा गर्ा हो और उस े अस्ट्वीकार कर ददर्ा गर्ा हो:

बिते दक जविेषाजधकार छुट्टी का नकदीकरण अजधकतम दो सौ चालीस ददन तक सीजमत होगा: बिते दक कैलेंडर वष,ा 2020 स,े कोई अजधकारी अपनी पसंद के दकसी भी त्र्ौहार के समर् प्रत्र्ेक कैलेंडर वषा के जलए पांच ददनों की दर से जविेषाजधकार छुट्टी के नकदीकरण के जलए भी पात्र होगा और कोई अजधकारी िो 1 िनवरी, 2020 को पचपन वष ा की आर्ु पूरी कर चुका ह,ै और उससे अजधक आर् ु का ह,ै वह एकमुश्त उपार् के रूप म ें अपनी सेवाजनवृजत्त तक प्रत्र्ेक कैलेंडर वषा के जलए सात ददनों की दर से जविेषाजधकार छुट्टी के नकदीकरण के जलए पात्र होगा ।”;

(बी) उप-जवजनर्म (4) के पश्चात ्जनम्नजलजखत उप-जवजनर्म प्रजतस्ट्थाजपत दकए िाएंग,े अथाात ् :— “ (5) जविेषाजधकार छुट्टी लने े के इच्छुक अजधकारी को सामान्र्तः छुट्टी दकरार्ा ठरर्ार्त के प्रर्ोिन को छोडकर ऐसी छुट्टी लेने की जस्ट्थजत में कम से कम दस ददन पहले सूचना दने ी होगी''।

(6) बीमारी के कारण ली गई जविेषाजधकार छुट्टी, िब अजधकारी के बीमारी छुट्टी खात े म ें कोई िमा न हो, जविेषाजधकार छुट्टी लने े के अवसर के रूप म ेंनहीं जगना िाएगा।''।

13. उि जवजनर्मनों के जवजनर्मन 34 म,ें उप-जवजनर्म (4) के पश्चात, जनम्नजलजखत उप-जवजनर्म सजम्मजलत दकर्ा िाएगा, अथाात ् :— “ (5) मजहला अजधकारी अपन े आि वषा र्ा उससे कम उम्र के बच्चों की बीमारी के जलए जचदकत्सा प्रमाण पत्र प्रस्ट्ततु करने पर बीमारी छुट्टी का लाभ उिा सकती ह।ैं “।

14. उि जवजनर्मन के जवजनर्म 35 के स्ट्थान पर जनम्नजलजखत जवजनर्मन प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात् :— “ 35. अजतठरि बीमारी छुट्टी.— (1) 1 िनवरी, 1989 स,े िहां दकसी अजधकारी ने चौबीस वषा की सेवा कर ली ह,ै वह चौबीस वषा से अजधक की सेवा के प्रत्र्ेक वष ा के जलए एक मास की दर से अजतठरि बीमारी छुट्टी के जलए पात्र होगा, दकन्त ुअजतठरि बीमारी छुट्टी की अजधकतम सीमा तीन मास होगी।

(2) 1 नवम्बर, 2017 स,े िहा ं दकसी अजधकारी ने तीस वष ा की सेवा की है, वह तीस वष ा स े अजधक की सेवा के प्रत्र्ेक वष ा के जलए एक माह की दर से अजतठरि बीमारी छुट्टी के जलए पात्र होगा, बिते दक अजतठरि बीमारी छुट्टी की अजधकतम सीमा तीन माह हो:

बिते दक अजधकारी की सम्पूण ा सेवा में बीमारी छुट्टी की कुल संख्र्ा सात सौ बीस ददन से अजधक नहीं होगी: बिते दक 29 िून, 1999 को र्ा उसके बाद ली गई अजतठरि बीमारी छुठट्टर्ों के मामले में, जवजनर्म 34 के उप-जवजनर्म (2) के अनुसार अजतठरि छुट्टी का संरािीकरण की अनुमजत दी िा सकेगी।“।

15. उि जवजनर्मन के जवजनर्म 36 के स्ट्थान पर जनम्नजलजखत जवजनर्मन प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात् :— “ 36. मातृत्व छुट्टी .— (1) मातृत्व छुट्टी के मामल े में ,— (ए) एक मजहला कमाचारी दकसी एक अवसर पर अजधकतम छह महीने की अवजध के जलए तथा अपनी परू ी सेवा अवजध के दौरान अजधकतम बारह महीन े के जलए मलू वेतन पर मातृत्व छुट्टी के जलए पात्र होगी:

बिते दक िुडवा बच्चों के िन्म के मामल े म ें मातृत्व छुट्टी की अवजध आि महीने होगी:12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते दक मातृत्व छुट्टी, आकजस्ट्मक छुट्टी को छोडकर दकसी भी अन्र् प्रकार की छुट्टी के साथ ली िा सकेगी;

(बी) गभापात, गभाावस्ट्था की जचदकत्सकीर् समाजप्त र्ा गभापात के मामले में, एक मजहला कमाचारी जचदकत्सा प्रमाण पत्र र्ा सक्षम जचदकत्सक, अथाता एक अहता ा प्राप्त स्त्री रोग जविेषज्ञ की सलाह के आधार पर छह सप्ताह तक मातृत्व छुट्टी का लाभ उिा सकती ह।ै गभापात र्ा गभाावस्ट्था की जचदकत्सीर् समाजप्त र्ा गभापात से िडु ी जचदकत्सीर् िठटलताओं वाल े जविेष र्ा असाधारण मामलों में, सक्षम जचदकत्सक (अहता ा प्राप्त स्त्री रोग जविेषज्ञ) की सलाह पर छह सप्ताह से अजधक मातृत्व छुट्टी ली िा सकती है, लेदकन सेवा की पूरी अवजध के दौरान बारह महीने की समग्र सीमा के भीतर दकसी एक अवसर पर केवल छह महीने तक की छुट्टी ली िा सकती ह;ै (सी) बारह महीने की समग्र अवजध के भीतर, जहस्ट्टेरेक्टॉमी के मामले में अजधकतम साि ददनों तक की छुट्टी भी ली िा सकती ह।ै नोट: उन कमाचाठरर्ों के मामले म ें जिन्होंन े बारह महीन े की मातृत्व छुट्टी ली ह ै और उसे समाप्त कर ददर्ा ह,ै उन्ह ें जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करने के आधार पर, इसके अजतठरि पंद्रह ददनों की छुट्टी स्ट्वीकृत की िाएगी;

(डी) एक जनःसंतान मजहला कमाचारी एक वषा से कम आर् ु के बच्चे को कानूनी रूप से गोद लेने के जलए सेवा के दौरान एक बार अजधकतम नौ महीने की अवजध के जलए जनम्नजलजखत जनर्मों और ितों के अधीन छुट्टी ल ेसकती है, अथाात् :—

(i) केवल एक बच्चे को गोद लने े के जलए छुट्टी दी िाएगी;

(ii) बच्चे को गोद लने े की प्रदक्रर्ा उजचत कानूनी प्रदक्रर्ा के माध्र्म से होनी चाजहए और कमाचारी को ऐसी छुट्टी स्ट्वीकृत करने के जलए बैंक के समक्ष गोद लेन े का दस्ट्तावेि प्रस्ट्ततु करना चाजहए;

(iii) स्ट्थार्ी अंिकाजलक कमाचारी भी बच्चे को गोद लेन े के जलए छुट्टी प्राप्त करन े के पात्र ह;ैं

(iv) र्ह छुट्टी उन मामलों म ें िैजवक मां को भी उपलब्ध होगी िहा ं बच्चा सरोगेसी के माध्र्म से पैदा हुआ हो;

(v) छुट्टी का लाभ सम्पूण ा सेवा अवजध के दौरान बारह महीन े की समग्र पात्रता के भीतर जलर्ा िाएगा; (ई) बारह महीने की समग्र अवजध के भीतर, जनम्नजलजखत स्त्री रोग संबंधी बीमाठरर्ों र्ा उपचारों के कारण अस्ट्पताल म ें भती होने की जस्ट्थजत में भी अजधकतम तीस ददनों तक छुट्टी का लाभ उिार्ा िा सकता ह,ै अथाात ् :—

(i) एर्ूबी (असामान्र् गभाािर् रिस्राव);

(ii) जडम्बग्रंजथ ट्यूमर;

(iii) ट्यूबेक्टोमी र्ा ट्यूबेक्टोमी ठरवसाल;

(iv) प्रसवोत्तर अवसाद (पीपीडी);

(v) प्रसवोत्तर रिस्राव (पीपीएच);

(vi) एक्र्ूट पेजल्वक इन््लेमेटरी रोग (एक्र्ूट पीआईडी); तथा

(vii) जडसफंक्िन गभाािर् रिस्राव: जडसफंक्िन (डीर्ूबी)

(2) जपतृत्व अवकाि के मामले में, 1 िून, 2015 से, दो िीजवत बच्चों वाले पुरुष कमाचारी अपनी पत्नी के प्रसव के दौरान पंद्रह ददनों के जपतृत्व अवकाि के जलए पात्र होंगे और र्ह अवकाि[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 आकजस्ट्मक अवकाि को छोडकर दकसी भी अन्र् प्रकार के अवकाि के साथ जलर्ा िा सकता है:

बिते दक छुट्टी बच्चे के िन्म की तारीख से पंद्रह ददन पहले र्ा छह महीने तक ली िा सकती ह:ै इसमें आग े र्ह भी प्रावधान दकर्ा गर्ा ह ै दक उपर्िुा ानुसार जपतृत्व अवकाि दो िीजवत बच्चों वाले पुरुष कमाचारी को और एक वष ा से कम आर् ुके बच्चे को कानूनी रूप से गोद लेन े वाले कमाचारी को ददर्ा िाएगा।”।

16. उि जवजनर्मों के जवजनर्म 37 के स्ट्थान पर, जनम्नजलजखत जवजनर्म प्रजतस्ट्थाजपत दकर्ा िाएगा अथाात् :— “ 37. असाधारण अवकाि.— (1) कोई अजधकारी संपूण ा सेवा अवजध के दौरान अजधकतम चौबीस महीन े के जलए वेतन की हाजन (एलओपी) सजहत असाधारण छुट्टी के जलए पात्र होगा।

(2) कोई भी अजधकारी दकसी एक अवसर पर अजधकतम तीन माह की अवजध के जलए (जबना वेतन के) असाधारण अवकाि का लाभ ल े सकता ह।ै हालांदक, अत्र्ंत गंभीर जचदकत्सकीर् पठरजस्ट्थजतर्ों में, वह दकसी एक अवसर पर चार महीन े तक की असाधारण अवकाि का लाभ ले सकता ह।ै नोट: जचदकत्सा आधार पर असाधारण अवकाि लेन े पर कमाचारी की वठरष्ठता में कोई हाजन नहीं होगी।”।

17. उि जवजनर्मन के जवजनर्मन 37ए के स्ट्थान पर जनम्नजलजखत जवजनर्मन प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात ् :— “ 37ए. जविेष आकजस्ट्मक अवकाि और जविेष अवकाि .— (1) 1 नवंबर, 2020 स,े कोई अजधकारी कमाचारी ऐसे अवसरों पर जविेष आकजस्ट्मक अवकाि के जलए पात्र होगा िब वह िाखा िहा ं अजधकारी काम कर रहा ह ै र्ा वह स्ट्थान िहा ं वह रह रहा है, क्र्,ूा दगं ों, प्रजतषेधात्मक, प्राकृजतक आपदाओं, बाढ़ आदद स ेप्रभाजवत हो।

(3) दकसी अजधकारी को जविेष आकजस्ट्मक अवकाि तथा ऐसे अन्र् जविेष अवकाि भी प्रदान दकए िा सकते ह,ैं िो केन्द्रीर् सरकार द्वारा समर्-समर् पर िारी ददिा-जनदेिों के अनुसार बोडा द्वारा तर् कर, प्रदान दकर्ा िा सकता ह।ै ”।

section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of the Canara Bank, after consultation with the Reserve Bank of India and with the previous sanction of the Central Government, except as respects things done or omitted to be done in pursuance of the Government of India, Ministry of Finance, Department of Financial Services, Letter No. 4/2/2/2015-IR, dated the 18th December, 2020, on and from the 1st November, 2017 till the date of publication of this notification in the Official Gazette, hereby makes the following regulations further to amend the Canara Bank (Officers’) Service Regulations, 1979, namely:—

1. (1) These regulations may be called the Canara Bank (Officers’) Service (Amendment) Regulations,

2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Canara Bank (Officers’) Service Regulations, 1979 (hereinafter referred to as the said regulations), in regulation 3, for clauses (f) and (i), the following clauses shall be substituted, namely:— “( f) ‘family’ for the purposes of medical facilities and for the purpose of leave fare concession means, the spouse of the officer, wholly dependent unmarried children (including step children and legally adopted children), wholly dependent physically and mentally challenged brother or sister with forty per cent. or more disability, widowed daughters and dependent divorced or separated daughters, sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters and parents wholly dependent on the Officer.

Explanation.— i. The expression “wholly dependent family member” shall mean such member of the family having an income not exceeding ₹12,000/- per month. If the income of one of the parents exceeds ₹12,000/- per month or the aggregate income of both the parents exceeds ₹12,000/- per month, both the parents shall not be considered as wholly dependent on the officer.

ii. A married female Officer may include her natural parents or parents-in-law under the definition of family, but not both, provided that the parents or parents-in-law are wholly dependent on her.

Note (1): For the purpose of medical expenses reimbursement scheme, for all officers, i.e., male or female, any two of the dependent parents or parents-in-law shall be covered.

The officer will have the choice to substitute either of the dependents or both.

Note (2): Physically challenged children of an officer to be defined as dependents irrespective of age or marital status, subject to income criteria; ( i) ‘Managing Director’ means the Managing Director and the Chief Executive Officer of the Bank;”.

3. In regulation 4 of the said regulations,—

(i) in sub-regulation (6), the Explanation shall be omitted;

(ii) for sub-regulations (7), (8) and (9), the following sub-regulations shall be substituted namely:— “( 7) With effect from the 1st November, 2017, the scales of pay specified against each grade shall be

as under:—

(a) Top Executive Grade Scale VII = ₹116120 – 3220/4 – 129000 Scale VI = ₹104240 - 2970/4 – 116120

(b) Senior Management Grade Scale V = ₹ 89890 – 2500/2 – 94890 – 2730/2 - 100350 Scale IV = ₹ 76010 – 2220/4 – 84890– 2500/2 – 89890[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21

(d) Junior Management Grade Scale I = ₹ 36000 - 1490/7- 46430-1740/2 - 49910-1990/7 - 63840.

Explanation.— Every officer who is governed by the scales of pay as in force as on 31st October, 2017 shall be fitted in the scale of pay set out as in this sub–regulation as on 1st November, 2017 on stage-to-stage basis, i.e., on corresponding stages from first stage onwards in the respective scales and the increments shall fall on the anniversary date as usual except where provided otherwise.

(8) With effect from the 31st March, 2020, the scales of pay specified for Top Executive Grade Scale – VIII shall be as under:— Scale VIII = ₹ 166350 - 4400/4 - 183950

(9) Nothing in sub-regulations (1), (2), (3), (4), (5), (6), (7) and (8) shall be construed as requiring the Bank to have at all times, officers serving in all these grades.

(10) (a) With effect from the 1st day of November, 2012, officers shall be paid special allowances

as under:— Scale I – III - 7.75% of Basic Pay plus applicable Dearness Allowance thereon.

Scale IV – V - 10% of Basic Pay plus applicable Dearness Allowance thereon.

Scale VI - VII - 11% of Basic Pay plus applicable Dearness Allowance thereon

(b) With effect from the 1st day of November, 2017, officers shall be paid special allowances

as under:— Scale I – III - 16.40% of Basic Pay plus applicable Dearness Allowance thereon.

Scale IV – V - 19% of Basic Pay plus applicable Dearness Allowance thereon.

Scale VI - VII - 20% of Basic Pay plus applicable Dearness Allowance thereon.

Provided that an officer in Scale VIII will be eligible for special allowance with effect from 31st March,2020.

Note: The special allowance referred to in clause (a) and (b) of sub- regulation 10 with applicable dearness allowance thereon shall not be reckoned for superannuation benefits, such as pension including New Pension Scheme, Provident Fund and Gratuity.”.

4. In regulation 5 of the said regulations,—

(i) for sub-regulation (1), the following sub-regulation shall be substituted, namely:— “( 1) Subject to the provisions of sub-regulations (7) and (8) of regulation 4, on and from the 1st November, 2017, the increments shall be granted subject to the following, namely:—

(a) the increments specified in the scales of pay set out in sub-regulations (7) and (8) of regulation 4 shall, subject to the sanction of the Competent Authority, accrue on an annual basis and shall be granted on the first day of the month in which these fall due;

(b) one year after reaching maximum in their respective scales, officers in Scale I and Scale II, shall be granted further increments including stagnation increments in the next higher Scale only as specified in clause (c) below subject to their crossing the efficiency bar;

(c) officers in Junior Management Grade Scale I who have moved to scale of pay for Middle Management Grade Scale II in terms of clause (b) after reaching maximum of the higher Scale, shall be eligible for five stagnation increments for every two completed years of service of which the first two shall be Rs. 1990/– each and the next three of Rs 2220/-22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

each:

Provided that the officer shall be eligible for the fifth stagnation increment two years after release of fourth stagnation increment or on the 1st November, 2017, whichever is later;

(d) officers in Middle Management Grade Scale II who have moved to scale of pay for Middle Management Grade Scale III in terms of clause (b), after reaching maximum of higher Scale, shall be eligible for five stagnation increments of Rs 2220/- each for every

two completed years of service:

Provided that the officer shall be eligible for the fifth stagnation increment two years after release of fourth stagnation increment or on the 1st November, 2017, whichever is later.

(e) officers in substantive Middle Management grade Scale III i.e., those who are recruited in or promoted to Middle Management Grade Scale III shall be eligible for six stagnation increments out of which first four stagnation increments of Rs 2220/- each will be granted for every two years of completed service after reaching the maximum and the next two stagnation increments of Rs 2500/- each shall be granted for every two years of

completed service after receiving the fourth stagnation increment:

Provided that the sixth stagnation increment shall be released two years after release of fifth stagnation increment or on the 1st November, 2017, whichever is later.

(f) officers in Senior Manager Grade Scale IV shall be eligible for two stagnation increments after reaching the maximum of scale, for every two completed years of service, of which first stagnation increment shall be of Rs 2500/- and the second stagnation increment shall be of Rs 2730/-:

Provided that the officer shall be eligible for the second stagnation increment two years after release of first stagnation increment or on the 1st November, 2017, whichever is later.

(g) the stagnation increments received by the Officers from Scale I to Scale IV during their service in bank as on the 1st November, 2017 as per periodicity hereinbefore would be readjusted from three years periodicity to two years periodicity from the date of reaching their maximum and officer shall be notionally eligible for stagnation increments w.e.f.

the 1st November, 2017 as per the revised periodicity which will qualify for superannuation benefits. However, monetary benefit on account of such revised and readjusted periodicity of stagnation increments shall be payable from the 1st November, 2020 or the actual date of entitlement, whichever is later.

(h) officer in Senior Management Grade Scale V shall be eligible for one stagnation increment of Rs 2970/- two years after reaching the maximum scale of pay or on the 1st November 2020, whichever is later:

Provided that such increments shall not be allowed to an officer who refuses promotion when offered.

Explanation.— Grant of such increments in the next higher scale under this sub regulation shall not amount to promotion and the privileges, perquisites, duties and responsibilities of the officers shall continue as of their substantive posts.”;

(ii) in sub-regulation (2), in the Explanation, after clause (g) and before the Note, the following clause shall be inserted, namely:— “( h) On and from the 1st November, 2017, other things being equal, the quantum of professional

qualification pay shall stand revised as specified in the Table below:— TABLE Those who have passed Junior Associate Rs.1020 per month one year after reaching of Indian Institute of Bankers or Certified maximum of the scale.

Provided that an officer employee acquiring Junior Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first installment of professional qualification pay and the release of subsequent installments of professional qualification pay shall be with reference to the date of release of first installment of professional qualification pay.”;

(iii) in sub-regulation (3),—

(a) in clause (f) after the Table, Notes (i) to (vi) shall be omitted;

(b) for clause (g), the following clause shall be substituted namely:— “ (g) on and from the 1st November, 2017, other things being equal, Fixed Personal Pay together with House Rent Allowance shall be at the following rates and shall remain

Note:

(i) Fixed Personal Allowance or Fixed Personal Pay as indicated under column (3) of the Tables in clauses (b), (c), (d), (e), (f) and (g) of this sub-regulation shall be payable to those officers who are provided with bank’s accommodation.

(ii) Fixed Personal Allowance or Fixed Personal Pay for officers eligible for House Rent Allowance shall be the aggregate amount specified under columns (1) and (2) of the aforesaid Table and House Rent Allowance drawn by the concerned officer when the last increment of the relevant scale of pay as specified in sub-regulations

(2), (3), (4), (5) (6) and (7) of regulation 4 is earned.

(iii) Only officers who are in the service of the Bank on or before 1st November, 1993 will be eligible for Fixed Personal Pay one year after reaching the maximum scale pay, they are placed.

(iv) On and from the 1st November, 1999, there shall be no change in the schedule of release of Professional Qualification Pay as in explanation (c) of sub-regulation (2)

on account of release of Fixed Personal Pay:

Provided that where any installment of professional qualification pay which on account of the earlier provisions has been shifted by a year and is scheduled for release on or after the 1st November, 1999, it shall be released to the officer on and from this date and second installment of professional qualification24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] pay, if any, shall be released on the 1st November, 2000.

(v) The increment component of Fixed Personal Allowance or Fixed Personal Pay shall rank for superannuation benefits.

(vi) An officer who has earned the advance increment as in clause (a) above shall draw the quantum of Fixed Personal Allowance or Fixed Personal Pay as mentioned in clauses (b), (c), (d), (e), (f) and (g) above, one year after reaching the maximum of the scale.

(c) after clause (g) and after the note (i) to (vi), the following clause shall be inserted, namely:— “ (h) On and from the 31st March, 2020, other things being equal, the Fixed Personal Pay together with House Rent Allowance for the post of Chief General Manager in Top Executive Grade Scale – VIII shall be at the rates given in the Table below and shall

remain frozen for the entire period of service:

5. In regulation 20 of the said regulations, in sub-regulation (1), in clause (ii), the words “Chairman &” shall be omitted.

6. In regulation 21 of the said regulations,—

(a) in sub-regulation (6), in the Explanation, in clause (b), for the brackets, letters and words “(f) and

(g)”, the brackets, letters and words “(f), (g) and (h)” shall be substituted;

(b) after sub-regulation (6), the following sub-regulation shall be inserted, namely:— “( 7) On and from the 1st day of November, 2017, dearness allowance shall be payable for every rise or fall of four points over 6352 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) Base 1960=100 at 0.07% of Pay.”.

7. In regulation 22 of the said regulations, for sub-regulation (1), the following sub-regulation shall be substituted, namely:— “ (1) On and from the 1st November, 2017,—

(a) where an officer is provided with residential accommodation by the Bank, a sum equal to 0.50 per cent. of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less, shall be recovered from him;

(b) where an officer is not provided any residential accommodation by the Bank, he shall be eligible for House Rent Allowance at the rates specified in the following Table, namely:— TABLE Place of work House Rent Allowance

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.50 per cent. of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent. of the House Rent Allowance payable as per aforesaid rates mentioned in column (2) of the above Table.

Note: The claims of officers for House Rent Allowance linked to the cost of their ownership accommodation shall be also be restricted to 150 per cent. of House Rent Allowance as hitherto.”.

8. In regulation 23 of the said regulations,—

(a) for sub-regulations (1), (2), (3), (4) and (5), the following sub-regulations shall respectively be substituted, namely:— “( 1) On and from the 1st November, 2017, if an officer is serving in a place mentioned in column (1) of the Table below, a city compensatory allowance at the rate mentioned in column (2) thereof

against that place shall be payable:

(2) On and from the 1st November, 2017, the rates of special areas allowances shall be as specified in the Schedule to these regulations.

(3) On and from the 1st November, 2017, if an officer is serving in an area specified as Project Area falling in Group A or Group B, he shall be eligible for a Project Area Compensatory Allowance at the rate of Rs.600/- per month or Rs.525/- per month according to the classification of area as Group A or Group B respectively.

(4) On and from the 1st November, 2020, if an officer is transferred from one place to another in the midst of an academic year and if he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs 1650/- per month from the date he reports to the latter place upto the end of the academic year in respect of all the children, provided that such allowance shall cease if all the children cease studying at the former place.

(5) On and from the 1st November, 2020, if an officer is deputed to serve outside the Bank, he may opt to receive the emoluments attached to the post to which he is deputed, or he may in addition to his pay, draw a deputation allowance at the rate of 7.75 per cent. of pay subject to a maximum of Rs.6000/- per month and such other allowances he would have drawn had he been posted in the Bank’s service at that place:

Provided that where he is deputed to an organization which is located at the same place where he was posted immediately prior to his deputation, he shall receive a deputation allowance equal to 4 per cent. of his pay subject to a maximum of Rs.3000/- per month:

Provided further that an officer on deputation to the training establishment of the Bank as a faculty member shall be eligible for deputation allowance at the rate of 4 per cent. of his pay subject to a maximum of Rs.3000/- per month.”;

(b) for sub-regulation (8), the following sub-regulation shall be substituted, namely:— “( 8) On and from the 1st November, 2017, if the working hours during a day are split with minimum interval of two hours, an officer shall be eligible for a Split Duty Allowance at the rate of Rs.300/- per month.”;

(c) for sub-regulation (10), the following sub-regulation shall be substituted, namely:— “( 10) On and from 1st November, 2017, an officer shall be eligible for the hill and fuel allowance as26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] specified in the table below, namely:— TABLE Place Rate

(d) after sub-regulation (10), the following sub-regulations shall be inserted, namely:— “( 11) On and from the 1st November, 2017, an officer shall be eligible for learning allowance of Rs 600/- per month along with Dearness Allowance thereon.

(12) On and from the 1st November 2017 an officer shall be eligible for a fixed allowance of Rs.700/- per month who are posted in areas other than the areas that are eligible for City Compensatory Allowance. This fixed allowance shall not be reckoned for payment of Dearness Allowance, superannuation benefits, viz, pension including New Pension Scheme, Provident Fund and Gratuity.

(13) From the financial year 2020-21, Performance Linked Incentive shall be payable to all officers annually based on Operating Profit or Net Profit over and above the normal salary payable. The Performance Linked Incentive matrix mentioned below shall decide the amount payable (in number of days of pay = Basic + Dearness Allowance) depending on the annual performance

of the Bank:

9. In regulation 24 of the said regulations, for sub-regulation (1), the following sub-regulation shall be substituted, namely:— “ (1) On and from the 1st November, 2017, an officer shall be eligible for reimbursement of medical expenses for self and family on the strength of the officer’s own certificate of having incurred such expenditure supported by a statement of accounts for the amounts claimed as specified in the Table below, namely:—[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27 TABLE Grade Maximum limit of reimbursement

(1) (2) Junior Management and Middle Rs.10300/- per annum or the amount incurred Management Grade whichever is less Senior Management and Top Executive Rs.12300/- per annum or the amount incurred Grade whichever is less

Note: (i) an officer may be allowed to accumulate unavailed medical aid so as not to exceed at any time three times the maximum amount provided above; or

(ii) for the year 2017, the reimbursement of medical expenses under the medical aid scheme shall be enhanced proportionately for two months, that is, November, 2017 and December, 2017.”.

10. In regulation 25 of the said regulations, for sub-regulation (2), the following sub-regulation shall be substituted, namely:— “ (2) Notwithstanding anything contained in sub-regulation (1), it shall be open to the Bank to provide residential accommodation to an officer on payment by the officer, on and from the 1st of November, 2017, a sum equal to 0.50 per cent. of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less:

Provided that where the officer is provided with furniture at such residence, a further sum equal to 0.10 per cent. of basic pay in the first stage of the scale of pay in which he is placed shall be

recovered by the Bank from him:

Provided further that, where such residential accommodation is provided by the bank, the charges for electricity, water, gas and conservancy shall be borne by the officer.”.

11. In regulation 32 of the said regulations, in sub-regulation (2), after the proviso, the following Explanation shall be inserted, namely: — “Explanation.— for the purposes of this regulation, it is clarified that—

(a) casual leave not availed in the year 2017 or any subsequent years shall lapse in the following five year;

(b) on and from the 1st November, 2020, the unavailed casual leave by the officer shall be permitted on medical grounds and no medical certificate is required for the period of such unavailed casual leave at a stretch not exceeding four days.”.

12. In regulation 33 of the said regulations,—

(a) for sub-regulation (4), the following sub-regulation shall be substituted, namely: — “( 4) On and from the 1st June,2015, privilege leave may be accumulated upto not more than two

hundred and seventy days except where leave has been applied and it has been refused:

Provided that encashment of privilege leave shall be restricted upto a maximum of

two hundred and forty days:

Provided further that from the calender year, 2020, an officer shall also be eligible for encashment of privilege leave at the rate of five days for each calendar year at the time of any festival of his choice and an officer who have already completed fifty-five years of age as on the 1st January, 2020, and above shall be eligible to encash privilege leave at the rate of seven days for each calendar year till his retirement as a onetime measure.”;

(b) after sub-regulation (4), the following sub-regulations, shall be inserted, namely:— “( 5) An officer desiring to avail of privilege leave shall ordinarily give not less than ten days notice of his intention of avail of such leave except for the purpose of leave fare concession.

(6) Privilege leave taken on sick grounds, when there is no credit in the sick leave account of the officer, shall not be counted as an occasion of availing privilege leave.”.

13. In regulation 34 of the said regulations, after sub-regulation (4), the following sub-regulation shall be28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] inserted, namely:— “ (5) Women officers may avail sick leave for the sickness of their children of eight years and below subject to production of medical certificate.”.

14. For regulation 35 of the said regulations, the following regulation shall be substituted namely:— “ 35. Additional Sick Leave.— (1) On and from the 1st January,1989, where an officer has put in a service of twenty-four years, he shall be eligible to additional sick leave at the rate of one month for each year of service in excess of twenty-four years subject to a maximum of three months of additional sick leave.

(2) On and from the 1st November, 2017, where an officer has put in a service of thirty years, he shall be eligible for further additional sick leave at the rate of one month for each year of

service in excess of thirty years subject to a maximum of three months of additional sick leave:

Provided that the total number of sick leaves shall not exceed seven hundred and

twenty days in the entire service of the officer:

Provided further that in case of additional sick leaves availed on or after the 29th June, 1999, commutation of additional leave may be allowed in accordance with sub-regulation (2) of regulation 34.”.

15. For regulation 36 of the said regulations, the following regulation shall be substituted, namely:— “ 36. Maternity Leave.— (1) In case of maternity leave,—

(a) a female employee shall be eligible for maternity leave on substantive pay for a period not exceeding six months on any one occasion and twelve months during the entire period

of her service:

Provided that in case of delivery of twins, the period of maternity leave shall be

eight months:

Provided further that maternity leave may be availed combining with any other kind of leave except casual leave;

(b) in case of miscarriage, medical termination of pregnancy or abortion, a female employee may avail maternity leave upto six weeks on the basis of medical certificate or advice of a competent medical practitioner, i.e., a qualified gynecologist. In special or exceptional cases involving medical complications, associated with miscarriage or medical termination of pregnancy or abortion, maternity leave may be availed beyond six weeks, if advised by a competent medical practitioner (qualified gynaecologist) but upto six months only on any one occasion, within the overall limit of twelve months during the entire period of service;

(c) within the overall period of twelve months, leave may also be availed in case of hysterectomy upto a maximum of sixty days.

Note: In the case of employees who have availed and exhausted maternity leave of twelve months, leave of fifteen days shall be sanctioned over and above the same, subject to production of medical certificate;

(d) a childless female employee may avail leave once during service for legally adopting a child who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely:—

(i) leave will be granted for adoption of only one child;

(ii) the adoption of a child should be through a proper legal process and the employee should produce the adoption-deed to the Bank for sanctioning such leave;

(iii) the permanent part-time employees are also eligible for grant of leave for adoption of a child;

(iv) the leave shall also be available to biological mother in cases where the child is born through surrogacy;

(v) the leave shall be availed within overall entitlement of twelve months during the entire period of service;

(e) within the overall period of twelve months, leave may also be availed in case of[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29 hospitalisation on account of the following gynecological ailments or treatments upto a maximum of thirty days, namely:—

(i) AUB (Abnormal uterine bleeding);

(ii) Ovarian Tumor;

(iii) Tubectomy or Tubectomy reversal;

(iv) Post-Partum Depression (PPD);

(v) Post-Partum Hemorrhage (PPH);

(vi) Acute Pelvic Inflammatory Disease (Acute PID); and

(vii) Dysfunction Uterine Bleeding: Dysfunction (DUB).

(2) In case of paternity leave, with effect from the 1st June, 2015, male employees with upto two surviving children shall be eligible for fifteen days paternity leave during his wife’s

confinement and this leave may be combined with any other kind of leave except casual leave:

Provided that the leave may be availed upto fifteen days before or upto six months

from the date of delivery of the child:

Provided further that paternity leave as above shall be allowed to a male employee with upto two surviving children for legally adopting a child who is below one year of age.”.

16. For regulation 37 of the said regulations, the following regulation shall be substituted namely:— “ 37. Extra-ordinary leave.— (1) An officer shall be eligible for extraordinary leave on loss of pay for not more than twenty-four months during the entire period of service.

(2) An officer may avail extraordinary leave on any one occasion for a period not exceeding three months (without wages). However, and in extreme medical circumstances, he may avail extraordinary leave upto four months on any one occasion.

Note: The employee will not be losing any seniority on account of availing extraordinary leave on medical grounds.”.

17. For regulation 37A of the said regulations, the following regulation shall be substituted, namely:— “ 37A. Special Casual Leave and Special Leave.— (1) With effect from the 1st November, 2020, an officer employee shall be eligible for special casual leave on occasions when the branch where the officer is working or the place where he is residing is affected by curfew, riots, prohibitory orders, natural calamities, floods, etc.

(2) With effect from the 1st November, 2020, a physically or orthopedically handicapped officer shall be eligible for four days special casual leave.

(3) An officer may also be granted special casual leave and any special leave as may be decided by the Board in accordance with the guidelines issued by the Central Government from time to time.”.

18. In regulation 41 of the said regulations, in sub regulation (4), for clause (a), the following clause shall be substituted, namely:— “ (a) Halting allowance — On and from the 1st November, 2020, an officer in the grades or scales set out in column (1) of the Table shall be entitled to `per diem’ halting allowance at the corresponding rates set out in column (2) thereof, namely:— TABLE Grades/Scales of officers Metro Major `A’ Area I Other Class cities Places Rs. Provided that where the total period of absence is less than eight hours but more than four hours, halting allowance at half the above rates shall be payable.

Explanation.— For the purpose of computing halting allowance “per diem” shall mean each period of twenty-four hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the actual time of arrival and where the total period of absence is less than twenty-four hours, “per diem” shall mean a period of not less than eight hours.”.

19. In regulation 42 of the said regulations, for sub-regulation (3), the following sub-regulation shall be substituted, namely:— “ (3) On and from the 1st November, 2020 an officer on transfer shall be eligible to draw a lump sum amount for expenses connected with packing, local transportation, insuring the baggage, etc., as specified in the Table below, namely:- TABLE Grade or Scale Amount

20. In regulation 45 of the said regulations, in sub-regulation (4), before the note, the following provisos’ shall be inserted, namely:— “Provided that with regard to officers covered under Defined Contributory Pension Scheme (New Pension Scheme), the Bank shall make a contribution of fourteen per cent. of pay plus dearness allowance with effect from the 11th November, 2020:

Provided further that the service charges of the Service Provider or Fund Manager of New Pension Scheme shall be borne by the Bank from the financial year 2020-21.”.

21. For the Schedule to the said regulations, the following Schedule shall be substituted, namely: — “Schedule [see sub-regulation (2) of regulation 23] With effect from the 1st November, 2017, an officer shall be eligible for the special areas allowance till such time they are withdrawn or modified either wholly or partially, as specified in the Table below,

Therefore, interests of no person shall be adversely affected by such retrospective effect.
