1. ( i ) इन जवजनयमों को सेन्ट्रल बैंक ऑफ इंजडया (अजधकारी) सेवा (संिोधन) जवजनयम, 2024 कहा िाएगा।

(ii) इन जवजनयमों में अन्ट्यथा प्रावधाजनत ककए गए मामलों को छोड़कर, ये जवजनयम 01 नवंबर, 2017 स े प्रभावी माना िाएगा।

2. सेन्ट्रल बैंक ऑफ इंजडया (अजधकारी) सेवा जवजनयम, 1979 (जिसे आगे इन जवजनयमों के रूप म ेंसंदर्भवत ककया गया है ) में जवजनयम 3 म,ें -

(i) खडं (एफ) के जलए जनम्नजलजखत खंड प्रजतस्ट्थाजपत ककया िाएगा, अथातव ्:- “(एफ) “जचककत्सा स जवधाओं और अवकाि ककराया ठरयायत के उद्देश्य से “पठरवार” का तात्पयव अजधकारी के पजत/पत्नी, पणू वतः आजित अजववाजहत संताने (जिसमें सौतेल े और जवजधवत दत्तक जलए गए बच्चे िाजमल ह)ैं चालीस प्रजतित या उससे अजधक कदव्ागं ता वाले पूणवतः आजित िारीठरक और मानजसक रूप स े 7646 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] कदव्ांग भाई या बहन, जवधवा प जियां और आजित तलाकि दा या अलग हुई प जियां, अजववाजहत, तलाकि दा, पजत द्वारा पठरत्यि या अलग हुई बहन,ें जवधवा बहनें और माता –जपता िो अजधकारी पर पूणवतआजित ह।ैं :.

स्ट्पष्टीकरण -

(i). "पूणवतः आजित पठरवार के सदस्ट्य" का अथव पठरवार के ऐसे सदस्ट्य से ह ै जिसकी आय ₹12,000/- प्रजत माह से अजधक नहीं ह.ै यकद माता-जपता म ें से ककसी एक की आय ₹12,000/- प्रजत माह स े अजधक ह ैया माता-जपता दोनों की क ल आय ₹12,000/- प्रजत माह से अजधक ह,ै तो माता-जपता दोनों को अजधकारी पर पूरी तरह से आजित नहीं माना िाएगा.

(ii). एक जववाजहत मजहला अजधकारी पठरवार की पठरभाषा के अतं गवत अपन े प्राकृजतक माता-जपता या सास-सस र को िाजमल कर सकती ह,ै लेककन दोनों को नहीं, बिते कक माता-जपता या सास-सस र उस पर पूरी तरह आजित हों. नोट (1): जचककत्सा व्य प्रजतपूर्त व योिना म,ें सभी अजधकाठरयों (अथावत परु ष या मजहला) द्वारा आजित माता-जपता या सास-सस र म ें स े ककन्ट्हीं दो को िाजमल ककया िाएगा. अजधकारी के पास आजितों म ें से ककसी एक या दोनों को बदलने का जवकल्प होगा.

नोट (2): ककसी अजधकारी के िारीठरक रूप से कदव्ांग बच्चों को उनकी आय मानदंड के अधीन, आय या वैवाजहक जस्ट्थजत पर ध्यान कदए जबना, आजित माना िाएगा;”

(ii) उि जवजनयमनों के जवजनयम 3 में, खंड (i) के जलए जनम्नजलजखत खंड प्रजतस्ट्थाजपत ककया िाएगा, अथावत्- “प्रबंध जनदिे क” का तात्पयव बैंक के प्रबंध जनदेिक एवं म ख्य कायवकारी अजधकारी से ह.ै

3. उि जवजनयमनों के जवजनयम 4 म,ें -

(i) उप-जवजनयम (6) म,ें स्ट्पष्टीकरण हटा कदया िाएगा;

(ii) उप-जवजनयम (7) एव ं(8) के जलए जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककए िाएंग,े अथातव ्- “(7) 1 नवंबर, 2017 स े प्रभावी, प्रत्येक ग्रेड के जलए जनर्दष्टव वते नमान जनम्नान सार होंगे :- (ए) उच्च कायवपालक िणे ी वेतनमान VII = ₹ 116120 – 3220/4 – 129000 वेतनमान VI = ₹ 104240 - 2970 /4 - 116120 (बी) वठरष्ठ प्रबंधन िणे ी वेतनमान V = ₹ 89890 – 2500/2 – 94890 – 2730/2 - 100350 वेतनमान IV = ₹ 76010 – 2220/4 – 84890– 2500/2 – 89890 (सी) मध्य प्रबंधन िणे ी वेतनमान III = ₹ 63840 -1990/5– 73790 - 2220/2 - 78230 वेतनमान II = ₹ 48170–1740/1 - 49910 -1990/10 - 69810 (डी) कजनष्ठ प्रबंधन िणे ी वेतनमान I = ₹ 36000 -1490/7- 46430-1740/2-49910-1990/7-63840.[भाग III—खण् ड 4] भारत का रािपि : असाधारण 3 स्ट्पष्टीकरण - 31 अक्टूबर, 2017 को प्रभावी वेतनमानों द्वारा िाजसत होने वाले प्रत्येक अजधकारी, 1 नवंबर, 2017 स े इस उप-जवजनयम म ेंउजल्लजखत वेतनमान म ें चरण-दर-चरण आधार पर कफट ककया िाएगा , अथातव ् संबंजधत वेतनमानों म ें प्रथम चरण स े प्रारंभ करके समतल् य चरणों म ें और वार्षवक वेतन वृजि सामान्ट्य रूप स े वार्षवक जतजथ पर ही होगी, बिते अन्ट्यथा प्रावधान न ककया गया हो.

(8) उप-जवजनयम (1), (2), (3), (4), (5), (6) और (7) म ें ककसी भी बात का यह अथ व नहीं लगाया िाएगा कक बैंक को हर समय इन सभी िेजणयों में अजधकाठरयों की सेवा अजनवायव रूप से रखने की आवश्यकता ह.ै

(9) (ए) 1 नवम्बर, 2012 से प्रभावी, अजधकाठरयों को जनम्नान सार जविेष भत्ते का भ गतान ककया िाएगा :- वेतनमान I – III - मलू वेतन का 7.75 प्रजतित तथा उस पर लागू महगं ाई भत्ता वेतनमान IV – V- मलू वेतन का 10 प्रजतित और उस पर लागू महगं ाई भत्ता वेतनमान VI – VII- मलू वेतन का 11 प्रजतित तथा उस पर लाग ूमहगं ाई भत्ता

(9) (बी) 1 नवम्बर, 2017 से प्रभावी, अजधकाठरयों को जनम्नान सार जविेष भत्ते का भ गतान ककया िाएगा:- वेतनमान I – III - मलू वेतन का 16.40 प्रजतित तथा उस पर लाग ूमहगं ाई भत्ता. वेतनमान IV – V - मलू वेतन का 19 प्रजतित और उस पर लागू महगं ाई भत्ता.

वेतनमान VI - VII - मलू वेतन का 20 प्रजतित तथा उस पर लाग ूमहगं ाई भत्ता. नोट: उप-जवजनयमन 9 के खंड (ए) और (बी) म ें उल्लेजखत जविेष भत्त े तथा उस पर लाग ू महगं ाई भत्त े को नई पेंिन योिना, भजवष्य जनजध और ग्रेच्य टी सजहत पेंिन िैस े सेवाजनवृजत्त लाभों के जलए गणना म ें नहीं जलया िाएगा .

4. उि जवजनयमनों के जवजनयम 5 में, -

(i) उप-जवजनयम (1) के जलए जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, अथावत ् - “(1) जवजनयम 4 के उप-जवजनयम (7) और (8) के प्रावधानों के अधीन, 1 नवंबर, 2017 से वेतन वृजि जनम्नजलजखत ितों के अधीन प्रदान की िाएगी, अथावत्: - (ए) जवजनयम 4 के उप-जवजनयम (7) और (8) म ें उजल्लजखत वेतनमानों म ें जनर्दवष्ट वते न वृजि, सक्षम प्राजधकारी की स्ट्वीकृजत के अधीन, वार्षवक आधार पर अर्िवत होगी और जिस माह म ें वे दये होंगी, उस माह के प्रथम कदन दी िाएंगी;

(बी) अपने-अपने वेतनमान म ेंअजधकतम तक पहुचं न े के एक वष व बाद, वेतनमान I और वेतनमान II के अजधकाठरयों को आगे की वेतन वृजि, जिसमें स्ट्टेगनेिन वेतन वजृ ि भी िाजमल ह,ै केवल जनम्नजलजखत खडं (सी) एवं (डी) में जनर्दवष्ट अन सार, अगल ेउच्चतर स्ट्केल म ेंप्रदान की िाएगी, बिते वे दक्षता बाधा (efficiency bar) को पार कर लें।" (सी) कजनष्ठ प्रबंधन िणे ी वेतनमान I के अजधकारी, िो उच्चतर वेतनमान के अजधकतम स्ट्तर पर पहुचं ने के बाद खंड (b) के अन सार मध्य प्रबंधन िेणी वेतनमान II का वेतनमान पा रह ेह ैं , वे सेवा के प्रत्येक दो पूणव वषों के अतं राल पर स्ट्टेगनेिन वेतन वृजि के जलए पाि होंगे, िो अजधकतम पााँच होंगी, जिनम ें से पहली दो वेतनवृजियां 1990/- रुपय ेप्रत्येक और अगली तीन वेतन वृजियां 2220/- रुपय ेप्रत्येक की होंगी:

बिते कक अजधकारी चौथी वेतनवृजि िारी होने के दो वषव पश्चात् अथवा 1 नवम्बर, 2017, िो भी बाद में हो, पांचवीं वेतनवृजि के जलए पाि हो ; (डी) मध्य प्रबंधन िणे ी वेतनमान II के अजधकारी, िो खडं (बी) के अन सार उच्चतर वेतनमान की अजधकतम सीमा तक पहुचं न े के बाद मध्य प्रबंधन िणे ी वेतनमान III का वेतनमान पा रह े ह,ैं व े सेवा के प्रत्येक दो पूणव वषों के अतं राल पर ₹2220/- प्रत्येक की पांच स्ट्टेगनेिन वेतन वृजि के जलए पाि होंगे:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते कक अजधकारी चौथी वेतनवृजि िारी होन े के दो वष व पश्चात् अथवा 1 नवम्बर, 2017 को, िो भी बाद में हो, पांचवीं वेतनवृजि के जलए पाि हो ;

(ई) मूल रूप से मध्य प्रबंधन िणे ी वेतनमान III के अजधकारी अथावत वे अजधकारी िो मध्य प्रबंधन िणे ी वेतनमान III म ें भती हुए ह ैं या पदोन्नत होकर इस वेतनमान में आए ह,ैं व े छह स्ट्टेगनेिन वते न वृजि के जलए पाि होंग,े जिनम ें से उच्चतम वेतनमान तक पहुचाँ न े के बाद प्रत्येक दो वष व की पूण व सेवा पर पहली चार वेतनवृजिया ₹2220/- प्रत्येक, दी िाएंगी, और अगली दो स्ट्टेगनेिन वेतन वृजियााँ ₹2500/- प्रत्येक, चौथी स्ट्टेगनेिन वेतन वृजि प्राप्त करन े के बाद प्रत्येक दो वष वकी पूणव सेवा पर दी िाएंगी.

बिते कक छिी वेतनवृजि पांचवीं वेतनवृजि के िारी होन े के दो वषव बाद या 1 नवंबर, 2017, िो भी बाद में हो, िारी की िाएगी ; (एफ) वठरष्ठ प्रबंधन िेणी वेतनमान IV में अजधकारी, वेतनमान की अजधकतम सीमा तक पहुचं ने के बाद, सेवा के प्रत्येक दो पूण व वषों के जलए दो स्ट्टेगनेिन वेतन वृजि हते पाि होंगे, जिनम ें से पहली स्ट्टेगनेिन वेतन वृजि 2500/- रुपय ेकी होगी और दसू री स्ट्टेगनिे न वेतन वृजि 2730/- रुपये की होगी:

बिते कक अजधकारी प्रथम स्ट्टेगनेिन वेतन वृजि िारी होन े के दो वषव पश्चात ् अथवा 1 नवम्बर, 2017 को, िो भी बाद में हो, जद्वतीय स्ट्टेगनेिन वेतन वृजि के जलए पाि होगा ; (िी) वे अजधकारी िो 1 नवंबर, 2017 तक बैंक में अपनी सेवा के दौरान स्ट्केल I से स्ट्केल IV तक िहराव वेतन वृजि प्राप्त कर च के हैं, उन्ट्ह ें पहले जनधावठरत तीन वषों की अवजध को दो वषों की अवजध में प नः समायोजित ककया िाएगा, अथावत् उनके उच्चतम वेतनमान तक पहुचाँ न े की जतजथ से। अजधकारी को 1 नवंबर, 2017 स े प्रभावी रूप से संिोजधत अवजध के अन सार स्ट्टेगनिे न वेतन वृजि के जलए काल्पजनक रूप से पाि माना िाएगा, िो सेवाजनवृजत्त लाभों के योग्य होगा। हालांकक, इस संिोजधत और पन ः समायोजित स्ट्टेगनिे न वेतन वजृ ि अवजध के कारण जवत्तीय लाभ 1 नवंबर, 2020 से या वास्ट्तजवक अजधकार जतजथ से, िो भी बाद में हो, प्रदान ककया िाएगा;

(एच) वठरष्ठ प्रबंधन िेणी वेतनमान V के अजधकारी अजधकतम वेतनमान तक पहुचं न े के दो वषव बाद या 1 नवंबर 2020 स े , िो भी बाद में हो, रु. 2970/- रुपय ेकी एक स्ट्टेगनेिन वेतन वृजि के जलए पाि होंगे: बिते कक ऐसी वेतनवृजि उस अजधकारी को नहीं दी िाएगी िो पदोन्नजत का प्रस्ट्ताव जमलने पर उसे अस्ट्वीकार कर देता ह.ै स्ट्पष्टीकरण - इस उप-जवजनयम के अंतगवत अगले उच्चतर वेतनमान में ऐसी वेतन वृजि प्रदान करना पदोन्नजत नहीं माना िाएगा तथा अजधकाठरयों के जविेषाजधकार, स जवधाएं, कतवव् और उत्तरदाजयत्व उनके मूल पद के अन सार िारी रहगें .े''

(ii) उप-जवजनयम (2) म,ें स्ट्पष्टीकरण म,ें खंड (िी) के बाद और नोट से पहले, जनम्नजलजखत खडं िोड़ा िाएगा, अथावत:् - “(एच) 1 नवंबर, 2017 स े प्रभावी, अन्ट्य सभी पठरजस्ट्थजतयााँ समान होन े पर, व्वसाजयक योग्यता वेतन की मािा नीचे दी गई ताजलका के अन सार संिोजधत होगी:- सारणी जिन्ट्होंने इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसव के िूजनयर (i) वेतनमान के अजधकतम स्ट्तर पर पहुचं ने के एक वषव बाद एसोजसएट या इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसव के 1020 रुपय ेप्रजत माह.

सर्टवफाइड एसोजसएट पाटव I परीक्षा उत्तीणव की हो. जिन्ट्होंने इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसव के सर्टवफाइड (i) वेतनमान के अजधकतम स्ट्तर पर पहुचं ने के एक वषव बाद एसोजसएट के दोनों भाग पास कर जलए हों 1020 रुपय ेप्रजत माह.

(ii) वेतनमान के अजधकतम स्ट्तर पर पहुचं न े के दो वषव बाद 2550 रुपय ेप्रजत माह:[भाग III—खण् ड 4] भारत का रािपि : असाधारण 5 बिते कक िो अजधकारी भारतीय बैंकसव संस्ट्थान के िूजनयर एसोजसएट या भारतीय बैंकसव संस्ट्थान के प्रमाजणत एसोजसएट (दोनों में से कोई एक या दोनों भाग) की योग्यताएाँ प्राप्त करने के बाद वेतनमान के अजधकतम पर पहुचाँ त े ह,ैं उन्ट्ह ें ऐसी योग्यता प्राप्त करने की तारीख स े व्ावसाजयक योग्यता वेतन की पहली ककश्त प्रदान की िाएगी और व्ावसाजयक योग्यता वेतन की बाद की ककश्ते पहली ककश्त दने े की तारीख के संदभव में होगी."

(iii) (ए) उप-जवजनयम (3) में, ताजलका के पश्चात खंड (एफ) के अंतगवत नोट को हटाया िाए :- (बी) उप-जवजनयम (3) म,ें ताजलका के पश्चात खडं (एफ) के अतं गवत जनम्नान सार खंड िाजमल ककया िाएगा अथावत: “(िी) 1 नवंबर, 2017 स े प्रभावी, अन्ट्य सभी पठरजस्ट्थजतयााँ समान होने पर, जनधावठरत व्जिगत वते न और मकान भत्ते की राजि जनम्नजलजखत दरों पर होगी और यह सेवा की परू ी अवजध के जलए जस्ट्थर रहगे ी:- सारणी क्रम स.ं वते न वजृ ि घटक 1 नवबं र, 2017 को वते न वजृ ि घटकों िब बकैं का आवास प्रदान ककया िाता पर महगं ाई भत्ता ( रु.) ह,ै तो क ल जनधाठव रत व्जिगत वते न ( रु.) ( रु.)

(i) इस उप-जवजनयमन के खंड (बी), (सी), (डी), (ई) और (एफ) एवं (िी) में सारणी के कॉलम (3) के अंतगवत जनर्दवष्ट जनजश्चत व्जिगत भत्ता या जनजश्चत व्जिगत वेतन उन अजधकाठरयों को देय होगा, जिन्ट्ह ें बैंक आवास उपलब्ध कराया गया ह.ै

(ii) मकान ककराया भत्ते के जलए पाि योग्य अजधकाठरयों के जलए जनजश्चत व्जिगत भत्ता या जनजश्चत व्जिगत वेतन उस ताजलका के कॉलम (1) और (2) म ें जनधावठरत क ल राजि होगी, और हाउस रेंट भत्ते की राजि िो संबंजधत अजधकारी द्वारा उस समय प्राप्त की िाती ह ै िब संबंजधत वते नमान के अंजतम वेतन वृजि के बाद उसे अर्िवत ककया गया हो, िैसा कक जवजनयम 4 के उप-जवजनयम (2), (3), (4), (5), (6) और (7) में जवजनयोजित ह;ै

(iii) केवल वे अजधकारी िो 1 नवंबर, 1993 या उससे पहले बकैं की सेवा में हैं, वे ही अजधकतम वेतनमान तक पहुचाँ ने के एक वषव बाद जनजश्चत व्जिगत वेतन के जलए पाि होंगे, जिस वेतनमान म ेंउन्ट्ह ेंरखा गया ह।ै

(iv) 1 नवंबर, 1999 से, जनजश्चत व्जिगत वेतन के िारी होन े के कारण पेिेवर योग्यताभत्ते के िारी होन े की समय- सारणी में कोई बदलाव नहीं होगा, िैसा कक उप-जवजनयम (2) के स्ट्पष्टीकरण (c) म ेंह:ै बिते कक िहां व्वसाजयक योग्यता वेतन की कोई ककश्त, िो पूवववती उपबंधों के कारण एक वषव के जलए आग े जखसक गई ह ै और 1 नवम्बर, 1999 को या उसके पश्चात िारी होन े वाली ह,ै वह अजधकारी को इसी कदनांक से िारी की िाएगी और यकद कोई दसू री ककश्त हो, तो वह 1 नवम्बर, 2000 को िारी की िाएगी.

(v) जनजश्चत वैयजिक भत्ता या जनजश्चत वैयजिक वेतनवृजि घटक सेवाजनवृजत्त लाभ के जलए सजम्मजलत ककया िाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(vi) अजधकारी जिन्ट्होने उपयि व खडं (क) के अन सार अजग्रम वते न वृजि अर्िवत की है, वे वेतनमान के अजधकतम स्ट्तर पर पहुचं ने के एक वषव पश्चात्, उपयि व खंड (बी), (सी), (डी), (ई) और (एफ) एवं (िी) में उजल्लजखत जनजश्चत वैयजिक भत्ता या जनजश्चत वैयजिक वेतन प्राप्त करेंग.े

5. उि जवजनयमन के जवजनयम 20 के उप-जवजनयम (1) के खडं (सी) में, “प्रबंध जनदिे क” िब्दों के स्ट्थान पर “प्रबंध जनदेिक एवं म ख्य कायवकारी अजधकारी” िब्द रख ेिाएंग.े स ेप्रजतस्ट्थाजपत ककया िाएगा।

6. उि जवजनयमनों के जवजनयम 21 म,ें-

(i) उप-जवजनयम (6) के पश्चात, स्ट्पष्टीकरण (ए) और (बी) को हटा कदया िाएगा;

(ii) उप-जवजनयम (6) के पश्चात ्जनम्नजलजखत उप-जवजनयम िोड़ा िाएगा, अथावत-् : “(7) 1 नवंबर, 2017 स,े महगं ाई भत्ता 6352 अंकों पर आधाठरत समग्र भारतीय औसत िजमक उपभोिा मूल्य सूचकांक (सामान्ट्य) आधार 1960=100 के जतमाही औसत में हर 4 अंकों के वृजि या जगरावट पर

0.07% वेतन के जहसाब से देय होगा.” स्ट्पष्टीकरण - इस उप-जवजनयमन के प्रयोिनों के जलए,- (ए) महगं ाई भत्ते के प्रयोिन के जलए "वेतन" का तात्पयव मूल वेतन से ह ै जिसमें स्ट्टेगनेिन वते नवृजि तथा जविेष भत्ता िाजमल ह;ै (बी) जवजनयम 5 के उप-जवजनयम (2) म ें स्ट्पष्टीकरण के खडं (सी), (डी), (ई), (एफ), (िी) व (एच) म ें जनर्दष्टव म ें जनर्दवष्ट व्ावसाजयक योग्यता भत्ता या व्ावसाजयक योग्यता वेतन महगं ाई भत्त े के जलए गणना में सजम्मजलत ककया िाएगा।

7. “इन जवजनयमों के जवजनयम 22 म,ें उप-जवजनयम (1) के स्ट्थान पर, जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, अथावत:् - “(1)1 नवम्बर, 2017 स,े - (ए) िहााँ ककसी अजधकारी को बैंक द्वारा आवासीय आवास प्रदान ककया गया हो, तो उस अजधकारी से उस वेतनमान के पहले चरण के मलू वेतन का 0.50 प्रजतित या आवास का मानक ककराया, िो भी कम हो, वसूल ककया िाएगा;

8. उि जवजनयमों के जवजनयम 23 म,ें- (ए) उप-जवजनयम (1), (2), (3), (4) व (5) के स्ट्थान पर जनम्नजलजखत उप-जवजनयम क्रमिः प्रजतस्ट्थाजपत ककए िाएंगे, अथावत:् - “(1) 1 नवंबर, 2017 स,े यकद कोई अजधकारी नीच े दी गई सारणी के कॉलम (2) म ें उजल्लजखत ककसी स्ट्थान पर कायवरत ह,ै तो उस े उस स्ट्थान के जलए कॉलम (3) में उजल्लजखत दर पर नगर क्षजतपूर्तव भत्ता देय होगा.

(3) 1 नवंबर, 2017 स,े यकद कोई अजधकारी समूह 'ए' या समूह 'बी' के अंतगवत आने वाले पठरयोिना क्षेि के रूप में जनर्दवष्ट क्षेि म ें सेवा कर रहा है, तो वह क्षेि के वगीकरण के अन सार, समूह 'ए' के जलए 600/- रुपय े प्रजत माह या समूह 'बी' के जलए 525/- रुपये प्रजत माह की दर पर पठरयोिना क्षेि क्षजतपूर्तव भत्ता पाने का पाि होगा।

(4) 1 नवम्बर , 2020 से , यकद ककसी अजधकारी का स्ट्थानांतरण ककसी िैक्षजणक वषव के मध्य में एक स्ट्थान से दसू रे स्ट्थान पर होता ह ै और उसके एक या अजधक बच्चे पूवव स्ट्थान पर स्ट्कूल या कॉलेि में पढ़ रह े हैं, तो वह सभी बच्चों के संबंध में , बाद वाल े स्ट्थान पर ठरपोटव करने की जतजथ से िैक्षजणक वष व की समाजप्त तक 1650/- रुपय े प्रजत माह के मध्य-िैक्षजणक वष व स्ट्थानांतरण भत्त े के जलए पाि होगा, बित े कक ऐसा भत्ता बंद तब समाप्त हो िाएगा, िब सभी बच्चे पूवव स्ट्थान पर पढ़ना बंद कर देंग.े

(5) 1 नवंबर, 2020 से, यकद ककसी अजधकारी को बैंक के बाहर सेवा के जलए प्रजतजनय ि ककया िाता ह,ै तो वह उस पद स े ि ड़ी पठरलजब्धया ं प्राप्त करन े का जवकल्प चन सकता ह,ै जिस पर उस े प्रजतजनयि ककया गया ह,ै या वह अपने वेतन के अलावा, प्रजतजनय जि भत्ता वेतन का 7.75 प्रजतित की दर स,े अजधकतम 6000/- रुपय े प्रजत माह और उस स्ट्थान पर बकैं की सेवा में होने पर जमलन े वाले अन्ट्य भत्तों को प्राप्त कर सकता ह:ै बिते कक िहां उसे ऐसे संगिन में प्रजतजनय ि ककया िाता ह ै िो उसी स्ट्थान पर जस्ट्थत ह ै िहां वह प्रजतजनय जि स े िीक पहल े जनयि था, तो उस े अपन े वेतन के 4 प्रजतित के बराबर प्रजतजनय जि भत्ता जमलेगा िो अजधकतम 3000 रुपये प्रजत माह तक हो सकता ह:ै इसके अलावा, यकद अजधकारी को बैंक के प्रजिक्षण संस्ट्थान म ें संकाय सदस्ट्य के रूप म ें प्रजतजनय ि ककया िाता ह,ै तो वह वेतन का 4 प्रजतित प्रजतजनय जि भत्ता पाने का पाि होगा, िो अजधकतम 3000 रुपय ेप्रजत माह के अधीन होगा.

(बी) उप-जवजनयम (8) के जलए, जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, अथावत:् - “(8) 1 नवंबर, 2017 स,े यकद कायव कदवस के दौरान कायव के घंटे न्ट्यनू तम दो घंटे के अतं राल के साथ जवभाजित होते ह,ैं तो अजधकारी 300 रुपये प्रजत माह की दर स े स्ट्पलीट ड्यूटी भत्ते प्राप्त करन े के पाि होंगे।” (सी) उप-जवजनयम (10) के जलए, नोट (ए) और (बी) स े पहले, जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, अथावत:् -8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(10) 1 नवंबर, 2017 स,े अजधकारी जहल एंड फ्यलू भत्ता जनम्न ताजलका के अन सार प्राप्त करने के पाि होंगे, अथावत:् सारणी क्र स. ं स्ट्थान मल्ू य

(12) 1 नवंबर 2017 स,े उन अजधकाठरयों को, िो जसटी कम्पेन्ट्सेटरी भत्ते के जलए पाि क्षेिों के अलावा अन्ट्य क्षेिों म ें पदस्ट्थ ह,ैं ₹700/- प्रजत माह का एक जनजश्चत भत्ता कदया िाएगा। यह जनजश्चत भत्ता महगं ाई भत्ते, सेवाजनवृजत्त लाभों िैसे पेंिन (राष्ट्रीय पेंिन योिना सजहत), भजवष्य जनजध और ग्रच्े य टी की गणना के जलए मान्ट्य नहीं होगा।

(13) जवत्तीय वषव 2020-21 स,े कायवजनष्पादन आधाठरत प्रोत्साहन सभी अजधकाठरयों को वार्षवक रूप से बैंक के पठरचालन लाभ या ि ि लाभ के आधार पर सामान्ट्य वेतन के अजतठरि कदया िाएगा। कायवजनष्पादन आधाठरत प्रोत्साहन का मैठरक्स, िो बैंक के वार्षवक कायवजनष्पादन पर आधाठरत होगा, जनम्नजलजखत रूप म ें वेतन (मलू वेतन + महगं ाई भत्ता) के कदनों की संख्या में देय राजि का जनधावरण करेगा:

(ii) वषव 2017 के जलए, जचककत्सा सहायता योिना के तहत जचककत्सा खचों की प्रजतपूर्तव को दो महीने, यानी नवंबर, 2017 और कदसंबर, 2017 के जलए आन पाजतक रूप से बढ़ाया िाएगा."

10. उि जवजनयमों के जवजनयम 25 म,ें उप-जवजनयम (2) के जलए, जनम्नजलजखत उप-जवजनयम को प्रजतस्ट्थाजपत ककया िाएगा, अथावत:् - "(2) उप-जवजनयम (1) में ककसी भी प्रावधान के बाविूद, बैंक को यह अजधकार होगा कक वह 1 नवंबर, 2017 से एक अजधकारी को आवासीय स जवधा प्रदान करे, जिसके जलए अजधकारी द्वारा भग तान ककया िाएगा, वह राजि िो उसके मूल वेतन के पहले चरण के 0.50 प्रजतित के बराबर होगी, या उस आवास के जलए मानक ककराया, िो भी कम हो:

बिते कक यकद अजधकारी को उस आवास में फनीचर प्रदान ककया िाता है, तो बैंक द्वारा अजधकारी स े अपन ेपदस्ट्थाजपत वेतनमान के पहले चरण के 0.10 प्रजतित के बराबर एक अजतठरि राजि वसूली िाएगी: बिते कक िहां ऐसी आवासीय स जवधा बैंक द्वारा प्रदान की िाती है, वहां जबिली, पानी, गैस और रखरखाव के िल् क अजधकारी द्वारा वहन ककए िाएंग.े "

11. उि जवजनयम के जवजनयम 32 में, उप-जवजनयम (2) म,ें प्रावधान के बाद, जनम्नजलजखत स्ट्पष्टीकरण िोड़ा िाएगा, अथावत:् - "स्ट्पष्टीकरण - इस जवजनयम के प्रयोिन के जलए, यह स्ट्पष्ट ककया िाता ह ैकक- (ए) वषव 2017 या उसके बाद के ककसी भी वष व में प्रय ि नहीं ककए गए आकजस्ट्मक अवकाि अगले पांच वषों म ें समाप्त हो िाएंगे.

(बी) 1 नवंबर, 2020 से, अजधकारी द्वारा प्राप्त न ककए गए आकजस्ट्मक अवकाि को जचककत्सा आधार पर अन मजत दी िाएगी और ऐस े प्राप्त न ककए गए आकजस्ट्मक अवकाि के जलए ककसी जचककत्सा प्रमाणपि की आवश्यकता नहीं होगी, बित ेयह अवकाि चार कदनों स ेअजधक का न हो।”

12. उि जवजनयम के जवजनयम 33 म:ें - (ए) उप-जवजनयम (4) के जलए, जनम्नजलजखत उप-जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, अथावत्: - "(4) 1 िून, 2015 से, जविषे ाजधकार अवकाि दो सौ सत्तर कदनों स े अजधक नहीं िमा ककया िा सकता ह,ै जसवाय इसके कक िहां अवकाि हते आवेदन ककया गया हो, और इसे अस्ट्वीकार कर कदया गया हो:

बिते कक, जविेषाजधकार अवकाि का नकदीकरण अजधकतम दो सौ चालीस कदनों तक सीजमत होगा : बिते कक वषव 2020 से, अजधकारी को प्रत्येक कैलेंडर वषव में अपनी पसंद के ककसी भी त्योहार पर पांच कदनों के जहसाब से जविेष अवकाि नकदीकरण का पाि होगा और जिन अजधकाठरयों ने 1 िनवरी, 2020 तक पचपन वषव की आय पूरी कर ली ह,ै वे अपनी सेवाजनवृजत्त तक प्रत्येक कैलेंडर वष व में सात कदनों के जहसाब से जविेष अवकाि नकदीकरण के पाि होंगे.

(बी) उप-जवजनयम (4) के बाद, जनम्नजलजखत उप-जवजनयम िोड़ ेिाएंगे, अथावत:् -10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] "(5) जविेषाजधकार अवकाि लेन े की इच्छा रखने वाल े अजधकारी को सामान्ट्यत: अवकाि ककराया ठरयायत के प्रायोिन को छोड़कर ऐसा अवकाि लेन े के अपने इरादे की कम से कम दस कदन पूवव सूचना देना होगी.

(6)अजधकारी के जचककत्सकीय अवकाि खात े में कोई अवकाि न होन े की जस्ट्थजत में, जचककत्सा के आधार पर जलए गए जविेषाजधकार अवकाि को जविेषाजधकार अवकाि के उपयोग की गणना में नहीं माना िाएगा."

13. उि जवजनयमों के जवजनयम 34 म,ें उप-जवजनयम (4) के बाद, जनम्नजलजखत उप-जवजनयम िोड़ा िाएगा, अथावत:् - "(5) मजहला अजधकारी आि वषव या उससे कम उम्र के अपने बच्चों की जचककत्सा के जलए जचककत्सकीय अवकाि ले सकती ह.ैं " बित े जचककत्सा प्रमाण पि प्रस्ट्त त ककया िाए।”"

14. उि जवजनयमों के जवजनयम 35 के स्ट्थान पर, जनम्नजलजखत जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, अथावत्: - "35. अजतठरि जचककत्सकीय अवकाि- (1) 1 िनवरी, 1989 स,े िहां ककसी अजधकारी ने चौबीस वषव की सेवा की ह,ै तो वह प्रत्येक अजतठरि सेवा वषव के जलए एक महीने का अजतठरि जचककत्सा अवकाि प्राप्त करने के जलए पाि होगा, िो कक अजधकतम तीन महीने तक हो सकता ह।ै

(2) 1 नवम्बर, 2017 स,े यकद ककसी अजधकारी ने तीस वषव की सेवा पूरी कर ली ह,ै तो वह प्रत्येक अजतठरि सेवा वषव के जलए एक महीन े का अजतठरि बीमार अवकाि प्राप्त करन े के योग्य होगा, िो अजधकतम तीन महीने तक हो सकता ह ै बिते कक अजधकारी की पूरी सवे ा के दौरान जचककत्सकीय अवकाि की क ल संख्या सात सौ बीस कदन स े अजधक नहीं होगी:

बिते कक यकद 29 िून, 1999 या उसके बाद अजतठरि बीमार अवकाि जलया गया है, तो अजतठरि अवकाि का कम्यूटेिन जनयमन 34 के उप-जनयमन (2) के अनस ार अन मत की िाएगी. " "16. उि जवजनयमन के जवजनयम 36 के स्ट्थान पर जनम्नजलजखत जवजनयमन प्रजतस्ट्थाजपत ककया िाएगा, अथावत:् - "36 मातृत्व अवकाि. -

(1) कोई मजहला कमवचारी अपनी सेवा की अवजध के दौरान ककसी एक अवसर पर अजधकतम छह माह के जलए और अपनी पूरी सेवा अवजध में बारह माह की अवजध के जलए सवेतन मातृत्व अवकाि के जलए पाि होगी: बिते कक िड़ वा बच्चों के िन्ट्म के मामले म ें मातृत्व अवकाि की अवजध आि माह की होगी;

इसके अलावा, मातृत्व अवकाि को आकजस्ट्मक अवकाि छोड़कर ककसी भी अन्ट्य प्रकार के अवकाि के साथ साथ िोड़ा िा सकता ह।ै

(2) गभवपात, जचककत्सीय गभाववस्ट्था या गभवसमा पन के मामल े म,ें मजहला कमचव ारी सक्षम जचककत्सक, यानी एक योग्य स्त्री रोग जविेषज्ञ के जचककत्सा प्रमाण पि या परामिव के आधार पर अजधकतम छह सप्ताह तक का मातृत्व अवकाि ल े सकती ह.ै जविेष या असाधारण पठरजस्ट्थजतयों म,ें यकद गभवपात, जचककत्सीय गभवपात या गभवसमापन से संबंजधत िठटलताएं उत्पन्न होती हैं, तो सक्षम जचककत्सक (योग्य स्त्री रोग जविेषज्ञ) की सलाह पर यह अवजध छह सप्ताह स े अजधक भी हो सकती है, लेककन ककसी एक अवसर पर अजधकतम छह माह तक और परू ी सेवा अवजध में बारह माह तक ही जलया िा सकता ह;ै

(3) बारह माह की क ल अवजध के भीतर, मजहला कमवचारी जहस्ट्टरेक्टमी (गभाविय जनष्कासन) के मामले में अजधकतम साि कदनों का अवकाि भी ल ेसकती ह।ै नोट : यकद ककसी कमवचारी ने बारह माह का मातृत्व अवकाि ले जलया ह ैऔर उसे समाप्त कर कदया है, तो जचककत्सा प्रमाणपि प्रस्ट्त त करने पर अजतठरि पंद्रह कदनों का अवकाि स्ट्वीकृत ककया िाएगा;

(4) एक जन:संतान मजहला कमवचारी अपनी सेवा अवजध म ेंएक बार एक वषव स ेकम आय के बच्चे को कानूनी रूप स े गोद लेन े के जलए अजधकतम नौ माह का अवकाि ले सकती ह,ै िो जनम्नजलजखत ितों के अधीन होगा :अथावत:-

(i) अवकाि केवल एक बच्चे को गोद लने े के जलए कदया िाएगा;[भाग III—खण् ड 4] भारत का रािपि : असाधारण 11

(ii) बच्च े को गोद लेन े की प्रकक्रया उजचत कानूनी प्रकक्रया के माध्यम स े होनी चाजहए और कमवचारी को ऐसे अवकाि की स्ट्वीकृजत के जलए गोदनामा (एडॉप्िन डीड) प्रस्ट्त त करना होगा ;

(iii) स्ट्थायी अिं काजलक कमवचारी भी बच्च े को गोद लने े के जलए अवकाि पाने के पाि ह;ैं

(iv) यह अवकाि उन िैजवक माताओं को भी जमलेगा जिनके बच्चे का िन्ट्म सरोगेसी के माध्यम स ेहुआ हो;

(v) यह अवकाि परू ी सेवा अवजध के दौरान बारह माह की क ल पािता के भीतर ही जलया िा सकेगा।"

(5) बारह माह की क ल अवजध के भीतर, स्त्री रोग संबंधी बीमाठरयों के उपचार हते अस्ट्पताल म ें भती होने की जस्ट्थजत म ें भी अजधकतम तीस कदनों के जलए अवकाि का लाभ जलया िा सकता ह,ै अथातव ्:- i. एयूबी (असामान्ट्य गभाविय रिस्राव);

ii. ओवेठरयन ट्यूमर; iii. ट्यूबेक्टॉमी या ट्यूबेक्टॉमी ठरवसवल; iv. प्रसवोत्तर अवसाद (पीपीडी); v. प्रसवोत्तर रिस्राव (पीपीएच); vi. तीव्र पेजल्वक इन्ट्फ्लेमेटरी रोग (तीव्र पीआईडी); vii. जडसफंक्िन गभाविय रिस्राव; जडसफंक्िन (डीयूबी).

(6) जपतृत्व अवकाि के मामले म,ें 1 िनू , 2015 स े अजधकतम दो बच्चों के अजभभावक प रुष कमवचारी अपनी पत्नी के प्रसव के दौरान पद्रं ह कदन के जपतृत्व अवकाि के जलए पाि होंगे और यह अवकाि आकजस्ट्मक अवकाि को छोड़कर ककसी भी अन्ट्य प्रकार की अवकाि के साथ िोड़ा िा सकता ह:ै बिते कक अवकाि बच्च े के िन्ट्म की तारीख स े पंद्रह कदन पहल ेया छह महीन े तक ली िा सकेगी:

आगे यह भी प्रावधान ह ैकक उपय विान सार जपतृत्व अवकाि दो िीजवत बच्चों वाले परु ष कमवचारी को एक वषव स ेकम आय के बच्च े को काननू ी रूप स ेगोद लने े के जलए कदया िाएगा."

17. उि जवजनयमन के जवजनयम 37 के स्ट्थान पर जनम्नजलजखत जवजनयमन प्रजतस्ट्थाजपत ककया िाएगा, अथावत्:- "37. असाधारण अवकाि,-

(1) कोई अजधकारी सम्पूणव सेवा अवजध के दौरान अजधकतम चौबीस माह के जलए वेतन की हाजन सजहत असाधारण अवकाि के जलए पाि होगा.

NOTIFICATION Mumbai, the 27th November, 2024 No. CO:HCM:IRP:2024-25:295.—In exercise of the powers conferred by section 19, read with sub-section

(2) of section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of the Central Bank of India in consultation with the Reserve Bank of India and with the previous sanction of the Central Government, hereby makes the following regulations further to amend the Central Bank of India (Officers’) Service Regulations, 1979, namely:-

1. (i) These regulations may be called the Central Bank of India (Officers’) Service (Amendment) Regulations,

2024.

(ii) Save as provided in these Regulations, they shall be deemed to have come into force with effect from the 1st day of November 2017.

2. In the Central Bank of India (Officers’) Service Regulations, 1979 (hereinafter referred to as the said regulations), in regulation 3,-

(i) for clause (f), the following clause shall be substituted, namely:- “(f) “family” for the purposes of medical facilities and for the purpose of leave fare concession means, the spouse of the officer, wholly dependent unmarried children (including step children and legally adopted children) wholly dependent physically and mentally challenged brother or sister with forty percent or more disability, widowed daughters and dependent divorced or separated daughters, sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters and parents wholly dependent on the officer.

Explanation.-

(i). The expression “wholly dependent family member” shall mean such member of the family having an income not exceeding ₹12,000/- per month. If the income of one of the parents exceeds ₹12,000/- per month or the aggregate income of both the parents exceeds ₹12,000/- per month, both the parents shall not be considered as wholly dependent on the officer.

(ii). A married female officer may include her natural parents or parents-in-law under the definition of family, but not both, provided that the parents or parents-in-law are wholly dependent on her.

Note (1): For the purpose of medical expenses reimbursement scheme, for all officers’ i.e., male or female, any two of the dependent parents or parents-in-law shall be covered. The officer will have the choice to substitute either of the dependents or both.

Note (2): Physically challenged children of an officer to be defined as dependents irrespective of age or marital status, subject to income criteria;”

(iii) In regulation 3 of the said regulations, for clause (i), the following clause shall be substituted, namely:- “Managing Director” means the Managing Director and Chief Executive Officer of the Bank;.

3. In regulation 4 of the said regulations,-

(iii) In sub-regulation (6), the Explanation shall be omitted;

(iv) for sub-regulations (7) and (8) , the following sub-regulations shall be substituted, namely:– “(7) With effect from the 1st November, 2017, the scales of pay specified against each grade shall be as

under:-

Explanation.- Every officer who is governed by the scales of pay as in force as on 31st October, 2017 shall be fitted in the scale of pay set out as in this sub–regulation as on 1st November, 2017 on stage-to- stage basis, i.e., on corresponding stages from first stage onwards in the respective scales and the increments shall fall on the anniversary date as usual except where provided otherwise.

(8) Nothing in sub-regulations (1), (2), (3), (4), (5), (6), and (7) shall be construed as requiring the Bank to have at all times, officers serving in all these grades.

(9) (a) With effect from the 1st November, 2012, officers shall be paid special allowances as under:- Scale I – III - 7.75 percent of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V - 10 percent of Basic Pay plus applicable Dearness Allowance thereon Scale VI – VII - 11 percent of Basic Pay plus applicable Dearness Allowance thereon

(9) (b) With effect from the 1st November, 2017, officers shall be paid special allowances as under:- Scale I – III - 16.40 percent of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V - 19 percent of Basic Pay plus applicable Dearness Allowance thereon Scale VI - VII - 20 percent of Basic Pay plus applicable Dearness Allowance thereon.

Note: The special allowance referred to in clause (a) and (b) of sub-regulation 9 with applicable dearness allowance thereon shall not be reckoned for superannuation benefits, such as pension including New Pension Scheme, Provident Fund and Gratuity.”.

4. In regulation 5 of the said regulations, -

(i) for sub-regulation (1), the following sub-regulation, shall be substituted, namely: - “(1) Subject to the provisions of sub-regulations (7) and (8) of regulation 4, on and from the 1st November, 2017, the increments shall be granted subject to the following, namely: -

(a) the increments specified in the scales of pay set out in sub-regulations (7) and (8) of regulation 4 shall, subject to the sanction of the Competent Authority, accrue on an annual basis and shall be granted on the first day of the month in which these fall due;

(b) one year after reaching maximum in their respective scales, officers in Scale I and Scale II, shall be granted further increments including stagnation increments in the next higher Scale only as specified in clause (c) and (d) below subject to their crossing the efficiency bar;

(c) officers in Junior Management Grade Scale I who have moved to scale of pay for Middle Management Grade Scale II in terms of clause (b) after reaching maximum of the higher Scale, shall be eligible for five stagnation increments for every two completed years of service of which the first two shall be Rs. 1990/– each and the next three of Rs. 2220/- each:[भाग III—खण् ड 4] भारत का रािपि : असाधारण 19

Provided that the officer shall be eligible for the fifth stagnation increment two years after release of fourth stagnation increment or on the 1st November, 2017, whichever is later;

(d) officers in Middle Management Grade Scale II who have moved to scale of pay for Middle Management Grade Scale III in terms of clause (b), after reaching maximum of higher Scale, shall be eligible for five stagnation increments of Rupees 2220/- for every two completed years of service:

Provided that the officer shall be eligible for the fifth stagnation increment two years after release of fourth stagnation increment or on the 1st November, 2017, whichever is later;

(e) officers in substantive Middle Management Grade Scale III i.e., those who are recruited in or promoted to Middle Management Grade Scale III shall be eligible for six stagnation increments out of which first four stagnation increments of Rs 2220/- each will be granted for every two years of completed service after reaching the maximum and the next two stagnation increments of Rs 2500/- each shall be granted for every two years of completed service after receiving the fourth stagnation

increment:

Provided that the sixth stagnation increment shall be released two years after release of fifth stagnation increment or on the 1st November, 2017, whichever is later;

(f) officers in Senior Management Grade Scale IV shall be eligible for two stagnation increments after reaching the maximum of scale for every two completed years of service, of which first stagnation increment shall be of Rs 2500/- and the second stagnation increment shall be of Rs 2730/-:

Provided that the officer shall be eligible for the second stagnation increment two years after release of first stagnation increment or on the 1st November, 2017, whichever is later;

(g) the stagnation increments received by the officers from Scale I to Scale IV during their service in Bank as on the 1st November, 2017 as per periodicity hereinbefore would be readjusted from three years periodicity to two years periodicity from the date of reaching their maximum and officer shall be notionally eligible for stagnation increments w.e.f the 1st November, 2017 as per the revised periodicity which will qualify for superannuation benefits. However, monetary benefit on account of such revised and readjusted periodicity of stagnation increments shall be payable from 1st November, 2020 or the actual date of entitlement, whichever is later;

(h) officer in Senior Management Grade Scale V shall be eligible for one stagnation increment of Rs 2970/- two years after reaching the maximum scale of pay or on the 1st November 2020, whichever is

later:

Provided that such increments shall not be allowed to an officer who refuses promotion when offered.

Explanation.- Grant of such increments in the next higher scale under this sub-regulation shall not amount to promotion and the privileges, perquisites, duties and responsibilities of the officers shall continue as of their substantive posts.’’;

(ii) In sub-regulation (2), in the Explanation, after clause (g) and before the Note, the following clause shall be inserted, namely:- “(h) On and from the 1st November, 2017, other things being equal, the quantum of professional

qualification pay shall stand revised as specified in the Table below:- TABLE Those who have passed Junior Associate of Indian (i) Rs.1020 per month one year after reaching Institute of Bankers or Certified Associate of Indian maximum of the Scale.

Institute of Bankers Part I Those who have passed both parts of Certified (i) Rs. 1020 per month one year after reaching maximum Associate of Indian Institute of Bankers of the Scale.

(ii) Rs.2550 per month two years after reaching maximum

of the Scale:

Provided that an officer acquiring Junior Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first installment of professional qualification pay and the release of subsequent installments of professional qualification pay shall be with reference to the date of release of first installment of professional qualification pay.”;20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(iii) (a) In sub-regulation (3), after the table under clause (f), Note to be omitted;

(b) In sub-regulation (3), after the table under clause (f), the following clause shall be inserted, namely:- “(g) on and from the 1st November,2017, other things being equal, fixed personal pay together with house rent allowance shall be at the following rates and shall remain frozen for the entire

Note:

(i) Fixed Personal Allowance or Fixed Personal Pay as indicated under column (3) of the Tables in clauses (b), (c), (d), (e), (f) and (g) of this sub-regulation shall be payable to those officers who are provided with bank’s accommodation.

(ii) Fixed Personal Allowance or Fixed Personal Pay for officers eligible for House Rent Allowance shall be the aggregate amount specified under columns (1) and (2) of the aforesaid Table and House Rent Allowance drawn by the concerned officer when the last increment of the relevant scale of pay as specified in sub-regulations (2), (3), (4), (5), (6) and (7) of regulation 4 is earned;

(iii) Only officers who are in the service of the Bank on or before 1st November, 1993, will be eligible for Fixed Personal Pay one year after reaching the maximum scale pay, they are placed.

(iv) On and from the 1st November 1999, there shall be no change in the schedule of release of Professional Qualification Pay as in explanation (c) of sub-regulation (2) on account of release of

Fixed Personal Pay:

Provided that where any installment of professional qualification pay which on account of the earlier provisions has been shifted by a year and is scheduled for release on or after the 1st November, 1999, it shall be released to the officer on and from this date and second installment of professional qualification pay, if any, shall be released on the 1st November,

2000.

(v) The increment component of fixed personal allowance or fixed personal pay shall rank for superannuation benefits.

(vi) An officer who has earned the advance increment as in clause (a) above shall draw the quantum of Fixed Personal Allowance or Fixed Personal Pay as mentioned in clauses (b), (c), (d), (e), (f) and (g) above, one year after reaching the maximum of the scale.”.

5. In regulation 20 of the said regulations, in sub-regulation (1) in clause (c), the words “Managing Director” shall be substituted by “Managing Director and Chief Executive Officer.”.

6. In regulation 21 of the said regulations,-

(i) after sub-regulation (6), the Explanation (a) and (b) shall be omitted;

(ii) after sub-regulation (6), the following sub-regulation shall be inserted, namely:- “(7) On and from the 1st November, 2017, dearness allowance shall be payable for every rise or fall of four points over 6352 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) Base 1960=100 at 0.07% of Pay.”.[भाग III—खण् ड 4] भारत का रािपि : असाधारण 21

Explanation.- For the purposes of this sub-regulation,-

(a) “pay” for the purpose of dearness allowance shall mean basic pay including stagnation increments plus special allowance;

(b) Professional qualification allowance or professional qualification pay as specified in clauses (c), (d), (e),

(f), (g) and (h) to the explanation in sub-regulation (2) of regulation 5 shall rank for dearness allowance.”

7. “In regulation 22 of the said regulations, for sub-regulation (1), the following sub-regulation shall be substituted, namely:- “(1) On and from the 1st November, 2017,-

(a) where an officer is provided with residential accommodation by the Bank, a sum equal to 0.50 per cent of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less, shall be recovered from him;

(b) where an officer is not provided any residential accommodation by the Bank, he shall be eligible for House Rent Allowance at the rates specified in the following table, namely:- TABLE Sl. No. Place of work House Rent Allowance

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.50 per cent of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent of the House Rent Allowance payable as per aforesaid rates mentioned in column (3) of the above Table.

Note:- The claims of officers for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent of House Rent Allowance as hitherto.”.

8. In regulation 23 of the said regulations,-

(a) For sub-regulations (1), (2), (3), (4) and (5), the following sub-regulations shall respectively be substituted, namely:— “(1) On and from the 1st November, 2017, if an officer is serving in a place mentioned in Column (2) of the Table below, a city compensatory allowance at the rate mentioned in Column (3) thereof against that place shall be payable.

(3) On and from the 1st November, 2017, if an officer is serving in an area specified as Project Area falling in Group A or Group B, he shall be eligible for a Project Area Compensatory Allowance at the rate of Rs. 600/- per month or Rs.525/- per month according to the classification of area as Group ‘A’ or Group ‘B’ respectively.

(4) On and from the 1st November, 2020, if an officer is transferred from one place to another in the midst of an academic year and if he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs 1650/- per month from the date he reports to the latter place upto the end of the academic year in respect of all the children,

provided that such allowance shall cease if all the children cease studying at the former place.

(5) On and from the 1st November, 2020, if an officer is deputed to serve outside the bank, he may opt to receive the emoluments attached to the post to which he is deputed, or he may in addition to his pay, draw a deputation allowance at the rate of 7.75 per cent of pay subject to a maximum of Rs.6000/- per month and such other allowances he would have drawn had he been posted in the Bank’s service at that

place:

Provided that where he is deputed to an organisation which is located at the same place where he was posted immediately prior to his deputation, he shall receive a deputation allowance equal to 4 per cent of his pay subject to a maximum of Rs 3000/- per month:

Provided further that an officer on deputation to the training establishment of the Bank as a faculty member shall be eligible for deputation allowance at the rate of 4 per cent of his pay subject to a maximum of Rs.3000 per month.”:

(b) For sub-regulation (8), the following sub-regulation shall be substituted, namely:- “(8) On and from the 1st November, 2017, if the working hours during a day are split with minimum interval of two hours, an officer shall be eligible for a Split Duty Allowance at the rate of Rs.300 per month.”;

(c) For sub-regulation (10), before the Notes (a) and (b), the following sub-regulation shall be substituted,

namely :- “(10) On and from 1st November 2017, an officer shall be eligible for the hill and fuel allowance as specified in the Table below, namely:- TABLE Sl. No Place Rate

(d). After sub-regulation (10), the following sub-regulations shall be inserted, namely:- “(11) On and from the 1st November, 2017, an officer shall be eligible for learning allowance of Rs 600/- per month along with Dearness Allowance thereon.

(12) On and from 1st November, 2017, an officer shall be eligible for a fixed allowance of Rs.700/- p.m. who are posted in areas other than the areas that are eligible for City Compensatory Allowance. This fixed allowance shall not be reckoned for payment of Dearness Allowance, superannuation benefits, viz. pension including National Pension Scheme, Provident Fund and Gratuity.

(13) From the financial year 2020-21, Performance Linked Incentive shall be payable to all officers annually based on Operating Profit or Net Profit over and above the normal salary payable. The Performance Linked[भाग III—खण् ड 4] भारत का रािपि : असाधारण 23 Incentive matrix mentioned below shall decide the amount payable (in number of days of pay = Basic + Dearness Allowance) depending on the annual performance of the Bank:

9. In regulation 24 of the said regulations, for sub-regulation (1), the following sub-regulation shall be substituted, namely:- “(1) On and from the 1st November, 2017, an officer shall be eligible for reimbursement of medical expenses for self and family on the strength of the officer’s own certificate of having incurred such expenditure supported by a statement of accounts for the amounts claimed as specified in the Table below, namely:- TABLE Sl. (ii) for the year 2017, the reimbursement of medical expenses under the medical aid scheme shall be enhanced proportionately for two months, that is, November, 2017 and December, 2017.”.

10. In regulation 25 of the said regulations, for sub-regulation (2), the following sub-regulation shall be substituted,

namely:- “(2) Notwithstanding anything contained in sub-regulation (1), it shall be open to the Bank to provide residential accommodation to an officer on payment by the officer, on and from the 1st November, 2017, a sum equal to 0.50 per cent of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less:

Provided that where the officer is provided with furniture at such residence, a further sum equal to 0.10 per cent of basic pay in the first stage of the scale of pay in which he is placed shall be recovered

by the Bank from him:

Provided further that, where such residential accommodation is provided by the bank, the charges for electricity, water, gas and conservancy shall be borne by the officer.”

11. In regulation 32 of the said regulations, in sub-regulation (2), after the proviso, the following Explanation shall be inserted, namely:- “Explanation.- For the purpose of this regulation, it is clarified that-

(a) casual leave not availed in the year 2017 or any subsequent years shall lapse in the following five years;

(b) on and from 1st November, 2020, the unavailed Casual leave by the officer shall be permitted on medical grounds and no medical certificate is required for the period of such unavailed casual leave at a stretch not exceeding four days.”.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

12. In regulation 33 of the said regulations,-

(a) for sub-regulation (4), the following sub-regulation shall be substituted, namely:- “(4) On and from the 1st June, 2015, privilege leave may be accumulated upto not more than two hundred

and seventy days except where leave has been applied and it has been refused:

Provided that, encashment of privilege leave shall be restricted upto a maximum of two hundred

and forty days:

Provided further that from the calendar year 2020, an officer shall also be eligible for encashment of privilege leave at the rate of five days for each calendar year at the time of any festival of his choice and an Officer who have already completed fifty-five years of age as on 1st January, 2020, and above shall be eligible to encash privilege leave at the rate of seven days for each calendar year till his retirement as a one-time measure.”.

(b) after sub-regulation (4), the following sub-regulations shall be inserted, namely:- “(5) An officer desiring to avail of privilege leave shall ordinarily give not less than ten days’ notice of his intention of avail of such leave except for the purpose of leave fare concession;

(6) Privilege Leave taken on sick grounds, when there is no credit in the sick leave account of the officer, shall not be counted as an occasion of availing Privilege Leave.”.

13. In regulation 34 of the said regulations, after sub-regulation (4), the following sub-regulation shall be inserted, namely:- “(5) Women officers may avail sick leave for the sickness of their children of eight years and below subject to production of medical certificate.”.

14. For regulation 35 of the said regulations, the following regulation shall be substituted, namely:- “35. Additional sick leave.-(1) On and from 1st January, 1989, where an officer has put in a service of twenty-four years, he shall be eligible to additional sick leave at the rate of one month for each year of service in excess of twenty-four years subject to a maximum of three months of additional sick leave.

(2) On and from 1st November, 2017, where an Officer has put in thirty years of service, he shall be eligible for further additional sick leave at the rate of one month for each year of service in excess of thirty years

subject to a maximum of three months of additional sick leave:

Provided that the total number of sick leave shall not exceed seven hundred and twenty days

in the entire service of the officer:

Provided further that in case of additional sick leaves availed on or after 29th June, 1999, commutation of additional leave may be allowed in accordance with sub-regulation (2) of regulation 34.”.

16. For regulation 36 of the said regulations, the following regulation shall be substituted, namely:- “36 Maternity leave. -

(1) A female employee shall be eligible for maternity leave on substantive pay for a period not exceeding six months on any one occasion and twelve months during the entire period of her

service:

Provided that in case of delivery of twins, the period of maternity leave shall be eight

months:

Provided further that maternity leave may be availed combining with any other kind of leave except casual leave;

(2) in case of miscarriage, medical termination of pregnancy or abortion, a female employee may avail maternity leave upto six weeks on the basis of medical certificate or advice of a competent medical practitioner, i.e, a qualified gynecologist. In special or exceptional cases involving medical complications, associated with miscarriage or medical termination of pregnancy or abortion, maternity leave may be availed beyond six weeks, if advised by a competent medical practitioner (qualified gynecologist) but upto six months only on any one occasion, within the overall limit of twelve months during the entire period of service;

(3) Within the overall period of twelve months, leave may also be availed in case of hysterectomy upto a maximum of sixty days.[भाग III—खण् ड 4] भारत का रािपि : असाधारण 25

Note: In the case of employees who have availed and exhausted maternity leave of twelve months, leave of fifteen days shall be sanctioned over and above the same, subject to production of medical certificate;

(4) a childless female employee may avail leave once during service for legally adopting a child who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely:-

(i) leave will be granted for adoption of only one child;

(ii) the adoption of a child should be through a proper legal process and the employee should produce the adoption-deed to the Bank for sanctioning such leave;

(iii) the permanent part-time employees are also eligible for grant of leave for adoption of a child;

(iv) the leave shall also be available to biological mother in cases where the child is born through surrogacy;

(v) the leave shall be availed within overall entitlement of twelve months during the entire period of service;

(5) within the overall period of twelve months, leave may also be availed in case of hospitalization on account of the following gynecological ailments or treatments upto a maximum of thirty days,

namely:- (i.) AUB (Abnormal uterine bleeding); (ii.) Ovarian Tumor; (iii.) Tubectomy or Tubectomy reversal; (iv.) Post-Partum Depression (PPD); (v.) Post-Partum Hemorrhage (PPH); (vi.) Acute Pelvic Inflammatory Disease (Acute PID);

(vii.) Dysfunction Uterine Bleeding; Dysfunction (DUB).

(6) In case of Paternity Leave, with effect from the 1st June, 2015, male employees with upto two surviving children shall be eligible for fifteen days paternity leave during his wife’s confinement

and this leave may be combined with any other kind of leave except casual leave:

Provided that the leave may be availed upto fifteen days before or upto six months from the

date of delivery of the child:

Provided further that paternity leave as above shall be allowed to a male employee with upto two surviving children for legally adopting a child who is below one year of age.”.

17. For regulation 37 of the said regulations, the following regulation shall be substituted, namely:- “37. Extraordinary leave,-

(1) An officer shall be eligible for extraordinary leave on loss of pay for not more than twenty-four months during the entire period of service.

(2) An officer may avail extraordinary leave on any one occasion for a period not exceeding three months and, in extreme medical circumstances, he may avail extraordinary leave upto four months on any one occasion.

Note: The employee will not be losing any seniority on account of availing extraordinary leave on medical grounds.”.

18. For regulation 37A of the said regulations, the following regulation shall be substituted, namely:- “37A Special Casual Leave and Special Leave,-

(1) With effect from the 1st November, 2020, an officer employee shall be eligible for special casual leave on occasions when the branch where the officer is working or the place where he is residing is affected by curfew, riots, prohibitory orders, natural calamities, floods, etc.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(2) With effect from the 1st November, 2020, a physically or orthopedically handicapped officer shall be eligible for four days special casual leave.

(3) An officer may also be granted special casual Leave and any special leave as may be decided by the Board in accordance with the guidelines issued by the Central Government from time to time.”.

19. In regulation 41 of the said regulations, in sub-regulation (4), for clause (a), the following clause shall be substituted, namely:- “(a) Halting Allowance- On and from the 1st November, 2020, an officer in the grades or scales set out in column (1) of the Table shall be entitled to `per diem’ halting allowance at the corresponding rates set out in column (2) thereof, namely:- TABLE Sl. Provided that where the total period of absence is less than eight hours but more than four hours, halting allowance at half the above rates shall be payable.

Explanation.- For the purpose of computing halting allowance “per diem” shall mean each period of twenty-four hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the actual time of arrival and where the total period of absence is less than twenty-four hours, “per diem” shall mean a period of not less than eight hours.”.

20. In regulation 42 of the said regulations, for sub-regulation (3), the following sub-regulation shall be substituted, namely:- “(3) On and from the 1st November, 2020, an officer on transfer shall be eligible to draw a lump sum amount for expenses connected with packing, local transportation, insuring the baggage, etc., as specified in the Table below, namely:- TABLE Sl. namely:- “Provided that with regard to officers covered under Defined Contributory Pension Scheme (New Pension Scheme), the Bank shall make a contribution of fourteen per cent of pay plus dearness allowance with effect from the 11th November, 2020:

Provided further that the service charges of the Service Provider or Fund Manager of New Pension Scheme shall be borne by the Bank from the financial year 2020-21.”

22. 11. 63 28.01.2022 EXPLANATORY MEMORANDUM These regulations which have been given retrospective effect are as per the agreed terms and conditions of the Joint Notes signed between the Indian Banks’ Association on behalf of member banks on the basis of specific mandate given by the respective banks in this regard and apex level officers’ associations of the Banks. Therefore, interests of no person shall be adversely affected by such retrospective effect.
