NOTIFICATION Jammu, the 29th September, 2026 No. JERC-JKL/Reg/2026/04.— In exercise of the powers conferred by Section 57, Section 58, Section 59 and clause (za) of sub-section (2) of Section 181 of the Electricity Act, 2003 (Act No. 36 of 2003), read with Section 50 and all other powers enabling it in this behalf, and in pursuance of the Electricity (Rights of Consumers) Rules, 2020, as amended from time to time, including the provisions relating to reliability of supply, the Joint Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh hereby makes the following Regulations further to amend the Joint Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh (Standard of Performance for the Distribution Licensee) Regulations, 2023 (hereinafter referred to as the “Principal Regulations”), namely:—

1. Short title, extent and Commencement

1.1 These regulations may be called the Joint Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh (Standard of Performance for the Distribution Licensee) (First Amendment) Regulations, 2026.

1.2 These regulations shall come into force from the date of their publication in the Official Gazette

1.3 These Regulations shall extend to the whole of the UT of Jammu & Kashmir and the UT of Ladakh.

2. Substitution of Regulation 19 of Schedule-II of the Principal Regulations:

The Indices shall be computed for the licensee as a whole by stacking, for each month all the 11kV feeders in the supply area, excluding the agricultural feeders, and then aggregating the number and duration of all interruptions in that month for each feeder. The Indices would then be computed using the following

formulae: a)4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] b) c) Where, = Total number of sustained interruptions (each longer than 5 minutes) on ith feeder for the month = Total duration of all sustained interruptions (each longer than 5 minutes) on ith feeder for the month = Total number of momentary interruptions (each less than or equal to 5 minutes) on ith feeder for the month = Number of Consumers of ith feeder affected due to each interruption.

= Total number of Consumers at 11kV feeders in licensee's supply area. = Number of 11kV feeders in licensee’s supply area (excluding agricultural feeders)

Note:

(a) The feeders must be segregated into Other Towns Area including Class-I cities and rural and the value of the indices must be reported separately for each month.

(b) Licensee shall compute the value of these indices separately for agriculture feeders. The methodology for computation of indices shall remain the same as in the case of other feeders.

3. Insertion of Regulations 20 and 21 in Schedule-II of the Principal Regulations After Regulation 19 of Schedule-II of the Principal Regulations, the following Regulations shall be inserted,

namely:—

20. The Distribution Licensee shall calculate and submit to the Commission the following parameters of reliability of supply, namely: -

(a) Total duration and frequency of outages per consumer in a year: i. System average interruption duration index (SAIDI); and ii. System average interruption frequency index (SAIFI).

(b) The parameters in the clause (a) above shall be computed and reported: i. on a monthly basis, and ii. on a cumulative annual (year-to-date) basis, in accordance with the methodology specified by the Commission in the regulation 19.

(c) For the purpose of computation of SAIDI and SAIFI, only interruptions of five (5) minutes or more shall be considered (as specified in the regulation 19 above), or such other minimum outage duration as may be specified by the Commission by an order, from time to time.

21. The distribution licensee shall put in place a mechanism, preferably with automated tools to the extent possible, for monitoring and restoring outages within 12 months from the date of notification of the Joint[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 Electricity Regulatory Commission for the UT of Jammu & Kashmir and the UT of Ladakh (Standard of Performance for the Distribution Licensee) (First Amendment) Regulations, 2026.

Explanation. —This amendment is issued in compliance with, and to give effect to, the provisions relating to reliability of supply under the Electricity (Rights of Consumers) Rules, 2020, as amended from time to time.

The Distribution Licensees shall submit the above-mentioned reliability parameters and details relating to minimum outage duration/time to the Commission for consideration and for such further directions or

notification as may be considered necessary.
