1. लघ ुिीर्कड और प्रारंभण:

(1) इि जिजियमों को पेरोजलयम और प्राकृजतक गैस जिजियामक बोडड (तरलीकृत प्राकृजतक गसै सुजिधाओं के जलए सुरक्षा मािकों सजित तकिीकी मािक और जिजििेि) संिोधि जिजियम, 2023 किा िाएगा।

(2) य ेसरकारी रािपत्र म ें उिके प्रकािि की तारीख स ेलाग ूिोंगे।

2. पेरोजलयम और प्राकृजतक गैस जिजियामक बोडड (तरलीकृत प्राकृजतक गैस सुजिधाओं के जलए सुरक्षा मािकों सजित तकिीकी मािक और जिजििेि) जिजियम, 2018 म,ें -

(i) जिजियम 7 म,ें उप-जिजियम (3) के पश्चात ्जिम्नजलजखत को सजममजलत दकया िाएगा :- 997 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(4) संबंजधत संस्ट् र्ा का बोडड, इि जिजियमों की अजधसूचिा के िब्बे दििों के भीतर अपिा एक जििेिक जियिु करेगा, िो इि जिजियमों का अिुपालि सुजिजश्चत करिे के जलए उत् तरिायी िोगा।

(ii) अिुसूची-1क के खण्ड 1.8.3 म,ें - (क) उप-खण्ड (i) में,"जियंत्रण कक्ष और", "और प्रोसेस क्षत्रे " िब्ि लोप िो िाएगं े; (ख) उप-खंड (ii) में, "और/या सब- स्ट्टेिि" िब्ि लोप िो िाएगं े।

(i) टटप् पणी-4 म,ें "अन्िेर्ण और उत्पािि संस्ट्र्ापिाओं के जलए यि ऑैयल माइन् स जिजियमों के अिुरूप िोंगी" िब्ि लोप िो िाएगं े;

(ii) टटप् पणी-4 के बाि, जिम्नजलजखत को सजममजलत दकया िाएगा, "टटप् पणी-5:(i) बल् क लोडडगं /अिलोडडगं गैन्री के मामल े म,ें न्यिू तम पर्ृ क्करण िरू ी: - (क) टैंक िैगि गन्ै री स े टैंक िगै ि गन्ै री,टैंक रक गैन्री और चारिीिारी 50 मीटर की िोगी। (ख) टैंक रक गन्ै री स े टैंक रक गन्ै री और चारिीिारी 30 मीटर की िोगी।

(ii) एकल टैंक रक गन्ै री म ें एलएििी टैंक लॉरी बे की संख्या 8 स ेअजधक ििीं िोगी। िन्ििा िमाड, सजचि [जिज्ञापि-III/4/असा./612/2022-23] फुटिोट: मलू जिजियमों को सरकारी रािपत्र म ें फा. स.ं इंफ्रा/टी4एस/एलएििी/05, दििाकं 18 िििरी, 2018 द्वारा अजधसूजचत दकया गया र्ा ।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 PETROLEUM AND NATURAL GAS REGULATORY BOARD

NOTIFICATION New Delhi, the 14th February, 2023 F. No. PNGRB/Tech/4-T4SLNG/(1)/2019 (P-3317).—In exercise of the powers conferred by Section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations further to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Liquefied Natural Gas Facilities) Regulations, 2018, namely: -

1. Short title and commencement:

(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Liquefied Natural Gas Facilities) Amendment Regulations, 2023.

(2) They shall come into force on the date of their publication in the official gazette.

2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Liquefied Natural Gas Facilities) Regulations, 2018, -

(i) In Regulation 7, after sub-regulation (3), the following shall be inserted: - “(4) The Board of the concerned entity, within ninety days of the notification of these regulations shall appoint one of its directors, who shall be responsible for ensuring compliance to these regulations.”

(ii) In Clause 1.8.3 of Schedule - 1A , -

(a) in sub-clause (i), the words “control room and”, “and process area” shall be omitted;

(b) in sub-clause (ii), the words “and/or substation” shall be omitted.

(iii) in Annexure-II, -

(b) In General Notes to the Table, - i. In point (i), the words “ “T” indicates the table number to be referred.” shall be omitted, the word “x”, shall be substituted by the word “X”, and at the end the words “ “D” stands for diameter of the LNG storage tank.” shall be inserted;

ii. In point (ii), the words “(i) In” shall be substituted by the words “in” and the words “(ii) The distances given in the brackets ( ) are from the shell of the Heater / Boiler / Furnace / Still.”, shall be omitted.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(c) in Specific notes to Table, -

(i) in Note-4, the words “For Exploration & Production installations, this shall be in line with Oil Mines Regulations.” shall be omitted;

(ii) after Note-4, the following shall be inserted, “Note-5: (i) In case of bulk loading/unloading gantry, minimum separation distance between: -

(a) Tank wagon gantry to tank wagon gantry, tank truck gantry and boundary wall shall be 50 m.

(b) Tank truck gantry to tank truck gantry and boundary wall shall be 30m.

(ii) The number of LNG tank lorry bays in a single tank trunk gantry shall not exceed 8.” VANDANA SHARMA, Secy. [ADVT.-III/4/Exty./612/2022-23]
