Industrial Development In Backward Districts Under Central Schemes

Will the Minister of Heavy Industries be pleased to state:

(a) whether the Ministry has identified industrially backward districts such as Chitrakoot, Devipatan, and Jhansi for investment under Central schemes like the Production Linked Incentive

(PLI) Scheme or cluster-based industrial parks;

(b) the current status of projects, if any, approved in these areas under Samarth Udyog or Make in India initiatives;

(c) whether any coordination has been undertaken with State Governments to provide infrastructure and skill support for heavy machinery, electronics, or defence-linked manufacturing in rural Uttar Pradesh; and

(d) if not, whether the Ministry proposes to consider such districts for targeted industrial development in the next five-year investment cycle? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA)

(a) to (d): As per Article 246 under the Seventh Schedule of the Constitution of India, ‘Industries’ is a State subject. So far as the Ministry of Heavy Industries (MHI) is concerned no such industrially backward districts have been identified. The purpose of the Production-Linked Incentive (PLI) Schemes is to attract investments in key sectors and cutting-edge technology, ensure efficiency and bring economies of size and scale in the manufacturing sector and make Indian companies and manufacturers globally competitive. The schemes are applicable across India, and the selection of the investment location is at the discretion of the applicants.

MHI administers the following Central Sector Schemes which provide the flexibility to the approved applicants to establish manufacturing units at locations of their choice on pan-India

basis: i. PLI Scheme for Automobile and Auto Components. ii. PLI Scheme for Advance Chemistry Cell (ACC) Battery Storage in India. iii. Scheme to Promote Manufacturing of Electric Passenger Cars in India.

iv. Scheme on Enhancement of Competitiveness in the Indian Capital Good Sector (Phase-II). v. Scheme to Promote Manufacturing of Sintered Rare Earth Permanent Magnet (REPM) *****
