L.-33004/99 सी.जी.-डी.एल.-अ.-10032026-270820 CG-DxLx-xEG-I1D0H0x3x2x0 26-270820 xxxGIDExxx ऄसाधारण EXTRAORDINARY भाग II—खण् ड 3—ईप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 162] नइ ददल्ली, मगं लवार, माच य10, 2026/फाल्ग नु 19, 1947 26/पौष 17, 1947 No. 162] NEW DELHI, TUESDAY, MARCH 10, 2026/PHALGUNA 19, 1947 /PAUSHA 17, 1947 संसदीय काय यमत्रं ालय ऄजधसचू ना नइ ददल्ली, 10 माच,य 2026 सा.का.जन. 168(ऄ).—िहााँ अधार संख्या का ईपयोग पहचान स्ट्थाजपत करन े के जलए व्यजियों को सजससडी, लाभ और सेवाएाँ सुजवधािनक और सहि तरीके से प्राप्त करने में सक्षम बनाता ह,ै पहचान स्ट्थाजपत करन े के जलए ऄनके दस्ट्तावेिों की अवश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल करता ह ैऔर पारदर्शिता तथा दक्षता को बढावा देता ह:ै और िबदक भारत सरकार के आलेक्ट्रॉजनक्ट्स और सूचना प्रौद्योजगकी मंत्रालय ने भारतीय जवजिष्ट पहचान प्राजधकरण (UIDAI) से परामिय करन े के बाद ऄपन े पत्र eF.No. 22(7)/2025-Cyberlaws ददनांक 2 ददसंबर, 2025 के माध्यम स े संसदीय कायय मत्रं ालय (जिसे आसके बाद ईि मंत्रालय कहा िाएगा), भारत सरकार (जिसे आसके बाद ईि सरकार कहा िाएगा) के ऄंतगयत लोक सभा सजचवालय को, सुिासन के जलए अधार ऄजधप्रमाणन (सामाजिक कल्याण, नवाचार, ज्ञान) जनयम, 2020 (जिसे आसके बाद ईि जनयम कहा िाएगा) के जनयम 3 के ईप-जनयम (1) के ऄंतगयत जनधायररत ईद्देश्यों के जलए यह ऄनुमजत दी थी दक ईि सरकार/ मंत्रालय को प्रमाणीकरण करने और अधार संख्या धारक की पहचान स्ट्थाजपत करन े के जलए प्रमाणीकरण के दौरान अधार संख्या का ईपयोग करन े तथा अधार (जवत्तीय और ऄन्य सहाजयदकयों, लाभों और सेवाओं का लजययत पररदान) ऄजधजनयम, 2016 (एतद्पश्चात् ईि ऄजधजनयम के रूप में संदर्शभत) की धारा 4 की ईपधारा (4) के खंड (ख) के ईपखडं (ii) के साथ परित ईि जनयमों के जनयम 5 के तहत ईसको ऄजधसूजचत करने की ऄनुमजत दी िाए| 1713 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] और चूंदक, लोकसभा सजचवालय द्वारा सांसदों, अगंतुकों, कमयचाररयों और ऄजधकाररयों की पहचान स्ट्थाजपत करन े के जलए स्ट्मार् य अगंतुक प्रबंधन प्रणाली पर पंिीकरण और स्ट्मार्य काड य िारी करन े के दौरान, हां/ना और/या इकेवाइसी प्रमाणीकरण सुजवधाओं का ईपयोग करते हुए, स्ट्वैजछिक अधार पर अधार प्रमाणीकरण दकया िाएगा (जिसे आसके बाद ईि ईद्देश्य कहा गया ह)ै , िैसा दक ईि जनयमों के जनयम 3 के ईप-जनयम (1) के तहत जनधायररत ह,ै और ईि ईद्देश्य के जलए अधार प्रमाणीकरण स्ट्वैजछिक अधार पर होगा और लोकसभा सजचवालय अधार प्रमाणीकरण करेगा। भारत के संसद भवन में लाग ू सुरक्षा प्रबंधन प्रणाली (SVMS) पंिीकरण और प्रवेि के दौरान स्ट्मार्य काड य ईपयोगकतायओं और अगंतुकों का सत्यापन करके सरु जक्षत प्रवेि सुजनजश्चत करती ह।ै यह पहल पररसर म ें केवल ऄजधकृत व्यजियों को ही प्रवेि देकर सुरक्षा और पररचालन दक्षता को बढाती ह।ै अधार-अधाररत सत्यापन सर्ीक पहचान प्रदान करता है, जिससे ऄनजधकृत प्रवेि का िोजखम काफी कम हो िाता है। यह अगंतुक प्रबंधन प्रदियाओं को भी सुव्यवजस्ट्थत करता है, जिससे डेर्ा की सर्ीकता और जनगरानी में सुधार होता ह।ै कुल जमलाकर, अधार प्रमाणीकरण का एकीकरण प्रवेि जनयंत्रण को मिबूत करता ह,ै कुिल अगतं ुक प्रबंधन में सहायता करता ह ै और संसद के संचालन के जलए एक सुरजक्षत और ऄजधक व्यवजस्ट्थत वातावरण बनान े में योगदान देता ह।ै [आसके बाद आसे ईपयोग के मामल े के रूप म ेंसंदर्शभत दकया िाएगा]। ऄतः ऄब, ऄजधजनयम की धारा 4 की ईपधारा (4) के खंड (ख) के ईपखंड (ii) के साथ परित ईि जनयमों के जनयम 5 के ऄनिु रण म,ें और भारत के रािपत्र ऄसाधारण भाग II, खंड 3, ईप-खण्ड (i) म ें ददनांक 26 ददसम्बर, 2025 को प्रकाजित संसदीय कायय मंत्रालय की ऄजधसूचना सा.का.जन.923(ऄ) के स्ट्थान पर, आससे पहले दकए गए या न दकए गए कायो को िोड़कर, ईि मंत्रालय एतदद्वारा जनम्नजलजखत ऄजधसूजचत करता ह ैंऄथायत्:—

1. (1) लोक सभा सजचवालय, ऄजधजनयम में ददए गए प्रावधानों के ऄनुसार, प्रमाणीकरण के ईद्देश्य से अधार संख्या धारक की सहमजत प्राप्त करेगा।

(2) ईि जनयमों के जनयम 3 के ईप-जनयम (2) के ऄनुसार, अधार प्रमाणीकरण स्ट्वैजछिक अधार पर ह,ै आसजलए लोक सभा सजचवालय अधार संख्या धारक को पहचान के वकै जल्पक और व्यवहायय साधनों के बारे में सूजचत करेगा और अधार प्रमाणीकरण स े आनकार करन े या ऄसमथ य होन े के कारण अधार संख्या धारक को कोइ भी सेवा देन े स े आनकार नहीं करेगा, ऄथायत:्—

3) ईि मंत्रालय सभी अवेदकों को पहचान के वैकजल्पक और व्यवहाय य साधनों के बारे म ें सजू चत करेगा, जिनमें ऄन्य बातों के ऄलावा जनम्नजलजखत िाजमल होंग:े (क) सरकारी फोर्ो पहचान पत्र

(i) पासपोर्य, मतदाता पहचान पत्र (EPIC), ड्राआववग लाआसेंस, पैन काडय।

(ii) ये पहचान सत्यापन के जलए व्यापक रूप से मान्य और काननू ी रूप से वैध ह।ैं (ख) संसद स्ट्मार्य काड य/ अजधकाररक प्रवेि काडय

(i) सांसदों, कमयचाररयों और ऄजधकृत व्यजियों को िारी दकया िाता ह।ै

(ii) SVMS में सुरजक्षत प्रवेि प्रमाणपत्र के रूप म ेंकायय करता ह।ै (ग) गैर-अधार प्रणाली द्वारा बायोमेररक सत्यापन

(i) संसद के अतं ररक अगतं ुक डेर्ाबेस से फफगरवप्रर् या चेहरे की पहचान।

(ii) अधार वलफकग के जबना सर्ीक पहचान सुजनजश्चत करता ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : ऄसाधारण 3 (घ) सहायक दस्ट्तावेिों द्वारा मनै ुऄल सत्यापन

(i) अगंतुक प्राजधकरण पत्र, ऄपॉआंर्मेंर् जस्ट्लप, या अजधकाररक जनमंत्रण दस्ट्तावेज़ । सुरक्षा कर्शमयों द्वारा सत्याजपत।

(ii) ईन लोगों के जलए जवकल्प िो अधार या बायोमेररक का ईपयोग नहीं करना चाहते।

NOTIFICATION New Delhi, the 10th March, 2026 G.S.R. 168(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency:

And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter eF.No.22(7)/2025- Cyberlaws dated 2nd December, 2025 to the Lok Sabha Secretariat under Ministry of Parliamentary Affairs (hereinafter referred to as the said Ministry), Government of India (hereinafter referred to as the said Government) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said Government/ Ministry may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub- clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act) :

And whereas, the Aadhaar authentication shall be performed for Aadhaar Authentication, on voluntary basis, by Lok Sabha Secretariat, to establish the identity of MPs, visitors, staff and officials during registration on Smart Visitor Management System and further issuance of smart card, using Yes/No or/and eKYC authentication facilities.

(hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the Lok Sabha Secretariat shall perform the Aadhaar authentication only for The Aadhaar Authentication Service in the Smart Visitor Management System (SVMS) at the Parliament House of India ensures secure access by verifying smart card users and visitors during registration and onboarding. This initiative enhances security and operational efficiency by allowing only authorized individuals into the premises. Aadhaar-based verification provides accurate identification, significantly reducing the risk of unauthorized entry. It also streamlines visitor management processes, improving data accuracy and oversight. Overall, the integration of Aadhaar authentication strengthens access control, supports efficient visitor handling and contributes to a safer, more organized environment for Parliament operations.

Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section

(4) of section 4 of the Act, and in supersession of the Ministry of Parliamentary Affairs notification published in the Gazette of India Extraordinary Part II, Section 3, Sub-section (i) vide G.S.R. 923(E) dated the 26th December, 2025, except as respects things done or omitted to be done before such supersession, the said Ministry hereby notifies the following, namely:—

1. (1) The Lok Sabha Secretariat, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein.

(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis, the Lok Sabha Secretariat shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:-

(3) The said Ministry shall inform all applicants of alternate and viable means of identification, which shall include, inter alia:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

(a) Government-issued Photo Identity Cards

(i) Passport, Voter ID (EPIC), Driving Licence, or PAN card.

(ii) These are widely recognized and legally valid for identity verification.

(b) Parliament Smart Card / Official Access Card

(i) Issued to Members of Parliament, staff, and authorized personnel.

(ii) Serves as a secure access credential within the SVMS.

(c) Biometric Verification through Non-Aadhaar Systems

(i) Fingerprint or facial recognition matched against the Parliament’s internal visitor database.

(ii) Ensures accurate identification without mandating Aadhaar linkage.

(d) Manual Verification with Supporting Documents

(i) Visitor authorization letters, appointment slips, or official invitation documents validated by security staff.

(ii) Provides a fallback option for those unable or unwilling to use Aadhaar or biometrics.
