2200. Shri Ramasahayam Raghuram Reddy:
Will the Minister of AYUSH be pleased to state:
(a) whether the Government has reviewed the implementation of Yoga, Ayurveda and other AYUSH wellness centres established under Central schemes and if so, the details thereof;
(b) the total number of centres currently functional across the country, State/UT-wise;
(c) whether any independent assessment has been carried out regarding public utilisation and health outcomes of these centres and if so, the details thereof;
(d) whether several sanctioned projects remain incomplete due to delays in fund release or administrative bottlenecks and if so, the details thereof; and
(e) the action taken by the Government to improve accessibility, staffing and accountability in AYUSH Institutions across the country? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV)
(a) to (c) Under Centrally Sponsored Scheme National Ayush Mission (NAM), as per the proposals received from State / UT Governments through their State Annual Action Plans
(SAAPs), 12500 units of existing Ayush Dispensaries and Sub Health Centres (SCs) has been upgraded for operationalisation as Ayush Health & Wellness Centres now renamed as Ayushman Arogya Mandir (Ayush) [(AAM(Ayush)]. The State/UT-wise status of approved and functional AAM (Ayush) is furnished at Annexure I. Further, as reported by State/UT Governments, the State/UT-wise number of beneficiaries availed the services through AAM
(Ayush) from year 2021 to 2025 is furnished at Annexure II.
1Further, there are third party review by NITI Aayog and also NABH assessment besides visit by the Central team in different States/UTs to review the implementation progress of different activities/services being provided by established AAM (Ayush) for holistic healthcare of the community. It has been observed by visiting teams that footfall of the beneficiaries visiting to the AAM (Ayush) has been subsequently increased after upgradation of Ayush Dispensaries/Sub health centres into AAM (Ayush) because in addition to OPD services, these facilities are also providing various other services like Prakriti Parikshan, Yoga related activities at the level of facility as well as community, awareness about uses of common medicinal plants etc.
(d) Under NAM, as per the proposals received from State/UTs through SAAPs, different projects including Integrated Ayush hospitals, Ayush Education Institutions (AEIs), etc. have been approved. However, actual implementation of NAM Scheme lies with respective State/UT Government, the issues related to administrative bottlenecks are being managed at their level.
Further, Department of Expenditure, Ministry of Finance, had issued different guidelines time to time regarding procedure for release of funds under Centrally Sponsored Scheme and monitoring utilization of the funds released. As per these issued guidelines, sometime States were unable to fulfil the conditonalities and thus hurdle had been faced in release of subsequent instalment of grant for sanctioned projects.
(e) Under NAM, Ministry of Ayush is supporting the efforts of State /UT Governments by providing financial assistance for infrastructural development to improve accessibility of Ayush services, in addition to it, support is also provided with respect to manpower as per NAM guidelines for smooth functioning of Ayush services in the field through Ayush institutions across the country.
