Will the Minister of Chemicals and Fertilizers be pleased to state:
(a) whether the Government has made any assessment regarding fertiliser availability and accessibility, under the Nutrient Based Subsidy (NBS), Urea Subsidy and One Nation One Fertilizer initiatives in Bundelkhand region, if so, the details thereof, district-wise, particularly Khajuraho Constituency;
(b) whether the delays in fertiliser supply, inadequate storage and long travel distances to fertiliser outlets have affected farmers during the short Kharif and Rabi sowing windows, if so, the details thereof, district-wise;
(c) whether the Government proposes a Bundelkhand Fertiliser Logistics Plan including block-level buffer stocks, advance seasonal allocation, strengthened rural distribution and promotion of balanced fertiliser use; and
(d) if so, the details thereof alongwith timeline for its implementation? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL)
(a) to (e) Following steps are taken by the Government every season for ensuring timely and adequate availability of fertilizers in the country, including Bundelkhand region:
(i) Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. On the basis of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability.
(ii) The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS).(iii) The gap between demand (requirement) and production for Urea & other fertilizers is met through imports. The import for the season is also finalized well in advance to ensure timely availability.
(iv) The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents.
(v) Regular coordination is done with the Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States.
(vi) The distribution of fertilizers within the State at district/block level is done by the concerned State government.
In view of above, the availability of fertilizers viz. Urea, DAP, MOP and NPKS has remained adequate in the Bundelkhand region in the Rabi 2025-26 season and during the ongoing Kharif 2026 season. The information regarding availability position of fertilizers in the Bundelkhand region during the ongoing Kharif 2026 season, as informed by State Governments of Uttar Pradesh and Madhya Pradesh, is placed at Annexure.
Further, the State Government of Madhya Pradesh has informed that they make arrangements for distribution of fertilizers through PACS, MARKFED, MP Agro and authorized private dealers. The distribution of fertilizers is also being monitored through the E-Vikas (Distribution and Agricultural Fertilizer Supply Solution) system, which provides for monitoring of fertilizer movement from the source/production point up to the retailer level and for distribution according to farmers' land and crop requirements. In respect of the Khajuraho Parliamentary Constituency, fertilizer availability is being monitored through the concerned district administration and agriculture/cooperative machinery.
Moreover, the State Governments of Madhya Pradesh and Uttar Pradesh have informed that at present, there is no separate proposal under consideration for a formally notified โBundelkhand Fertilizer Logistics Planโ as a standalone scheme.
