Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state
(a) the number of people registered as beneficiaries under the Public Distribution System (PDS) in various States across the country, State/UT-wise including Rajasthan, Haryana and ]V[adhya Pradesh during the last five years;
(b) the details of the funds spent by the Government at each PDS centre during the said period, scheme and State/UT-wise; and
(c) the details of the number of people who have been removed or who have opted out of the Public Distribution System in various States/UTs across the country, State/UT-wise including the aforementioned States during the last five years? ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA)
(a) : A statement showing State-wise numbers of beneficiaries registered under Public Distribution System (PDS) during last five years is at Annexure- I.
(b): The Department reimburses the expenditure incurred by States that have opted for Decentralized Procurement (DCP) mode including Madhya Pradesh for distribution of food-grains to the beneficiaries of Central Schemes as per allocation made by Government of India. Further, funds are also released by Food Corporation of India (FCI) to the States for the quantum of food-grains handed over to them by States for Central Pool. The difference between Economic Cost and Central Issue Price (CIP), at which foodgrains are issued to States, is reimbursed to FCI and DCP States as food subsidy. The food subsidy released to DCP States & FCI is made as per budgetary allocation made by Ministry of Finance (MoF). Haryana and Rajasthan being a Non-DCP States receives funds directly from PCI on account of food grains delivered by State to FCI. The detail of food subsidy released to States during last 5 years and the current year (as on 06.08.2026) under PMGKAY is at Annexure-II.Further, under the scheme โAssistance to State Agencies for intra-state movement of foodgrains and FPS dealersโ margin under NFSAโ, the funds are released to States/UTs for meeting the expenditure towards Intra-State movement & handling of foodgrains, FPS dealersโ basic margin & FPS dealersโ additional margin. The details of funds released to States/UTs during the last 5 years under the scheme is at Annexure-III.
(c): A statement showing State-wise numbers of deleted ineligible ration cards during the last five years is at Annexure-IV.

A. Assam is a DCP State for only 2 districts and has adopted DCP mode since 2023-24.
B. Uttar Pradesh has adopted non-DCP mode of procurement, no subsidy for wheat & rice is being released by DFPD. However, Govt. of Uttar Pradesh has released food subsidy for distribution of coarse grains.
C. Himachal Pradesh is a DCP State since 2022-23.
D. Under DBT scheme, w.e.f. 2015-16 subsidy is released to UTs of Chandigarh, Puducherry, and Dadra & Nagar Haveli E. Misc. include Payment to NICSI for Enhancement of SCAN.
