Will the Ministerof HEALTH andFAMILYWELFAREbe pleased tostate:
(a) the details of the total budget allocated under the Ayushman Bharat Digital Mission
(ABDM) and the U-WIN platform during the financial year 2025-26 in the country, along with the actual expenditure incurred on the digital infrastructure of rural health centres, State-wise and district-wise inUttar Pradesh;
(b) the percentage of Ayushman Bharat Health Account (ABHA) card creation and vaccination tracking cases pending in rural areas of the country due to power outages andpoor internetconnectivity, State-wise includingUttar Pradesh;
(c) whether the Government hastakenanyconcretesteps toidentify pregnant women and children who were deprived of registration due tocomplexportal procedures or server downtime and to provide them alternative health benefits, if so, the details thereof;
and
(d) the details of the special schemes implemented by the Government to integrate poor and backward sections living in remote rural areas, who lack smartphones and digital literacyintothe digitalhealthecosystem? (a) to (d): Under the Ayushman Bharat Digital Mission (ABDM) financial assistance is providedtoStatesandUnion Territories for supporting humanresources deployed for ABDM implementation, capacitybuilding of variousstakeholders andIEC (information,education & communication) activities. The State/UT wise details of budget allocated and expenditure incurredunderABDM for FY2025-26 are at Annexure.
Inclusion is one of the key principles of ABDM. The Government has taken various steps to ensure that the benefits of the mission reach every citizen. ABDM hasprovisions for assisted mode in places where internet connectivity might be poor. Offline mode for creation of ABHA has been added which enables delivery of services in regions of poor internet connectivity, or on account of unavailability of hardware or both. The Government reference PHR (Personal Health Record) application such as Aarogya Setu is multilingual and intuitive touse, with a viewtoaddress the lack of digitalliteracy.
The U-WIN infrastructure has been developed with in kind support of international collaboration. Key features of UWIN include ‘anytime access’ and ‘anywhere’ vaccinationservices, generation of Ayushman Bharat Health Account (ABHA) and Child ABHA, self- registration module, automated SMS alerts, QR based e-Vaccination Certificate and offline mode for data entry by vaccinators. The offline functionality enables beneficiary registration and recording of vaccination events in areas with poor internet connectivity. This feature ensures uninterruptedservice delivery during internetdisruptions or power outages.
