Will the Minister of TEXTILES वस्त्रमंत्री
be pleased to state :
(a) the details of initiatives that have been taken under the Comprehensive Handloom Development Programme (CHDP) to support handloom weavers in Karur and improve their livelihoods;
(b) the details of steps being taken by the Government to ensure widespread adoption of the Handloom Mark Scheme in Karur to promote the authenticity of handloom products;
(c) the details of steps being implemented to enhance market access for Karur’s handloom products at national and international levels; and
(d) the details of the funds allocated and utilized for the handloom sector in Karur under various schemes during the last three years? उत्तर ANSWER वस्त्र राज् य मंत्री(श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA)
(a) & (d): Ministry of Textiles through Office of Development Commissioner (Handlooms) promotes handloom products of the country including Karur district of Tamil Nadu through
promotional activities by implementing following schemes: i. National Handloom Development Programme (NHDP); ii. Raw Material Supply Scheme (RMSS);
Under the above schemes, financial assistance is provided to eligible handloom agencies/weavers for raw materials, procurement of upgraded looms & accessories, solar lighting units, construction of workshed, skilling, product & design development, technical and common infrastructure, marketing of handloom products in domestic & international markets, concessional loans under weavers’ MUDRA scheme and social security etc.Under erstwhile Comprehensive Handloom Cluster Development Scheme (CHCDS), now subsumed and renamed as NHDP scheme, under which Cluster Development Programme
(CDP), a component of NHDP is under implementation. The financial assistance of Rs.96.86 lakh has been provided for implementation of 02 CDP in Karur District of Tamil Nadu State during the F.Y. 2023-24.
Under the Mega Cluster Development Programme, one of the another components of above scheme, o1 Mega Handloom cluster at Trichy was sanctioned during FY 2015-16 which includes 08 districts of Tamil Nadu including Karur and 01 Dye House with Effluent Treatment Plant (EFT) had been sanctioned in Karur district and amount of Rs, 50.00 was sanctioned as GoI share.
The details of funds released under the Handloom Weavers’ Welfare scheme for Tamil
Nadu State including Karur district during the last three years are as under:

(b): ‘Handloom Mark’ scheme has already been under implementation across the country including Karur district of Tamil Nadu which serve as a guarantee to the buyers that the handloom products being purchased is a genuinely hand-woven. So far, 29528 registrations have been granted including 8954 registrations for Tamil Nadu.
(c): Expos are organized including participation in various crafts melas & Dilli Haat programme etc., to provide the marketing platforms to the handloom agencies/weavers of the country including weavers of Karur district of Tamil Nadu to sell their products directly to the customers. Also, an e-commerce portal (https://www.indiahandmade.com/) has been launched to support the handloom sector for online marketing of handloom products.
In addition, for export promotion of handlooms, participation of handloom exporters/organisation of pan India including Karur district of Tamil Nadu in various International marketing events/fairs i.e International Trade Fair, Buyer Seller Meet, Reverse Buyer Seller Meet, Big Ticket events, Bharat Tex, are organized through Handloom Export Promotion Council (HEPC).
