Parliament Question: Development of Educational Facilities in Uttarakhand

Will the Minister of EDUCATION be pleased to state:

(a) the details of the development of educational facilities in Uttarakhand by the Union Government and the State Government;

(b) the total expenditure incurred by the Union Government and the State Government for the development of educational facilities in Uttarakhand during the last three years;

(c) the total expenditure incurred by the Government of Uttarakhand for the development of educational facilities in the State during the last three years; and

(d) whether the Union Government and the State Government of Uttarakhand have any future plans for the development of educational facilities and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a) to (d): The subject ‘Education’ is in the Concurrent List of the Constitution and majority of the schools are under the administrative jurisdiction of concerned States/UTs.

The responsibility for providing and improving educational infrastructure primarily rests with the respective State Government and Union Territory Administration. However, Central Government provides financial assistance to States/UTs including Uttarakhand under various Centrally Sponsored Schemes such as Samagra Shiksha, PM SHRI and ULLAS based on Annual Work Plan & Budget (AWP&B) proposals prepared by them.

These plans are then appraised and approved by the Project Approval Board (PAB) in consultation with the State/UT as per the programmatic and financial norms of the scheme, physical and financial progress of works sanctioned earlier and availability of budgetary resources.Samagra Shiksha is an integrated scheme for school education covering pre-school to senior secondary level. The Scheme aims to ensure universal access to quality education, equitable and inclusive education, gender equity, and improved learning outcomes in alignment with the recommendations of the National Education Policy (NEP), 2020.

During the last three years, various interventions have been approved for Uttarakhand under Samagra Shiksha for strengthening educational facilities, which, inter alia, include:  Construction and strengthening of school infrastructure, including additional classrooms, science laboratories, computer laboratories, libraries, toilets, drinking water facilities, boundary walls, electrification etc.;

 Establishment of ICT Labs and Smart Class facilities in identified schools.;  Strengthening of Foundational Literacy and Numeracy (FLN) under the NIPUN Bharat Mission;  Provision of free uniforms, free textbooks and other entitlements to eligible children;

 Support for inclusive education for Children with Special Needs (CwSN), including assistive devices, therapeutic services and resource support;  Strengthening and upgradation of Kasturba Gandhi Balika Vidyalayas (KGBVs) to improve access to quality residential education for girls belonging to disadvantaged groups;

 Supporting Vocational Education in identified secondary and higher secondary schools;  Promotion of sports, arts, experiential learning and other quality interventions for holistic development of students;

 Integration of technology in education through digital platforms such as DIKSHA;  Promotion of multilingual education;  Capacity building of teachers and school heads through NISHTHA and other interventions;

 Improvement of school safety, sanitation and other quality enhancement initiatives etc.

Under the Centrally Sponsored Scheme, PM SHRI (Pradhan Mantri Schools for Rising India), financial assistance is provided to upgrade educational facilities in selected existing government schools in order to develop them as exemplar schools to showcase all the initiatives of NEP 2020. 241 Schools of Uttarakhand have been selected under this scheme. Similarly, under the Centrally Sponsored Scheme ULLAS, the objective is to educate non-literate adults in all States/UTs including Uttarakhand aged 15 years and above who missed formal schooling.
