3902. Shri Akshay Yadav:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has introduced any training programmes to equip Gram Panchayats in Firozabad district to undertake the scientific, planning-based work-allocation process mandated under the Viksit Bharat Guarantee for Rojgar and Aajeevika Mission-Gramin (VB-G RAM-G) Act, replacing the earlier demand-driven MGNREGS model, if so, the details thereof;
(b) the status of Gram Panchayat Development Plan (GPDP) integration with VB-G RAM-G's planning requirements in Uttar Pradesh;
(c) whether additional manpower or technical support has been
provided to Panchayats for this purpose, if so, the details thereof;
(d) whether funds devolved to Uttar Pradesh's Panchayats under the 15th Finance Commission have been utilised for the capacity-building related to the new rural employment framework, if so, the details thereof; and
(e) the timeline that exists for building Gram Panchayat capacity to implement VB-G RAM-G's planning-based model? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a) & (e): Under the Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission (Gramin): VB–G RAM G, which has come into force with effect from 1st July, 2026, capacity-building and training programmes were undertaken prior to its rollout to facilitate smooth implementation at the field level. In Uttar Pradesh, field-level officers and employees associated with implementation of the Scheme, including officers at various levels such as Deputy Commissioners, Page 1 of 2Programme Officers and Technical Assistants, were trained through a programme organised at the State Institute of Rural Development
(SIRD) in collaboration with the National Institute of Rural Development and Panchayati Raj (NIRDPR) during the period from 1st June, 2026 to 30th June, 2026. The Scheme has been operationalised across all districts of Uttar Pradesh with effect from 1st July, 2026, including Firozabad district.
(b): The process of formulation of the Gram Panchayat Development Plans (GPDPs) for FY 2027–28 is yet to commence in Uttar Pradesh.
Accordingly, the status of integration of VB–G RAM G planning requirements with the GPDP is not available at present.
(c): Under VB G RAM G expenditure for admin component have been enhanced to 9% against 6% allowed under Mahatma Gandhi NREGS.
However, any decision on hiring of additional manpower has to be taken by concerned State depending upon field level requirements and availability of resources.
(d): The Fifteenth Finance Commission grants for the award period from 2020-21 to 2025-26, amounting to Rs. 47,764 crore were released to the State of Uttar Pradesh for Rural Local Bodies. They comprised of two components, namely Basic (Untied) Grants and Tied Grants. The Basic (Untied) Grants were intended for utilisation by Rural Local Bodies for activities covered under the 29 subjects enshrined in the Eleventh Schedule to the Constitution of India. The Tied Grants were intended for sanitation and maintenance of Open Defecation Free (ODF) status, as well as drinking water supply, rainwater harvesting and water recycling.
As per information shared by Government of Uttar Pradesh the expenditure on training for capacity building of functionaries of VB-G RAM G has been made from the funds provided to the State Institute of Rural Development by the National Institute of Rural Development and Panchayati Raj.
