Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to

state:

(a) whether the Government has taken any steps to expand the skill development ecosystem in the country during the last twelve years and the current year, if so, the details thereof;

(b) whether the Government has reviewed the progress of Pradhan Mantri Kaushal Vikas Yojana (PMKVY), if so, the details and outcomes thereof;

(c) whether PMKVY 4.0 has introduced any measures to improve quality and transparency and monitoring of skill training in the country; and

(d) if so, the details thereof?ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY)

(a) to (d): Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres / institutes under various schemes, viz.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling the youth of India to get future-ready, equipped with industry-relevant skills.

Government is actively working to expand training opportunities across the country including in rural, tribal, and aspirational districts, by encouraging more training infrastructure, better coverage of underserved areas, and strengthening of skilling initiatives through the State Skill Development Missions.

An independent third-party impact evaluation of the PMKVY 4.0 was conducted by Arun Jaitley National Institute of Financial Management (AJNIFM), an autonomous Institution of Ministry of Finance, Government of India. As per the report, PMKVY training has contributed to a measurable shift in employment outcomes for short term training (STT) candidates. The combined share of employed and self-employed STT respondents increased from 26.6% prior to training to 45.4% after PMKVY training, reflecting an 18.8 percentage point increase.

Income- related outcomes also show positive movement, with 41.4% of STT candidates and

48.9% of Recognition of Prior Learning (RPL) candidates reporting an increase in income following training and certification. Overall, PMKVY 4.0 has significantly expanded access to formal skill training and certification and has generated measurable improvements in skill confidence, employment participation, and income outcomes for a substantial proportion of beneficiaries.

Further, various processes have been put in place under PMKVY across the training lifecycle to ensure enrolled candidates receive quality training in compliance with PMKVY guidelines.

The processes help in concurrent monitoring of training centers and candidate skilling progress in training centers. Some of the major initiatives include: i. Aadhaar based enrolment of the candidates under PMKVY to avoid fake enrolments ii. Daily candidate attendance monitoring through Aadhaar enabled biometric attendance system (AEBAS) - Training centers have been mandated to install AEBAS application in the tab/phone of candidates and trainers to mark attendance during the training duration. Payment to the training centers has been linked to attendance. Recently the biometric system has been replaced with face authentication system.

iii. Concurrent Monitoring of training centers and candidate skilling lifecycle progress by Call Validation, Surprise Visits of Centers etc. iv. Outcome based payment to training centers v. A penalty matrix has been devised to penalize non-compliant entities as per the discrepancies observed after due diligence by the Monitoring Committee. In cases of severe non-compliance or any unethical practice like offering bribe, intimidating inspector/assessor etc a training center may be suspended for a period of six months or blacklisted from the skill ecosystem.
