Parliament Question: FLN based Teaching in Tribal Dominated Schools

Will the Minister of EDUCATION be pleased to state:

(a) whether the Government is aware that Satna district of Madhya Pradesh is inhabited by unique tribes such as Gond, Bhil, Korku, Baiga, Kol, Saharia and Mawasi, many of whom depend on forest-based lifestyle and have limited educational resources;

(b) whether any special schemes/interventions are being implemented by the Government in Satna district to ensure access to mother-tongue based Teaching Learning Material (TLM), multilingual classes, local teacher training and geographical access to schools for students of these tribal communities; and

(c) whether the Government is contemplating any scheme for FLN (Foundational Literacy and Numeracy) based teaching in local dialector innovations in tribal dominated schools for unique socio-linguistic groups such as Mawasi tribe in Satna district? (a) to (c): Education is in the concurrent list of the Constitution and majority of schools are under the administrative control of respective State/UTs Governments. As per the information received from State of Madhya Pradesh (MP), Kol, Gond and Mawasi tribes inhabit in Satna District and have necessary educational resources i.e AsharamShalas, Hostels, Kanya Shiksha Parisar, Eklavya Vidyalay and other Schools.

The Department of School Education & Literacy (DoSE&L), Ministry of Education has launched a National Mission called “National Initiative for Proficiency in Reading withUnderstanding and Numeracy (NIPUN Bharat)” on 5th July, 2021 for ensuring that every child in the country(including all district of MP) necessarily attains foundational literacy and numeracy by the end of Grade 2. This Mission has been set up under the aegis of the centrally sponsored scheme of Samagra Shiksha- an integrated scheme for School Education. Under Samagra Shiksha scheme, education is imparted with equitable access to the highest-quality education for all learners regardless of social or economic background.

Education in the mother tongues of learners during the formative years is one major goal of the NEP 2020 and the National Curriculum Framework for School Education (NCF-SE)

2023. The Ministry of Education (MoE) through NCERT and Central Institute of Indian Languages (CIIL), Mysuru along with the Tribal Institutes has developed Primers, in 117 languages listed in the Census of India. The Primers are available at

https://ncert.nic.in/primers.php. These are languages spoken by at least 10000 population.

These primers are designed to support multilingualism and utilize children’s mother tongue as a medium of instruction, aligning with the NEP-2020. For Madhya Pradesh, there are Primers in 02 local languages i.e. Korku and Bhili(Vasava).
