Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the details of funds allocated, released/utilised under the Integrated Child Development Services (ICDS) during the period from 2004-05 to 2024-25, year-wise and State/UT-wise;
(b) whether States/UTs have contributed their prescribed/obligated share under the applicable funding pattern of the said Scheme during the said period, if so, the details thereof;
(c) the details of the expenditure incurred by each State/UT under the said Scheme during the said period, State/UT-wise and year-wise;
(d) whether any State/UT has incurred expenditure in excess of its prescribed/obligated share under the said Scheme, if so, the details thereof, State/UT-wise and year-wise; and
(e) whether the Government has undertaken any assessment of the reasons for this excess expenditure incurred since 2015-16, if so, the details thereof, year-wise ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR)
(a) to (e) Mission Saksham Anganwadi and Poshan 2.0 is an ongoing scheme where continuous revamping and restructuring is undertaken for successful implementation of the scheme and to provide benefits to the end beneficiaries in an efficient manner. In the 15th Finance Commission
(FC), various components such as (i) nutritional support for children from 6 months to the age of 6 years, pregnant women and lactating mother and Adolescent Girls; (ii) Early Childhood Care and Education and (iii) Anganwadi infrastructure including modern, upgraded Saksham Anganwadi have been reorganised under Mission Saksham Anganwadi and Poshan 2.0.
Mission Saksham Anganwadi and Poshan 2.0 is a Centrally Sponsored scheme being implemented from 2021-22. The implementation of the scheme falls under the ambit of State Governments and UTs administrations. Under the Mission, the Government of India releases grants-in-aid to the States/UTs on the following cost-sharing ratio between Centre and States/UTs:Components under Anganwadi Services General Salary SNP & SAG States/UTs with Legislature 60:40 NA 50:50 NE/Himalayan States (including J&K) 90:10 90:10 90:10 UT Without Legislature 100:0 NA 100:0 In addition, States and UTs are also paying additional monetary incentives and top-ups under General and SNP Components from their own resources which vary from State-to-State. State and UT wise details of funds released under Mission Saksham Anganwadi and Poshan 2.0 from FY 2021-22 to FY 2025-26 are placed at Annexure.
Under Mission Saksham Anganwadi and Poshan 2.0, earlier funds were released through SNA module. In the SNA module, subsequent grant was released only after the State/UT had contributed their prescribed/obligated share under the applicable funding pattern of the said Scheme. Now, Mission Saksham Anganwadi and Poshan 2.0 has been onboarded on SNA SPARSH from 01.11.2025 which works on ยดjust in timeยด method.
