Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री
be pleased to state:
(a) the total amount of subsidy sanctioned and disbursed under the National Livestock Mission- Entrepreneurship Development Programme (NLM-EDP) during the last five years, State/UT-wise;
(b) whether there are instances where approved beneficiaries under the said programme are yet to receive subsequent instalments of subsidy after release of the initial instalment, and if so, the details thereof along with the reasons for delay;
(c) whether the Government is aware that out of 3,843 approved projects under the NLM- EDP, only 2,014 projects have received the first instalment of subsidy and merely 706 projects have received the second instalment, if so, the details thereof and if not, the reasons for the delay in release of the remaining instalments of subsidy to the eligible beneficiaries;
(d) the mechanism in place to ensure timely verification, fund release and monitoring of projects sanctioned under NLM-EDP;
(e) the number of farmers/entrepreneurs trained and the number of institutions, hatcheries, breeding farms or other infrastructure units established under the Mission during the last five years, State/UT-wise; and
(f) the details of the National Livestock Mission including skill development and capacity building? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) to (c) The total amount of subsidy sanctioned and disbursed under the National Livestock Mission-Entrepreneurship Development Programme (NLM-EDP) during the last five years, State/UT-wise is at Annexure I.Since inception 4291 projects have been approved. 2908 applicants have received the first installment of subsidy to the tune of ₹478.67 Cr. till date, and 1364 projects have been completed for which ₹221.02 Cr of second Instalment subsidy has been released. The remaining 1544 projects are yet to receive the second instalment of subsidy as these applicants have not completed the projects. Completion of projects is precondition for release of second installment subsidy.
(d) The Department of Animal Husbandry and Dairying, Government of India regularly reviews the implementation of the Entrepreneurship Development Programme (EDP) through Project Approval Committee (PAC) meetings to monitor the pendency of applications for completion of projects. Regional Review Meetings are also held at the level of higher officials wherein the monitoring of implementation and performance of the scheme is also undertaken. Field inspections by National Level Monitors and Departmental Officers from the Department of Animal Husbandry of State and Center are also in place to verify the projects. The Central Level Bankers Committee
(CLBC) has been established in the Department of Animal Husbandry and Dairying, Government of India to coordinate with all the lending institution and to review the progress of implementation of the programme.
(e) and (f) The re-aligned National Livestock Mission (NLM), launched in the year 2021-22. The scheme focuses on employment generation, entrepreneurship development and enhancing per- animal productivity, thereby targeting increased production of meat, goat milk, eggs, and wool.
The scheme was further modified on 21st February 2024, adding the breed-upgradation of camels, horses, and donkeys, along with initiatives for fodder production utilizing wasteland, rangeland and degraded forest land.The scheme has following three Sub-Missions:
(i) Sub-mission on Breed Development of Livestock and Poultry: The Sub-mission envisages entrepreneurship development for poultry, sheep, goat, pig,camel, horse and donkey. It also supports State Governments in establishing infrastructure for genetic improvement of sheep, goat, pig, camel, horse and donkey.
(ii) Sub-mission on Feed and Fodder Development: This Sub-Mission focuses on enhancing production of quality fodder seed (breeder, foundation and certified) and its supply chain to ensure the availability of quality breeder, foundation and certified fodder seeds essential for fodder production. It also promotes entrepreneurship by supporting the establishment of Fodder Block, Hay Baling and Silage Making Units. Further, assistance is provided to the State and Union Territory Governments for fodder production in forest and non-forest and degraded land.
(iii) Sub-mission on Innovation and Extension: This Sub-Mission assists institutes, universities and organizations engaged in research and development related to sheep, goats, pigs and the feed and fodder sector. It also supports extension activities, training and capacity building through, livestock insurance through various State and Union Territory Government.
Under the National Livestock Mission – Entrepreneurship Development Programme (NLM-EDP) a total of 4,291 projects have been approved. These include 3,169 Sheep & Goat projects, 568 Piggery projects, 339 Rural Poultry projects, 204 Feed and Fodder projects, 3 Fodder Seed Production projects, 6 Horse breeding projects, and one project each for Donkey and Camel breeding. State and Union Territory -wise list is at Annexure IIFurther, five regional semen stations for sheep and goat have been approved in the State of West Bengal, Andhra Pradesh, Jammu and Kashmir, Assam and Rajasthan. Six goat semen banks for goat have also been approved for the State of Jammu and Kashmir, Meghalaya, West Bengal, Assam, Himachal Pradesh and Rajasthan. In addition, 6,405 cattle and buffalo Artificial Insemination (AI) centers have been upgraded to provide AI services for goat in the State of Jammu and Kashmir, Chhattisgarh, West Bengal, Rajasthan, Himachal Pradesh and Meghalaya. Further, nine pig semen collection and processing laboratories have been approved in the State of Sikkim, Meghalaya, Arunachal Pradesh, Manipur, Mizoram, Assam and Tamil Nadu.
As regard to capacity building and skill development, 1,42,144 farmers have been trained under the National Livestock Mission during the last five years, from 2021–22 to 2025–26.Annexure I
