Will the Minister of EDUCATION be pleased to state:

(a) whether the Government has undertaken a comprehensive assessment/review of the implementation of Samagra Shiksha in the country, State/UT-wise, with regard to nature of implementation school infrastructure, teacher availability, digital education, learning outcomes, fund utilisation and equality indicators, in the country, if so, the details thereof;

(b) the details of Central assistance sanctioned, released, utilised and unspent balance under Samagra Shiksha during the last five years, State/UT-wise including in Chhattisgarh along with the details of the major components for which the funds were utilised;

(c) whether the Government has assessed the gaps in classrooms, science laboratories, libraries, girls' toilets, smart classrooms and other basic educational infrastructure in Government schools in the State of Chhattisgarh, if so, the details thereof;

(d) the corrective measures taken or proposed to be taken by the Government to ensure effective implementation of the said scheme to improve the quality of school education in Chhattisgarh, if so, the details thereof;

(e) whether several State Governments including Tamil Nadu have raised concerns regarding delays in fund disbursement, increased centralisation and restructuring of CSS guidelines and if so, the details thereof;

(f) whether any independent evaluation or social audit has been conducted to assess systemic gaps and effectiveness of the scheme; and

(g) if so, the steps proposed by the Government to address identified shortcomings and strengthen the scheme to ensure equitable and quality school education across all regions?ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a): The annual plans under Samagra Shiksha are prepared by the States and UTs based on their requirements and priority and this is reflected in their respective Annual Work Plan and Budget (AWP&B). States/UTs assess their gap and submit their proposals of component-wise allocation including school infrastructure, salary support to teacher for maintenance of appropriate PTR as per RTE act 2009, digital initiatives to improve quality of education, inclusive education and other components like bridging of social and gender gap, vocational education, strengthening of Teacher Education Institutions etc. in AWP&B.

These plans are then appraised and approved/estimated by Project Approval Board (PAB) in consultation with the States and UTs as per the programmatic and financial norms of the scheme.

Department of School Education and Literacy has a comprehensive online monitoring system called PRABANDH (Project Appraisal, Budgeting Achievements and Data Handling). The system enables Ministry of Education and States/UTs to assess and monitor the releases and expenditure, besides viewing approved outlays and other scheme related information.

Further, the Unified District Information System for Education Plus (UDISE+) developed by DOSEL collects data from all recognized schools’ details on various aspects of school. UDISE+ 2025-26 data is available at

https://udiseplus.gov.in/#/en/page/publications. The data assists the Ministry in gauging infrastructure availability, student enrollment, teacher availability, etc.

To assess the learning outcomes among the children of Grades 3,6 and 9, the Ministry of Education conducted PARAKH Rashtriya Sarvekshan 2024, a large-scale assessment to measure learning outcomes in schools across the country whose findings

are available at https://dashboard.parakh.ncert.gov.in/en.

(b): The State/UT-wise details, including Chhattisgarh, of Central Share allocated, Central Share released, expenditure (including State share) and unspent balance as on

31.03.2026 under Samagra Shiksha, is at Annexure.

(c): The percentage availability of infrastructure facilities in Government schools of

Chhattisgarh is as below:

(d): At the Centre level, regular follow ups and review meetings are held with the States/UTs ensuring an integrated approach for monitoring and smooth implementation of the scheme. Further, as informed by Chhattisgarh state, initiatives like regular teacher training, monitoring through VSK call centers, weekly webinar for district officials, teacher attendance through VSK call centers are being undertaken for effective implementation of the scheme.

Under Samagra Shiksha, financial assistance is provided to States and UTs including Chhattisgarh, for undertaking various activities for Universalization of School Education including opening/strengthening of new schools upto senior secondary level, construction of school buildings & additional classrooms, development/strengthening of school infrastructure in northern border areas under Vibrant Village Programme, setting up, up-gradation and running of Kasturba Gandhi Balika Vidyalayas, setting up of Netaji Subhash Chandra Bose Avasiya Vidyalayas, construction of hostels for PVTGs under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN), construction of hostels under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) for unsaturated ST population, free uniforms to eligible children and free text books at elementary level, transport allowance and undertaking enrolment & retention drives. Special training for age- appropriate admission of out of school children and residential as well as non-residential training for older children, seasonal hostels / residential camps, special training centres at worksites, transport/ escort facility are also supported to bring out of school children to the formal schooling system including support to complete their education through NIOS/SIOS. Under the student-oriented component for the children with special needs, financial assistance is provided for identification and assessment of children with special needs, aids and appliances, braille kits and books, appropriate teaching learning material and stipend to girl students with disability etc.

(e): Funds are released to the States/UTs on the basis of compliance with the scheme norms and guidelines prescribed by Ministry of Finance, Manual on Financial Management & Procurement of the Scheme, pace of expenditure, receipt of commensurate state share, audited accounts, statement on outstanding advances, up-to date expenditure statement, audited utilization certificate of previous year etc.

(f) & (g): The Department has undertaken Social Audit under the Samagra Shiksha Scheme in collaboration with the National Council of Educational Research and Training

(NCERT) as training partner, to assess the implementation of the Scheme at the school level. The Social Audit identify systemic gaps, implementation challenges, and good practices across various components of the Scheme. The findings and recommendations are shared with the concerned States/UTs for taking appropriate corrective and remedial action.
