Parliament Question: Implementation of UBA 2.0 in UP

Will the Minister of EDUCATION

be pleased to state:

(a) the status of holistic implementation of Unnat Bharat Abhiyan 2.0 in the context of the national average across Uttar Pradesh, especially in Sultanpur District;

(b) the total number of villages adopted by the Higher Educational Institutions of Sultanpur and the number of students benefited under the said campaign;

(c) the name of the sectors such as agriculture, water, energy etc. in which work has been carried out effectively in the district under said campaign; and

(d) the steps taken/being taken to make this campaign more effective? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR)

(a) to (d): Unnat Bharat Abhiyan (UBA) is a flagship scheme of the Ministry of Education launched in September 2014. It connects Higher Education Institutions (HEIs) in the country with the villages and local communities to identify challenges faced by the rural communities and to provide appropriate solutions to them. The aim of the UBA was to associate students closer to the village communities and with other government organizations with the ultimate goal of sensitizing students about the socio-economic conditions of villages.

Indian Institute of Technology (IIT) Delhi is the National Coordinating Institute (NCI) of UBA to ensure ground level implementation of the scheme along with 50 Regional CoordinatingInstitute (RCIs) which ensure the region-specific management of the HEIs. There are 4335 HEIs called Participating Institutions (PIs) covering 20534 village. UBA have 15 Subject Expert Groups (SEGs) to provide subject specific technology-based solutions. As of now, 543 technical interventions/technology-based solutions have been implemented covering different subjects/areas/themes of sustainable agriculture, water resource management, artisans, industries and livelihood, basic amenities (infrastructure and services) and rural energy system.

The UBA 2.0 is being holistically implemented across all over India including Uttar Pradesh. It covers 1,666 villages through 335 PIs in Uttar Pradesh. The details of HEIs and adopted villages

The students from PIs have actively contributed to rural engagement activities such as baseline surveys, awareness drive pertaining to best practices in Sanitation, Water Management, Crop Improvement and implementation of sustainable solutions for the holistic development of the villages. This Ministry has also separately requested all the District Magistrates/District Collectors to extend their full support to the HEIs in implementation of the scheme in their District. University Grant Commission (UGC) and All India Council of Technical Education (AICTE) are also contributing in effective implementation of the scheme.

Furthermore, the NCI of UBA addressed sectoral challenges at the state level, and ensured technical guidance through SEGs and RCIs. *****
