Parliament Question: Instances of Unruly and Objectionable Behaviour of Air Passengers

be pleased to state:-

(a) whether instances of unruly and objectionable behaviour by air passengers including breaking of aircraft windows and misbehaviour with staff and other passengers have been reported posing a threat to the safety of passengers and aircraft;

(b) if so, the details thereof along with the action taken against such unruly passengers in each such case; and

(c) whether any punishment other than a travel ban has been awarded in this regard, if so, the details thereof and if not, the reasons therefor? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol)

(a) to (c): As per Cabin Safety Circular 01 of 2025 issued by Directorate General of Civil Aviation (DGCA), any incident of passenger misconduct/passenger rage/ unruly behaviour onboard, is to be immediately reported by airlines within 12 hours via email, and detailed written information is to be submitted to DGCA within 24 hours of the landing of the aircraft.;

In order to ensure safety of the aircraft/persons/property on board/good order & discipline on board and to handle the unlawful/disruptive behaviour on-board the aircraft, DGCA has issued CAR, Section n 3- Air Transport, Series M, and Part VI titled "Handling of unruly / disruptive passengers".;

As per the said CAR, unruly passengers are generally categorised into three levels based on the severity of their misconduct onboard an aircraft. Based on the recommendation of the Internal Committee, formed in accordance with the CAR, these unruly passengers are banned from flying. The duration of flying ban imposed may vary with the severity level of misconduct.;

As on date, a total of 447 of passengers have been included in the 'No Fly List' since the issuance of the regulation on handling of unruly passengers in 2017.;;

As per the procedure defined in the CAR, airlines are required to follow a prescribed procedure for holding passengers accountable before they are placed in the 'No Fly List' by the airline. Based on the information provided by the airlines, 'No Fly List' is maintained by DGCA.
