Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डये री मंत्री
be pleased to state:
(a) the number of livestock insured under the National Livestock Mission (NLM) and livestock population as per the latest Livestock Census during each of the last three years, State-wise;
(b) the details of the Central and State Governments' fiscal contributions towards subsidizing livestock insurance premiums under the scheme including any changes made to the premium sharing pattern during the said period, State-wise;
(c) whether the Government has assessed the existing per-household insurance subsidy limit is inadequate for farmers and entrepreneurs expanding their operations under the Mission's entrepreneurship components, if so, the details thereof;
(d) whether such a limit could discourage the scale-up of livestock enterprises envisaged under the Mission;
(e) whether the Government is considering increasing the subsidy limit or reducing the GST burden on livestock insurance premiums for herd sizes exceeding the existing subsidy cap, with a view to making insurance coverage more affordable for entrepreneurs expanding their livestock enterprises and if so, the details thereof; and
(f) whether the Government has any planned financial outlay for strengthening veterinary infrastructure and services in the country, if so, the details thereof? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) to (e)State-wise number of livestock insured during each of the last three years is placed at Annexure I. State-wise livestock population as per 20th Livestock Census is placed at Annexure II.
To make livestock insurance more affordable and to increase the coverage, Government has revised the beneficiary share and animal limit per household under the National Livestock Mission (NLM) in the March 2024. Details of these changes are given below:Criteria Before March 2024 After march 2024 Beneficiary Share 20%–50% (APL, BPL, SC, ST) based on Uniform 15% irrespective of category and place of residence. The category and place of residence detail is placed at Annexure-III No. of animals to be 5 cattle unit (1 cattle unit = 1 large animal 10 Cattle Unit except pig and insured per household /10 small animals) rabbit for which it remained 5 Cattle Unit The remaining premium share is shared between the Central and the State in the ratio of 60:40 for general States and 90:10 for Himalayan and North-Eastern States. Central Government provides 100% assistance to all UTs. State-wise fund released from the Central Government for the livestock insurance during each of the last three years i.e from FY 2023-24 to 2025-26, is placed at Annexure IV.
Apart from this, for entrepreneurs, Government is providing subsidy upto50% on livestock insurance component for the projects of the breed development for sheep, goat, pig, camel, horse and donkey under the NLM Entrepreneur Development Programme (NLM-EDP).
There is no GST on the insurance premium for livestock under the NLM scheme. This exemption of GST under the scheme makes premium more affordable to the beneficiaries.
(f) The Government of India is implementing various schemes to strengthen and modernize veterinary infrastructure and services in the country. These schemes complement the efforts of State Governments and other implementing agencies. These include the Livestock Health and Disease Control Programme
(LHDCP), Rashtriya Gokul Mission (RGM), National Livestock Mission (NLM), Animal Husbandry Infrastructure Development Fund (AHIDF) and National Programme for Dairy Development (NPDD).
Under LHDCP, financial assistance is provided for disease control, vaccination, surveillance, diagnostics, strengthening and modernization of veterinary hospitals, dispensaries and laboratories.
Under RGM, support is provided for strengthening and modernization of breeding infrastructure for cattle and buffalo, including semen stations, In-vitro Fertilization (IVF) laboratories and sex-sorted semen production facilities. Multi-purpose Artificial Insemination Technicians in Rural India
(MAITRI) provide Artificial Insemination (AI) services at farmers’ doorstep.
Under NLM, financial assistance is provided to Entrepreneurs to establish modern breeding farms for sheep, goat, pig, camel, horse, donkey and poultry along with feed and fodder infrastructure through entrepreneurship. NLM also supports breeding infrastructure including establishment of semen stations, semen banks and promotes Artificial Insemination (AI) services for sheep and goat through existing cattle and buffalo AI centers.
AHIDF supports investment in dairy, meat, feed, breeding and other eligible livestock infrastructure by providing 3% interest subvention on term loan. NPDD provide financial supports for development of dairy infrastructure such as milk procurement, chilling, processing and quality testing.
The financial outlay for these schemes is provided under their respective approved budgetary provisions and implemented as per the applicable scheme guidelines. ***Annexure I
