Parliament Question: Multilateral Response to the Global Energy Crisis

GOVERNMENT OF INDIA MINISTRY OF EXTERNAL AFFARIS LOK SABHA UNSTARRED QUESTION NO- 3262 ANSWERED ON- 07/08/2026 MULTILATERAL RESPONSE TO THE GLOBAL ENERGY CRISIS 3262 SHRI DUSHYANT SINGH

Will the Minister of External Affairs be pleased to state:-

(a) the recent initiatives undertaken by India through platforms such as the G20, BRICS, SCO and the Voice of Global South Summit

(VOGSS) to strengthen multilateralism and deepen cooperation among countries of the Global South in the context of the recent energy disruptions arising from the conflict in West Asia;

(b) the steps taken by Government to build consensus among developing countries on issues of energy security, resilient supply chains, food and fertilizer security and climate-resilient development, particularly in light of the disruptions in global oil and LNG flows through the Strait of Hormuz;

1(c) whether Government has initiated or proposed any collective South-South cooperation mechanism for strategic energy reserves, renewable energy partnerships and crisis-response coordination to support developing countries affected by the present crisis, if so, the details thereof; and

(d) the manner in which these initiatives further India’s vision of a more inclusive, representative and resilient multilateral order reflecting the priorities of the Global South? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI PABITRA MARGHERITA)

(a) to (d): India has consistently worked to strengthen multilateralism and deepen cooperation among countries of the Global South through platforms such as the G20, BRICS, SCO and the Voice of Global South Summit, including on concerns arising from recent disruptions in global energy markets. India advocates greater cooperation among developing countries on energy security, food and fertilizer security, 2resilient supply chains, while safeguarding developmental priorities.

India engages with partner countries through bilateral and multilateral mechanisms, to exchange views, build consensus and support coordinated approaches aimed at mitigating adverse impacts on developing economies in the context of the recent energy disruptions, as also fostering discussions on renewable energy partnerships, clean energy transitions, capacity building and sharing of technology.

India assumed the BRICS Chairship in 2026 under the overarching theme "Building for Resilience, Innovation, Cooperation and Sustainability". Resilience is one of the substantive pillars of the Chairship under which deliberations on resilience of energy systems, supply chains and infrastructure are taking place. India is actively engaged in the discussions in G20 this year on matters relating to energy supply, diversification of energy sources and systems, greater investment in energy infrastructure, and increasing resilience of energy supply chains, while safeguarding the developmental priorities and policy space of developing countries.

3India's international initiatives, including the International Solar Alliance and the Global Biofuels Alliance, promote clean energy deployment, energy access, capacity building and sustainable energy transitions, contributing to South–South energy cooperation and to ensuring that the concerns and development priorities of the Global South are placed on the agenda of global decision-making processes.

These initiatives contribute to India's consistent advocacy of a more inclusive, representative, equitable and resilient multilateral order.

The inclusion of the African Union as a permanent member of the G20 during India's Presidency, and the expansion of BRICS membership, reflect India's sustained efforts to widen representation of developing countries in global decision-making.
