Will the Minister of TEXTILES वस्त्र मंत्री
be pleased to state :
(a) the details of upgraded looms distributed, worksheds constructed and lighting units installed under National Handloom Development Programme (NHDP) which are currently functional, non-functional or abandoned, State/UT-wise;
(b) the details of Handloom Producer Companies formed under NHDP, including currently active companies, turnover generated, number of member weavers and non-functional or dormant entities, State/UT-wise;
(c) the number of applications received, sanctioned, rejected and pending under the Weaver MUDRA Scheme during 2021-22, along with total amount sanctioned and disbursed thereof, State/UT-wise;
(d) the details of handloom weavers who applied for Weaver MUDRA loans but were unable to avail benefits due to procedural delays, State/UT-wise; and
(e) the details of artisans and weavers onboarded onto the Government e-Marketplace (GeM), Indiahandmade, and other digital commerce platforms, along with actual sales generated, active users and average earnings through such platforms, State/UT-wise? उत्तर ANSWER वस्त्र राज् य मंत्री (श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA)
(a): Under National Handloom Development Programme (NHDP) need based financial support is provided for various interventions like upgraded looms & accessories, construction of worksheds, lighting units, product & design development etc. State/UT-wise details of upgraded looms & accessories, worksheds constructed, lighting units provided under NHDP across the country during last three years are at Annexure-A.
(b): The Government promotes the formation and strengthening of Handloom Producer Companies (HPCs) as a key institutional mechanism for organizing handloom weavers intoprofessionally managed, member-owned enterprises. 237 Handloom Producer Companies are formed under NHDP during 2020-21 to 2025-26.
(c) & (d): Concessional Credit/Weaver MUDRA Scheme is a component of National Handloom Development Programme (NHDP) to provide adequate and timely assistance from the Banks/financial institutions to the handloom sector to meet their credit requirement for term loan & working capital in a flexible and cost-effective manner across the country. Margin money assistance is provided @ 20% of loan amount subject to maximum of Rs.25,000/- to individual handloom weaver/weaver entrepreneur and @ 20% of loan amount subject to maximum of Rs.20.00 lakh (@ Rs.2.00 lakh for every 100 weaver/worker) to handloom organization.
However, only handloom organizations are eligible for getting loans at concessional interest rate of 6% for a period of 3 years subject to interest subvention capped upto 7% by the GoI. Credit guarantee fee on loan to handloom organization only is also provided for a period of 3 years.
For timely disbursal of financial assistances i.e. Margin money, Interest Subsidy and Credit Guarantee Fee by participating banks, a centralized online claim disbursement system “Handloom Weaver Mudra Portal” has been developed in association with Punjab National Bank. Margin money is transferred directly to the loan account of beneficiaries and interest subsidy is transferred directly to concerned banks through the Portal.
For availing loan under the scheme, eligible handloom weaver/worker is required to approach participating bank concerned with the filled-up application and submit it in the bank with necessary documents. It is for the bank concerned to satisfy itself with the eligibility of the applicant for grant of loan to the beneficiary. State-wise number of loan and amount of loan sanctioned under Concessional Credit/Weaver MUDRA Scheme under NHDP during 2021-22 to 2026-27 (upto 30.06.2026) is at Annexure-B.
(e): About 1.50 lakh weavers/handloom entities on-boarded on Government e-Marketplace
(GeM) for marketing of handloom products to the Government Departments. The Government has also developed Indiahandmade as a dedicated e-commerce platform for authentic handloom products, including GI-tagged products, enabling verified weavers and producer groups to sell directly to consumers. 5413 weavers onboarded onto Indiahandmade platform during 2023-24 to 2026-27 (upto 30.06.2026).Annexure-A State/UT-wise details of upgraded looms & accessories, construction of worksheds, lighting units provided under NHDP during last three financial years S.
