Will the Minister of JAL SHAKTI be pleased to state:

(a) the current implementation status and the progress made under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) including irrigation coverage expanded and area brought under assured irrigation under the “Har Khet Ko Pani” component during the last three years in the country including Telangana and Dahod Lok Sabha Constituency of Gujarat;

(b) the details of irrigation projects completed, under implementation and approved under PMKSY as on May, 2026, State-wise including Telangana, Dahod Lok Sabha Constituency of Gujarat and districts falling under Bharatpur Lok Sabha Constituency;

(c) the details of the funds sanctioned, released and utilised under PMKSY;

(d) whether any micro-irrigation, watershed development and water-use efficiency measures have been integrated under PMKSY in the country, particularly in Dahod Lok Sabha Constituency of Gujarat and if so, the details thereof along with the impact achieved on irrigation efficiency, crop productivity, farmer’s income and water conservation; and

(e) the steps being taken to strengthen irrigation infrastructure in drought- prone and water-scarce regions including Bundelkhand to ensure sustainable agricultural growth? 1ANSWER THE MINISTER OF JAL SHAKTI (SHRI C R PATIL)

2STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO. *165 TO BE ANSWERED ON 30.07.2026 IN LOK SABHA REGARDING “PROGRESS MADE UNDER PMKSY”

(a) Pradhan Mantri Krishi Sinchai Yojana (PMKSY), launched in 2015-16, is an umbrella scheme being implemented by the Government of India. Two major components of PMKSY are being implemented by the Department of Water Resources, River Development & Ganga Rejuvenation (DoWR,RD&GR), Ministry of Jal Shakti (MoJS), namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). Further, three sub-components of HKKP are under implementation by DoWR,RD&GR, namely, (i) Command Area Development & Water Management (CAD&WM); (ii) Surface Minor Irrigation

(SMI); and (iii) Repair, Renovation and Restoration (RRR) of Water Bodies.

CAD&WM sub-component of HKKP has been taken up for pari passu implementation with AIBP.

The details of increase in irrigation coverage under these components of

PMKSY are given below:

204.74 thousand hectare irrigation potential has been created in Telangana under AIBP since April’ 2016, out of them15.18 thousand hectare has been created in last three years. Further, 25.55 thousand hectare irrigation potential has been restored in Telangana under HKKP-RRR, out of which 9.24 thousand hectare has been restored in last three years. No project of Dahod 3Lok Sabha constituency has been taken up under AIBP and HKKP components of PMKSY.

(b) State-wise details of irrigation projects approved and completed under PMKSY as on May, 2026, including Telangana and districts falling under Bharatpur Lok Sabha Constituency are given at Annexure.

(c) Details of central assistance provided under different components of PMKSY is as follows.

(d) In addition to AIBP and HKKP, Watershed Development Component (WDC) of PMKSY is being implemented by Department of Land Resources (DoLR). Also, Per Drop More Crop (PDMC) Scheme, dedicated for micro irrigation development is being implemented by Department of Agriculture and Farmer’s Welfare (DoA&FW) earlier under PMKSY and now under Pradhan Mantri-Rashtriya Krishi Vikash Yojna (PM-RKVY).114.60 lakh hectare area has been brought under micro irrigation under PDMC since 2015-16. In addition, 9,434 Watershed Development projects have been taken under PMKSY-WDC.

14,071 hectare area of Dahod district has been brought under micro irrigation under PDMC. Further, two watershed development projects covering an area of 15,785 hectare in Dahod district has been taken up under PMKSY- WDC.

In addition, Modernization of Command Area Development and Water Management (M-CADWM) has been taken up by DoWR,RD&GR, as a pilot Scheme covering 77,106 hectare area, with aim to modernize irrigation water supply network with robust backend infrastructure for micro-irrigation by 4farmers from established source to the farm gate with underground pressurized piped irrigation.

PMKSY has made a positive impact on irrigation efficiency, crop productivity and water conservation by facilitating expansion of irrigation coverage, strengthening last-mile connectivity, promoting micro-irrigation, improving on-farm water management and undertaking watershed development activities. These interventions have enhanced water-use efficiency, reduced conveyance and application losses, improved availability of irrigation water, increased agricultural productivity and promoted sustainable management of water resources.

(e) Priority has been accorded to projects benefiting drought-prone and water- scarce regions while selecting projects for inclusion under PMKSY-AIBP. 59 projects benefitting drought prone areas were included under PMKSY-AIBP during 2015-16, of which 04 (four) projects are located in Bundelkhand region.

Irrigation potential created since April’2016 under such projects is 16.65 lakh hectare, of which 0.97 lakh hectare has been created in Bundelkhand region.

To strengthen irrigation infrastructure in drought-prone and water-scarce regions including Bundelkhand region, special provisions were made during 2021-22 for criteria of selection of projects and central funding ratio under PMKSY-AIBP. If a project has more than 50% command in drought prone area, 50% advance stage criteria has been relaxed and the project can be included since beginning of the construction with enhance funding ratio of 60 (Centre):

40 (State) in the proportion of command area falling in drought prone area.

05 (five) more projects benefitting drought prone areas with ultimate irrigation potential of 2.44 lakh hectare has been included under PMKSY-AIBP after 2021-22. Irrigation potential created under these projects is 0.61 lakh hectare.
