Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether the Government has reviewed the implementation of Production Linked Incentive

(PLI) Schemes and other initiatives to promote domestic pharmaceutical manufacturing and reduce dependence on imported Active Pharmaceutical Ingredients (APIs), if so, the details thereof;

(b) the details of pharmaceutical manufacturing units approved/supported under Central Government schemes during the last five years, including investment attracted, employment generated and manufacturing capacity created, State-wise and year-wise including Maharashtra;

(c) whether Maharashtra has received an adequate share of the total outlay under the said schemes, if so, the details thereof and if not, the reasons therefor;

(d) whether the Government proposes to establish Pharmaceutical Parks, Bulk Drug Parks or Medical Device manufacturing clusters to promote industrial development and employment opportunities, if so, the details thereof, State-wise, particularly in the Vidarbha region of Maharashtra;

(e) whether entrepreneurs and MSMEs have received financial assistance, incentives or approvals under these schemes in Akola district of Maharashtra during the last five years, if so, the details thereof, year-wise; and

(f) the State-wise measures taken to strengthen the pharmaceutical manufacturing ecosystem, promote exports, reduce import dependence and ensure affordable medicines? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL)

(a) to (f): A statement is laid on the Table of the House.Statement referred to in reply to the Lok Sabha Starred Question No. *282 (2nd Position) for answer on 7.8.2026, raised by Shri Anup Sanjay Dhotre and Prof. Varsha Eknath Gaikwad, regarding “Promotion of Pharmaceutical Manufacturing in Maharashtra”

(a) The Government regularly reviews the progress of PLI Schemes and other initiatives which are being implemented to promote domestic pharmaceutical manufacturing and reduce dependence on imported Active Pharmaceutical Ingredients (APIs) throughout the country. The

details of these schemes are as under:

(i) PLI Scheme for promotion of domestic manufacturing of critical Key Starting Materials

(KSMs) / Drug Intermediates (DIs) / Active Pharmaceutical Ingredients (APIs) in India (also known as the PLI Scheme for Bulk Drugs): This scheme aims to avoid disruption in supply of active pharmaceutical ingredients (APIs) used to make critical drugs for which there are no alternatives by reducing supply disruption risk due to excessive dependence on imports. Under the scheme, 48 projects have been approved for manufacturing of 33 APIs.

As of March 2026, against committed investment of ₹4,329.95 crore, cumulative investment for the projects approved under the scheme has substantially exceeded the target, reaching ₹5,070.45 crore.

(ii) Production Linked Incentive (PLI) Scheme for Pharmaceuticals: This scheme aims to enhance India’s manufacturing capabilities by increasing investment and production in the sector and also contribute to manufacturing of high-value goods in the pharmaceutical sector. Under the scheme, 55 companies/pharmaceutical entities have been selected for production of approved products under eligible product categories. As of March 2026, against committed investment of ₹17,275 crore, cumulative investment under the scheme has substantially exceeded the target, reaching ₹45,774 crore. An employment of 1,16,884 persons has been generated till March, 2026. More than 700 KSMs/DIs/APIs have been manufactured under the scheme.

(iii) Under the Scheme for Promotion of Bulk Drug Parks, which has a total budgetary outlay of ₹3,000 crore, three parks have been approved in the States of Andhra Pradesh, Gujarat and Himachal Pradesh, through their respective State Implementing Agencies. The total project cost of these is over ₹6,300 crore, with Central assistance to the tune of ₹1,000 crore each for creation of common infrastructure facilities. These parks would offer land and utilities such as power, water, effluent treatment plant, steam, solid waste management, warehouse facilities at a subsidised rate. The State Implementing Agencies of the three States are also offering fiscal incentives in the form of capital subsidy on fixed capital investment, interest subsidy, State Goods and Services Tax reimbursement, exemption of stamp duty and registration charges, etc.(b): The State-wise details of approved projects, investment made, employment generated and capacity created for both PLI schemes for Bulk Drugs and PLI scheme for Pharmaceuticals are placed at Annexure.

(c): The total outlay approved under the PLI Scheme for Bulk Drugs and PLI Scheme for Pharmaceuticals is ₹6,940 crore and ₹15,000 crore respectively. There is no provision for state- wise allocation of budget under total outlay approved for each scheme. Further, incentives are disbursed to approved applicants/manufacturing entities based on fulfilling investment criteria and sales targets prescribed under the schemes.

(d): (i) Under the Scheme for Promotion for Medical Device Parks, three medical device parks have been approved in Greater Noida (Uttar Pradesh), Ujjain (Madhya Pradesh), and Kanchipuram (Tamil Nadu).

(ii) Under the Scheme for Promotion for Bulk Drug Parks, three bulk drug parks have been approved in Bharuch (Gujarat), Nakkapalli (Andhra Pradesh) and Una (Himachal Pradesh).

(e): Under the PLI Scheme for Pharmaceuticals, there is a dedicated Category C for Micro, Small and Medium Enterprises (MSMEs) in which 20 applicants are approved and incentive amount of ₹185.52 crore has been disbursed till March 2026. However, no approved applicant belongs to Akola district of the State of Maharashtra.

(f): The schemes mentioned above are being implemented by the Government throughout the country to strengthen the pharmaceutical manufacturing ecosystem, promote exports, reduce import dependence and ensure affordable medicines.Annexure Annexure referred to in the reply to part (b) of the Lok Sabha Starred Question No. *282 (2nd Position), to be answered on 7.8.2026 i.
