Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) the steps taken by the Union Government in coordination with State Governments, to strengthen monitoring of fertilizer distribution during the Kharif and Rabi seasons;

(b) the number of inspections, raids and enforcement actions undertaken across the country to address diversion, hoarding, black-marketing and over-pricing, State-wise;

(c) the mechanisms adopted to detect and prevent the supply of sub-standard fertilizers, including sampling, laboratory testing and follow-up action on non- compliance;

(d) the manner in which coordination among district authorities, agriculture departments and fertilizer units is likely to be strengthened to ensure uninterrupted and equitable fertilizer availability to farmers;

(e) whether the Government is aware about the shortage of fertilizer during the sowing season and resultant problems faced by the farmers, if so, the details thereof; and

(f) the production and demand of fertilizers during the last three years? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL)

(a), (d) & (e) Following steps are taken by the Government every season for ensuring

timely and adequate availability of fertilizers in the country:

I. Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State-2- Governments, assesses the State-wise & month-wise requirement of fertilizers. On the basis of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability.

II. The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS).

III. The gap between demand (requirement) and production for Urea & other fertilizer is met through imports. The import for the season is also finalized well in advance to ensure timely availability.

IV. The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents.

V. Regularly coordinate with the Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States.

VI. The distribution of fertilizers within the State at district level is done by the concerned State government.

Accordingly, the availability of fertilizers, viz. Urea, DAP, MOP and NPKS has remained adequate across the States. The information regarding the requirement, availability, sales and closing stock of said fertilizers during the Rabi 2025-26 and ongoing Kharif 2026 season is placed at Annexure-A.

(b) & (c) Department of Agriculture and Farmers Welfare (DA&FW) is administering the Fertilizer (Inorganic, Organic or Mixed) Control Order (FCO), 1985 under the Essential Commodities Act, 1955. FCO, 1985 strictly prohibits the manufacture/sale of fertilizers which are not of prescribed standards. Under FCO, State Governments are the enforcement authority empowered to take action against violation. It is the responsibility of the States to ensure quality fertilizers are-3- available to farmers. Accordingly, State authorities take necessary action as per the Essential Commodities Act as the case may be. Any violation of the provision of the Fertilizer (Control) Order invokes both administrative action such as Cancellation & Suspension of Authorization letter and Penal action under the Essential Commodities Act of punishment for a period of three months to seven years.

Accordingly, information received from the DA&FW regarding the action taken by the State Governments to check black marketing, hoarding, diversion, quality-related violations and other malpractices during the Kharif 2026 season, for the period from April 2026 to July 2026 (till 17.07.2026), is placed at Annexure-B.

(f) The details regarding the demand of fertilizers, viz. Urea, DAP, MOP, NPKS and SSP during the last three years from year 2023-24 to 2025-26 are as under:
