Parliament Question: Revival of Closed Fertilizer Units

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) the details of fertilizer manufacturing units that remained closed prior to 2014 and have been revived thereafter, unit-wise;

(b) the annual production capacity added through the revival of the Ramagundam, Gorakhpur, Sindri, Barauni and Talcher fertilizer plants after 2014, along with the total investment made and employment generated by each of the said unit;

(c) whether any closed fertilizer manufacturing units were revived during the period prior to 2014, if so, the details thereof, including the investment made and production capacity created;

(d) whether the Government has any proposal to establish a new fertilizer manufacturing plant to improve fertilizer availability, promote industrial development and generate employment in the Bundelkhand region; and

(e) if so, the details thereof along with the timeline for its implementation? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL)

(a) to (e) With regard to Urea, under New Investment Policy (NIP) – 2012, total 4 urea units have been revived through Joint Venture (JV) route viz. Ramagundam urea unit of Ramagundam Fertilizers and Chemicals Ltd (RFCL) in Telangana and 3 urea units at Gorakhpur, Sindri and Barauni of Hindustan Urvarak & Rasayan Limited-2-

(HURL) in Uttar Pradesh, Jharkhand and Bihar, respectively. Each of these units has an installed capacity of 12.7 Lakh Metric Tonne per annum (LMTPA). As per the information received from units, the project cost is Rs.6338 crore for RFCL, Rs.9443.20 crore for Gorakhpur, Rs.8939.25 crore for Sindri and Rs.9512.15 crore for Barauni. This has

provided direct and indirect employment to approx. 1500 personnels for each projects.

Further, Talcher Fertilizer Limited (TFL), a new Greenfield Urea plant with production capacity of 12.7 Lakh Metric Tonne urea Per Annum is being set up at Talcher, Odisha through Joint Venture (JV) route after revival of Talcher Unit of Fertilizer Corporation of India Limited (FCIL). Further, a new Brownfield Ammonia-Urea Complex namely Assam Valley Fertilizer chemical Company limited (AVFCCL) with 12.7 Lakh Metric Tonnes (LMT) annual capacity of Urea production is also being set up within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), Namrup, Assam.

The Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f.

01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers under the Scheme, P&K fertilizers are covered under Open General License (OGL) and companies are free to import/manufacture these fertilizers or establish/revive fertilizer manufacturing units as per their business dynamics.

In addition to this, on 15.07.2026, CCEA approved National Investment Policy for Urea-2026 for Aatmanirbhar Bharat (NIPU-2026) for making fresh investments in Urea Sector. *******
