Parliament Question: Rural Road Development in Perambalur

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the total road length sanctioned, completed and operationalized under the Pradhan Mantri Gram Sadak Yojana Phase-III (PMGSY- III) during the last three years in Tamil Nadu, with particular reference to the Perambalur Lok Sabha Constituency;

(b) the details of the total central financial resources utilized for constructing all-weather rural roads connecting remote hamlets to market centers in Perambalur over the last three years;

(c) whether any independent quality inspections, conducted by National Quality Monitors, have flagged substandard road construction work in the district during this period; and

(d) the steps taken by the Government to enforce strict long-term maintenance contracts on private road contractors operating in the State? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)

(a): Under Pradhan Mantri Gram Sadak Yojana-III (PMGSY III), a total 672 road works of 2929 km road length and 28 bridges have been sanctioned in the state of Tamil Nadu. From Financial Year 2023-24 till date, 930 road works of 3945 km including the road length sanctioned in previous years and 66 bridges have been completed.

As on 30.07.2026, under PMGSY III, 29 road works of 94 km length and 17 bridges are at various stages of construction in the state of Tamil Nadu. Perambalur Parliamentary Constituency comprises parts of Karur, Perambalur and Tiruchirapally districts. During the last three years, under PMGSY III, a total of 19 road works covering 73 km road length have been sanctioned. In the last three years, 29 road works covering 112 km road length, including the road length sanctioned in previous years, have been constructed in the Parbhani Page 1 of 3Lok Sabha Constituency. All the sanctioned works have been completed.

(b): The fund for implementation of the scheme is released by the Ministry to the States/UTs as a whole and not district-wise. Further, the funds are released on the basis of works in hand, the progress achieved in the project and after due submission of necessary documents. The fund releases under PMGSY are through the SNA SPARSH system. The funds released and expenditure incurred by the State of Tamil Nadu, during the last three years and current year, are

(c): During the last three years, in the Perambalur Lok Sabha Constituency, a total of 5 inspections were conducted by National Quality Monitors and all works graded as satisfactory. Hence, there is no Action Taken Report (ATR) pending against these inspections.

(d): The implementation of PMGSY is monitored in the States/UTs through a multi-tier mechanism to ensure the timely completion of works, quality maintenance and improved accessibility of rural roads, including in the State of Tamil Nadu. The major measures taken by the Ministry, include Electronic Maintenance of PMGSY roads (e- MARG), an online platform, has been implemented in all the states/UTs to monitor maintenance of PMGSY works for five years from the date of completion (i.e. under Defect Liability Period- DLP).

Consequent upon the introduction of e-MARG i.e. software module for maintenance payments to the contractor during the defect liability period, such payments have been made commensurate with the quality of roads through a performance-based contract management system. All PMGSY works are covered by initial five-year Page 2 of 3maintenance contracts during the Defect Liability Period (DLP) as per the Standard Bidding Document. Maintenance funds to service the contract are required to be budgeted by the State/UT Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate account. The routine inspections on roads are conducted on a bi-monthly basis and the expenditure is based on the performance. On expiry of the 5 years, during the post Defect Liability Period (post DLP), the roads are placed under Zonal maintenance contracts for a further term of 5 years, which includes renewal and maintenance from time to time.
