(a) the current status of the two proposed ship repair clusters at Kochi, Kerala and Vadinar, Gujarat, including the status of the DPR for the Vadinar cluster under review by the Government;
(b) the current physical progress of the Pandu Ship Repair Facility, Assam and the connecting road project from Pandu Port to NH-27/NH-31; and
(c) the current status and performance of the New Dry Dock and International Ship Repair Facility (ISRF) at CSL, Kochi, including the progress in onboarding an Operations & Maintenance partner? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL)
(a): International Ship Repair Facility (ISRF), Kochi of Cochin Shipyard Limited (CSL) was inaugurated in January 2024 and repair of commercial and naval vessels are undertaken at this facility. The project of Vadinar Ship Repair Cluster has been approved by the Cabinet Committee on Economic Affairs (CCEA) on May 05, 2026.
(b): The current physical progress for ship repair facility at Pandu is 97%. The construction of alternative road from Pandu Port to NH-27 has been completed in March 2026.
(c): The New Dry Dock (NDD) at CSL, Kochi, was inaugurated in January 2024. Since its operationalisation, shipbuilding of 05 vessels and ship repair of 02 vessels has been undertaken.
At the ISRF, repair of 45 vessels has been undertaken since its operationalisation in January 2024.
To strengthen the operational capabilities of the ship repair facilities, an enabling umbrella Memorandum of Understanding (MoU) was signed between the CSL and Drydocks World (DDW) on 08.04.2025 to explore opportunities for collaboration in the development and operation of ship repair clusters, particularly at Kochi and Vadinar.
