(a) whether it is true that the Government has identified land for establishing mega shipbuilding and repair centre in Andhra Pradesh;
(b) if so, details thereof; and
(c) the anticipated investment that is likely to be received and the timeline by which the centre is likely to become operational? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL)
(a) to (b) The Government of Andhra Pradesh proposes to establish greenfield shipbuilding cluster at Dugarajapatnam in Tirupati District. To establish this cluster, Vishakhapatnam Port (VPA) and Andhra Pradesh Maritime Board (APMB) have formed a Special Purpose Vehicle (SPV) named National Shipbuilding & Heavy Industries Park Andhra Pradesh Limited (NSHIPAP). Based on the application of NSHIPAP, the Ministry of Ports, Shipping and Waterways has given in-principle approval for development of greenfield shipbuilding cluster in May 2026.
(c) As per the preliminary Techno-Economic Feasibility Report (TEFR) submitted by NSHIPAP, the total indicative project cost for development of the integrated Port- cum Shipbuilding-cum-Ship Repair Cluster is estimated at approximately ₹29,254 crore, comprising investment in shipyard and port facilities, marine infrastructure, common infrastructure, land development, utilities and associated facilities. The final approval of the greenfield cluster and commencement of the cluster development is contingent upon NSHIPAP securing a firm commitment from an anchor shipyard and the finalization of Detailed project report (DPR) including the likely investment in the cluster.
