Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state

(a) the current status of completed and under-construction silos in Chhattisgarh under 'Hub and Spoke Model' silos proposed to be constructed at 249 locations across the country;

(b) the details of the bids received and the company-wise contracts awarded under Phase-I and Phase- 11 of the Scheme, including the total storage capacity and concession period;

(c) the details of the payments made by the Food Corporation of India (FCI) under the programme, year and company-wise;

(d) whether the Government has put in place any safeguards to keep check that not a single private entity or corporate group have the monopoly on the storage capacity ofFCl; and

(e) if so, the details thereoF ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA)

(a): So far, in the state ofChhattisgarh there is no silo constructed/proposed under Hub & Spoke model of Silos.

(b): The details of the bids received and the company-wise contracts awarded under Hub and Spoke Phase-1 and Phase-II is attached as Annexure-l. Concession period is 30 years in all projects under Hub & Spoke.

(c): No funds are allocated for construction and maintenance of Silos. The expenditure on Capital Investment for Silos is borne by private parties. Guarantee of hiring for 30 years is given. Rentals for hiring the capacity are to be paid by FCI.(d) & (e): Adequate safeguards have been put in place under the Private Entrepreneurs Guarantee

(PEG) Scheme and the Private Warehousing Scheme (PWS) through an open and transparent competitive tendering process. The competitive bidding framework ensures fair participation of eligible bidders and minimizes the possibility of any single private entity or corporate group monopolizing FCl’s hired storage capacity.

FCI's silo development program was initiated to promote scientific warehousing through the creation of modern storage infrastructure under PPP models, while also encouraging greater participation of private sector entities in the development and management of food grain storage facilities. The silo sector is widely recognized as a sunrise sector with substantial growth potential.

Restricting bidding participation to a limited set of entities may inadvertently reduce competition, discourage innovation, and constrain investment in the sector. To ensure fairness and transparency, tender notices for both Phase-I and Phase-II silo projects were given wide publicity through multiple channels in accordance with established procurement procedures. The tender conditions were uniformly applicable to all bidders, and no special preference or relaxation was extended to any particular entity. These measures ensured broad participation and competitive price discovery in the public interest.
