Parliament Question: Status of CAD&WM Programme in Odisha

3090. Shri PRADEEP PUROHIT:

Will the Minister of JAL SHAKTI be pleased to state:

(a) whether the Government maintains the data on the works being implemented under the Command Area Development and Water Management (CAD&WM) Programme in Odisha and if so, the details thereof, district and project-wise;

(b) the total financial assistance released by the Union Government and the State Government of Odisha under the CAD&WM Programme during the last two financial years, year and project-wise;

(c) the details and the number of projects completed, under implementation and yet to be completed under the CAD&WM Programme in Odisha, district-wise;

(d) the details of the works for which tenders have been invited, awarded or are under process under the CAD&WM Programme in Odisha during the last two years, project and district-wise; and

(e) the steps taken by the Government to expedite the completion of pending CAD&WM projects and ensure efficient utilisation of the irrigation potential created in Odisha? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY)

(a) to (c) Water, being State subject, water resources projects are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priority. Role of Government of India is to provide 1technical support, and partial financial assistance for identified projects under ongoing schemes.

Ninety-Nine (99) ongoing Major/Medium Irrigation projects (and 7 phases) with pari-passu command area development in 88 projects were identified and included under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) during 2016-17.

Eight Command Area Development and Water Management (CADWM) projects from Odisha were taken up under PMKSY. A total central assistance

(CA) of Rs. 131.964 crore released to these eight CADWM projects of Odishan since 2016-17. No CA released to any of these projects in the last two years. Out of the total command area of 236.39 thousand hectares under these projects, command area of 117.05 thousand hectares has been developed. Project-wise

(d) As per information provided by Government of Odisha, status of tender for various works under CADWM projects is given at Annexure.

(e) The progress of these projects is reviewed regularly at all levels in the Department of Water Resources, RD & GR and monitoring is carried out by the Central Water Commission to track physical and financial targets and expedite completion.
