1. सजं िप्त िीर्कग और प्रारंभ. — (1) इन जनयमों का संजिप्त नाम राष्ट्रीय रािमाग ग फीस (िरों का अवधारण और संग्रहण) (पांचवां संिोधन) जनयम, 2026 ह।ै

(2) य े01 नवंबर, 2026 को प्रवृत्त होंगे।

2. राष्ट्रीय रािमाग गिुल्क (िरों का अवधारण और संग्रहण) जनयम, 2008 के जनयम 9 म,ें उप-जनयम (3) के पश्चात्, जवद्यमान उप-जनयम (3क), (3ख) और (3ग) को क्रमिः उप-जनयम (3ख), (3ग) और (3घ) के रूप में पुनःसंखयांदकत दकया िाएगा और इस प्रकार पनु ःसंखयांदकत उप-जनयम (3ख) से पूवग, जनम्नजलजखत उप-जनयम अतं ःस्ट्र्ाजपत दकया िाएगा, अर्ागत:् — “(3क) ऐसा कोई व्यजि िो वाजणज्येतर उद्देश्यों के जलए रजिस्ट्रीकृत जवजधमान्य कायागत्मक फास्ट्टैग वाला एक यांजत्रक वाहन का स्ट्वाजमत्व रखता ह ैऔर वह फीस प्लािा से बीस दकलोमीटर की िरू ी के भीतर रहता है, वह अपने जवकल्प 8148 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पर, ऐसे फीस प्लािा स ेआवागमन करन े के जलए ऐस ेवाहन के जलए उप-जनयम (3) के अधीन माजसक पास या इस जनयम के अधीन ररयायती स्ट्र्ानीय पास प्राप्त कर सकेगा, िो जनम्नजलजखत के संिाय पर केवल उसी जवजिष्ट फीस प्लािा के जलए जवजधमान्य होगा— (क) एक हिार पांच सौ रुपये प्रजत वर्ग, िहााँ फीस प्लािा दकसी नगर पाजलका या स्ट्र्ानीय नगर िेत्र की सीमाओं से बाहर जस्ट्र्त ह;ै और (ख) तीन हिार रुपये प्रजत वर्,ग िहााँ फीस प्लािा दकसी नगर पाजलका या स्ट्र्ानीय नगर िेत्र की सीमाओं के भीतर जस्ट्र्त ह:ै परंत ु इस उप-जनयम के अधीन जनर्िगष्ट िरों को केंद्रीय सरकार द्वारा प्रजत वर् ग 1 अप्रलै को संिोजधत दकया िाएगा:

NOTIFICATION New Delhi, the 26th October, 2026 G.S.R.. 917(E).— In exercise of the powers conferred by section 9 of the National Highways Act, 1956 (48 of

1956), the Central Government hereby makes the following rules further to amend the National Highways Fee (Determination of Rates and Collection) Rules, 2008, namely:—

1. Short title and commencement. — (1) These rules may be called the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026.

(2) They shall come into force on the 01st day of November, 2026.

2. In the National Highways Fee (Determination of Rates and Collection) Rules, 2008, in rule 9, after sub-rule (3), the existing sub-rule (3A), (3B) and (3C) shall be renumbered as sub-rule (3B), (3C) and (3D) and the following sub-

rule shall be inserted, before sub-rule (3B) as so renumbered, namely:— “(3A) A person who owns a mechanical vehicle, with valid functional FASTags registered for non-commercial purposes and resides within a distance of twenty kilometres from a fee plaza may, at his option, obtain either a monthly pass under sub-rule (3) or Concessional Local Pass under this rule for such vehicle for commuting through the such fee plaza, which shall be valid only for that specific fee plaza, on payment of—

(a) rupees one thousand and five hundred per annum, where the fee plaza is situated outside the limits of a municipal or local town area; and

(b) rupees three thousand per annum, where the fee plaza is situated within the limits of a municipal or local town

area:

Provided that the rates specified under this sub-rule may be revised by the Central Government annually on every 1st April of the year:

Provided further that no such Concessional Local Pass shall be issued for commuting on a national highway

or expressway on which fee is levied based on the closed user fee collection system:

Provided also that no such Concessional Local Pass shall be issued if a service road or alternative road is available for use by such driver, owner or person in charge of such mechanical vehicle.”. [F. No. H-25016/03/2026-Toll/E-268870] CHETNA NAND SINGH, Jt. Secy.
