(2) के खडं (यठ) के साथ पठठत धारा 11 की उपधारा (1) के द्वारा प्रित् त िजियों का प्रयोग करते हुए, वाजणज्य और उद्योग मंत्रालय के वाजणज्य जवभाग के अधीन सभी सात जविेष आर्थिक क्षेत्रों के जवकास आयुि के पि पर भती की पद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाित:् -

1. संजक्षप्त नाम और प्रारंभ. - (1) इन जनयमों का संजक्षप् त नाम वाजणज्य एव ंउद्योग मंत्रालय, वाजणज्य जवभाग, जवकास आयुि, जविेष आर्थिक क्षत्रे भती जनयम, 2026 ह।ै

(2) य ेरािपत्र म ें उनके प्रकािन की तारीख को प्रवृत् त होंगे।

2. पि की संख्या, वगीकरण और वेतन मैठरक्स म ें स्ट् तर. - पि की संख्या, उनका वगीकरण और वेतन मैठरक्स में उनका स्ट् तर वह होगा िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट् तंभ (2) स े स्ट् तंभ (4) म ेंजवजनर्ििष्ट ह ैं। 6550 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

3. भती की पद्धजत, आयु-सीमा, अहति ाएं आदि.- उि पि पर भती की पद्धजत, आयु सीमा, अहति ाए ंऔर उनस ेसंबंजधत अन्य बात ें वे होंगी िो उक्त अनसु ूची के स्ट् तंभ (5) स े स्ट्त ंभ (13) म ें जवजनर्ििष्ट ह।ै

4. जनरहति ाए.ं - कोई व्यजि, (क) जिसने ऐस े व्यजि स,े जिसका पजत या पत्नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै या (ख) जिसन े अपने पजत या पत्नी के िीजवत रहत े हुए दकसी व्यजि स े जववाह दकया ह ैया जववाह की संजविा की ह,ै उि पिों पर जनयुजि के जलए पात्र नहीं होगा:

परन्त ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो वह दकसी व्यजि को इस जनयम के प्रवतिन स ेछूट िे सकेगी ।

5. जिजथल करन े की िजि. - िहां केंद्रीय सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन ह ै वहा ं वह उसके जलए िो कारण ह ैं उन् ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वगि या प्रवगि के व्यजियों के संबंध म ेंआिेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजि. - इन जनयमों की कोई बात आरक्षण, आय ुसीमा म ेंछूट और अन्य ठरयायतों पर प्रभाव नहीं डालगे ी जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय – समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों, भूतपूव ि सैजनकों और अन्य जविेष प्रवग ि के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की संख्या। वगीकरण। वेतन चयन सीधे भती सीधे भती सीधे भती मैठरक्स में अथवा दकए िाने दकए िाने दकए िान े स्ट् तर। अचयन वाले वाले वाले पि । व् यजक् तयों व् यजक् तयों के व् यजक् तयों के जलए आयु - जलए के जलए सीमा। अपेजक्षत जवजहत िैजक्षक और आयु और अन्य िैजक्षक अहति ाएं। अहति ाएं प्रोन्नत व् यजक् तयों की ििा में लागू होंगी या नहीं।

(2) अपर सजचव, (ख) जिनके पास जनम्नजलजखत वाजणज्य जवभाग - िैक्षजणक अहति ा और अनुभव हो:- सिस्ट्य;

(i) दकसी मान्यता प्राप्त (3) अपर सजचव, उद्योग जवश्वजवद्यालय या संस्ट्था से संवधिन एवं आंतठरक स्नातक जडग्री; और व्यापार जवभाग - सिस्ट्य;

(ii) प्रिासजनक मामलों, व्यापार, (4) अपर सजचव, सूक्ष्म, उद्योग और जवि के क्षेत्र में पंद्रह लघ ु एव ं मध्यम उद्यम वष िका संयुि अनुभव। मंत्रालय – सिस्ट्य ठटप्प ण 1: प्रजतजनयुजि की अवजध, जिसमें इस जनयुजि से ठीक पहले केन् द्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में धाठरत दकसी अन्य कैडर बाह्य पि पर प्रजतजनयुजि की अवजध भी िाजमल ह,ै साधारणत: पााँच वषि से अजधक नहीं होगी। ठटप्प ण 2: प्रजतजनयजु ि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आवेिन प्राप्त करने की अंजतम तारीख तक 58 वषि से अजधक नहीं होगी। [फा. सं. ए-8/1/2015-एसईिडे ] जवमल आनंि, संयुि सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF COMMERCE AND INDUSTRY (Department of Commerce)

NOTIFICATION New Delhi, the 30th July, 2026 G.S.R. 759(E).— In pursuance of sub-section (1) of section 11 read with clause (zl) of sub-section (2) of section 55 of the Special Economic Zones Act, 2005 (28 of 2005), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Development Commissioner in the Special Economic Zones under the Ministry of Commerce and Industry, Department of Commerce, namely: -

1. Short title and commencement.- (1) These rules may be called the Ministry of Commerce and Industry, Department of Commerce, Development Commissioner, Special Economic Zones Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rule.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matter relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living,- or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of opinion that it is necessary and expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, and the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Member Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed five years.
