1192 (अ), दिनांक 03 दिसंबर, 2001 और तत्कालीन पोत पररवहन, सड़क पररवहन और रािमागग मंत्रालय (सड़क पररवहन और रािमाग ग जवभाग) की अजधसूचना संख्या का.आ. 465 (अ), दिनांक 26 अप्रलै , 2002 द्वारा तजमलनाडु राज्य म ें पुरान े राष्ट्रीय रािमाग ग संख्या 7 (नया एनएच - 44) के दकमी 248.165 स े 259.230 (नमक्कल बाईपास), दकमी 292.400 स े दकमी 306.400 (करूर बाईपास और दकमी 259.230 से दकमी 292.400 (सेलम – मिरु ै खंड) तक के खंडों को भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिसे इसके पश्चात ्‘प्राजधकरण’ कहा िाए) को सुपुि गदकया है;

अतः, अब, राष्ट्रीय रािमागग िुल्क (िर अवधारण एवं संग्रहण) जनयम, 2008 के जनयम 3 (जिसे इसके पश्चात "जनयम" कहा िाए) के साथ परित राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए और भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की दिनांक 08.05.2009 की अजधसूचना संख्या का.आ. 1180 (अ) का अजधक्रमण करत े हुए केंरीय सरकार एतिद्वारा तजमलनाडु राज्य म ेंनए राष्ट्रीय रािमाग ग संख्या 44 के दकमी 248.625 से दकमी 292.600 तक नमक्कल- करूर खंड के चार लेन के उपयोग के जलए नीचे िी गई सारणी (1) के स्ट्तंभ

(1) (2) कार, िीप, वैन अथवा हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के मालवाहक वाहन अथवा जमनी बस 1.05 बस अथवा रक (िो धुरी वाल)े 2.20 तीन धरु ा वाल ेवाजणजज्यक वाहन 2.40 भारी जनमागण मिीनरी (एच.सी.एम.) अथवा अथ गमूववंग उपस्ट्कर (ई.एम.ई) अथवा बहुधुरीय वाहन (एम.ए.वी.) (चार से छह धरु ी 3.45 वाले) बड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20

1. इसके अंतगगत उिगृहीत और सगं ृहीत िुल् क ऐसे िुल्क प् लािाओं के अंतगगत जवजनर्िगष् ट जनवल सड़क लंबाई हते ुजनम्न जलजखत िुल्क प्ल ािाओं म ेंिेय और संिये होगी, अथागत:- सारणी-2 िल्ु क प्लाज़ा का स्ट्थान (चने िे ) लबं ाई (दक.मी. म)ें जिसके जलए िल्ु क िर जिस पर िल्ु क सिं ेय ह ै सिं ेय ह ै

37.369 दकमी चार लने या अजधक लेन के जलए तजमलनाडु राज्य में नमक्कल जिले के [10 करोड़ रुपये या उससे अजधक लागत उपयुगि सारणी 1 म ें रसमपलायम गांव में दकमी 259+500 पर। वाले बाईपास के लंबाई और 60 मीटर उजल्लजखत आधार िरों से अजधक लंबाई वाली सरं चनाओं को का 100% छोड़कर

2. उपयुगि के अजतररि, जनम्न जलजखत िुल् क प् लाज़ा पर 10 करोड़ रुपये या उससे अजधक लागत वाले बाईपास के उपयोग के जलए ऐस े िुल्क प्ल ािाओं के अंतगगत जवजनर्िगष् ट जनवल बाईपास लंबाई हते ु जनम्नजलजखत िल्ु क भी िेय और संिेय होगा:

3. उपयुगि के अजतररि, जनम्नजलजखत िुल्क प्लाज़ा (प्लािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत संरचनाओं के उपयोग के जलए 10 के समतुल्य गुणक द्वारा ऐसी संरचनाओं की लंबाई को गणु ा करके रािमागग की समतुल्य लंबाई में पररवर्तगत करके संरचनाओं की लंबाई पर जनम्नजलजखत िल्ु क भी िेय और संिेय होगा:- सारणी 4 िल्ु क प्लाज़ा का अवस्ट्थान सड़क की समतल्ु य लबं ाई म ें समतल्ु य सड़क िर जिस पर िल्ु क सिं ेय ह ै (चने िे ) पररवर्ततग की िान े वाली लबं ाई (दकमी म)ें सरं चना की लबं ाई (दकमी म)ें तजमलनाडु राज्य में नमक्कल जिल े चार या अजधक लने के जलए के रसमपलायम गांव म ेंदकमी 25 उपरोि सारणी-1 म ें

4. गैर वाजणजज्यक प्रयोिन के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और टोल प्लािा स े बीस दकलोमीटर की िरू ी के भीतर जनवास करने वाल ेव्यजि के जलए माजसक पास की िर वर्ग 2026-27 के जलए 360/- रुपए (रुपए तीन सौ साि मात्र) ह ैऔर उि जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध्यधीन ह।ै

5. रािमागग खंड पर बहुयात्राओं के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत: सारणी 5 सिं ेय धनराजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुणा िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भगु तान िुल्क की पचास भुगतान की तारीख से एक महीना राजि का िो जतहाई4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

6. िुल्क प्लाज़ा जस्ट्थत होन ेवाले जिले में पंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन चलाए िा रह ेवाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बित े दक ऐसे वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड़ या वैकजल्पक सड़क उपलब्ध न हो।

7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स ेअजधक भार लि ेयांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए उि जनयमों के जनयम 10 म ेंजवजनर्िगष्ट िुल्क का भुगतान करने के जलए उत्तिायी होगा।

8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप्त वाहनों की श्रणे ी, सर्वगस रोड़, वैकजल्पक सड़क, इत्यादि उि जनयमों म ेंजवजनर्िगष्ट पररभार्ाओं के अनरूु प होंगी।

9. उि जनयमों के जनयम 12 के अनसु ार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा।

10. उपयुगि सारणी-1 में यथा-उल्लजे खत आधार वर् ग2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों स े िुल्क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उस ेउि जनयमों के जनयम 5 के अनुसार प्रजतवर्ग संिोजधत दकया िाएगा तथा तिनुसार उस ेअग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा।

NOTIFICATION New Delhi, the 28th August, 2026 S.O. 4793(E).— Whereas, by notifications of the Government of India in the Ministry of Road Transport and Highways number S.O.1192 (E), dated the 3rd December,2001 and in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways), number S.O.

465(E), dated the 26th April, 2002, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretches from Km 248.165 to 259.230 (Namakkal Bypass), Km 292.400 to Km 306.400 (Karur Bypass and Km 259.230 to Km 292.400 (Salem – Madurai section), of National Highway old No.7 (New NH-44) in the state of Tamil Nadu, to the National Highways Authority of India hereinafter referred to as the Authority):

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), and in supersession of the notification of the Government of India in the Ministry of Road Transport and Highways number S.O.1180 (E) dated 08.05.2009, the Central Government, hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 37.369 kms[Table 2] and for equivalent structure length (having more than 60m) of 10.300 Km (having length of 1.030 Km [Table 4]) and at one and half times the base rate for bypasses having length of 2.971 kms [Table 3] costing rupees 10 cr or more on the type of vehicles specified in column (1) of the Table 1 below for the use of four lane of Namakkal – Karur section from Km 248.625 to 292.600 of new National Highway no.44 in the State of Tamil Nadu and authorize the Authority to collect toll fee either through its officials or through an agency, the said fee, namely:- Table-1 Base rate of fee per km for the base Type of Vehicle year 2007-08 (in Rupees)

3. 4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs.360./- (Rupees Three Hundred and Sixty Only) for the FY 2026-27 which is subject to revision every year as per the provisions of the said rules.

5. For multiple journey on the highway section, passes shall be issued at the following rates namely:

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza shall be 50% of the specified rate for that category of vehicle provided no service road or alternate road is available for use of such commercial vehicles.

7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the over loaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules.

8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rules.

9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules.

10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the

rule 5 of the said rules and the same shall be published in at least one newspapers in English and vernacular language.
