1. सजं क्षप्त िाम और प्रारंभः (1) इि जियमों का संजक्षप्त िाम कौिल जिकास और उद्यमिीलता मंत्रालय, प्रजिक्षण महाजिदेिालय (मजहला प्रजिक्षण के जसिाय), आिुजलजपक श्रेणी-I (समूह-‘ख’ पद) भती जियम, 2024 ह।ै

2. ये रािपत्र म ेंउिके प्रकािि की तारीख को प्रिृत्त होंगे। 4752 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3 .पद सख्ं या, िगीकरण और िते ि मट्रै रक्स स्ट्तर : उि पद की संख्या, उसका िगीकरण और उसका िेति मैट्ररक्स म ें उसका स्ट्तर िह होगा िो इि जियमों स े उपाबद्ध अिुसूची के स्ट्तंभ (2) स ेस्ट्तंभ (4) म ें जिजिर्दष्टा ह।ैं 4 .भती की पद्धजत, आय ु सीमा, अहता ाएं आददः- उि पद पर भती की पद्धजत, आय ु सीमा, अहता ाएं और उससे संबंजधत अन्य बातें िे होंगी िो उि अिुसूची के स्ट्तंभ (5) स ेस्ट्तंभ (13) म ेंजिजिर्दष्टा ह।ैं 5 .जिरहता ा–िह व्यजि:- (क) जिसि े ऐसे व्यजि स,े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजिदा की ह;ै या (ख) जिसिे अपिे पजत या अपिी पत्नी के िीजित रहते हुए दकसी व्यजि स े जििाह दकया ह ै या जििाह की संजिदा की ह ै उि पद पर जियुजि का पात्र िहीं होगा । परन्तु यदद केंद्रीय सरकार का यह समाधाि हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीि अिुज्ञेय ह ैऔर ऐसा करिे के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जियम के प्रिताि से छूट दे सकेगी। 6 .जिजर्ल करि े की िजि–िहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश्यक या समीचीि ह,ै िहा ं िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामि ा करके, इि जियमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदेि द्वारा जिजर्ल कर सकेगी। 7 .व्यािजृ त्त–इि जियमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि िहीं डालगे ी, जििका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आदेिों के अिुसार अिुसूजचत िाजतयों, अिुसूजचत िििाजतयों, अन्य जपछडे िगों, भूतपूि ा सैजिकों और अन्य जििषे प्रिग ा के व्यजियों के जलए उपबंध करिा अपेजक्षत ह।ै पद का िाम पदों की सख्ं या िगीकरण िते ि मट्रे रक्स म ेंस्ट्तर चयि अर्िा सीध ेभती दकए िाि े अचयि पद िाल ेव्यजियों के जलए आय ुसीमा

2. पैंतीस प्रजतित प्रजतजियजु ि द्वारा I[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रजतजियजु ि/आमले ि द्वारा भती की दिा म,ें िे श्रजे णया ंजििस ेप्रोन्नजत या प्रजतजियजुि/आमले ि दकया िाएगा।

(11) प्रोन्नजतः आिुजलजपक ग्रेड-11 जिन्होंिे िेति मैट्ररक्स में स्ट्तर-4 (रु. 25500-81100) में उस श्रेणी में दस िषा की जियजमत सेिा की हो और पद के कताव्यों और उत्तरदाजयत्िों से संबंजधत काया-क्षेत्र में दो से चार सप्ताह की प्रजिक्षण अिजध सफलतापूिाक पूणा की हो । ट्रटप्पण : िहां ऐसे कजिष्ठ व्यजियों के संबंध में, जिन्होंिे अपिी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उिके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िबदक उसके द्वारा की गई ऐसी अहाक या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आधे से अजधक से या दो िषा से, इिमें से िो भी कम हो, कम ि हो और उन्होिे अपिे ऐस े कजिष्ठ व्यजियों सजहत, जिन्होंिे ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी पट्ररिीक्षा की अिजध सफलतापूिाक पूरी कर ली हो। प्रजतजियजु िः केंद्रीय सरकार के अधीि आिुजलजपक का पद धारण दकए हुए ऐसे अजधकारी;

(क) (i) जििहोिे मूल संिगा या जिभाग में जियजमत आधार पर सदश्ृ य पद धारण दकए हुए हो ; या

(ii) जिन्होंिे मूल संिग ाया जिभाग में िेति मैट्ररक्स में स्ट्तर-4 (25500-81100 रुपए) में या समतुल्य में पद पर जियजमत आधार पर जियुजि के पश्चात दस िषा की सेिा की हो; और (ख) जिसके पास जिम्नजलजखत िैजक्षक अहता ाएँ और अिुभि हो;

(i) मान्यता प्राप्त बोडा से12 िीं कक्षा उत्तीणा ।

(ii) कौिल परीक्षण मािदडं श्रुतलेखः 10जमिट, 80 िब्द प्रजत जमिट की दर पर। प्रजतलेखिः 65 जमिट (अंग्रेिी) 75 जमिट (हहदं ी) (मैिअु ल टाइपराइटर पर) या 50 जमिट (अंग्रेिी) 65 जमिट (हहदं ी) (कम्पप्यूटर पर) ट्रटप्पण 1: पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजियुजि पर जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। इसी प्रकार, प्रजतजियुि व्यजि प्रोन्नजत द्वारा जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। ट्रटप्पण 2: प्रजतजियुजि की अिजध, जिसके अंतगात केंद्रीय सरकार के उसी या दकसी अन्य संगठि या जिभाग से इस जियुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजियुजि की अिजध ह ैसाधारणतया 3िषा से अजधक िहीं होगी। ट्रटप्पण 3: प्रजतजियुजि द्वारा जियुजि के जलए अजधकतम आयु-सीमा आिेदि प्राप्त करिे की अंजतम तारीख को छप्पि िषा से अजधक िहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत ह ैतो, उसकी सरं चिा I भती करि ेम ेंदकि पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि ादकया िाएगा I

NOTIFICATION New Delhi, the 26th July, 2024 G.S.R. 465(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Labour, Directorate General of Employment and Training, Directorate of Training Stenographers (Group - ‘C’) Posts Recruitment Rules, 2002, in so far as they relate to the post of Stenographer Grade-II ; and the Directorate General of Employment and Training, Directorate of Training (except Women Occupational Training), Stenographer Grade I (Group B) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of Stenographer Grade-I in the Directorate General of Training (except Women Training), Ministry of Skill Development and Entrepreneurship, namely :-

1. Short title and commencement.-(1) These rules may be called the Ministry of Skill Development and Entrepreneurship, Directorate General of Training (except Women Training) Stenographer Grade – I (Group ‘B’ Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. Number of post, classification and level in pay matrix.-The number of the said post, its classification and level in the pay of matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4 Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.-No person shall be eligible for appointment to the said post:

Shall be eligible for appointment to the said post:

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Stenographers Grade-II in level-4 in the pay matrix (Rs. 25500-81100) with ten years of regular service in the grade and having successfully completed two to four weeks training duration in area of work related to duties and responsibilities of the post.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation:

Officers holding the post of stenographer under the Central Government;

(a) (i) holding analogous post on a regular basis in the parent cadre or department; or.

(ii) with ten years service rendered after appointment to the post on a regular basis in level – 4 in the pay matrix (Rs. 25500-81,100) or equivalent in the parent cadre or department; and

(b) possessing the educational qualification and experience,-

(i) 12th class pass from a recognized Board;
