1. सजं िप्त नाम और प्रारम्भ— (1) इन जनयमों का संजिप्त नाम पत्तन, पोत पररवहन और िलमागग मंत्रालय, दीपस्ट्तंभ और दीपपोत महाजनदिे ालय, कजनष्ठ अनुवाद अजधकारी, समहू ‘ख’ पद भती जनयम, 2026 ह।ै

2. पद-सख्ं या, वगीकरण और वते न मरे रक्स म ें स्ट्तर— उि पद की संख्या, उनका वगीकरण और वेतन, वेतन मैररक्स म ें स्ट्तर वे होंगे, िो इन जियमों के सार् उि अनुसूची के स्ट्तंभ (2) स े(4) म ें जवजनर्दगष्ट ह।ैं

3. भती की पद्धजत, आय-ु सीमा, अहतग ाए, आदद— उि पद पर भती की पद्धजत, आयु-सीमा, अहतग ाए और उनस ेसंबंजधत अन्य बात ें वे होंगी िो उि अनसु ूची के स्ट्तंभ (5) स े(13) म ें जवजनर्दगष्ट ह।ैं

4. जनरहतग ा— वह व्यजि, - (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत ह,ै जववाह दकया ह,ै या जववाह की संजवदा की ह ै या (ख) जिसन,े अपन े पजत या अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि स े जववाह दकया ह,ै या जववाह की संजवदा की ह;ै उि पद पर जनयुजि का पात्र नहीं होगा:

परंतु यदद केन्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जववाह ऐस ेव्यजि और जववाह के अन्य पिकार को लागू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन्य आधार ह,ैं तो वह दकसी व्यजि को इस जनयम के प्रवतगन स े छूट दे सकेगी।

5. जिजर्ल करन े की िजि.— िहााँ केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहााँ वह उसके जलए िो कारण ह,ैं उन्ह े लेखबद्ध करके तर्ा संघ लोक सेवा आयोग स े परामि ग करके इन जनयमों के दकसी उपबंध को दकसी वगग या प्रवग ग के व्यजियों की बाबत, आदिे द्वारा जिजर्ल कर सकेगी।

6. व्यावजृ त.— इन जनयमों की कोई बात, ऐसे आरिणों, आय-ु सीमा म ेंछूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका, केन्रीय सरकार द्वारा इस संबंध म ेंसमय-समय पर िारी दकए गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े वगों, भूतपूव ग सैजनकों और अन्य जविषे प्रवग ग के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम । पदों की वगीकरण । वेतन मेररक्स में चयन या सीधे भती दकए िाने वाले संख्या । अचयन व्यजियों के जलए आयु-सीमा । स्ट्तर । पद ।

(7) (8) (9) (10) अहतग ा: लागू नहीं होता 2 वषग सीधी भती दकसी मान्यता प्राप्त रटप्पण: केन्रीय रटप्पण:- अगर कोई अजधकारी प्रजतजनयुजि, जवश्वजवद्यालय से जहन्दी में सरकार द्वारा लंबी बीमारी, स्ट्टडी अवकाि या दकसी अन्य मास्ट्टर जडग्री और सार् ही जवजहत पररवीिा कारण से एक साल या उससे ज़्यादा समय के जडग्री स्ट्तर पर अजनवायग को सफलतापूवगक जलए अनुपजस्ट्र्त रहता ह,ै तो उसकी िगह अर्वा परीिा के माध्यम के पूरा करने के जलए, रूप में अंग्रेिी एक जवषय सेंरल गवनगमेंट के ऐसे अजधकाररयों को कम से कम दो प्रजतजनयुजि पर जनयुि दकया िा सकता है हो;

सप्ताह का िो: - िो मूल कैडर अर्वा जवभाग में या अजनवायग प्रजििण जनयजमत आधार पर समकि पद धारण दकए पूरा करना होगा। दकसी मान्यता प्राप्त हुए हों; और जिनके पास स्ट्तंभ (7) के अंतगगत जवश्वजवद्यालय से अंग्रेजी में सीधी भती के जलए जनधागररत िैिजणक मास्ट्टर जडग्री और सार् ही योग्यताएं तर्ा अनुभव हो। जडग्री स्ट्तर पर अजनवायग या वैकजल्पक अर्वा परीिा के माध्यम के रूप में जहन्दी एक जवषय हो;

या दकसी मान्यता प्राप्त जवश्वजवद्यालय से जहन्दी या अंग्रेजी के अजतररि दकसी अन्य जवषय में मास्ट्टर जडग्री जहन्दी माध्यम के रूप में हो और जडग्री स्ट्तर पर अजनवायग या वैकजल्पक अर्वा परीिा के माध्यम के रूप में अंग्रेजी जवषय हो;

या दकसी मान्यता प्राप्त जवश्वजवद्यालय से जहन्दी या अंग्रेजी के अजतररि दकसी अन्य जवषय में मास्ट्टर जडग्री और जडग्री स्ट्तर पर जहन्दी और अंग्रेजी अजनवायग या वैकजल्पक अर्वा दोनों में से कोई एक परीिा के माध्यम के रूप में और अन्य अजनवायग अर्वा वैकजल्पक जवषय हो;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] और जहन्दी स े अंग्रेजी अर्वा अंग्रेजी से जहन्दी में अनुवाद के पाठ्यक्म का कोई मान्यता प्राप्त जडप्लोमा अर्वा प्रमाण पत्र, अर्वा केन्रीय सरकार या राज्य सरकार कायागलय या केंर िाजसत प्रदेिों सजहत भारत सरकार के उपक्म में जहन्दी से अंग्रेजी अर्वा अंग्रेजी से जहन्दी में अनुवाद कायग का दो वष गका अनुभव। रटप्पण 1: अहतग ाओं पर छूट कमगचारी चयन आयोग या सिम प्राजधकारी के जववेकानुसार ह,ै अन्यर्ा उम्मीदवारों के सुयोग्य होने की पररजस्ट्र्जत में जलजखत रूप में कारण अजभजलजखत करते हुए छूट दी िा सकती ह।ै रटप्पण 2: अनुभव संबंधी अहतग ाओं पर छूट कमगचारी चयन आयोग या सिम प्राजधकारी के जववेकानुसार ह।ै अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के उम्मीदवारों के जवषय में जलजखत रूप में कारण अजभजलजखत करते हुए यह छूट की िा सकती ह ै िब चयन के दकसी प्रक्म पर कमगचारी चयन आयोग या सिम प्राजधकारी की यह राय है दक उनके जलए आरजित ररजियों को भरने के जलए अपेजित अनुभव रखने वाले उन समुदायों के उम्मीदवारों के पयागप्त संख्या में उपलब्ध होने की संभावना नहीं ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 प्रोन्नजत; या प्रजतजनयुजि या यदद जवभागीय प्रोन्नजत सजमजत ह ैतो उसकी संरचना भती करने में दकन पररजस्ट्र्जतयों में संघ लोक आमेलन द्वारा भती की दिा सेवा आयोग से परामिग में व ेश्रेजणयां जिनसे प्रोन्नजत दकया िाएगा या प्रजतजनयुजि; या आमेलन दकया िाएगा

NOTIFICATION New Delhi, the 20th August, 2026 G.S.R. 749(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Shipping, Directorate General of Lighthouses and Lightships, Assistant Director (OL), Group ‘A’ post and Junior Translator, Group ‘B’ post Recruitment Rules, 2015, in so far as they relate to the post of Junior Translator, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Translation Officer in the Directorate General of Lighthouses and Lightships, Ministry of Ports, Shipping and Waterways, namely: —

1. Short title and commencement. — (1) These rules may be called the Ministry of Ports, Shipping and Waterways, Directorate General of Lighthouses and Lightships, Junior Translation Officer, (Group ‘B’ post) Recruitment Rules,

2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. — The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to this rules.

3. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
