2. चूंदक गैर-अपकारी मूल्य के धनिाारण स ेसंबंधिि मुद्दे पर पुनर्वाचार हिे ु यह मामला प्राजधकृत अजधकारी को प्रत्येधर्षि कर ददया गया ह,ै अिः प्राधिकारी ने माननीय न्यायाधिकरण द्वारा की गई रटप्पधणयों के आलोक म ेंउपयुि समझे गए प्रक्रम स े प्रत्येर्षण कायावाही आरंभ कर दी ह।ै प्राधिकारी अधभलेख पर उपलब्ि सुसगं ि जानकारी की नए धसरे स े जांच करेगा िथा डंपपंगरोिी धनयमों के उपबंिों के अनुसार सभी धहिबद्ध पक्षों को अपन े अभ्यावेदन प्रस्िुि करने का अवसर प्रदान करेगा। प्राधिकारी गैर-अपकारी मूल्य का धवधि के अनुसार नए धसरे स े धनिाारण करन े हिे ु अग्रसर होगा।
3. सभी धहिबद्ध पक्षों स ेअपेधक्षि ह ैदक वे सेिु पोटाल (https://setu.dgtr.gov.in) पर स्वय ंको पंजीकृि करें। धहिबद्ध पक्षों स े प्राप्त सभी संप्रेर्षण एव ं अभ्यावेदन उनके पंजीकृि नाम िथा सगं ि मामला स:ं एडी/एए/002/2026 (AD/AA/002/2026) के अंिगिा SETU पोटाल पर अपलोड दकए जाएाँगे। यह सुधनधिि दकया जाना चाधहए दक अभ्यावेदन का वणानात्मक भाग खोजने-योग्य (सचेबल) पीडीएफ/एमएस-वडा प्रारूप म ें िथा आंकडा फाइलें एमएस-एक्सले प्रारूप म ें हों। सभी संबंजधत पक्षों से अिरु ोध ह ैदक व े SETU प्लेटफ़ॉम यपर अजधसूचिा प्रकाजित होिे की जतजि से 15 ददिों के भीतर अपि ेसभी सुझाव/प्रस्ट्तुजतयााँ प्रस्ट्तुत करें।
4. कोई अन्य धहिबद्ध पक्ष भी इस आरंभन अधिसूचना, डंपपगं रोिी धनयम, 1995 िथा प्राधिकारी द्वारा जारी लाग ू व्यापार सूचनाओं म ें धवधहि प्रपत्र एव ं रीधि म,ें इस अधिसूचना म ें धवधहि समयसीमा के भीिर, विामान जांच स े संबंधिि अभ्यावेदन प्रस्ििु कर सकिा ह।ै
5. प्राधिकारी के समक्ष कोई गोपनीय अभ्यावेदन प्रस्ििु करने वाले दकसी भी पक्ष स े अपेधक्षि ह ै दक वह उसका गैर- गोपनीय संस्करण अन्य पक्षों को उपलब्ि कराए।

Subject: Remand Proceeding in the anti-dumping investigation concerning imports of "Semi-Finished Ophthalmic Lens" originating in or exported from China PR.
F.No. 6/6/2021-DGTR.— 1. The Hon’ble Customs, Excise and Service Tax Appellate Tribunal
(CESTAT), vide Final Order No. 50782/2026 dated 27th April 2026 in the matter of GKB Ophthalmics Limited V/s Designated Authority & Ors., concerning anti-dumping duty relating to imports of “Semi-Finished Ophthalmic Lenses” originating in or exported from China PR, has set aside the Final Findings dated 29th September 2022, to the extent nil anti-dumping duty was recommended/imposed on the participating exporters, namely, (i) Conant Optics (Jiangsu) Co., Ltd., (ii) Shanghai Conant Optics Co., Ltd., (iii) Zhejiang Weixing Optical Co., Ltd., (iv) Carl Zeiss Vision (China) Limited, and (v) Daejeon Daemyung Optical (Hangzhou) Co., Ltd. The Hon’ble Tribunal has remanded the matter back to the Designated Authority for fresh determination of the Non-Injurious Price (NIP), after affording GKB Ophthalmics Limited (the domestic industry/appellant) a reasonable opportunity to submit its response on the manner in which the NIP has been determined.
2. Since the matter has been remanded back to the Designated Authority for reconsideration of the issue relating to determination of the Non-Injurious Price, the Authority has taken up the remand proceedings from the stage considered appropriate in light of the observations made by the Hon’ble Tribunal. The Authority shall undertake fresh examination of the relevant information on record and provide an opportunity to all interested parties to present their submissions in accordance with the provisions of the Anti-Dumping Rules. The Authority shall proceed to determine the Non-Injurious Price afresh in accordance with law.
3. All the interested parties are required to register themselves on SETU Portal (https://setu.dgtr.gov.in). All communications and submissions from the interested parties shall be uploaded on the SETU portal under their registered name and corresponding case ID- AD/AA/002/2026. It should be ensured that the narrative part of the submission is in searchable PDF/MS-Word format and data files are in MS-Excel format. All interested parties are requested to make all submissions within fifteen days from the date of publishing of notification in the SETU platform.
4. Any other interested party may also make submission relevant to the present investigation in the form and manner as prescribed by this initiation notification, the AD Rules, 1995 and the applicable trade notices issued by the Authority, within the time limits prescribed in this notification.
5. Any party making any confidential submission before the Authority is required to make a non-confidential version of the same available to the other parties.
6. The interested parties are further advised to keep a regular watch on the official website of the Directorate General of Trade Remedies at (www.dgtr.gov.in) and SETU portal (https://setu.dgtr.gov.in) for any updated information with respect to this investigation. Interested parties are directed to regularly visit the website of the DGTR (https://www.dgtr.gov.in/) to stay apprised with the further developments in the subject investigation and remain informed regarding notices that may be issued from time to time.
7. In case any interested party refuses access to and otherwise does not provide necessary information within a reasonable period or within the time stipulated by the Authority in this initiation notification, or significantly impedes the investigation, the Authority may declare such interested party as non-cooperative and record its findings based on the facts available and make such recommendations to the Central Government as deemed fit.
