[57] DTP—III-1(b)-(14)58 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) NOTIFICATIONS BY GOVERNMENT RURAL DEVELOPMENT AND PANCHAYAT RAJ DEPARTMENT Amendment to the Special Rules for the Tamil Nadu Panchayat Development Service [G.O. Ms. No. 85, Rural Development and Panchayat Raj (E1(1)), 14th March 2026, மாாசி 30, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2057.] No. SRO B-20/2026.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Panchayat Development Service (Section 39 in Volume -II of the Tamil Nadu Services Manual, 2016).

2. The amendments hereby made shall come into force on and from the date of publication of this Notification in the Tamil Nadu Government Gazette.

Amendments In the said Special Rules,-

(1) for rule 1 and the Explanations thereunder, the following rule and the Explanations shall be substituted, namely:-

1. Constitution.- The service shall consist of the following categories of posts, namely:- Category 1. Additional Director of Rural Development.

Category 2. Joint Director of Rural Development.

Category 3. Assistant Director of Rural Development.

Explanation 1.- “Additional Director of Rural Development” shall mean and include the posts of Additional Director, Directorate of Rural Development and Panchayat Raj; Additional Director / Additional Chief Executive Officer, Tamil Nadu State Rural Livelihoods Mission (TNSRLM), Tamil Nadu Corporation for Development of Women Limited

(TNCDW); Additional Director / Chief Operating Officer, Tamil Nadu Rural Transformation Project (TNRTP); Additional Director / Director, State Institute of Rural Development and Panchayat Raj (SIRD&PR); Additional Director cadre post in other Departments on Deputation and Additional Director cadre post in other Departments on Foreign Service.

Explanation 2.- “Joint Director of Rural Development” shall mean and include the posts of Joint Director / Project Director, District Rural Development Agency (DRDA); Joint Director / Project Director, District Mission Management Unit

(DMMU), Tamil Nadu State Rural Livelihoods Mission (TNSRLM); Joint Director, Chennai City Mission Management Unit (CCMMU), Tamil Nadu Corporation for Development of Women Limited (TNCDW); Joint Director, Directorate of Rural Development and Panchayat Raj; Joint Director / State Programme Manager, Tamil Nadu Corporation for Development of Women Limited (TNCDW); Joint Director / Associate Chief Operating Officer, Tamil Nadu Rural Transformation Project (TNRTP); Joint Director / Principal, Regional Institute of Rural Development and Panchayat Raj (RIRD&PR);

Joint Director / Lecturer, State Institute of Rural Development and Panchayat Raj (SIRD&PR); Joint Director cadre post in other Departments on Deputation and Joint Director cadre post in other Departments on Foreign Service.

Explanation 3.- “Assistant Director of Rural Development” shall mean and include the posts of Personal Assistant to Collector (Development); Personal Assistant to Collector (Noon Meal Programme); Assistant Director (Panchayats and Audit); Secretary, District Panchayat; Assistant Project Officer, District Rural Development Agency (DRDA); Assistant Project Officer (Accounts & Administration), District Mission Management Unit (DMMU), Tamil Nadu State Rural Livelihoods Mission (TNSRLM); Assistant Director / Assistant Project Officer (Accounts & Administration), Chennai City Mission Management Unit (CCMMU), Tamil Nadu Corporation for Development of Women Limited (TNCDW); Assistant Director/ Lecturer, State Institute of Rural Development and Panchayat Raj (SIRD&PR); Assistant Director / Lecturer, Regional Institute of Rural Development and Panchayat Raj (RIRD&PR); Assistant Director, Directorate of Rural Development and Panchayat Raj; Assistant Director / Project Executive, Tamil Nadu State Rural Livelihoods Mission (TNSRLM), Tamil Nadu Corporation for Development of Women Limited (TNCDW); Assistant Director / Deputy Chief Operating Officer, Tamil Nadu Rural Transformation Project (TNRTP); Assistant Director cadre post in other Departments on Deputation and Assistant Director cadre post in other Departments on Foreign Service”;

(2) in rule 2,-

(i) in sub-rule (a), in the ‘TABLE’, -

(a) against the entry “Joint Director of Rural Development” in column (1), for the entry in column (2) thereof, the entry “By Promotion from among the holders of the post of Assistant Director of Rural Development“ shall be substituted;Apr. 8, 2026] TAMIL NADU GOVERNMENT GAZETTE 59

(b) the entry “Principal, Rural Extension Training Centre” in column (1) and the corresponding entries in column (2) thereof, shall be deleted;

(c) the entry “Deputy Director of Rural Development” in column (1) and the corresponding entries in column (2) thereof, shall be deleted;

(d) for the entry “Assistant Director of Rural Development Department (Panchayats) / Assistant Director of Rural Development Department (Audit), Personal Assistant (Development) to Collector” in column (1), the entry “Assistant Director of Rural Development” shall be substituted;

(ii) for sub-rule (c), the following sub-rule shall be substituted, namely:- “(c) Reservation of appointment.- The principle of reservation of appointments provided in section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to the post of Assistant Director of Rural Development by direct recruitment.”;

(3) In rule 3, in the ‘TABLE’,-

(i) for the entry “Joint Director of Rural Development” in column (1) and the corresponding entries in columns (2) and (3) thereof, the following entries shall respectively, be substituted, namely:- “Joint Director of Rural Development By promotion Must have rendered service in the category of Assistant Director of Rural Development for a period of not less than two years.”;

(ii) the entry “Principal, Rural Extension Training Centre” in column (1) and the corresponding entries in columns (2) and (3) thereof, shall be deleted;

(iii) the entry “Deputy Director of Rural Development” in column (1) and the corresponding entries in columns (2) and (3) thereof, shall be deleted;

(iv) for the entry “Assistant Director of Rural Development Department (Panchayats) / Assistant Director of Rural Development Department (Audit), Personal Assistant (Development) to Collector” in column (1) and the corresponding entries in columns (2) and (3) thereof, the following entries shall respectively, be substituted, namely:- “Assistant Director of (a) By recruitment by transfer from among Must have rendered service in the Rural Development the holders of the post of Block category of Block Development Development Officer in the Tamil Nadu Officer for a period of not less than Panchayat Development Subordinate two years in the Blocks.

(b) By recruitment by transfer from among Must have served as Section Officer in the holders of the post of Section Officer Secretariat for a period of not less than in the Secretariat in the Tamil Nadu two years and must have rendered General Service. service as Block Development Officer in the Blocks for a period of not less than two years on tenure basis.

(c) By direct recruitment (i) Must have completed twenty one years of age and must not have completed or will not complete the age of thirty two years on the first day of July of the year in which the selection for

appointment is made:

Provided that in respect of candidates belonging to any of the Scheduled Castes, Scheduled Castes

(Arunthathiyars), Scheduled Tribes, Most Backward Classes, Denotified Communities, Backward Classes, Backward Classes (Muslim) and Destitute Widows of all categories, the minimum and maximum age limit shall be twenty one years and thirty seven years, respectively:60 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)

Provided further that on and from

13.09.2021 till 12.09.2026 the maximum age limit for appointment to the post is thirty four years on the first day of July of the year in which the selection for appointment is made and in respect of candidates belonging to any of the Scheduled Castes, Scheduled Castes (Arunthathiyars), Scheduled Tribes, Most Backward Classes, Denotified Communities, Backward Classes, Backward Classes

(Muslim) and Destitute Widows of all categories, the maximum age limit for appointment to the post is thirty nine years on the first day of July of the year in which the selection for appointment is made”.

(ii) Must possess a degree.

(4) in rule 4, in sub-rules (a) and (b), for the expression “Assistant Director of Rural Development Department

(Panchayats) / Assistant Director of Rural Development Department (Audit), Personal Assistant (Development) to Collector”, the expression “Assistant Director of Rural Development” shall be substituted;

(5) for rule (5), the following rule shall be substituted, namely:- “5. Tests. – Every person appointed to the post of Assistant Director of Rural Development by Direct Recruitment shall, within the period of the probation, pass the ‘Departmental Tests for directly recruited Assistant Directors’ conducted by the Tamil Nadu Public Service Commission.”;

(6) in rule 6, in sub-rule (b), for the expression “Assistant Director of Rural Development Department (Panchayats) / Assistant Director of Rural Development Department (Audit), Personal Assistant (Development) to Collector”, the expression “Assistant Director of Rural Development” shall be substituted.
