(2) के खंड (ि), (झ), (ञ), (ट), (ण), (त), (थ), (ि), (ध) द्वारा प्रित्त समग्र िजक्तयों का प्रयोग करत े हुए, राष्ट्रीय आयुर्विज्ञान आयोग एतद्द्वारा "स्नातक जचदकत्सा जिक्षा जवजनयम 2023" में संिोधन करन े के जलए जनम्नजलजखत मसौिा जवजनयम (draft Regulations) बनाता ह,ै अथाित ्
1. (i) इन जवजनयमों को “स्नातक जचदकत्सा जिक्षा (संिोधन) जवजनयम, 2026” कहा िाएगा।
(ii) य ेरािपत्र में उनके प्रकािन की जतजथ से प्रवृत्त होंगे।
2. "स्नातक जचदकत्सा जिक्षा जवजनयम" 2023” म,ें अध्याय v के खंड 21 के परंतुक म:ें स्नातक स्ट्तर पर योग्यता आधाररत गजतिील पाठ्यक्रम: 'बित े दकसी भी पररजस्ट्थजत म ें छात्र को प्रथम वष ि (प्रथम व्यावसाजयक एमबीबीएस) के जलए चार (04) स े अजधक प्रयासों की अनमु जत नहीं िी िाएगी और दकसी भी छात्र को पाठ्यक्रम म ें प्रविे की तारीख स े नौ (09) वषों के बाि स्नातक जचदकत्सा पाठ्यक्रम िारी रखन ेकी अनमु जत नहीं िी िाएगी। 3557 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] जनम्नानुसार प्रजतस्ट्थाजपत दकया िाएगा:
'बित े दक दकसी भी पररजस्ट्थजत म ें छात्र को प्रथम वष ि (प्रथम व्यावसाजयक एमबीबीएस) के जलए चार (04) स े अजधक प्रयासों की अनमु जत नहीं िी िाएगी और दकसी भी छात्र को प्रथम एमबीबीएस पाठ्यक्रम म ेंप्रविे (जनरंतर रोटेटरी मजे डकल इंटनजि िप सजहत) के िस (10) वषों के बाि स्नातक जचदकत्सा पाठ्यक्रम िारी रखन े की अनमु जत नहीं िी िाएगी'। डॉ. राघव लगं र, सजचव [जवज्ञापन-III/4/असा./95/2026-27] नोट: मुख्य जवजनयम भारत के रािपत्र, असाधारण, भाग III, खंड 4 में दिनांक 02 िून, 2023 को एनएमसी अजधसूचना संख्या य-ू 14021-8-2023-यूिीएमईबी के माध्यम से प्रकाजित दकया गया था। राष्ट्रीय आयुर्विज्ञान आयोग न े "स्नातक जचदकत्सा जिक्षा जवजनयम, 2023" म ें कुछ संिोधन प्रस्ट्ताजवत करता ह।ैं अध्याय v के खंड 21 के परंतुक में जवजनयम में संिोधन के जलए मसौिा जवजनयम जनधािररत प्रदक्रयाओं का पालन करते हुए एवं सक्षम प्राजधकारी के अनुमोिन स े तैयार दकया गया ह ै और इस े संभाजवत रूप से प्रभाजवत सभी जहतधारकों की िानकारी के जलए प्रकाजित दकया िा रहा ह,ै साथ ही यह भी सूजचत दकया िाता ह ै दक उक्त मसौिा जवजनयम (संिोधन) , भारत के रािपत्र, जिसमें य े मसौिा जवजनयम (सिं ोधन) प्रकाजित दकए गए ह,ैं की प्रजतयां सावििजनक रूप से िनता के जलए उपलब्ध कराए िाने की जतजथ से तीस (30) दिनों की अवजध पूण ि होने के पश्चात इस पर जवचार दकया िाएगा। उपरोक्त जनर्िष्टि अवजध के भीतर दकसी भी व्यजक्त से प्राप्त होन े वाली आपजत्तयों एवं सुझावों पर राष्ट्रीय आयुर्विज्ञान आयोग द्वारा जवचार दकया िाएगा। आपजत्तयां और सुझाव यदि कोई हो, तो उन्ह ें उप सजचव (यिू ीएमईबी), एनएमसी, कमरा नंबर 106, केजबन नंबर 127 बी, राष्ट्रीय आयुर्विज्ञान आयोग, पॉकेट -14, सेक्टर -8, द्वारका, फेि -1, नई दिल्ली -77 के पते पर ई-मले द्वारा (ug_gmer_amend_2026@nmc.org.in) नीचे दिए गए जनधािररत प्रारूप में भेिा िा सकता ह:ै आपजत्तयां और सुझाव केवल ऊपर दिए गए ई-मेल आईडी पर ही भेिें तथा दकसी अन्य माध्यम, िैस े भौजतक रूप स े या अन्य दकसी तरीके से प्राप्त आपजत्तयों / सुझावों पर जवचार नहीं दकया िाएगा। अजधसूचना का मसौिा राष्ट्रीय आयुर्विज्ञान आयोग की वेबसाइट https://www.nmc.org.in पर उपलब्ध होगी। सझु ाव/रटप्पजणया ाँप्राप्त करन ेका प्रारूप क्र.सं. व्यजक्त/संगठन का नाम अजधसूचना के मसौिे का वह रटप्पजणयां/सुझाव तकि रटप्पजणयां एवं पता, संपकि नंबर, ई- सम्बद्ध भाग, जिस पर मेल आईडी रटप्पजणयां की िा रही ह ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 NATIONAL MEDICAL COMMISSION
NOTIFICATION New Delhi, the 18th May, 2026 “Graduate Medical Education (Amendment), Regulations 2026” No. U-14021-8-2023-UGMEB.—In exercise of overall powers conferred by the National Medical Commission Act, 2019 vis-à-vis medical education in general and specifically by sub-section (1) of section 24; and sub-section (h), (i), (j), (k), (o), (p), (q), (r), (s) of sub-section (2) of section 57 of the said Act, the National Medical Commission hereby makes the following draft Regulations to amend the “Graduate Medical Education Regulations 2023” namely-
1. (i) These Regulations may be called the “Graduate Medical Education (Amendment) Regulations, 2026”
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. In the “Graduate Medical Education Regulations”, 2023, in the proviso to clause 21 of CHAPTER V:
COMPETENCY BASED DYNAMIC CURRICULUM AT UNDER GRADUATE LEVEL: ’Provided under no circumstances the student shall be allowed more than four (04) attempts for first year (First Professional MBBS) and no student shall be allowed to continue undergraduate medical course after nine (09) years from the date of admission into the course’
Shall be substituted as under: 'Provided under no circumstances the student shall be allowed more than four (04) attempts for first year (First Professional MBBS) and no student shall be allowed to continue undergraduate medical course after ten (10) year of joining the first MBBS course (including continuous rotatory medical internship)’.
Dr. RAGHAV LANGER, Secy. [ADVT.-III/4/Exty./95/2026-27] The principal regulation was published in the Gazette of India, Extraordinary, PART III- Section 4, dated 02 June, 2023 vide NMC Notification No U-14021-8-2023-UGMEB.
The National Medical Commission proposes certain amendment to “Graduate Medical Education Regulations, 2023.
The draft regulation amending the regulation in the proviso to clause 21 of chapter V has been prepared and approved by the competent authority following due procedure and is hereby published for information of all stakeholders likely to be affected thereby and notice is hereby given that the said draft Regulation (amendment) shall be taken into consideration on or after the expiry of a period of thirty (30) days from the date on which the copies of the Gazette of India containing these draft Regulation (amendment) are made available to public.
Objections and suggestions which may be received from any person within the period specified above will be considered by National Medical Commission.
Objections and suggestions if any, may be addressed to the Deputy Secretary (UGMEB), NMC, Room No. 106, Cabin No. 127 B, National Medical Commission, Pocket-14, Sector-8, Dwarka, Phase-1, New Delhi-77 and sent by email at (ug_gmer_amend_2026@nmc.org.in) in the prescribed format attached below:
