1.1 फोकस और लक्ष्य - स्नातकोत्तर जचदकत्सा जिक्षा का लक्ष्य स्नातक जवद्वान के रूप में मान्यता प्राप्त सक्षम जविेषज्ञ और जचदकत्सा जिक्षकों को तैयार करना होगा, अपनी स्नातक जिक्षा और कौिल का जनमािण िो करेंग े - i. समुिाय की स्ट्वास्ट््य आवश्यकताओं को पहचान सके और राष्ट्रीय स्ट्वास्ट््य नीजत के उद्देश्यों को ध्यान में रखते हुए नैजतक रूप से पिे ेवर िाजयत्वों को पूरा कर सके;

25 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ii. संबंजधत जवजिष्टताओं िो स्ट्वा्य िेखभाल जवतरण प्रणाली के जद्वतीयक और तृतीयक स्ट्तरों पर अभ्यास करन े के जलए आवश्यक ह,ै म ेंअजधकतर क्षमताओं म ेंप्रवीणता हाजसल कर ली ह;ै iii. संबंजधत जवषय में समसामजयक प्रगजत और जवकास के बारे से अवगत रह ेंऔर तिनुसार प्रगजत करेंगे;

iv वैज्ञाजनक अन्वेषण की भावना हाजसल कर ली ह ैऔर अनुसंधान पद्धजत और महामारी जवज्ञान के जसद्धांतों को आग े बढ़ाने के प्रजत उन्मुख ह;ै v. जचदकत्सा और पैरामेजडकल पेिवे रों के जिक्षण के मामले म ेंमलू भूत कौिल हाजसल कर जलया है;

vi. स्ट्वास्ट््य िेखभाल जवतरण, सामान्य अस्ट्पताल प्रबंधन, प्रमुख मि की सूची म ें कौिल और परामिि स े संबंजधत मानव संसाधन, सामग्री और ससं ाधन प्रबंधन में मलू भूत प्रबंधन कौिल हाजसल कर जलया गया ह;ै vii. पेिेवर िीवन के जलए आवश्यक व्यजक्तगत जविेषताओं और िजृ ष्टकोणों का जवकास करना िैस े व्यजक्तगत ईमानिारी, जिम्मेिारी और जनभिरता की भावना और अन्य व्यजक्तयों के सार् िुड़ने या उनके जलए चचंता महसूस करने की क्षमता;

viii. पेिेवर नैजतकता के उच्चतम मानकों का पालन करके और राष्ट्रीय आकांक्षाओं को परू ा करन े के जलए सामाजिक और व्यावसाजयक िाजयत्वों को पूरा करने की दििा में काम करके एक अनुकरणीय नागररक बनें। स्नातकोत्तर जचदकत्सा जिक्षा प्रिान करन े वाले संस्ट्र्ानों को उच्च स्ट्तरीय ज्ञान एवं उजचत कौिल रखने वाल े और त्रुरिहीन नैजतक मानकों के सार् प्रजिजक्षत श्रमिजक्त तैयार करने के जलए संस्ट्र्ागत लक्ष्यों को राष्ट्रीय लक्ष्यों के सार् समजन्वत करने के जलए लगातार काम करना होगा ।

1.2 पररभाषा इन जवजनयमों में, िब तक दक संिभि में अन्यर्ा आवश्यक न हो, यहां पररभाजषत िब्िों का वही अर् ि होगा िो उन्ह ेंनीचे दिया गया ह ैऔर उनकी सिातीय अजभव्यजक्तयां और जवजवधताएं तिनुसार समझी िाएंगी - क. "अजधजनयम" स ेराष्ट्रीय आयुर्वज्ञि ान आयोग अजधजनयम, 2019 [2019 का अजधजनयम संख्या 30] अजभप्रेत होगा। ख. "आयोग" स े राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 3 के अधीन जवजधवत स्ट्र्ाजपत राष्ट्रीय आयुर्विज्ञान आयोग अजभप्रेत होगा। ग. "‘जचदकत्सा सस्ट्ं र्ान" स े राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 2(i) में पररभाजषत 'जचदकत्सा संस्ट्र्ान' अजभप्रेत होगा; और इसमें इसकी सामान्य अजभव्यजक्त जचदकत्सा महाजवद्यालय भी िाजमल होगा। घ. "पीिीएमईबी" से राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा -16 के तहत जवजधवत गरित स्नातक जचदकत्सा जिक्षा बोडि अजभप्रेत होगा। ङ. "यिू ीएमईबी" से राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा -16 के तहत जवजधवत गरित स्नातकोत्तर जचदकत्सा जिक्षा बोडि अजभप्रेत होगा। च. "एमएसआर" "एमएसआर" स े अजभप्राय यूिीएमईबी या पीिीएमईबी िैसा भी मामला हो, द्वारा समय-समय पर अजधसूजचत आवश्यकताओं के न्यूनतम मानक आवश्यकता होंगे, जिसमें संबंजधत बोडि या आयोग द्वारा िारी व्याख्यात्मक नोि, पररपत्र, सलाह आदि भी िाजमल होंगे। छ. “नीि” स े'जवस्ट्तृत स्ट्पेिजलिी पाठ्यक्रमों में प्रवेि के जलए राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा' अजभप्रेत होगा। ि. "नीि-एसएस" से राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 14 के अधीन संिर्भित 'सुपर स्ट्पेिजलिी पाठ्यक्रमों के जलए राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा' अजभप्रेत होगा। झ. "नक्से स्ट्ि" से सामान्य अंजतम वष ि की परीक्षा या नेिनल एजजिि िेस्ट्ि अजभप्रेत होगा, िैसा दक राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की धारा 15 के अधीन संिर्भित ह।ै ञ. "जवश्वजवद्यालय" स े धारा 2 की उप-धारा (च) के अधीन पररभाजषत स्ट्वास्ट््य जवश्वजवद्यालय या धारा 2 की उप- धारा (भ), िैसा भी मामला हो, के अधीन पररभाजषत जवश्वजवद्यालय अजभप्रेत होगा िैसा दक राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 के अधीन ह।ै ि. “फीडर स्ट्पिे जलिी” स े अजभप्राय सुपर स्ट्पेिजलिी पाठ्यक्रम करने के जलए आवश्यक ब्रॉड स्ट्पेिजलिी पाठ्यक्रम होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 अध्याय-II अहताओंि की सचू ी और पाठ्यक्रमों की अवजध

2.1 अहताओंि की सचू ी, पाठ्यक्रम की अवजध और स्नातकोत्तर प्रजिक्षण के घिक नीच ेबताए अनसु ार होंग े क्र. स.ं अहताओंि का नाम पाठ्यक्रम की अवजध (परीक्षा की अवजध सजहत) i. स्नातकोत्तर ब्रॉड स्ट्पेिजलिी पाठ्यक्रम (अनुलग्नक-1) 3 वषि/2 वषि* ii. स्नातकोत्तर सुपर स्ट्पेिजलिी पाठ्यक्रम (डीएम/एमसीएच) (अनुलग्नक-2) 3 वषि iii. स्नातकोत्तर जडप्लोमा पाठ्यक्रम (अनुलग्नक-3)@ 2 वषि iv. पोस्ट्ि-डॉक्सिोरल सर्ििदफकेि पाठ्यक्रम(पीडीसीसी)(अनलु ग्नक-4) 1 वषि v. पोस्ट्ि-डॉक्सिोरल फेलोजिप (पीडीएफ) पाठ्यक्रम (अनुलग्नक-5) 2 वषि vi. डीएम/एम.सीएच (6 वषीय पाठ्यक्रम) (अनलु ग्नक-6) 6 वषि *परीक्षा की अवजध सजहत प्रजिक्षण की अवजध उन छात्रों के जलए िो वषि होगी, जिनके पास एक ही जवषय में मान्यता प्राप्त िो वषीय स्नातकोत्तर जडप्लोमा पाठ्यक्रम ह।ै @ जचदकत्सा महाजवद्यालय/संस्ट्र्ान जडप्लोमा सीिों को जडग्री सीिों में पररवर्तित करने के जलए जचदकत्सा मूल्यांकन और रेटिंग बोड ि (माबि) को आवेिन कर सकत े ह।ैं जडप्लोमा सीिों की संख्या िुरू करने या बढ़ाने की अनुमजत के जलए अब दकसी नए आवेिन पर जवचार नहीं दकया िाएगा। अध्याय-III स्नातकोत्तर जचदकत्सा सस्ट्ं र्ानों की स्ट्र्ापना और नए स्नातकोत्तर जचदकत्सा पाठ्यक्रम िरूु दकया िाना और जचदकत्सा जिक्षा के मानक का रखरखाव

3.1 अनमु जत और मान्यता- i. कोई भी जचदकत्सा संस्ट्र्ान कोई भी स्नातकोत्तर पाठ्यक्रम तब तक िुरू नहीं करेगा िब तक दक उसे राष्ट्रीय आयुर्विज्ञान आयोग या राष्ट्रीय आयुर्विज्ञान आयोग के बोडि स ेअनुमजत न जमल िाए। ii. उपरोक्त उपधारा (i) पर प्रजतकूल प्रभाव डाल े जबना, स्नातक पाठ्यक्रम चलाने वाले मेजडकल कॉलेि/सस्ट्ं र्ान म ें स्नातकोत्तर पाठ्यक्रम िरूु करन े की अनुमजत और अनुमजत िी िाने वाली सीिों की संख्या का जनधािरण नए जचदकत्सा संस्ट्र्ानों की स्ट्र्ापना के अनुसार होगा। नए मेजडकल पाठ्यक्रमों की िुरुआत, मौिूिा पाठ्यक्रमों के जलए सीिों म ें वृजद्ध और मल्ू यांकन और रेटिंग जवजनयम, 2023, स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम, 2023, जिक्षक पात्रता और जचदकत्सा संस्ट्र्ान जवजनयम, 2022, यूिीएमईबी और पीिीएमईबी द्वारा अजधसूजचत एमएसआर, संबंजधत की पाठ्यक्रम आवश्यकताए ं पोस्ट्ि ग्रेिुएि मेजडकल एिुकेिन बोड ि(पीिीएमईबी) द्वारा समय-समय पर वेबसाइि पर या अन्य तरीकों से अजधसूजचत/सूजचत की िाने वाली जविेषज्ञता, अन्य प्रासंजगक जनयम, व्याख्यात्मक नोट्स, पररपत्र और सलाह आदि समय-समय पर िारी दकए िाते ह।ैं जचदकत्सा महाजवद्यालय/संस्ट्र्ानों को स्नातकोत्तर पाठ्यक्रम िरूु करन े की अनुमजत िी िाएगी यदि वे मौिूिा स्नातक पाठ्यक्रम चलान े के जलए सभी आवश्यकताओं को परू ा करते ह।ैं जचदकत्सा महाजवद्यालय/संस्ट्र्ान को स्नातक पाठ्यक्रम िुरू करन े की अनमु जत जमलन े के एक साल बाि (अर्ाित ् स्नातक पाठ्यक्रम के िसू रे वष ि के िौरान) स्नातकोत्तर पाठ्यक्रम िुरू करन े के जलए आवेिन कर सकत े ह।ैं iii. सरकार के स्ट्वाजमत्व और प्रबंधन वाले मौिूिा या प्रस्ट्ताजवत गैर-जिक्षण अस्ट्पताल स्नातक कॉलेि के जबना स्नातकोत्तर पाठ्यक्रम िरूु कर सकते हैं, बित े वे नए जचदकत्सा संस्ट्र्ानों की स्ट्र्ापना, नए जचदकत्सा पाठ्यक्रमों की िुरुआत, मौिूिा के जलए सीिों की वृजद्ध में जनधािररत मानिडं ों और प्रदक्रयाओं को पूरा करते हों। पाठ्यक्रम और मूल्यांकन और रेटिंग जवजनयम, 2023, स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम, 2023, जचदकत्सा संस्ट्र्ानों में जिक्षक4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] पात्रता योजयता जवजनयम, 2022 पीिीएमईबी द्वारा अजधसूजचत एमएसआर (पीिीएमएसआर-23), समय-समय पर अजधसूजचत/सूजचत संबंजधत जविेषज्ञता की पाठ्यक्रम आवश्यकताएँ वेबसाइि पर या स्नातकोत्तर जचदकत्सा जिक्षा बोडि (पीिीएमईबी) द्वारा अन्य तरीकों से, समय-समय पर िारी दकए गए अन्य प्रासंजगक जनयम, व्याख्यात्मक नोि, पररपत्र और सलाह आदि। iv. एक बार अनुमजत जमलन े पर, अहति ा के जलए पाठ्यक्रम को मान्यता प्राप्त माना िाएगा और अनुमत्य सीिों को प्रिान की गई जडग्री के पंिीकरण के जलए मान्यता प्राप्त सीिों के रूप में माना िाएगा, ऐसे पाठ्यक्रम चलान े वाल े जचदकत्सा महाजवद्यालय/संस्ट्र्ानों को अहति ा के उक्त पाठ्यक्रम के जलए मान्यता प्राप्त जचदकत्सा महाजवद्यालय/संस्ट्र्ानों के रूप म ें माना िाएगा।

3.2 सीिों की वजृ द्ध - सीिों की वृजद्ध के जलए प्रदक्रयाएं, तरीके और मानिंड वही होंगे िो उपरोक्त उपधारा 3.1 म ें जनधािररत ह।ैं बिते दक पहल े से ही मान्यता प्राप्त (प्रत्याजयत) स्नातकोत्तर पाठ्यक्रम म ें िी गई सीिों की वृजद्ध को छात्रों के पंिीकरण के उद्देश्य से मान्यता प्राप्त स्नातकोत्तर सीिें माना िाएगा।

3.3 जचदकत्सा जिक्षा के मानकों की जनगरानी - जचदकत्सा जिक्षा के मानकों की जनगरानी जचदकत्सा जिक्षा मानकों के रखरखाव जवजनयम, 2023 के अनुसार की िाएगी। जचदकत्सा महाजवद्यालय/संस्ट्र्ान को वार्षिक मूल्यांकन के प्रयोिन के जलए राष्ट्रीय आयुर्विज्ञान आयोग द्वारा समय-समय पर िैसा दक जनधािररत दकया गया है, वार्षिक िल्ु क का भुगतान करना होगा। जचदकत्सा महाजवद्यालय/संस्ट्र्ान वार्षिक मल्ू यांकन संबद्धता आदि के प्रयोिन के जलए राष्ट्रीय आयुर्विज्ञान आयोग द्वारा समय-समय पर अजधसूजचत वार्षिक िुल्क का भुगतान करेगा। पीिीएमईबी जनयजमत अतं राल पर या क्रमरजहत रूप स े जचदकत्सा महाजवद्यालय/संस्ट्र्ानों का मूल्यांकन भी कर सकता ह ैिैसादक वह अपनी प्रस्ट्तावों का स्ट्तर को बढ़ाना चाहता ह।ै

3.4 आवश्यकताओं के न्यनू तम मानक (एमएसआर) - जचदकत्सा संस्ट्र्ान स्नातकोत्तर जचदकत्सा जिक्षा के जलए एमएसआर िस्ट्तावेज़ में वर्णित भौजतक बुजनयािी ढांचे, जिक्षण स्ट्िाफ, नैिाजनक सामग्री और अस्ट्पताल से संबंजधत ितों, िो भौजतक अवसंरचना तक सीजमत नहीं ह,ै को पूरा करेगा। इस िस्ट्तावेज़ को पीिीएमएसआर-2023 कहा िाएगा और पीिीएमईबी द्वारा अजधसूजचत दकया िाएगा। पीिीएमईबी समय-समय पर एमएसआर म ें संिोधनों को भी अजधसूजचत करेगा, जिसका जचदकत्सा महाजवद्यालय/संस्ट्र्ानों को अजनवायि रूप से पालन करना होगा। अध्याय-IV प्रविे , परामि,ि आदि

4.1 पात्रता मानिंड – जचदकत्सा में स्नातकोत्तर 'ब्रॉड स्ट्पिे जलिी पाठ्यक्रम' करने की पात्रता "एनएमसी, नेिनल एजजिि िेस्ट्ि रेगलु ेिन, 2023" के अनुसार होगी। बिते दक िब तक नेिनल एजजिि िेस्ट्ि (एनईएक्ससिी) पर आधाररत पहला बैच ब्रॉड-स्ट्पेिजलिी पाठ्यक्रमों म ें प्रवेि के जलए पात्र न हो िाए, स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम, 2000 (पीिीएमईआर-2000) के अनसु ार राष्ट्रीय पात्रता-सह-रुजच परीक्षण-स्नातकोत्तर "नीि-पीिी" के माध्यम से प्रवेि की मौििू ा प्रणाली िारी रहगे ी। ऊपर बताई गई दकसी भी बात पर प्रजतकूल प्रभाव डाले जबना, स्नातकोत्तर जचदकत्सा जिक्षा बोडि अजधसूचना के माध्यम से ब्रॉड स्ट्पेिजलिीपाठ्यक्रमों के जलए नीि-पीिी आयोजित करने के तरीके, तौर-तरीके आदि का जनधािरण कर सकता ह।ै बिते दक मेजडजसन म ें सुपर स्ट्पिे जलिी कायिक्रम/पाठ्यक्रम को आग े बढ़ान े की पात्रता जिस े राष्ट्रीय आयुर्विज्ञान आयोग द्वारा संचाजलत दकया गया ह ै या सचं ाजलत कराया गया है, राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा-सुपर स्ट्पेिजलिी (नीि-एसएस) म ें न्यूनतम पात्रता स्ट्कोर हाजसल करने पर होगी। मान्यता प्राप्त सुपर-स्ट्पिे जलिी पाठ्यक्रम के सुपर-स्ट्पिे जलिी पाठ्यक्रम को आग ेबढ़ाने के जलए आवश्यक फीडर ब्रॉड स्ट्पिे जलिी योजयता की सूची अनबु धं -7 के अनुसार ह।ै नीि-पीिी के जलए एनईएक्ससिी में प्राप्त अंकों के आधार पर एक अजखल भारतीय मेररि सूची के सार्-सार् पात्र उम्मीिवारों की राज्य-वार मेधा सूची तैयार की िाएगी और उम्मीिवारों को केवल उक्त मेधा सूची के जलए स्नातकोत्तर पाठ्यक्रमों में प्रवेि दिया िाएगा।

4.2 नीि-एसएस का सचं ालन – राष्ट्रीय आयुर्विज्ञान आयोग या तो सभी सुपर स्ट्पेिजलिी पाठ्यक्रमों के जलए नीि- एसएस का संचालन कर सकता ह ै या नीि-एसएस आयोजित करने के जलए दकसी भी ऐसी एिेंसी या प्राजधकरण को नाजमत कर सकता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 बिते राष्ट्रीय आयुर्विज्ञान आयोग नीि-एसएस आयोजित करने के जलए कई एिेंजसयों या प्राजधकरणों या एिेंजसयों या प्राजधकरणों के संयोिन को नाजमत कर सकता है, यदि ऐसा पिनाम उद्देश्य के अनरूु प हो। ऊपर बताई गई दकसी भी बात पर प्रजतकूल प्रभाव डाले जबना, स्नाकोत्तर जचदकत्सा जिक्षा बोडि अजधसूचना के माध्यम स े सुपर स्ट्पिे जलिी पाठ्यक्रमों के जलए नीि-एसएस आयोजित करने के तरीके और तौर-तरीकों आदि का जनधािरण करेगा।

4.3 सामान्य परामि ि – वतिमान जवजनयमों या अन्य एनएमसी जवजनयमों में कही गई दकसी भी बात पर प्रजतकूल प्रभाव डाल े जबना, भारत म ें सभी जचदकत्सा संस्ट्र्ानों के जलए जचदकत्सा में स्नातकोत्तर पाठ्यक्रमों में प्रवेि के जलए सामान्य परामिि केवल संबंजधत परीक्षाओं की अहति ा सूची के आधार पर होगा। बिते सामान्य परामिि म ेंआवश्यकतानुसार कई िौर हो सकत ेह।ैं सभी सीिों के जलए सभी राउंड की परामिि राज्य या केंद्रीय परामिि प्राजधकरण द्वारा ऑनलाइन मॉडल पर आयोजित की िाएगी और कोई भी जचदकत्सा महाजवद्यालय/संस्ट्र्ान दकसी भी उम्मीिवार को स्ट्वयं प्रवेि नहीं िेगा। सीि मैररक म ें जववरण िि ि करते समय, जचदकत्सा महाजवद्यालयों को प्रत्येक पाठ्यक्रम के जलए िल्ु क की राजि का उल्लेख करना होगा, ऐसा न करने पर सीि की गणना नहीं की िाएगी। एनएमसी का पीिीएमईबी परीक्षा के संचालन, सामान्य परामिि, प्रवेि, िाजमल होन े और िक्षै जणक सत्र िुरू करन े के जलए दििाजनिेि और समय-साररणी प्रकाजित करेगा; और धारा 4.4 के अधीन नाजमत प्राजधकारी ऐसे प्रकाजित दििाजनिेिों और समय-सारणी के अनुरूप सामान्य परामिि आयोजित करेगा।

4.4 सरकार सामान्य परामि ि के जलए एक नाजमत प्राजधकारी जनयक्तु करेगी – जचदकत्सा संस्ट्र्ानों में जचदकत्सा में ब्रॉड स्ट्पेिजलिीवाले स्नातकोत्तर पाठ्यक्रमों में प्रवेि के जलए, केंद्र सरकार या उसके नाजमत प्राजधकारी अजखल भारतीय कोिा सीिों के जलए परामि ि एिेंसी होगी और संबंजधत राज्य सरकार/केंद्र िाजसत प्रिेि प्रिासन संबंजधत राज्य/केंद्र िाजसत प्रिेि कोिा सीिों के जलए परामि ि एिेंसी होगी। सुपर स्ट्पेिजलिी पाठ्यक्रमों की सभी सीिों के जलए, केंद्र सरकार या उसके नाजमत प्राजधकारी परामिि एिेंसी होंग।े

4.5 परामि ि के अलावा दकसी अन्य तरीके स े प्रविे चाहन े वाल े दकसी भी छात्र के जलए जनषधे - कोई भी जचदकत्सा संस्ट्र्ान इन जवजनयमों के उल्लघं न में दकसी भी उम्मीिवार को स्नातकोत्तर जचदकत्सा जिक्षा पाठ्यक्रमों (सुपर स्ट्पिे जलिी मेजडकल पाठ्यक्रम) में प्रवेि नहीं िेगा। बिते दक इन जवजनयमों के उल्लंघन म ें दकसी भी छात्र को प्रविे िेन े वाल े जचदकत्सा संस्ट्र्ान पर गैर-अनुपालन के जलए प्रजत सीि एक करोड़ रुपय े का िुमानि ा लगाया िाएगा। दकसी भी बाि के गरै -अनुपालन या जनरंतर उल्लंघन के जलए, जचदकत्सा संस्ट्र्ान को अगले िैक्षजणक वष ि से न्यूनतम िो िैक्षजणक वषों के जलए जवषय म ें दकसी भी छात्र को प्रवेि िेन े से रोक दिया िाएगा। बिते दक इस अजधिेि के उल्लघं न म ें प्रवेि पान े वाल े ऐसे छात्र को जचदकत्सा महाजवद्यालय से छुट्टी िे िी िाएगी और एक या अजधक वषों के जलए सीिों की िोगुनी संख्या कम कर िी िाएगी।

4.6 अजं तम सचू ी प्रस्ट्ततु करना - संबंजधत नाजमत प्राजधकारी (जिन्होंने सामान्य परामि ि आयोजित की ह)ै सामान्य परामिि के परू ा होने के एक सप्ताह के भीतर जनधािररत फामि में छात्रों की अंजतम सूची स्नातकोत्तर जचदकत्सा जिक्षा बोडि को प्रस्ट्तुत करेंगे, जिसमें उस सूची को एनएमसी वेबसाइि में प्रकाजित दकया िाएगा। बित े प्रत्यके संस्ट्र्ान पीिीएमईबी द्वारा घोजषत पाठ्यक्रम म ें िाजमल होने की अंजतम जतजर् के एक सप्ताह के भीतर एमएसआर में जवस्ट्तृत जनधािररत फामि में प्रवेजित छात्रों की अंजतम सूची पीिीएमईबी को प्रस्ट्तुत करेगा। बिते दक केवल उन्हीं जचदकत्सा संस्ट्र्ानों को छात्रों को प्रवेि िेने की अनुमजत िी गई है, जिन्ह ें सामान्य परामिि की अजधसूचना की तारीख से पहल े छात्रों को प्रविे िने े की अनुमजत र्ी, और जिन जचदकत्सा संस्ट्र्ानों को सामान्य परामिि की अजधसूचना की तारीख के बाि अपेजक्षत अनुमजत जमल गई ह,ै वे अगल ेिैक्षजणक वषि म ेंभाग लेंगे। स्ट्पष्टीकरण: पहल े स े स्ट्र्ाजपत जचदकत्सा संस्ट्र्ानों म ें सीिों की संख्या बढ़ाने के जलए अपजे क्षत अनुमजत भी यर्ोजचत पररवतिनों के सार् लाग ूहोगी।

4.7 छात्र प्रवासन - दकसी जचदकत्सा संस्ट्र्ान के जलए अंजतम रूप स े नाजमत दकसी भी छात्र को, इन जवजनयमों म ें उजल्लजखत दकसी भी बात के बाविूि, दकसी अन्य जचदकत्सा संस्ट्र्ान म ेंप्रवास की अनुमजत नहीं िी िाएगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

4.8 सीिों का आरक्षण - संबंजधत श्रजे णयों के जलए जचदकत्सा महाजवद्यालय/संस्ट्र्ानों में सीिों का आरक्षण राज्यों/केंद्र िाजसत प्रिेिों म ेंप्रचजलत काननू ों के अनुसार होगा। आग े यह भी उपबंध दकया गया ह ै दक 5% सरकारी या सरकारी सहायता प्राप्त उच्च जिक्षण संस्ट्र्ानों म ें वार्षिक स्ट्वीकृत प्रवेि क्षमता की सीिें "राष्ट्रीय पात्रता-सह-अहति ा सूची” के आधार पर जवकलांग व्यजक्तयों के अजधकार अजधजनयम, 2016 के प्रावधानों के अनरूु प राष्ट्रीय जनकास िाँच परीक्षा या नीि-पीिी के आधार पर बेंचमाकि जवकलागं ता वाल े उम्मीिवारों से भरी िाएंगी। स्नातकोत्तर जचदकत्सा पाठ्यक्रमों म ें प्रवेि के जलए “प्रवेि परीक्षा” के जलए, जवकलांग व्यजक्तयों के अजधकार अजधजनयम,2016 की अनुसूची में जनजहत "जनर्िष्टि जवकलांगता" को अनबु धं -8 म ें संलग्न दकया गया ह ै और जनर्िष्टि जवकलागं ता के सार् जचदकत्सा में पाठ्यक्रम करने के जलए उम्मीिवारों की पात्रता अनबु धं -9 के अनुसार होगी। यदि दकसी जविेष श्रणे ी में जवकलांग व्यजक्तयों के जलए आरजक्षत सीिें उम्मीिवारों की अनुपलब्धता के कारण खाली रह िाती हैं, तो सीिों को संबंजधत श्रेणी के जलए वार्षिक स्ट्वीकृत सीिों म ें िाजमल दकया िाना चाजहए।

4.9 सपु र स्ट्पिे जलिी पाठ्यक्रमों के जलए फीडर ब्रॉड स्ट्पिे जलिीअहति ाएँ - अहति ा के जलए सुपर स्ट्पेिजलिी पाठ्यक्रम को आग ेबढ़ाने के जलए ब्रॉड स्ट्पेिजलिीजडग्री अहति ा की पूवि आवश्यकता को फीडर पाठ्यक्रमों कहा िाएगा। अध्याय-V प्रजिक्षण, आदि

5.1 प्रजिक्षण की अवजध - जवजभन्न स्नातकोत्तर जडग्री और जडप्लोमा प्रिान करने के जलए प्रजिक्षण की अवजध अध्याय- II के अनुसार होगी।

5.2 प्रजिक्षण कायक्रि म -

(i) स्नातकोत्तर प्रजिक्षण में व्याख्यान, सेजमनार, िनिल क्सलब, समूह चचाि, प्रयोगिाला और प्रयोगात्मक कायों में भागीिारी, अनुसंधान में भागीिारी, नैिाजनक बैिकें, भव्य िौर, नैिाजनक जवकृजत जवज्ञान सम्मेलन, जनिान और जचदकत्सा में व्यावहाररक प्रजिक्षण के माध्यम स े छात्रों का प्रजिक्षण िाजमल होगा। जविेष प्रजिक्षण की आवश्यकता के अनुसार िल्य जचदकत्सा अनुरूप उपचार, बुजनयािी जचदकत्सा जवज्ञान के सार्-सार् संबद्ध नैिाजनक जवजिष्टताओं आदि म ेंप्रजिक्षण दिया िाएगा। स्ट्पेिजलिी में िहां रोगी का उपचार अंतग्रिस्ट्त है, छात्रों के जिक्षण और प्रजिक्षण में रोजगयों की िेखभाल की जिम्मेिारी प्रबंधन म ेंश्रणे ीबद्ध जिम्मेिारी िाजमल होगी।

(ii) सभी स्नातकोत्तर छात्र पणू िकाजलक रेजिडेंि डॉक्सिर के रूप म ें काम करेंगे। वे उजचत कायि घंिों के जलए काम करेंग े और उन्ह ेएक दिन म ेंआराम के जलए उजचत समय प्रिान दकया िाएगा।

(iii) सभी ब्रॉड स्ट्पेिजलिीऔर सुपर-स्ट्पेिजलिी छात्र र्ीजसस से संबंजधत िोध करेंग ेऔर र्ीजसस जलखेंगे।

(iv) स्नातकोत्तर प्रजिक्षण कायिक्रम िुरू करन े वाला प्रत्येक संस्ट्र्ान एक वररष्ठ संकाय सिस्ट्य की अध्यक्षता में एक अकािजमक सेल स्ट्र्ाजपत करेगा, िो प्रत्येक जविेषज्ञता म ें प्रजिक्षण कायिक्रमों के कायािन्वयन का जनगरानी करेगा और पीिीएमईबी द्वारा आज्ञाजपत दकए गए गणु वत्ता सुजनजित करेगा।

(v) समय-समय पर पीिीएमईबी द्वारा जनधािररत पाठ्यक्रम की आवश्यकता और अन्य प्रासंजगक आवश्यकताओं को ध्यान म ें रखत े हुए प्रजिक्षण कायिक्रमों को आवश्यकता पड़न े पर अद्यतन दकया िाएगा। संरजचत प्रजिक्षण कायिक्रम जलखा िाएगा और उसका सख्ती से पालन दकया िाएगा, तादक परीक्षक उम्मीिवारों द्वारा दकए गए प्रजिक्षण का जनधािरण कर सकें।

(vi) ब्रॉड और सुपर स्ट्पेिजलिी जडग्री पाठ्यक्रमों के स्नातकोत्तर छात्रों को एक डायनेजमक-लॉग बुक बनाए रखनी होगी, जिसे उनके द्वारा दकए िा रह े कायों और प्रजिक्षण की अवजध के िौरान दकए गए प्रजिक्षण कायिक्रम के बारे म ें साप्ताजहक आधार पर अद्यतन ररपोिि तैयार करन े की आवश्यकता ह।ै एमएस/एम.सीएच छात्रों को अजनवायि रूप से सहायता प्राप्त या स्ट्वतंत्र रूप से की गई सर्ििकल प्रदक्रयाओं का जववरण ििि करना होगा।

(vii) प्रजिक्षण प्रिान करन े वाल े स्नातकोत्तर गाइड का यह कतिव्य होगा दक वह माजसक आधार पर ररकॉड ि (ई-लॉग) पुस्ट्तकों का मल्ू यांकन और प्रमाणीकरण करे।

(viii) स्नातकोत्तर छात्रों को स्नातक छात्रों के जिक्षण और प्रजिक्षण कायिक्रम म ें अजनवायि रूप से भाग लेना आवश्यक होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7

(ix) नैिाजनक जवषयों में जडग्री/जडप्लोमा के प्रजिक्षण या पुरस्ट्कार के िौरान, संबंजधत जवषयों से संबंजधत बुजनयािी जचदकत्सा जवज्ञान म ें उजचत प्रजिक्षण होगा। प्रजिक्षण कायिक्रमों के िौरान जनवारक और सामाजिक पहलओंु पर िोर िने ा होगा। सभी स्नातकोत्तर जचदकत्सा महाजवद्यालय/संस्ट्र्ान म ें दििाजनिेिों के अनुसार बुजनयािी जवज्ञान जवषयों को पढ़ाने की सुजवधाएं होंगी।

(x) ब्रॉड स्ट्पेिजलिी/सुपर स्ट्पिे जलिी में जडग्री पाठ्यक्रम के स्नातकोत्तर छात्रों को अपनी अंजतम परीक्षा में उपजस्ट्र्त होन े के योजय बनाने के जलए जनम्नजलजखत में से कम से कम एक कायि करना होगा: (क) उनकी जविेषज्ञता के राष्ट्रीय/क्षत्रे ीय/राज्य सम्मेलन में पोस्ट्िर प्रस्ट्तुजत;

(ख) उनकी जविेषज्ञता के राष्ट्रीय/क्षत्रे ीय/राज्य सम्मेलन में पोजडयम प्रस्ट्तुजत; (ग) पहल े लेखक के रूप म ें अपनी जविेषज्ञता के िनिल म ें एक िोधपत्र प्रकाजित/प्रकािन के जलए स्ट्वीकार दकया ह।ै

(xi) अनसु धं ान पद्धजत म ेंपाठ्यक्रम (क) सभी स्नातकोत्तर छात्रों को अनसु ंधान पद्धजत म ेंएक ऑनलाइन पाठ्यक्रम पूरा करना होगा। (ख) छात्रों को नाजमत प्रजिक्षण संस्ट्र्ानों के पोििल पर पंिीकरण करना होगा। (ग) छात्रों को पहल े वषि म ेंपाठ्यक्रम पूरा करना होगा। (घ) पाठ्यक्रम के सफल समापन और उसके बाि परीक्षा पर उत्पन्न ऑनलाइन प्रमाणपत्र, इस पाठ्यक्रम को परू ा करने का स्ट्वीकायि प्रमाण होगा। (ङ) संबंजधत स्नातकोत्तर पाठ्यक्रम की अंजतम परीक्षा में बैिने के जलए पात्र होने के जलए उपयक्तुि प्रमाणीकरण एक अजनवायि आवश्यकता होगी। (च) यह आवश्यकता सभी स्नातकोत्तर छात्रों के जलए लागू होगी।

(xii) नजै तकता म ेंपाठ्यक्रम (क) सभी स्नातकोत्तर छात्रों को सस्ट्ं र्ानों/जवश्वजवद्यालयों द्वारा सचं ाजलत अच्छे नैिाजनकअभ्यास और अच्छे प्रयोगिाला अभ्यास, िो भी उनके जलए प्रासंजगक हो, सजहत नैजतकता में पाठ्यक्रम परू ा करना होगा। (ख) छात्रों को पहल े वषि म ेंपाठ्यक्रम पूरा करना होगा। (ग) दकसी भी स्नातकोत्तर छात्र को उपयुिक्त प्रमाणन परू ा दकए जबना परीक्षा म ें बैिने उपयक्तुि की अनुमजत नहीं िी िाएगी।

(xiii) हृिय को स्ट्वस्ट्र् रखन ेम ेंसहायता प्रिान करन ेका कौिल पाठ्यक्रम (क) सभी स्नातकोत्तर छात्रों को संस्ट्र्ान द्वारा संचाजलत मूलभतू हृिय स्ट्वास्ट्र् सहायता (बेजसक कार्डिएक लाइफ सपोिि) और हृिय को स्ट्वस्ट्र् रखनेवाला उन्नत सहायता प्रणाली (कार्डियक लाइफ सपोिि) कौिल म ें एक पाठ्यक्रम परू ा करना होगा। (ख) छात्रों से अपक्षे ा की िाएगी दक वे पहल े वषि म ेंपाठ्यक्रम पूरा कर लें। (ग) दकसी भी स्नातकोत्तर छात्र को उपयुिक्त प्रमाणीकरण के जबना परीक्षा में बैिन े की अनुमजत नहीं िी िाएगी।

(xiv) अन्य - संस्ट्र्ान दकसी अन्य पाठ्यक्रम म ें प्रजिक्षण की व्यवस्ट्र्ा कर सकत े ह ैं िैस े जचदकत्सा ऑजडि म ें िागरूकता; जचदकत्सा कानून, मानव व्यवहार के बारे मे िानकारी; जवत्तीय लेखा इत्यादि िो स्नातकोत्तर छात्रों के जलए फायिेमंि ह।ैं

(xv) जिला रेजिडेन्सी कायक्रि म (डीआरपी) I. प्रस्ट्तावना: जचदकत्सकों को जवजभन्न पष्ठृ भूजम में प्रजिजक्षत दकया िाना चाजहए, जिसमें समुिाय के करीबी भी िाजमल होंगे। इसजलए, उन्ह ेंजिला स्ट्वास्ट््य प्रणाली/जिला जचदकत्सालय में प्रजिजक्षत दकया िाना चाजहए।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते दक िैक्षजणक सत्र 2021 से प्रवेजित एम.डी./एम.एस. छात्रों के संबंध में, जिला रेिीडेंसी कायिक्रम के जहस्ट्से के रूप में दिया गया प्रजिक्षण, को जचदकत्सा संस्ट्र्ान म ेंप्रजिक्षण माना िाएगा। II. उद्देश्य: जिला रेिीडेंसी कायिक्रम (डीआरपी) के मुख्य उद्देश्य होंगे:

क. स्नातकोत्तर छात्र को जिला स्ट्वास्ट््य प्रणाली/जिला अस्ट्पताल से पररजचत कराना और उन्ह ें सेवा के िौरान सीखन े के जलए जिला स्ट्वास्ट््य प्रणाली/जिला अस्ट्पताल द्वारा प्रिान की िा रही स्ट्वास्ट््य िेखभाल सेवाओं म ेंिाजमल करना;

ख. उन्ह ें जिला स्ट्तर पर राष्ट्रीय स्ट्वास्ट््य कायिक्रमों की योिना, कायािन्वयन, जनगरानी और पररणामों के मूल्यांकन से पररजचत कराना; और ग. राष्ट्रीय स्ट्वास्ट््य जमिन के तहत स्ट्वास्ट््य िेखभाल पिे ेवरों की जवजभन्न श्रेजणयों द्वारा प्रिान की िा रही प्रोत्साहन, जनवारक, उपचारात्मक और पुनवािस सेवाओं के जलए उन्ह ेंतैयार करना। ऐसा करत े हुए, स्नातकोत्तर जचदकत्सा छात्र भी जिला स्ट्वास्ट््य प्रणाली की सेवाओं को मिबूत करन े में योगिान िेंग,े जविेष प्रकार के जनवासी डॉक्सिर जिला िीमों के सिस्ट्यों के रूप म ेंकाम करेंगे। III. जिला अस्ट्पताल की पररभाषा: इस कायिक्रम के प्रयोिन के जलए, एक जिला अस्ट्पताल को उस स्ट्तर/सुजवधा पर जनर्ििष्ट जवजिष्टताओं के जलए सुजवधाओं/कमिचाररयों के सार् कम से कम 50 जबस्ट्तरों का कायाित्मक सावििजनक क्षेत्र/सरकार द्वारा जवत्त पोजषत अस्ट्पताल होना चाजहए। दकसी भी स्नातकोत्तर जचदकत्सा संस्ट्र्ान या सुपर-स्ट्पेिजलिी अस्ट्पताल को जिला अस्ट्पताल नहीं माना िाएगा। IV. जिला स्ट्वास्ट््य प्रणाली की पररभाषा: इस कायिक्रम के उद्देश्य के जलए, जिला स्ट्वास्ट््य प्रणाली म ें सभी सावििजनक क्षेत्र/सरकारी जवत्त पोजषत अस्ट्पताल और सुजवधाएं (सामुिाजयक स्ट्वास्ट््य केंद्र, प्रार्जमक स्ट्वास्ट््य केंद्र, उप-स्ट्वास्ट््य केंद्र, िहरी स्ट्वास्ट््य केंद्र इत्यादि सजहत) के सार्-सार् जिले म ें सामुिाजयक पहुचँ प्रणाली भी िाजमल होगी। इसमें राष्ट्रीय और राज्य सावििजनक स्ट्वास्ट््य कायिक्रमों के कायािन्वयन सजहत संबंजधत सावििजनक स्ट्वास्ट््य सेवाओं को चलान े में लगी जिला प्रणाली भी िाजमल होगी। V. जिला रेिीडेंसी कायक्रि म: राष्ट्रीय आयुर्विज्ञान आयोग के िायरे म ें आन े वाल े सभी जचदकत्सा महाजवद्यालय/संस्ट्र्ानों म ें ब्रॉड जवजिष्टताओं म ें एमडी/एमएस करन े वाल े सभी स्नातकोत्तर छात्रों को पाठ्यक्रम के अलावा जिला अस्ट्पतालों/जिला स्ट्वास्ट््य प्रणाली में तीन महीने के अजनवायि आवासीय रोिेिन से गुिरना होगा। ऐसा रोिेिन स्नातकोत्तर कायिक्रम के तीसरे या चौर्े या पांचवें सेमेस्ट्िर में होगा। उन छात्रों के मामल े म ें जिन्होंन े सबं ंजधत जविेषज्ञता म ें जडप्लोमा परू ा करन े के बाि प्रवेि जलया है, जिला रेिीडेंसी कायिक्रम केवल तीसरे सेमेस्ट्िर में होगा। इसी प्रकार, स्नातकोत्तर जडप्लोमा छात्रों को तीसरे सेमेस्ट्िर में जिला रेिीडेंसी कायिक्रम में जहस्ट्सा लेना होगा। इस रोिेिन को 'जिला रेिीडेंसी कायिक्रम' (डीआरपी) कहा िाएगा और प्रजिक्षण प्राप्त करने वाल े स्नातकोत्तर मेजडकल छात्र को 'जिला जनवासी' कहा िाएगा। VI. जिला रेिीडेंि का प्रजिक्षण और जिम्मिे ाररया:ँ जिला रेिीडेंि जिला रेिीडेंसी कायिक्रम समन्वयक (डीआरपीसी) के सभी जनिेिों और पयिवेक्षण के तहत काम करेगा। इस रोिेिन के िौरान, रेजिडेंि डॉक्सिर को जिला स्ट्वास्ट््य प्रणाली/जिला अस्ट्पताल में संबंजधत/संबद्ध जविेष िीम/यूजनि/अनुभागों/सेवाओं के सार् तैनात दकया िाएगा और जनवाजसयों को सौंपी गई नैिाजनक जिम्मेिाररयों में बाह्य रोगी, आंतररक रोगी, हताहत और उनकी जविेषज्ञता से संबंजधत अन्य क्षेत्रों में सेवा करना और रात की ड्यूिी िाजमल होगी। जवजिष्टताओं के स्नातकोत्तर छात्रों को िहां प्रत्यक्ष रोगी की िखे भाल िाजमल नहीं है, उन्ह ें जिला स्ट्वास्ट््य अजधकारी/मुख्य जचदकत्सा अजधकारी के समन्वय में उपलब्ध अवसर के अनुरूप जिला स्ट्वास्ट््य प्रणाली/जिला अस्ट्पताल िीमों द्वारा प्रजिजक्षत दकया िाएगा।उन्ह ें नैिाजनक/प्रयोगिाला सेवाओं, फामेसी सेवाओं, फोरेंजसक सेवाओं, सामान्य नैिाजनक कतिव्यों, प्रबंधकीय भूजमकाओं, सावििजनक स्ट्वास्ट््य कायिक्रमों आदि म ें प्रजिजक्षत दकया िाएगा और उनके द्वारा इन क्षेत्रों में योगिान दिया िाएगा। उन्ह ें भारतीय जचदकत्सा अनुसंधान पररषि और अन्य राष्ट्रीय अनुसंधान संगिनों की अनुसंधान इकाइयों/सुजवधाओं, प्रयोगिालाओं और क्षेत्रीय साइिों पर भी तैनात दकया िा सकता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 VII. जिला रेिीडेंि के जलए विीफा और छुरट्टया:ँ जिले के जनवासी जचदकत्सकों, जनधािररत तरीकों और प्रणाली के आधार पर, संबंजधत जिला अजधकाररयों द्वारा मूल जचदकत्सा कॉलेि/संस्ट्र्ान को प्रस्ट्तुत दकए गए उपजस्ट्र्जत ररकॉड ि के अधीन, रोिेिन की अवजध के जलए दकसी भी जचदकत्सा महाजवद्यालय स े पणू ि विीफा प्राप्त करना िारी रखेंगे। कायि की अत्यावश्यकता के अधीन, जिला रेिीडेंि को रोिेिन के अनुसार एक साप्ताजहक अवकाि की अनुमजत िी िाएगी। वे मलू कॉलेि/जवश्वजवद्यालय के जनयमों/दििाजनिेिों के अनुसार अवकाि लाभ के भी हकिार होंगे। VIII. डीआरपी के िौरान प्रजिक्षण और उसका प्रमाणीकरण:

क. प्रजिक्षण की गणु वत्ता की जनगरानी लॉगबुक, समर्नि कारर पयिवेक्षण और प्रििनि के जनरंतर मूल्यांकन द्वारा की िाएगी। जिला जनवासी जचदकत्सकों की उपजस्ट्र्जत और प्रिििन को संबंजधत जिले के जिला रेिीडेंसी कायिक्रम समन्वयक (डीआरपीसी) के सार्-सार् मलू जचदकत्सा कॉलेि द्वारा उजचत इलेक्सरॉजनक/जडजििल या मोबाइल सक्षम प्रणाली के माध्यम स े रैक दकया िाएगा। ऐसी जनगरानी प्रणाजलया ँ राज्य/केंद्र िाजसत प्रिेि संचालन सजमजत और राष्ट्रीय समन्वय कक्ष के जलए भी उपलब्ध होंगी। ख. जिले के जनवासी मागििििन, सीखने और अनुसूजचत मामले की चचािओं, सेजमनारों, िनिल क्सलबों, र्ीजसस चचाि, आदि और अन्य िैक्षजणक गजतजवजधयाँ में िरू से भाग लेन े में सक्षम होने के जलए फोन और ई-संचार के माध्यम से अपने मूल जचदकत्सा महाजवद्यालय/संस्ट्र्ान में अपने नाजमत स्नातकोत्तर जिक्षकों और जवभागों के संपकि में रहगें े। ग. उम्मीिवार को संबंजधत स्नातकोत्तर पाठ्यक्रम की अंजतम परीक्षा म ें बैिन े की अनुमजत िेन े स े पहल े जिला रेिीडेंसी का सतं ोषिनक समापन एक आवश्यक ित ि होगी। घ. जिला रेिीडेंसी कायिक्रम समन्वयक (डीआरपीसी) डीआरपी के संतोषिनक समापन का प्रमाण पत्र िारी करेगा और संबंजधत जचदकत्सा कॉलेि और और पीिीएमईबी द्वारा संबंजधत जचदकत्सा कॉलेि और राज्य सरकार / केंद्रिाजसत प्रिेि का तय दकए िाने वाले जनधािररत प्रारूप पर जिला जनवासी जचदकत्सकों के प्रिििन के बारे में ररपोिि िारी करेगा। IX. जचदकत्सा महाजवद्यालय/जचदकत्सा सस्ट्ं र्ान की जिम्मिे ारी: सभी जचदकत्सा महाजवद्यालय/सस्ट्ं र्ानों का यह िाजयत्व होगा दक वे स्नातकोत्तर छात्रों को जिला रेिीडेंसी कायिक्रम के जलए संबंजधत राज्य/केंद्र िाजसत प्रिेि की सरकार के अधीन रखें। संबंजधत जवभागों के संकाय धारा 5.2 VI और VIII के अनुसार जिला जनवासी जचदकत्सकों को फोन/ई-संचार द्वारा मागिििनि प्रिान करेंगे। X. राष्ट्रीय/राज्य जनरीक्षण तत्रं का सजं वधान: राज्य सरकार/केंद्र िाजसत प्रिेि अपने अजधकार क्षेत्र में जिला रेिीडेंसी कायिक्रम को जनम्नानुसार लागू करेंग:े - क. कायिक्रम का समन्वय जचदकत्सा जिक्षा जनििे ालय और स्ट्वास्ट््य सेवा जनिेिालय द्वारा संयुक्त रूप स े दकया िाएगा। राज्य सरकार/केंद्र िाजसत प्रिेि के एक अजधकारी को राज्य/केंद्र िाजसत प्रिेि जिला रेिीडेंसी कायिक्रम (डीआरपी) नोडल अजधकारी के रूप म ें नाजमत दकया िाएगा। संबंजधत सरकार जिला रेिीडेंसी कायिक्रम की सुजवधा, जनगरानी और पयिवेक्षण के जलए जिम्मेिार होगी। ख. नाजमत राज्य/यूिीडीआरपी नोडल अजधकारी जिला स्ट्वास्ट््य प्रणाली/जिला अस्ट्पताल की पहचान और नाजमत करेगा िो जवजिष्ट जवजिष्टताओं, जविेषज्ञों की उपलब्धता के संिभि में ऐसे रोिेिन के जलए उपयक्तु ह,ैं राज्य के स्ट्वास्ट््य सेवा जनिेिालय और जचदकत्सा महाजवद्यालय के परामिि स े उपलब्ध सुजवधाएं और सेवाएँ, और कम से कम 6 महीन े पहले रोिेिन के कारण जचदकत्सा महाजवद्यालय के पोस्ट्ि-ग्रेिुएि रेजिडेंट्स का प्लेसमेंि िड्ये लू जवकजसत करें। यह अजधकारी राज्य स्ट्तर पर जिकायत जनवारण के जलए भी जिम्मेिार होगा। ग. राज्य डीआरपी नोडल अजधकारी स्नातकोत्तर जनवाजसयों को प्रजिक्षण सुजवधाओं का जनयम-आधाररत आवंिन करेगा। घ. राज्य सरकार जिला जनवाजसयों को उजचत सुजवधाएं प्रिान करेगी, जिसमें अन्य बातों के अलावा, उपयुक्त आवास, भोिनालय, कायिस्ट्र्ल तक पररवहन (यदि रहन े का स्ट्र्ान िरू ह)ै , सुरक्षा, जविषे10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] रूप स े मजहला जनवाजसयों के जलए िाजमल ह।ै आवास सरकारी पररसर के माध्यम स े या सबं ंजधत राज्य सरकार द्वारा दकराए पर जलया िा सकता ह ैऔर जनधािररत मानिडं ों के अनरूु प होना चाजहए। ङ. जिले के रेिीडेंि जचदकत्सक संबंजधत राज्य/केंद्रिाजसत प्रिेि डीआरपी नोडल अजधकारी के अजधकार क्षेत्र में रहगें ेिहां वे जिला रेजिडेंसी कायिक्रम में भागीिारी कर रह ेह।ैं च. यदि राज्य/केंद्रिाजसत प्रििे के सभी स्नातकोत्तर जनवाजसयों को उनके संबंजधत अजधकार क्षेत्र म ें िाजमल नहीं दकया िा सकता ह,ै तो उन्ह ें राष्ट्रीय समन्वय सले की सहायता से संबंजधत सरकारों के परामिि से आपसी समझ से अन्य राज्यों/केंद्र िाजसत प्रिेिों म ें तैनात करने की संभावना तलािी िा सकती ह।ै छ. िेि के जवजभन्न जचदकत्सा महाजवद्यालय/संस्ट्र्ानों में उत्तर पूवि क्षेत्र (एनईिडे ) के स्नातकोत्तर छात्रों को अपन ेसंबंजधत राज्यों में जिला रेिीडेंसी कायिक्रम में भागीिारी करन े की अनुमजत होगी। ि. राज्य सरकार/केंद्र िाजसत प्रििे राज्य की स्ट्वास्ट््य िेखभाल सेवाओं म ें उनके योगिान की मान्यता के प्रतीक के रूप में जिला जनवाजसयों को अजतररक्त मानिेय प्रिान करने पर जवचार कर सकते ह।ैं इसके अलावा, संबंजधत सरकारें िरू िराि और करिन क्षेत्रों में पोचस्ट्िंग को प्रोत्साजहत करन े के जलए प्रावधान कर सकती ह,ैं और स्नातकोत्तर छात्रों को इन स्ट्र्ानों पर सेवा करन े के जलए स्ट्वच्े छा स े प्रोत्साजहत कर सकती ह।ैं झ. संबंजधत राज्य सरकार राज्य डीआरपी नोडल अजधकारी और जचदकत्सा महाजवद्यालय के बीच समन्वय के जलए प्रत्येक जिले म ें जिला स्ट्वास्ट््य प्रणाली के एक वररष्ठ अजधकारी को जिला रेिीडेंसी कायिक्रम समन्वयक (डीआरपीसी) के रूप म ें भी नाजमत करेगी। जिला रेिीडेंसी कायिक्रम समन्वयक स्नातकोत्तर जनवाजसयों को जिला स्ट्वास्ट््य प्रणाली की ओर कायि करने, जिल े के भीतर पोचस्ट्िंग की जनगरानी करन,े उनके आवास, सुरक्षा और पररवहन आवश्यकताओं को सुजनजित करने और जिकायत जनवारण आदि के जलए भी जिम्मेिार होगा। जिला रेिीडेंसी कायिक्रम समन्वयक जिला जनवाजसयों को छुट्टी स्ट्वीकृत करने के जलए सक्षम प्राजधकारी होगा। XI. राष्ट्रीय आयर्ु वज्ञि ान आयोग की जिम्मिे ारी: सभी जचदकत्सा संस्ट्र्ान डीआरपी पूरा होन े के एक सप्ताह के भीतर छात्रों की डीआरपी पोचस्ट्िंग जववरण राष्ट्रीय आयुर्विज्ञान आयोग के पीिीएमईबी को प्रस्ट्तुत करेंगे। राष्ट्रीय आयुर्विज्ञान आयोग का पीिीएमईबी प्रजिक्षण कायिक्रम की जनगरानी करेगा और यदि चाह ेतो राज्य सरकार और जचदकत्सा संस्ट्र्ानों को आवश्यक बिलाव का जनििे ि ेसकता ह।ै XII. राष्ट्रीय/राज्य जनरीक्षण तत्रं का गिन: राष्ट्रीय आयुर्विज्ञान आयोग जिला रेिीडेंसी कायिक्रम के कायािन्वयन की िेखरेख के जलए भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के परामि ि से एक राष्ट्रीय संचालन सजमजत का गिन करेगा। क. राष्ट्रीय संचालन सजमजत की अध्यक्षता अध्यक्ष, स्नातकोत्तर जचदकत्सा जिक्षा बोडि (पीिीएमईबी) या उनके नाजमत व्यजक्त द्वारा की िाएगी। सजमजत में स्ट्वास्ट््य और पररवार कल्याण मंत्रालय से नाजमत सिस्ट्य (जनिेिक/उप सजचव के पि से नीच े नहीं), स्ट्वास्ट््य सवे ा महाजनिेिालय (डीिीएचएस) के नाजमत सिस्ट्य और कम से कम छह राज्य सरकारों/केंद्र िाजसत प्रिेिों के प्रजतजनजध िाजमल होंगे। सजमजत केंद्र सरकार को त्रैमाजसक ररपोिि प्रस्ट्तुत कर सकती ह।ै ख. राष्ट्रीय संचालन सजमजत राष्ट्रीय आयुर्विज्ञान आयोग के पीिीएमईबी के तहत एक राष्ट्रीय समन्वय कक्ष (एनसीसी) स्ट्र्ाजपत करेगी िो जिला रेिीडेंसी कायिक्रम के सुचारू और कुिल कायािन्वयन और राष्ट्रीय स्ट्तर पर जिकायत जनवारण के जलए जिम्मेिार होगा। ग. राज्य/केंद्र िाजसत प्रिेि की सरकारें प्रमुख सजचव/सजचव (स्ट्वास्ट््य) की अध्यक्षता म ें एक राज्य/केंद्र िाजसत प्रिेि स्ट्तरीय संचालन सजमजत का गिन करेंगी और इसमें प्रमुख सजचव/सजचव (जचदकत्सा जिक्षा), स्ट्वास्ट््य सेवाओं के जनिेिक, जचदकत्सा जिक्षा जनिेिक, रजिस्ट्रार िाजमल होंगे। स्ट्वास्ट््य जवश्वजवद्यालय और जचदकत्सा महाजवद्यालय के डीन जिला रेिीडेंसी कायिक्रम के कायािन्वयन की सुजवधा प्रिान करेंगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 XIII. स्नातकोत्तर सीिों की आनपु ाजतक वजृ द्ध के जलए आविे न - जिला रेिीडेंसी कायिक्रम के जलए स्नातकोत्तर जचदकत्सा छात्रों/ रेजिडेंट्स की आउि-पोचस्ट्िंग के कारण अपने जिक्षण अस्ट्पताल/संस्ट्र्ान म ें काम के संभाजवत समझौते की भरपाई के जलए महाजवद्यालय/संस्ट्र्ान एमडी/एमएस सीिों की आनुपाजतक वृजद्ध के जलए आवेिन कर सकता ह।ै ऐसे आवेिन जिला रेिीडेंसी कायिक्रम के कायािन्वयन के एक वषि के बाि दकये िा सकते ह।ैं XIV. जिला रेिीडेंसी कायक्रि म का िभु ारंभ: जिला रेिीडेंसी कायिक्रम को िैक्षजणक सत्र 2021 में स्नातकोत्तर पाठ्यक्रम में िाजमल होन े वाल ेस्नातकोत्तर ब्रॉड स्ट्पेिजलिीबैच के सार् लाग ूदकया िाएगा।

5.3 पाठ्यक्रम - स्नातकोत्तर जचदकत्सा जिक्षा बोड ि एनएमसी वेबसाइि पर समय-समय पर मॉडल पाठ्यक्रम और उसके पररणाम उद्दश्े यों को प्रकाजित करेगा, जिसे महाजवद्यालय/संस्ट्र्ानों द्वारा कायािजन्वत दकया िाएगा।

5.4 स्नातकोत्तर छात्रों को विीफा - सभी संस्ट्र्ानों में स्नातकोत्तर जडग्री/जडप्लोमा/सुपर-स्ट्पेिजलिी पाठ्यक्रम करन े वाल े स्नातकोत्तर छात्रों को राज्य सरकार के जचदकत्सा संस्ट्र्ानों/केंद्र सरकार के जचदकत्सा संस्ट्र्ानों िो राज्य/केंद्र िाजसत प्रिेि िहां संस्ट्र्ान जस्ट्र्त ह,ै के स्नातकोत्तर छात्रों को दिए िान े वाल ेविीफे के बराबर भगु तान दकया िाएगा।

5.5 स्नातकोत्तर छात्रों के जलए अवकाि जनयम - जनम्नजलजखत अवकाि जनयमों का पालन दकया िाएगा: क. प्रत्येक स्नातकोत्तर छात्र को प्रजत वषि कम से कम 20 दिन का सवैतजनक अवकाि (आकजस्ट्मक अवकाि) दिया िाएगा। ख. कायि की अत्यावश्यकता के अधीन, स्नातकोत्तर छात्रों को एक साप्ताजहक अवकाि की अनुमजत िी िाएगी। ग. मजहला स्नातकोत्तर छात्रों को मौिूिा सरकारी जनयमों और जवजनयमों के अनुसार मातृत्व अवकाि की अनुमजत िी िाएगी। घ. पुरुष स्नातकोत्तर छात्रों को मौिूिा सरकारी जनयमों और जवजनयमों के अनुसार जपतृत्व अवकाि की अनुमजत िी िाएगी। ङ. 20 दिनों की सवैतजनक छुट्टी के अलावा, उम्मीिवारों को प्रजत वषि 5 दिनों की िैक्षजणक सवैतजनक छुट्टी की अनुमजत िी िाएगी। प्रजिक्षण अवजध अध्याय-2 के अनुसार होगी। यदि कोई उम्मीिवार अनुमत्य दिनों स े अजधक छुट्टी लेता है, तो प्रजिक्षण अवजध परू ी करन े के जलए उसकी अवजध उतन े ही दिनों के जलए बढ़ा िी िाएगी। हालाँदक, 80% (अस्ट्सी प्रजतित) उपजस्ट्र्जत होन े पर ही कोई परीक्षा में िाजमल हो सकेगा।

5.6 स्नातकोत्तर छात्रों को आवास कॉलेि के जलए स्नातकोत्तर छात्रों को उजचत आवासीय आवास प्रिान करना अजनवाय ि होगा। हालाँदक, स्नातकोत्तर छात्रों के जलए छात्रावास में रहना अजनवायि नहीं होगा। अध्याय-VI जवश्वजवद्यालयों की भजू मका

6.1 अपने अधीन जचदकत्सा संस्ट्र्ानों वाले सभी संबंजधत जवश्वजवद्यालयों का यह कतिव्य होगा दक वे राष्ट्रीय आयुर्विज्ञान आयोग के सार् साझेिारी करें - क. छात्र को एक सक्षम जविेषज्ञ और/या जचदकत्सा जिक्षक बनाने के जलए उच्च-गुणवत्ता और सस्ट्ती स्नातकोत्तर जचदकत्सा जिक्षा प्रिान करन े के जलए एक उपयक्तु पाठ्यक्रम लागू करना। ख. क्षमता-आधाररत जचदकत्सा जिक्षा प्रिान करना सुजनजित करने के जलए िजृ ष्टकोण, नैजतकता और संचार कौिल पर िोर िेत े हुए सैद्धांजतक ज्ञान के सार्-सार् नैिाजनक और व्यावहाररक कौिल म ेंप्रजिक्षण प्रिान करना। ग. स्ट्व-जनिेजित और सहायता प्राप्त जिक्षा िोनों में जवद्वानों को प्रोत्साजहत दकया िाना चाजहए। घ. उच्चतम वैजश्वक मानकों को पूरा करने के जलए िेि भर में जचदकत्सा संस्ट्र्ानों द्वारा प्रिान की िा रही जचदकत्सा जिक्षा का आवजधक और पारििी मूल्यांकन दकया िाना। ङ. स्नातकोत्तर कायिक्रम के समग्र सफल समापन के जलए योगात्मक मूल्यांकन दकया िाना। च. सभी स्ट्तरों पर आपात जस्ट्र्जतयों और आपिाओं से जनपिन े के जलए छात्रों में आत्मजवश्वास पैिा दकया िाना।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

6.2 उपयुिक्त पर प्रजतकूल प्रभाव डाले जबना, संबंजधत जवश्वजवद्यालय और उनके अधीन जचदकत्सा संस्ट्र्ान यह सुजनजित करेंगे दक कायि का उजचत ररकॉडि रखा िाए तादक वे जवद्वानों के उद्देश्यपूणि, कुिल और पारििी आतं ररक मूल्यांकन का आधार बन सकें। बिते दक, इन बनाए गए और अच्छी तरह स े वगीकृत िस्ट्ताविे ों को हर समय परामि ि के जविेष रूप स े संबंजधत जवश्वजवद्यालय या एनएमसी द्वारा जचदकत्सा कॉलेि के मल्ू यांकन के प्रयोिनों के जलए उपलब्ध कराया िाएगा।

6.3 संबंजधत जवश्वजवद्यालय का यह जनरंतर प्रयास रहगे ा दक स्नातकोत्तर स्ट्तर पर प्रजिक्षण की अवजध के िौरान संकाय, जचदकत्सा जिक्षा जवभाग और जवद्वानों द्वारा जवकजसत प्रौद्योजगकी के इष्टतम उपयोग के जलए लगातार रणनीजत जवकजसत की िाए।

6.4 संबंजधत जवश्वजवद्यालय का यह जनरंतर प्रयास रहगे ा दक परीक्षा आयोजित करन े और जडजििल मोड म ें जडग्री/जडप्लोमा और अन्य प्रमाणपत्र िारी करन े के जलए जडजििल तकनीक का अजधकतम उपयोग दकया िाए, िो जडजिलॉकर प्लेिफॉमि पर उपलब्ध होना चाजहए। सभी जवश्वजवद्यालयों को यर्ािीघ्र जडजिलॉकर प्लेिफॉमि पर जडजििल मोड में प्रमाणपत्र िारी करना िुरू करने के जलए हर संभव प्रयास करना चाजहए। अध्याय-VII जवभाग, इकाइया,ँ सकं ाय और वररष्ठ जनवासी

7.1 जवभाग: जवभाग का नाम जवजिष्ट जवषय (अहति ा) के नाम के अनुसार होगा (अनलु ग्नक-1, अनलु ग्नक-2)। प्रत्येक जवभाग का अध्यक्ष एक प्रोफेसर होगा। इकाई: यदि लाग ूहो तो आंतररक रोगी जबस्ट्तरों वाल ेसभी जवभागों में इकाई सरं चना (इकाइयाँ) होंगी। सकं ाय: प्रोफेसर, एसोजसएि प्रोफेसर और अजसस्ट्िेंि प्रोफेसर को फैकल्िी माना िाएगा और व े पणू कि ाजलक होंगे। राष्ट्रीय आयुर्विज्ञान आयोग के िायरे में आने वाल े जचदकत्सा संस्ट्र्ानों में स्नातकोत्तर जचदकत्सा जिक्षा प्रिान करने वाले जवजभन्न जिक्षण जवजिष्टताओं में संकाय की जनयुजक्त और पिोन्नजत, जचदकत्सा संस्ट्र्ानों जवजनयमों में जिक्षक पात्रता अहति ा के मानिडं ों के अनुसार होनी चाजहए। संकाय की आवश्यकता की संख्या और जिक्षण संकाय के अधीन पंिीकरण योजय स्नातकोत्तर छात्रों की संख्या स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम, 2023 और पीिीएमएसआर-23.

सरकारी संस्ट्र्ानों में, िहां अजतररक्त प्रोफेसर का पि रखने वाले संकाय प्रोफेसर बनन ेके जलए सभी आवश्यकताओं को पूरा करत े ह,ैं उन्ह ें सभी उद्देश्यों के जलए प्रोफेसर माना िाएगा। इसी प्रकार, सरकारी संस्ट्र्ानों में, िहां रीडर का पि रखने वाल े संकाय, सह-प्राध्यापक बनने के जलए सभी आवश्यकताओं को परू ा करत े हैं, उन्ह ें सभी उद्देश्यों के जलए सह- प्राध्यापक माना िाएगा। सीजनयर रेजिडेंट्स और िजू नयर रेजिडेंट्स: सीजनयर रेजिडेंि के पास संबंजधत ब्रॉड स्ट्पेिजलिीमें स्नातकोत्तर जडग्री योजयता होनी चाजहए। सुपर-स्ट्पेिजलिी पाठ्यक्रम करने वाले स्नातकोत्तर छात्रों को भी वररष्ठ जनवासी कहा िाएगा। ब्रॉड स्ट्पेिजलिीपाठ्यक्रम करन े वाल ेछात्रों को िूजनयर रेजिडेंि कहा िाएगा। दकसी अन्य जनकाय िैसे जचदकत्सा जवज्ञान में राष्ट्रीय परीक्षा बोडि (निे नल बोडि ऑफ एजिाजमनेिन इन मेजडकल साइंसेि) आदि के अधीन स्नातकोत्तर पाठ्यक्रम इन जनयमों के अधीन पाठ्यक्रमों के जलए उन्हीं इकाइयों, जिक्षण कर्मियों और बुजनयािी ढांचे के जलया स्ट्वीकायि नहीं ह।ैं

7.2 जचदकत्सा महाजवद्यालय/संस्ट्र्ान के संकाय मूल्यांकन के उद्देश्य से और जविेषज्ञ आदि के रूप म ें िब भी आवश्यक हो, राष्ट्रीय आयुर्विज्ञान आयोग/बोडों की सहायता करेंगे।

7.3 जचदकत्सा महाजवद्यालय/संस्ट्र्ान के डीन/जनिेिक/चप्रंजसपल का पि दकसी मान्यता प्राप्त/मान्यता प्राप्त संस्ट्र्ान स े मान्यता प्राप्त स्नातकोत्तर मेजडकल जडग्री रखने वाल े व्यजक्त के पास होना चाजहए और जिसके पास जचदकत्सा महाजवद्यालय में प्रोफेसर/एसोजसएि प्रोफेसर के रूप म ें न्यूनतम िस साल का जिक्षण अनुभव हो और कम से कम पांच वषि जवभाग में प्रोफेसर के पि पर कायि दकया हो। इन पिों पर जनयुजक्त वररष्ठता-सह-अहति ा के आधार पर की िाएगी। जचदकत्सा संस्ट्र्ान के डीन/जनििे क/चप्रंजसपल जवभागाध्यक्ष का पि धारण नहीं करेंगे।

7.4 संबद्ध जिक्षण अस्ट्पताल के जचदकत्सा अधीक्षक के पास दकसी मान्यता प्राप्त/प्रत्याजयत संस्ट्र्ान से मान्यता प्राप्त स्नातकोत्तर मेजडकल जडग्री होनी चाजहए, सार् ही अस्ट्पताल के संबंजधत जवभागों में प्रोफेसर/एसोजसएि प्रोफेसर के रूप में न्यूनतम िस वष ि का जिक्षण अनुभव होना चाजहए, जिसम ें से कम से कम पांच वषि का जिक्षण अनुभव प्रोफेसर के रूप म ें[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 होने चाजहए। इन पिों पर जनयजु क्त वररष्ठता-सह-अहति ा के आधार पर की िाएगी। जचदकत्सा अधीक्षक जवभागाध्यक्ष के पि पर नहीं रहगें े। हालाँदक, वह यूजनि का नते ृत्व कर सकत े ह।ैं अध्याय-VIII परीक्षाएँ

8.1 परीक्षाए ँ जचदकत्सा महाजवद्यालय/संस्ट्र्ान प्रारंजभक मूल्यांकन (परीक्षा) आयोजित करेगा और जवश्वजवद्यालय योगात्मक मल्ू यांकन (परीक्षा) आयोजित करेगा। प्रारंजभक मूल्यांकन (परीक्षा) और योगात्मक मूल्यांकन (परीक्षा) िोनों में ्योरी, नैिाजनक / प्रायौजगक और मौजखक परीक्षा िाजमल होगी। जवश्वजवद्यालय दकसी भी जवषय के जलए एक वष ि में िो से अजधक परीक्षाएं आयोजित नहीं करेगा, िोनों परीक्षाओं के बीच कम से कम 4 और अजधक से अजधक 8 महीन े का अतं राल नहीं होगा।

8.2 परीक्षकों क. ब्रॉड और सुपर स्ट्पेिजलिीज़ म ें स्नातकोत्तर परीक्षा के जलए परीक्षक (आंतररक और बाह्य िोनों) के पास संबंजधत जवषय में मान्यता प्राप्त स्नातकोत्तर गाइड के रूप में तीन साल का अनुभव होगा। ख. स्नातकोत्तर परीक्षा के जलए परीक्षकों की न्यूनतम संख्या चार होगी। जिनमें कम स े कम िो बाहरी परीक्षक होंग े और उनमें कम से कम एक राज्य के बाहर अन्य जवश्वजवद्यालय से होगा। ग. एक ही संस्ट्र्ान के जलए लगातार िो से अजधक जनयजमत परीक्षाओं के जलए एक परीक्षक जनयुक्त नहीं दकया िाएगा।

8.3 कायजि वजध क. ब्रॉड स्ट्पिे जलिी: डॉक्सिर ऑफ मजे डजसन (एमडी)/मास्ट्िर ऑफ सिरि ी (एमएस) - दकसी भी जवषय में एमडी/एमएस परीक्षाओं म ेंसैद्धांजतक पेपर, निै ाजनक/प्रायोजगक और मौजखक परीक्षाएं िाजमल होंगी। (क) सद्धै ाजं तक - सैद्धांजतक परीक्षा (रचनात्मक और योगात्मक िोनों) एक प्रश्न प्रकार के वणिनात्मक उत्तर, बहुजवकल्पीय प्रश्न (एमसीक्सयू) प्रकार या िोनों प्रकार के जमश्रण की हो सकती ह।ै योगात्मक परीक्षा के जलए सैद्धांजतक परीक्षा चार सैद्धांजतक पेपरों की होगी। पहला और चौर्ा पेपर क्रमिः बुजनयािी जचदकत्सा जवज्ञान और हाजलया प्रगजत पर होगा। पहला और चौर्ा पेपर क्रमिः बुजनयािी जचदकत्सा जवज्ञान और हाजलया प्रगजत पर होगा। सैद्धांजतक परीक्षा नैिाजनक और व्यावहाररक परीक्षा से काफी पहले आयोजित की िाएगी। (ख) निै ाजनक/प्रायोजगक और मौजखक परीक्षा:

i. परामिििाता/जविेषज्ञ/जिक्षक के रूप म ें स्ट्वतंत्र कायि करन े के जलए उम्मीिवारों के ज्ञान और क्षमता का परीक्षण करन े के जलए नैिाजनक जवज्ञान म ें जवषयों के जलए नैिाजनक परीक्षा आयोजित की िाएगी, जिसके जलए उम्मीिवारों द्वारा प्रस्ट्तुत एक लंबे मामले और िो छोिे मामलों की िांच की िाएगी। ii. प्रयोगात्मक/प्रयोगिाला अध्ययन के आधार पर वैध और प्रासंजगक अवलोकन करने के जलए उम्मीिवारों के ज्ञान और क्षमता का परीक्षण करन े के जलए अन्य जवषयों के जलए प्रायोजगक परीक्षा आयोजित की िाएगी और ऐसे अध्ययन करन े की उनकी क्षमता िो उनके जवषय के जलए प्रासंजगक हैं, की िाँच की िाएगी। iii. मौजखक परीक्षा संपूणि होगी और इसका उद्दश्े य जवषय, िांच प्रदक्रयाओं, जचदकत्सीय तकनीक और जविेषज्ञता के अन्य पहलओंु के बारे में उम्मीिवार के ज्ञान और क्षमता का आकलन करना होगा। iv. नैिाजनक/व्यावहाररक परीक्षा म ेंवस्ट्तुजनष्ठ संरजचत नैिाजनक परीक्षा (ओएससीई) िाजमल होगी। ख. सपु र स्ट्पिे जलिी: डॉक्सिरेि ऑफ मजे डजसन (डीएम)/मजै िस्ट्िर जचरुर्ियि ा (एम.सीएच.) - परीक्षा म ें जसद्धांत और नैिाजनक/प्रायोजगक और मौजखक परीक्षा िाजमल ह।ैं14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (क) सद्धै ाजं तक - सैद्धांजतक परीक्षा (रचनात्मक और योगात्मक िोनों) एक प्रश्न प्रकार के वणनि ात्मक उत्तर, बहुजवकल्पीय प्रश्न (एमसीक्सयू) प्रकार या िोनों प्रकार के जमश्रण की हो सकती ह।ै योगात्मक परीक्षा के जलए सैद्धांजतक परीक्षा चार सैद्धांजतक पेपरों की होगी। पहला और चौर्ा पेपर क्रमिः बुजनयािी जचदकत्सा जवज्ञान और हाजलया प्रगजत पर होगा। सैद्धांजतक परीक्षा नैिाजनक और व्यावहाररक परीक्षा से काफी पहले आयोजित की िाएगी। (ख) निै ाजनक/प्रायोजगक और मौजखक परीक्षा :

i. परामिििाता/जविेषज्ञ/जिक्षक के रूप में स्ट्वतंत्र कायि करने के जलए उम्मीिवारों के ज्ञान और क्षमता का परीक्षण करने के जलए नैिाजनक जवज्ञान में जवषयों की नैिाजनक परीक्षा आयोजित की िाएगी, जिसके जलए उम्मीिवारों द्वारा प्रस्ट्तुत एक लबं े मामले और िो छोिे मामलों की िांच की िाएगी। ii. प्रायोजगक परीक्षा म ें जनिान और जचदकत्सा के जलए जविेष िाचं तकनीकों को िाजमल करना िाजमल हो सकता ह।ै एम.सीएच. उम्मीिवारों की िल्य जचदकत्सा प्रदक्रयाओं में भी िांच की िाएगी। मौजखक परीक्षा इतनी व्यापक होगी दक उम्मीिवार के समग्र ज्ञान का परीक्षण दकया िा सके और जवषय, िाचं प्रदक्रयाओं, जचदकत्सीय तकनीक और जविेषता के अन्य पहलओंु के बारे म ेंक्षमता। iii. नैिाजनक/प्रायोजगक परीक्षा में वस्ट्तुजनष्ठ संरजचत नैिाजनक परीक्षा (ओएससीई) िाजमल होगी। ग. स्नातकोत्तर जडप्लोमा - दकसी भी जवषय में जडप्लोमा परीक्षा में सैद्धांजतक और प्रायोजगक/निै ाजनक और मौजखक परीक्षाएं िाजमल होंगे। (क) सद्धै ाजं तक - तीन सैद्धांजतक पेपर होंगे। पहला पेपर बेजसक जचदकत्सा साइंसेि पर होगा। सैद्धांजतक परीक्षा नैिाजनक परीक्षा से काफी पहले आयोजित की िाएगी। (ख) निै ाजनक/प्रायोजगक और मौजखक परीक्षा - निै ाजनक जवज्ञान जवषय के जलए नैिाजनक परीक्षा एक जविेषज्ञ के रूप म ें स्ट्वतंत्र काय ि करन े हते ु उम्मीिवार के ज्ञान और क्षमता का आकलन करन े के उद्देश्य स े आयोजित की िाएगी, जिसके जलए उम्मीिवार द्वारा प्रस्ट्तुत न्यूनतम एक लंबे मामले और िो छोिे मामलों की िांच करनी होगी। मौजखक परीक्षा संपूण ि होगी और इसका उद्देश्य जवषय, िांच प्रदक्रयाओं, जचदकत्सीय तकनीक और जविेषज्ञता के अन्य पहलओंु के बारे म ेंउम्मीिवार के ज्ञान और क्षमता का आकलन करना होगा। नैिाजनक/प्रायोजगक परीक्षा में वस्ट्तुजनष्ठ संरजचत नैिाजनक परीक्षा (ओएससीई) िाजमल होगी

8.4 मल्ू याकं न क. संबंजधत जवश्वजवद्यालय या अन्य जवश्वजवद्यालयों के अन्य महाजवद्यालयों के सभी जिक्षक, िो स्नातकोत्तर परीक्षक बनने के पात्र ह,ैं उत्तर पुजस्ट्तकाओं का मल्ू यांकन कर सकत े ह।ैं ख. सभी उत्तर पुजस्ट्तकाओं का संबंजधत जवश्वजवद्यालय द्वारा िो मूल्यांकन दकया िाएगा। पेपर के जलए िो मूल्यांकनकतािओं द्वारा दिए गए कुल अंकों का औसत, जिसे जनकितम मूल्य तक पूणाांदकत दकया िाता है, पररणामों की गणना के जलए जवचार दकया िाएगा। सभी उत्तर पुजस्ट्तकाएं, िहा ं िो मल्ू यांकनों के बीच का अंतर पेपर के जलए जनधािररत कुल अकं ों का 15% या अजधक ह,ै तीसरे मल्ू यांकन के अधीन होगी। पेपर के जलए तीन मूल्यांकनकतािओं द्वारा दिए गए सवोत्तम कुल िो अंकों के औसत को जनकितम पणू ाांक (पणू ि सख्ं या) तक पणू ाांदकत करके, पररणामों की अंजतम गणना के जलए जवचार दकया िाएगा। ग. गणना और पररणामों की घोषणा के बाि, दकसी भी पररजस्ट्र्जत में पुनमल्ूि यांकन की अनुमजत नहीं िी िाती ह।ै घ. स्नातकोत्तर पाठ्यक्रम प्रिान करने वाल ेसभी स्ट्वास्ट््य जवश्वजवद्यालय/संस्ट्र्ान जडजििल मल्ू यांकन लागू करेंगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 एम.एस./एम.डी./एम.सीएच./डीएम पाठ्यक्रमों के मल्ू याकं न के जलए मानिडं क्र.स.ं जववरण एम.एस./एम.डी./एम.सीएच./डीएम पाठ्यक्रम 1 सैद्धाजन्तक सैद्धाजन्तक परीक्षा पत्रों की संख्या 4 प्रत्येक सैद्धाजन्तक परीक्षा पत्र के जलए अंक 100 सैद्धाजन्तक परीक्षा पत्रों का कुल अंक 400 सैद्धाजन्तक परीक्षा पत्र में उत्तीणि होने के जलए न्यूनतम अंक 200/400 (प्रत्येक परीक्षा पत्र में 40% न्यूनतम अंक) 2 प्रायोजगक/नैिाजनक 300 3 मौजखक परीक्षा 100 मौजखक परीक्षा सजहत प्रायोजगक/नैिाजनक परीक्षा पत्रों में 200/400 उत्तीणि होने के जलए न्यूनतम अंक अभ्यर्ी को उत्तीणि होने वाले प्रत्येक जवषय में कम से कम 50% अंक प्राप्त करने होंगे, जिनमे सजमल है

(1) सैद्धाजन्तक - कुल 50% (इसके अलावा, प्रत्येक सैद्धाजन्तक पत्र में एक उम्मीिवार को न्यूनतम 40% अंक प्राप्त करने होंगे)

(2) प्रायोजगक/नैिाजनक/मौजखक परीक्षा - कुल 50%

(3) यदि कोई अभ्यर्ी एक जवषय में भी असफल होता है, तो उसे सैद्धाजन्तक और प्रायोजगक/नैिाजनक/मौजखक परीक्षा िोनों के जलए दफर से उपजस्ट्र्त होना होगा।

(4) नैिाजनक/प्रायोजगक और मौजखक परीक्षा के कुल अंकों का पांच प्रजतित अंक (20 अंक) िोध जनबंध/र्ीजसस का होगा और यह नैिाजनक/प्रायोजगक परीक्षा के अंकों का जहस्ट्सा होगा। राज्य के बाहर के बाहरी परीक्षक िोध प्रबंध/र्ीजसस का मूल्यांकन करेंगे और उस पर मौजखक परीक्षा लेंगे और िोध प्रबंध/र्ीजसस की गुणवत्ता और उसकी मौजखक परीक्षा पर प्रिििन के आधार पर अंक दिए िाएंगे। ( 5) स्नातकोत्तर परीक्षा में सैद्धाजन्तक या प्रायोजगक के जलए दकसी अनुग्रह अंक की अनुमजत नहीं ह।ै स्नातकोत्तर जडप्लोमा पाठ्यक्रम के मल्ू याकं न के जलए मानिडं जववरण पी.िी. जडप्लोमा पाठ्यक्रम क्र.स.ं 1 सैद्धाजन्तक सैद्धाजन्तक परीक्षा पत्रों की संख्या 3 प्रत्येक सैद्धाजन्तक परीक्षा पत्र के जलए अंक 100 सैद्धाजन्तक परीक्षा पत्रों का कुल अंक 300 सैद्धाजन्तक परीक्षा पत्र में उत्तीणि होने के जलए न्यूनतम अंक 150/300 (प्रत्येक परीक्षा पत्र म ें 40% न्यूनतम अंक) 2 प्रायोजगक/नैिाजनक 200 3 मौजखक परीक्षा 100 मौजखक परीक्षा सजहत प्रायोजगक/नैिाजनक परीक्षा पत्रों में उत्तीणि 150/300 होने के जलए न्यूनतम अंक अभ्यर्ी को उत्तीणि होने के प्रत्येक जवषय में कम से कम 50 अंक प्राप्त करने होंगे, जिनमे सजमल ह ै

(1) सैद्धाजन्तक - कुल 50% (इसके अलावा, प्रत्येक सैद्धाजन्तक पत्र में एक उम्मीिवार को न्यूनतम 40% अंक प्राप्त करने16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] होंगे)

(2) प्रायोजगक/नैिाजनक/मौजखक परीक्षा - कुल 50%

(3) यदि कोई अभ्यर्ी एक जवषय में भी असफल होता है, तो उसे सैद्धाजन्तक और प्रायोजगक/नैिाजनक/मौजखक परीक्षा िोनों के जलए दफर से उपजस्ट्र्त होना होगा।

(4) स्नातकोत्तर परीक्षा में सैद्धाजन्तक या प्रायोजगक के जलए दकसी अनुग्रह अंक की अनुमजत नहीं ह।ै अध्याय-IX प्रजतबधं और िमु ानि ा

9.1 जवजनयमों के उल्लघं न के जलए िमु ानि ा - गरै -अनुपालन या चूक के जलए, पीिीएमईबी जचदकत्सा महाजवद्यालय/संस्ट्र्ान को िंजडत करेगा।

9.2 उपयुिक्त धारा 9.1 म ेंबताई गई दकसी भी बात पर प्रजतकूल प्रभाव डाले जबना, िुमािना लगान े में जनम्नजलजखत म ेंस े एक/अजधक/सभी िाजमल हो सकते ह ैं – क. जचदकत्सा संस्ट्र्ान द्वारा यर्ाजस्ट्र्जत सुधार/अनुपालन के जनिेि के सार् चते ावनी िारी करना;

ख. जचदकत्सा संस्ट्र्ान द्वारा दकए गए प्रत्येक उल्लंघन/चूक के कृत्य के जलए एक करोड़ रुपय े से अजधक का मौदद्रक िुमािना नहीं; ग. गलत घोषणा/िस्ट्तावेि/अजभलेख (मरीिों के ररकॉड ि सजहत) प्रस्ट्तुत करने वाले सकं ाय/ जवभागाध्यक्ष (एचओडी)/डीन/जनिेिक/डॉक्सिर के जलए आर्र्िक िुमािना पाचं लाख रुपय े से अजधक नहीं होगा। इसके अलावा, उन पर व्यावसाजयक आचरण जवजनयमों के तहत किाचार का आरोप भी लगाया िा सकता ह ै या िंजडत दकया िा सकता ह;ै घ. उस िैक्षजणक वषि या इतने वषों के जलए मौिूिा पाठ्यक्रम में सीिों की वृजद्ध सजहत दकसी भी नए पाठ्यक्रम के जलए आवेिन की प्रदक्रया को रोकने के जलए माबि को जसफाररि करना;

ङ. जचदकत्सा संस्ट्र्ान द्वारा अगले या बाि के िैक्षजणक वषों म ेंप्रविे पान े वाले छात्रों की संख्या कम करना; च. अगले या आगामी िैक्षजणक वषों में एक या अजधक पाठ्यक्रमों में प्रवेि रोकना; छ. अनुमजत वापस लेन े के जलए एनएमसी को जसफाररि करना;

ि. व्यजक्तयों या एिेंसी के माध्यम से पीिीएमईबी या एनएमसी पर िबाव डालन े का कोई भी प्रयास जचदकत्सा संस्ट्र्ान द्वारा आवेिन/अनुरोध की प्रदक्रया को तत्काल रोक िेगा; बिते दक जचदकत्सा संस्ट्र्ान को कजमयों को सुधारने के जलए उजचत अवसर दिया िा सकता ह ै और यदि वह अपेजक्षत मानिंडों को पूरा करने में जवफल रहता ह ै तो आग े कोई कारिवाई की िाएगी। बिते दक, पीिीएमईबी या एनएमसी उस समय लागू आपराजधक कानून के अनुसार झूिी िानकारी प्रस्ट्तुत करने, या झूिे िस्ट्तावेिों के जनमािण के जलए आपराजधक कायिवाही भी िुरू कर सकता ह।ै अध्याय-X जवजवध

10.1 सकं ाय जवकास कायक्रि म - स्नातकोत्तर जचदकत्सा जिक्षा बोडि स्नातकोत्तर प्रजिक्षण के जलए संकाय के कौिल को बढ़ाने के जलए संकाय जवकास कायिक्रम जनधािररत करेगा, जिसका अजनवायि रूप से पालन करना होगा।

10.2 पि ु प्रयोग - जचदकत्सा संस्ट्र्ानों में िरीर दक्रया जवज्ञान एवं औषध जवज्ञान म ें स्नातकोत्तर पाठ्यक्रमों के अहति ा आधाररत पाठ्यक्रम में पिु प्रयोग को एक अजभन्न अगं के रूप म ेंिाजमल दकया िाना चाजहए। हालाँदक, िहाँ भी संभव हो, इन जवषयों में स्नातकोत्तर छात्रों के जिक्षण और प्रजिक्षण के जलए गरै -पिु, मानव प्रासंजगक तरीकों के उपयोग को प्रोत्साजहत दकया िा सकता ह।ै यदि िानवरों का उपयोग अनुसंधान अध्ययन या र्ीजसस कायि के एक भाग के रूप में दकया िाता ह,ै तो िैव जचदकत्सा संबंधी नैजतकता और पि ु क्रूरता जनवारण अजधजनयम, 1960 के तहत बनाए गए प्रासंजगक जनयमों और दििाजनिेिों का सख्ती स ेपालन दकया िाना चाजहए।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17

10.3 सहयोगात्मक अनसु धं ान - उत्कृष्टता के अन्य वैज्ञाजनक सगं िनों के सार्-सार् भारत सरकार द्वारा प्रित्त प्रजतजष्ठत/उत्कृष्टता संस्ट्र्ानों के सार् सहयोगात्मक व्यवस्ट्र्ा द्वारा उच्चतम क्षमता के जचदकत्सक वैज्ञाजनक तैयार करने के जलए जचदकत्सा क्षेत्र म ें अनुसंधान को प्रोत्साहन प्रिान दकया िा सकता ह।ै आयुष के सार् अतं र-जवषयक अनुसंधान को प्रोत्साजहत दकया िा सकता ह।ै अध्याय-XI सिं ोधन, बचत खडं और जनरसन

11.1 स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम-2023 म ें सिं ोधन का प्रावधान - राष्ट्रीय आयुर्विज्ञान आयोग को आवश्यकता पड़न े पर स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम-2023 म ें कोई भी अजतररक्त, जवलोपन, प्रजतस्ट्र्ापन या कोई अन्य संिोधन करन े का अजधकार ह।ै स्नातकोत्तर जचदकत्सा जिक्षा बोड ि को आवश्यकता पड़ने पर सलाह और स्ट्पष्टीकरण िारी करने का अजधकार ह।ै जिला रेिीडेंसी कायिक्रम (डीआरपी) की िेखरेख के जलए धारा 5.2 (xv)XII के अधीन गरित राष्ट्रीय संचालन सजमजत उद्दश्े यों को प्राप्त करने के जलए जिला रेिीडेंसी कायिक्रम को लागू करने में व्यावहाररक तरीके सुझाएगी।

11.2 बचत खण्ड - इन जवजनयमों म ें जनजहत दकसी भी बात के बाविूि, "स्नातकोत्तर जचदकत्सा जिक्षा जवजनयम, 2000" या "अध्ययन या प्रजिक्षण के एक नए या उच्च पाठ्यक्रम का उद्घािन (अध्ययन या प्रजिक्षण के स्नातकोत्तर पाठ्यक्रम सजहत) और वृजद्ध" के तहत की गई कोई भी कारिवाई अध्ययन या प्रजिक्षण के दकसी भी पाठ्यक्रम में प्रवेि क्षमता (अध्ययन या प्रजिक्षण के स्नातकोत्तर पाठ्यक्रम सजहत) जवजनयम, 2000" या उससे पहल े की पररषिों की जसफाररि को संरजक्षत दकया िाएगा।

(iii) अत्यजधक िारीररक जवकृजत के सार्-सार् बढ़ती उम्र िो उस े दकसी भी लाभकारी व्यवसाय को करन े स े रोकती ह,ै और अजभव्यजक्त "कुष्ठ िीक हो गया" को तिनुसार समझा िाएगा;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 25 (ख) "सेरेब्रल पाल्सी" से अजभप्रेत ह ै िरीर की गजतजवजधयों और मांसपेजियों के समन्वय को प्रभाजवत करने वाली गरै - प्रगजतिील न्यूरोलॉजिकल जस्ट्र्जत का एक समूह िो मजस्ट्तष्क के एक या अजधक जवजिष्ट क्षेत्रों को होन े वाली क्षजत के कारण होता ह,ै िो आमतौर पर िन्म से पहल,े उसके िौरान या उसके तरु ंत बाि होता ह;ै (ग) "बौनापन" से अजभप्रेत ह ै एक जचदकत्सीय या आनुवंजिक जस्ट्र्जत जिसके पररणामस्ट्वरूप एक वयस्ट्क की ऊंचाई 4 फीि 10 इंच (147 सेंिीमीिर) या उससे कम होती ह;ै (घ) "मस्ट्कुलर जडस्ट्रॉफी" से अजभप्रते ह ै वंिानगु त आनुवंजिक मांसपेिी रोग का एक समूह िो मानव िरीर को जहलान े वाली मांसपेजियों को कमिोर करता ह ै और मल्िीपल जडस्ट्रॉफी वाले व्यजक्तयों के िीन म ें गलत और गायब िानकारी होती ह,ै िो उन्ह ें स्ट्वस्ट्र् मांसपेजियों के जलए आवश्यक प्रोिीन बनान े स े रोकती ह।ै यह प्रगजतिील कंकाल की मांसपेजियों की कमिोरी, मांसपेजियों के प्रोिीन में िोष, और मांसपेजियों की कोजिकाओं और ऊतकों की मृत्यु की जविेषता ह;ै (ङ) "एजसड अिैक पीजड़त" स े एजसड या इसी तरह के संक्षारक पिार्ि फेंकन े से हुए चहसं क हमलों के कारण जवकृत हुआ व्यजक्त अजभप्रेत ह।ै ख. िजृ ष्ट क्षजत – (क) "नेत्रहीनता" से अजभप्रेत ऐसी जस्ट्र्जत ह ै िहां सवोत्तम सुधार के बाि दकसी व्यजक्त म ें जनम्नसैद्धांजतक में से कोई भी जस्ट्र्जत होती ह-ै

(i) िजृ ष्ट की पणू ि अनुपजस्ट्र्जत; या

(ii) सवोत्तम संभव सुधार के सार् बहे तर आंख म ेंिश्ृ य तीक्ष्णता 3/60 से कम या 10/200 (स्नले ेन) से कम; या

(iii) 10 जडग्री से कम का कोण अंतररत करने वाले िजृष्ट क्षेत्र की सीमा। (ख) "जनम्न िजृ ष्ट" से अजभप्रेत ऐसी जस्ट्र्जत ह ैिहां दकसी व्यजक्त को जनम्नसैद्धांजतक में स ेकोई भी जस्ट्र्जत हो, अर्ाित:् -

(i) सवोत्तम संभव सुधार के सार् बेहतर आंख में िश्ृ य तीक्ष्णता 6/18 से अजधक या 20/60 स े 3/60 तक या 10/200 (स्नले ेन) तक नहीं होनी चाजहए; या

(ii) 40 जडग्री से कम के कोण को 10 जडग्री तक अंतररत करने वाल ेिजृ ष्ट क्षेत्र की सीमा। ग. श्रवण क्षजत - (क) "बजधर" से अजभप्रते ह ैऐसा व्यजक्त जिन्ह ेंिोनों कानों म ेंबोलन ेकी आवृजत्त में 70 डीबी श्रवण क्षजत वाल ेव्यजक्त;

(ख) "कम सुनन े वाला" स े अजभप्रेत ऐसा व्यजक्त ह ैजिसे िोनों कानों म ें बोलन े की आवृजत्त म ें 60 डीबी से 70 डीबी सुनन े की हाजन वाला व्यजक्त; घ. "वाक् और भाषा जवकलांगता" से अजभप्रेत ह ै आंजगक या तंजत्रका संबंधी कारणों से भाषण और भाषा के एक या अजधक घिकों को प्रभाजवत करने वाली लेटरंिेक्सिॉमी या वाचाघात िैसी जस्ट्र्जतयों से उत्पन्न होने वाली स्ट्र्ायी जवकलांगता।

2. बौजद्धक जवकलागं ता, स े एक ऐसी जस्ट्र्जत अजभप्रेत ह ै िो बौजद्धक कायिप्रणाली (तकि, सीखना, समस्ट्या समाधान) और अनुकूल व्यवहार िोनों में महत्वपूणि सीमा की जविेषता रखती है, जिसमें हर दिन, सामाजिक और व्यावहाररक कौिल की एक श्रृंखला िाजमल ह ै – (क) "जवजिष्ट सीखने की अक्षमता" स े जस्ट्र्जतयों का एक जवषम समहू अजभप्रेत ह ै जिसमें बोली िाने वाली या सैद्धांजतक भाषा को संसाजधत करन े म ें कमी होती ह,ै िो समझने, बोलने, पढ़ने, जलखन,े वतनि ी या गजणतीय गणना करन े म ें करिनाई के रूप में प्रकि हो सकती ह ै और इसमें अवधारणात्मक जवकलांगता, जडस्ट्लेजक्ससया, जडस्ट्ग्रादफया, जडस्ट्केल्कुजलया, जडस्ट्प्रैजक्ससया और जवकासात्मक वाचाघात िैसी जस्ट्र्जतयां िाजमल ह;ैं (ख) "ऑरिज़्म स्ट्पेक्सरम जडसऑडिर" स े एक न्यूरो-जवकासात्मक जस्ट्र्जत अजभप्रेत ह ै िो आमतौर पर िीवन के पहल े तीन वषों में दिखाई िेती ह ै िो दकसी व्यजक्त की संवाि करने, ररश्तों को समझने और िसू रों से संबजं धत होने की क्षमता को महत्वपूणि रूप से प्रभाजवत करती है, और अक्ससर असामान्य या रूदढ़वािी अनष्ठु ानों या व्यवहारों से िुड़ी होती ह।ै26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

3. मानजसक व्यवहार, - "मानजसक बीमारी" स े सोच, मनोििा, धारणा, अजभजवन्यास या स्ट्मृजत का एक बड़ा जवकार अजभप्रेत ह ै िो जनणिय, व्यवहार, वास्ट्तजवकता को पहचानन े की क्षमता या िीवन की सामान्य मांगों को परू ा करन े की क्षमता को गंभीर रूप से ख़राब करता है, लेदकन इसमें मिं ता िाजमल नहीं ह ै िो दकसी व्यजक्त के दिमाग के अवरुद्ध या अपूण िजवकास की जस्ट्र्जत ह,ै िो जविेष रूप स ेबुजद्ध की सामान्यता की जविेषता ह।ै

4. जवकलागं ता के कारण – (क) जचरकाजलक न्यूरोलॉजिकल जस्ट्र्जतयां, िैसे-

(i) ''बहुल ऊतक िढ़ृ न'' से एक प्रिाहक, तंजत्रका तंत्र की बीमारी अजभप्रेत ह ै जिसमें मजस्ट्तष्क और रीढ़ की हड्डी की तंजत्रका कोजिकाओं के अक्षतंतु के चारों ओर मेरूमज्ज आच्छािन क्षजतग्रस्ट्त हो िाते ह,ैं जिससे मजस्ट्तष्क और रीढ़ की हड्डी म ें तंजत्रका कोजिकाओं की क्षमता नष्ट हो िाती ह ै और एक िसू रे के सार् संवाि करना प्रभाजवत होती ह।ै

(ii) "पार्कांसंस रोग" से तंजत्रका तंत्र की बढ़नेवाली बीमारी अजभप्रेत िो कंपकंपी, मांसपेजियों की किोरता और धीमी, अजनजित गजत से जचजननत होती ह,ै िो मुख्य रूप से मध्यम आय ु वग ि और बुिगु ि लोगों को प्रभाजवत करती ह ैिो मजस्ट्तष्क के बेसल गैजन्जलया के पतन और न्यरू ोरांसमीिर डोपामाइन की कमी से िुड़ी होती ह।ै (ख) रक्त जवकार-

(i) ''अजधरक्त स्राव'' से एक वंिानुगत बीमारी अजभप्रेतत ह,ै िो आमतौर पर केवल पुरुषों को प्रभाजवत करती ह,ै लेदकन मजहलाओं द्वारा उनके पुरुष बच्चों को प्रेजषत होती है, जिसमें रक्त की सामान्य र्क्के िमन े की क्षमता की हाजन या हाजन होती ह,ै जिससे दक मामूली घाव के कारण घातक रक्तस्राव हो सकता है;

(ii) "र्लै ेसीजमया" से वंिानुगत जवकारों का एक समूह अजभप्रेत ह ै जिसमें हीमोजलोजबन की मात्रा कम या अनुपजस्ट्र्त होती ह।ै

(iii) "जसकल सेल रोग" से एक हमे ोजलरिक जवकार अजभप्रेत ह ै िो क्रोजनक एनीजमया, िििनाक घिनाओं और संबंजधत ऊतक और अगं क्षजत के कारण जवजभन्न िरिलताओं से होता है; "हमे ोजलरिक" लाल रक्त कोजिकाओं की कोजिका जझल्ली के जवनाि को संिर्भित करता ह ै जिसके पररणामस्ट्वरूप हीमोजलोजबन जनकलता ह।ै

5. एकाजधक जवकलागं ताएं (उपयक्तुि जनर्ििष्ट जवकलागं ताओं में से एक से अजधक) जिसमें बहरा अधं ापन भी िाजमल है, जिससे एक ऐसी जस्ट्र्जत अजभप्रेत ह ै जिसमें दकसी व्यजक्त में सुनने और िेखने की हाजन का संयोिन हो सकता है, जिससे गंभीर संचार, जवकासात्मक और िैजक्षक समस्ट्याएं हो सकती ह।ैं

6. कोई अन्य श्रेणी िो केंद्र सरकार द्वारा अजधसूजचत की िाए। नोि: आरपीडब्ल्यडू ी अजधजनयम, 2016 की अनसु चू ी म ें दकसी भी सिं ोधन के पररणामस्ट्वरूप उपयक्तुि अनबु धं म ें सिं ोधन दकया िाएगा। अनबु धं -9 [धारा 4.8 िेख]ें आधजु नक जचदकत्सा म ेंस्नातकोत्तर पाठ्यक्रमों म ेंप्रविे के सबं धं म ेंजवकलागं व्यजक्तयों के अजधकार अजधजनयम, 2016 के अधीन "जवजिष्ट जवकलागं ता" वाल ेछात्रों के प्रविे के सबं धं म ेंदििाजनिेि नोि:

1. "जवकलांगता प्रमाणपत्र" सामाजिक न्याय और अजधकाररता मंत्रालय [दिव्यांगिन सिजक्तकरण जवभाग] द्वारा भारत के रािपत्र म ें अजधसूजचत जवकलांग व्यजक्तयों के अजधकार जनयम, 2017 के अनुसार िारी दकया िाएगा [दिव्यांगिन सिजक्तकरण जवभाग] 15 िून 2017।

2. दकसी व्यजक्त में "जनर्ििष्ट जवकलांगता" की सीमा का मल्ू यांकन "जवकलांग व्यजक्तयों के अजधकार अजधजनयम, 2016 (2016 का 49) के अधीन िाजमल दकसी व्यजक्त में जनर्ििष्ट जवकलांगता की सीमा का आकलन करने के उद्देश्य से दििाजनिेि" के अनुसार दकया िाएगा। 4 िनवरी 2018 को सामाजिक न्याय और अजधकाररता मत्रं ालय [जवकलांग व्यजक्तयों के सिजक्तकरण जवभाग (दिव्यागं िन)] द्वारा भारत के रािपत्र म ेंअजधसूजचत दकया गया।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27

3. जनर्ििष्ट जवकलांगता वाले व्यजक्तयों के जलए आरक्षण का लाभ उिाने के जलए पात्र होने के जलए जवकलागं ता की न्यूनतम जडग्री 40% (बेंचमाकि जवकलांगता) होनी चाजहए।

4. 'िारीररक रूप से जवकलागं ' (पीएच) िब्ि के स्ट्र्ान पर 'जवकलांग व्यजक्त' (पीडब्ल्यडू ी) िब्ि का उपयोग दकया िाना ह।ै र जवकलांगता सीमा क्र.सं. ा क जचदकत्सा जचदकत्सा पाठ्यक्रम के जचदकत्सा पाठ्यक्रम प्र ा जवकलांगता का पाठ्यक्रम के जलए जलए पात्र, पीडब्ल्यूडी के जलए पात्र नहीं त जनर्ििष्ट जवकलांगता ग ंा प्रकार पात्र, पीडब्ल्यूडी कोिा के जलए पात्र ल क कोिा के जलए पात्र व ज नहीं

1. क. लोकोमोिर क. कुष्ठ रोग से पीजड़त 40% से कम 40-80% जवकलांगता। 80% प्रजतित से जवकलांगता, व्यजक्त* जवकलांगता 80% से अजधक अजधक ख.सेरेब्रल पाल्सी** जिसमें जनर्ििष्ट जवकलांगता वाले जवकलांगताएं ग.बौनापन व्यजक्तयों को भी मामले (एक तक) घ.मांसपेिीय िर्ु विकास के आधार पर अनुमजत िाजमल हैं। ङ.एजसड अिैकपीजड़त िी िा सकती ह ै और च. अन्य*** िैसे जवच्छेिन, उनकी कायाित्मक अहिता पोजलयोमाइलाइरिस, सहायक उपकरणों की आदि। सहायता से जनधािररत की िाएगी, यदि इसका उपयोग दकया िा रहा है, तो यह िेखने के जलए दक क्सया इसे 80% से नीचे लाया गया ह ै और क्सया उनके पास पाठ्यक्रम को संतोषिनक ढंग से आगे ा त बढ़ाने और पूरा करने के ग पं अ जलए आवश्यक पयािप्त क मोिर क्षमता है। र र ी र *उंगजलयों और हार्ों में संवेिनाओं के नुकसान, जवच्छेिन, सार् ही आंखों की भागीिारी और ा ि संबंजधत जसफाररिों पर ध्यान दिया िाना चाजहए। ** िजृ ष्ट, श्रवण, संज्ञानात्मक कायि आदि की हाजन पर ध्यान दिया िाना चाजहए और संबंजधत अनुिंसाओं पर ध्यान दिया िाना चाजहए। ***िोनों हार् अक्षुण्ण, अक्षुण्ण संवेिनाओं के सार्, पयािप्त िजक्त और गजत की सीमा को जचदकत्सा पाठ्यक्रम के जलए पात्र माना िाना आवश्यक है। ख. िश्ृ य क.अंधत्व 40% से कम --- 40% से अजधक हाजन(*) ख.कम दिखाई पड़ना जवकलांगता जवकलांगता के बराबर ग. श्रवण क.बहरा 40% से कम --- 40% जवकलांगता के ख.सुनने में करिनाई बाजधत@ जवकलांगता बराबर या उससे अजधक (*) 40% से अजधक की िजृ ष्ट हाजन/िजृ ष्ट जवकलांगता वाले व्यजक्तयों को स्नातकोत्तर जचदकत्सा जिक्षा प्राप्त करने के जलए पात्र बनाया िा सकता है और उन्ह ें आरक्षण दिया िा सकता है, बिते दक िजृ ष्ट जवकलांगता को बेंचमाकि से कम के स्ट्तर पर लाया िाए। 40% में से उन्नत जनम्न िजृ ष्ट सहायता िैसे िरू बीन/आवधिक आदि के सार्। @40% से अजधक सुनने की अक्षमता वाले व्यजक्तयों को स्नातकोत्तर जचदकत्सा जिक्षा प्राप्त करने28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] के जलए पात्र बनाया िा सकता है और उन्हें आरक्षण दिया िा सकता है, बिते दक सहायता प्रित्त उपकरण की सहायता से श्रवण जवकलांगता को 40% के बेंचमाकि से कम के स्ट्तर पर लाया िाए। इसके अजतररक्त, व्यजक्त का भाषण भेिभाव स्ट्कोर 60% से अजधक होना चाजहए। घ.वाणी और िैजवक/न्यूरोलॉजिकल कारण कम से कम - 40% जवकलांगता के भाषा 40% बराबर या उससे जवकलांगता$ जवकलांगता अजधक $ स्ट्पीच इंिेलीजिजबजलिी प्रभाजवत (एसआईए) वाले व्यजक्त स्नातकोत्तर पाठ्यक्रम करने के जलए पात्र होंगे, बिते स्ट्पीच इंिेलीजिजबजलिी प्रभाजवत (एसआईए) स्ट्कोर 3 (तीन) से अजधक नहीं होना चाजहए, िो दक 40% या उससे कम है। वाचाघात से पीजड़त व्यजक्त स्नातकोत्तर पाठ्यक्रम करने के जलए पात्र होंगे, बिते वाचाघात भागफल (एक्सयू) 40% या उससे कम हो।

2. क. जवजिष्ट सीखने की वतिमान में एसपी एलडी की गंभीरता का आकलन करने के जलए जवकलांगताएं कोई मात्रा जनधािरण पैमाना उपलब्ध नहीं है, इसजलए 40% का (अवधारणात्मक कि-ऑफ मनमाना ह ैऔर अजधक साक्ष्य की आवश्यकता है। जवकलांगताएं, कम से कम 40% 40% जवकलांगता के 80% से अजधक या जडस्ट्लेजक्ससया, जवकलांगता बराबर या उससे अजधक गंभीर प्रकृजत या जडस्ट्केल्कुजलया, और 80% से कम। महत्वपूणि संज्ञानात्मक/बौजद्धक जडस्ट्प्रैजक्ससया लेदकन चयन जविेषज्ञ जवकलांगता पैनल द्वारा मध्यस्ट्र्ता/सहायक प्रौद्योजगकी/सहायता/ बुजनयािी ढांचे की मिि ा त ग से मूल्यांकन की गई ंा ल सीखने की अहिता पर क व ज आधाररत होगा। क द्ध ख. आत्मकेंदद्रत स्ट्पेक्सरम अनुपजस्ट्र्जत या वतिमान में मानजसक 60% से अजधक ज ौ ब जवकार हल्की जवकलांगता, बीमारी की उपजस्ट्र्जत जवकलांगता या और सीमा को स्ट्र्ाजपत गेर्सांड्रोम के संज्ञानात्मक/बौजद्धक करने के उद्देश्यपूणि अनुसार जवकलांगता की तरीके की कमी के कारण (आईएसएए के उपजस्ट्र्जत और/या अनुिंजसत नहीं है। अनुसार 60% तक यदि व्यजक्त जविेषज्ञ हालांदक, जवकलांगता पैनल द्वारा की जवकलांगता) मूल्यांकन के बेहतर स्नातकोत्तर पाठ्यक्रम िहां व्यजक्त एक तरीकों को जवकजसत करने के जलए अयोजय जविेषज्ञ पैनल करने के बाि भजवष्य में है द्वारा स्नातकोत्तर आरक्षण/कोिा के लाभ पाठ्यक्रम के जलए पर जवचार दकया िा उपयुक्त है सकता है।

3. मानजसक जबमारी अनुपजस्ट्र्जत या वतिमान में मानजसक एनईएक्ससिी/नीि- हल्की जवकलांगता: बीमारी की उपजस्ट्र्जत पीिी में पात्र होने 40% से कम और सीमा को स्ट्र्ाजपत पर दकसी भी र करने के उद्देश्यपूणि मानजसक जवकार को ा (आईडीईएएस के ह व अधीन) तरीके की कमी के कारण पीिी जचदकत्सा व्य क अनुिंजसत नहीं है। जिक्षा प्राप्त करने से स हालांदक, जवकलांगता रोका नहीं िाता ह ै ज न ा म मूल्यांकन के बेहतर तरीकों को जवकजसत करने के बाि भजवष्य में आरक्षण/कोिा के लाभ[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29 पर जवचार दकया िा सकता है।

5. उपयुिक्त जनर्ििष्ट व्यजक्तगत मामलों में उपयुिक्त में से दकसी की उपजस्ट्र्जत, अर्ाित् िृश्य, जवकलांगताओं में से एक से श्रवण, भाषण के संबंध में जसफाररिों पर जनणिय लेते समय उपयुिक्त अजधक एं सभी पर जवचार करना चाजहए। ा त भारत सरकार द्वारा िारी संबंजधत रािपत्र अजधसूचना द्वारा ग ंा ल अजधसूजचत संयोिन सूत्र। क व a + b (90-a) ज क ेन 90 अ त (िहां क.= जवकलांगता% का उच्च मूल्य और ख.= जवजभन्न ह ज स जवकलांगताओं% के जलए गणना की गई जवकलांगता का कम मूल्य) ा त दकसी व्यजक्त में एक से अजधक अक्षमता की जस्ट्र्जत मौिूि होने पर ध ंअ उत्पन्न होने वाली जवकलांगता की गणना करने के जलए इसकी - र ध जसफाररि की िाती है। इस सूत्र का उपयोग एकाजधक जवकलांगता ज ब वाले मामलों में दकया िा सकता है, और प्रवेि और/या आरक्षण के संबंध में जसफाररिें व्यजक्तगत रूप से िी गई जवजिष्ट जवकलांगताओं के अनुसार की िाती हैं। NATIONAL MEDICAL COMMISSION

NOTIFICATION New Delhi, the 29th December, 2023 F. No. CDN-19012/5/2023-Coord-NMC.—In exercise of overall powers conferred by the National Medical Commission Act, 2019 vis-à-vis medical education in general and specifically by sub-section (1) of Section 25, sub-

section (2) of Section 57 and Section 35 of the said Act, National Medical Commission makes the following Regulations namely – Short title – These Regulations may be called the “Post-Graduate Medical Education Regulations, 2023” or “PGMER-23” in its abbreviated form.

Commencement – These Regulations shall come into force from the date of their publication in the official gazette.

Provided the National Medical Commission may publish different dates for different Regulations stated hereunder.

CHAPTER I PRELIMINARY

1.1 Focus and Goal The focus and goal of post-graduate medical education shall be to produce competent specialist and medical teachers recognised by the fraternity as the graduating scholars, building upon their undergraduate education and skills who shall – i. Recognise the health needs of the community and carry out professional obligations ethically keeping in view the objectives of the national health policy;

ii. Have mastered most of the competencies, pertaining to the respective speciality, that is required to be practised at the secondary and the tertiary levels of the health care delivery system; iii. Be aware of the contemporary advancements and developments in the respective discipline concerned and shall progress accordingly;

iv. Have acquired a spirit of scientific inquiry and is oriented to the principles of research methodology and epidemiology;30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] v. Have acquired the basic skills in the teaching of medical and paramedical professionals;

vi. Acquire basic management skills in human resources, materials and resource management related to health care delivery, general hospital management, principal inventory skills and counselling; vii. Develop personal characteristics and attitudes required for professional life such as personal integrity, sense of responsibility and dependability and ability to relate to or show concern for other individuals;

viii. Become an exemplary citizen by observing the highest standards of professional ethics and working towards fulfilling social and professional obligations to respond to national aspirations.

The institutions imparting post-graduate medical education shall continually work to synchronize the institutional goals with the national goals to produce the kind of trained manpower with high knowledge, appropriate skills and impeccable ethical standards required.

1.2 Definitions – In these Regulations, unless the context otherwise requires the terms defined herein shall bear the meaning assigned to them below and their cognate expressions and variations shall be construed accordingly – a. “Act” shall mean National Medical Commission Act, 2019 [Act No. 30 of 2019].

b. “Commission” shall mean the National Medical Commission duly established under Section 3 of the National Medical Commission Act, 2019. c. “Medical Institution” shall mean ‘Medical Institution’ as defined in Section 2(i) of the National Medical Commission Act, 2019; and shall include a common expression medical college as well.

d. “PGMEB” shall mean Post-Graduate Medical Education Board duly constituted under Section-16 of National Medical Commission Act, 2019. e. “UGMEB” shall mean Under-Graduate Medical Education Board duly constituted under Section-16 of National Medical Commission Act, 2019.

f. “MSR” shall mean the Minimum Standards of Requirements as notified either by UGMEB or PGMEB as the case may be from time to time which shall also include explanatory notes, circulars, advisories etc. issued by the corresponding boards or the commission.

g. “NEET-PG” shall mean National Eligibility-cum-Entrance Test for admission in broad-speciality courses. h. “NEET-SS” shall mean “National Eligibility-cum-Entrance Test” for super- speciality courses as referred to under Section 14 of the National Medical Commission Act, 2019.

i. “NExT” shall mean the common final year examination or National Exit Test as referred to under Section 15 of the National Medical Commission Act, 2019. j. “University” shall mean the Health University as defined under Sub-Section (f) of Section 2 or a University as defined under sub-section (x) of Section 2; both under the National Medical Commission Act, 2019, as the case may be.

k. “Feeder Speciality” shall mean broad-speciality qualification required to pursue course of qualification.

CHAPTER II LIST OF QUALIFICATIONS AND DURATION OF THE COURSES

2.1 List of qualifications, duration of the course and components of Post-graduate Training shall be as

indicated below:

No more new applications will be entertained for permission to start or increase in number of diploma seats.

CHAPTER III ESTABLISHMENT OF POST-GRADUATE MEDICAL INSTITUTIONS, STARTING OF NEW POST- GRADUATE MEDICAL COURSES AND MAINTENANCE OF STANDARD OF MEDICAL EDUCATION

3.1 Permission and Recognition i. No Medical Institution shall start any post-graduate course unless granted permission from the National Medical Commission or such Board or Boards as indicated by the National Medical Commission.

ii. Without prejudice to sub-section (i) above, permission to start the post-graduate course in a medical college/institution running the undergraduate course and determination of number of seats to be permitted shall be as per the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses and Assessment and Rating Regulations,2023, Post-Graduate Medical Education Regulations, 2023, Teachers Eligibility Qualifications in Medical Institutions Regulations,2022, MSR(s) notified by UGMEB and PGMEB, Curriculum requirements of respective Speciality as notified/informed from time to time on website or by other methods by Post-Graduate Medical Education Board (PGMEB), other relevant regulations, explanatory notes, circulars and advisories etc., issued from time to time.

The medical college/institution will be permitted to start the post-graduate courses if it fulfils all the requirements for running the existing undergraduate course. The medical college/institution can apply for starting the post-graduate course(s) one year after the medical college/institution has been permitted to start an undergraduate course (i.e. during the second year of the undergraduate course).

iii. Existing or proposed non-teaching hospitals owned and managed by government can start post-graduate courses without having undergraduate college, provided they fulfil the norms and procedures prescribed in the Establishment of New Medical Institution, Starting of New Medical Courses, Increase of Seats for Existing Courses and Assessment and Rating Regulations,2023, Post-Graduate Medical Education Regulations, 2023, Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022, MSR notified by PGMEB (PGMSR-23), Curriculum requirements of respective Speciality as notified/informed from time to time on website or by other methods by Post-Graduate Medical Education Board (PGMEB), other relevant regulations, explanatory notes, circulars and advisories etc., issued from time to time.

iv. Once permitted, the course for the qualification will be considered recognised and seats permitted will be considered as recognised seats for registration of the degree awarded. Medical colleges/Institutions running such courses will be considered as Accredited Medical colleges/Institutions for the said course of qualification.

3.2 Increase of Seats Procedures, methods and criteria for increase of seats will be the same as prescribed in sub-section 3.1 above.

Provided an increase of seats so granted in already Recognised (Accredited) post-graduate courses shall be deemed to be recognized post-graduate seats for the purpose of registration of the students.

3.3 MONITORING OF STANDARDS OF MEDICAL EDUCATION The standards of the Medical Education shall be monitored as per the Maintenance of Standards of Medical Education Regulations, 2023. Medical college/institution shall pay Annual Fee, as may be prescribed by the National Medical Commission from time to time, for the purpose of annual evaluation and affiliation etc. PGMEB may also conduct assessments of medical colleges/institutions at regular intervals or randomly as it desires to increase the standard of their offerings.

3.4 MINIMUM STANDARDS OF REQUIREMENTS (MSR) Medical institution shall satisfy the conditions pertaining to but not limited to physical infrastructure, teaching staff, clinical material and hospital as detailed in the MSR document for post-graduate medical education.

This document will be called as PGMSR-2023 and will be notified by the PGMEB. The PGMEB shall also notify the modifications or amendments in the MSR from time to time, which shall have to be mandatorily followed by the medical colleges/institutions

CHAPTER IV ADMISSION, COUNSELLING, ETC.

4.1 Eligibility Criteria – Eligibility to pursue a post-graduate broad-speciality course in Medicine shall be as per “NMC, National Exit Test Regulations, 2023”.32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

Provided that until the first batch based on National Exit Test (NExT) becomes eligible for admission in broad-speciality courses, the existing system of admission through National Eligibility-cum-Entrance Test-Post- graduate (NEET-PG) as per Post-Graduate Medical Education Regulation, 2000 (PGMER-2000) shall continue.

Without prejudice to anything stated above the Post-Graduate Medical Education Board may determine the manner, modalities etc., of conducting the NEET-PG for broad- speciality courses by way of Notification.

Provided further that eligibility to pursue a super-speciality programme/course in Medicine shall be by securing the minimum eligible score at the National Eligibility-cum-Entrance Test-Super-Speciality (NEET-SS) conducted either by the National Medical Commission or caused to have been conducted by the National Medical Commission. The list of feeder broad Speciality qualifications required to pursue a super-speciality course of recognised super-speciality qualification is as per Annexure-7.

An all-India merit list as well as a State-wise merit list of the eligible candidates shall be prepared based on the marks obtained in NExT or NEET-PG and candidates shall be admitted to post-graduate courses from the said merit lists only.

4.2 Conduct of NEET-SS – Either the National Medical Commission may conduct the NEET-SS for all or any few super-speciality courses or may designate any such agency or authority to cause the NEET-SS to be conducted.

Provided National Medical Commission may designate multiple agencies or authorities or a combination of agencies or authorities, to conduct NEET-SS if such designation suits the purpose.

Without prejudice to anything stated above the Post-Graduate Medical Education Board shall determine the manner, modalities, etc., of conducting the NEET-SS for super- speciality courses by way of notification.

4.3 Common Counselling – Without prejudice to anything stated in the present Regulations or other NMC Regulations, there shall be common counselling for admission to post-graduate courses in medicine for all medical institutions in India solely based on the merit list of respective exams.

Provided the common counselling may have multiple rounds as may be necessary.

All rounds of counselling for all seats will be held on online mode by state or central counselling authority and no medical college/ institution will admit any candidate themselves.

While entering details in seat matrix, medical colleges shall mention the amount of fees for each course, failing which seat will not be counted.

PGMEB of NMC shall publish guidelines and time schedule for the conduct of examination, common counselling, admission, joining and commencement of academic session; and the designated authority under Section 4.4 shall conduct common counselling in conformity with such published guidelines and time schedule.

4.4 Government to Appoint a Designated Authority for Common Counselling – For admission to broad- speciality post-graduate courses in medicine in medical institutions, the Central Government or its designated authority shall be the counselling agency for the All-India quota seats and the concerned State Government/U.T.

administration shall be the counselling agency for the respective State/Union Territory quota of seats. For all the seats in the super-speciality courses, the Central Government or its designated authority shall be the counselling agency.

4.5 Prohibition for any Student Seeking Admission in any other way than Counselling – No medical institution shall admit any candidate to the Post-Graduate Medical Education courses (including super-speciality medical courses) in contravention of these regulations.

Provided the medical institution granting admission to any student in contravention of these Regulations, shall be fined rupees one crore per seat for non-compliance. For any subsequent non-compliance or continued contravention, the medical institution shall be barred from granting admissions to any student in the subject for minimum two academic years from the next academic year.

Provided further that such Student admitted in contravention of this mandate shall be discharged from the Medical College and double the number of seats shall be reduced for one or more years.

4.6 Submission of the Final List – The respective designated authorities (who have conducted the Common Counselling) shall submit the final list of students in the prescribed form to the Post-graduate Medical Education Board within one week of the completion of the common counselling, which in turn shall publish that list in the NMC website. Provided each institution shall also submit the final list of students admitted, in the prescribed form to the PGMEB within one week of the last date of the joining course, declared by the PGMEB.

Provided only those medical institutions that were permitted to start the post-graduate medical course prior to the date of notification of Common Counselling are allowed to admit students; and those medical institutions, who get requisite permission after the date of notification of Common Counselling shall participate in the next academic year’s common counselling to admit students.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 33

Explanation: Requisite permission shall also apply mutatis mutandis for increase of seat strength in medical institutions already established.

4.7 Student Migration – No student finally designated to a medical institution, notwithstanding anything stated in these Regulations, shall be permitted migration to any other medical institution.

4.8 Reservation of Seats - The reservation of seats in medical colleges/institutions for respective categories shall be as per applicable laws prevailing in States/Union Territories.

Provided further that 5% seats of annual sanctioned intake capacity in Government or government-aided higher educational institutions shall be filled up by candidates with benchmark disabilities by the provisions of the Rights of Persons with Disabilities Act, 2016 based on the merit list of NExT or NEET-PG for admission to post- graduate medical courses. For this purpose, the “Specified Disability” contained in the Schedule to the Rights of Persons with Disabilities Act, 2016 is annexed at Annexure-8 and the eligibility of candidates to pursue a course in medicine with a specified disability shall be in accordance with Annexure-9. If the seats reserved for the persons with disabilities in a particular category remain unfilled on account of unavailability of candidates, the seats should be included in the annual sanctioned seats for the respective category.

4.9 Feeder Broad Speciality Qualifications for Super Speciality Courses – The prior requirement of broad-speciality degree qualification to pursue super-speciality course for qualification will be called the Feeder Course.

CHAPTER V TRAINING, ETC.

5.1 Period of Training The period of training for the award of various post-graduate degrees and diplomas shall be as per

Chapter-II.

5.2 Training Programme

(i) Post-graduate training shall consist of training of the students through lectures, seminars, journal clubs, group discussions, participation in laboratory and experimental work, involvement in research, clinical meetings, grand rounds, clinicopathological conferences, practical training in the diagnosis and medical and surgical treatment, training in the basic medical sciences as well as in allied clinical specialties, etc. as per the requirement of Speciality training.

Specialities where patient treatment is involved the teaching and training of the students, shall include graded responsibility in the management and treatment of patients entrusted to their care.

(ii) All post-graduate students will work as full-time resident doctors. They will work for reasonable working hours and will be provided reasonable time for rest in a day.

(iii) All broad-speciality and super-speciality students will do thesis related research and will write thesis.

(iv) Every institution undertaking post-graduate training programme shall set up an Academic Cell, under the Chairmanship of a senior faculty member, who shall monitor the implementation of training programmes in each speciality and ensure its quality as mandated by the PGMEB.

(v) The training programmes shall be updated as and when required while keeping in mind the curriculum requirements and other relevant requirements prescribed by PGMEB from time to time. The structured training programme shall be written and strictly followed, to enable the examiners to determine the training undergone by the candidates.

(vi) Post-graduate students of broad and super Speciality degree courses shall maintain a dynamic e-log book which needs to be updated on a weekly basis about the work being carried out by them and the training programme undergone during the period of training. Provided that M.S. /M.Ch students shall mandatorily enter details of surgical procedures assisted or done independently.

(vii) It shall be the duty of the Post-graduate guide imparting the training to assess and authenticate monthly the record (e-Log) books.

(viii) The post-graduate students shall essentially be required to participate in the teaching and training programme of undergraduate students and interns.

(ix) During the training for award of Degree/Diploma, there shall be proper training in basic medical sciences related to the disciplines concerned. During the training programmes emphasis has to be laid on preventive and social aspects. All post-graduate medical college/institution shall have facilities for teaching the basic science subjects as per guidelines.34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(x) A post-graduate student of a degree course in broad specialty/super specialty will do at least one of the following to make him/her eligible to appear in his/her final examination: a. Poster presentation at a National/Zonal/State conference of his/her speciality;

b. Podium presentation at a National/Zonal/State conference of his/her speciality; c. Have one research paper published/accepted for publication in journal of his/her speciality as first author

(xi) Course in Research Methodology a. All post-graduate students shall complete an online course in Research Methodology. b. The students shall have to register on the portal of the designated training institutions.

c. The students are expected to complete the course in the first year. d. The online certificate generated on successful completion of the course and examination thereafter, will be acceptable evidence of having completed this course.

e. The above certification shall be a mandatory requirement to be eligible to appear for the final examination of the respective post-graduate course. f. This requirement shall be applicable for all post-graduate students.

(xii) Course in Ethics a. All post-graduate students shall complete course in ethics including Good Clinical Practices and Good Laboratory Practices, whichever is relevant to them, to be conducted by institutions/Universities.

b. The students are expected to complete the course in the first year. c. No post-graduate student shall be permitted to appear in the examination without the above certification.

(xiii) Course in Cardiac Life Support Skills a. All post-graduate students shall complete a course in Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) skills to be conducted by the institution.

b. The students are expected to complete the course in the first year. c. No post-graduate student shall be permitted to appear in the examination without the above certification.

(xiv) Others - Institutions may arrange training in any other courses like awareness in medical audit, medical law, exposure to human behaviour studies, finance, accounts, etc, which are beneficial to the post- graduate students.

(xv) DISTRICT RESIDENCY PROGRAMME (DRP) I. Preamble: Doctors have to be trained in diverse settings including those which are close to the community. Hence, they should be trained in the District Health System /the District Hospitals.

Provided that in respect of M.D./M.S. students admitted with effect from academic session 2021, the training imparted as part of the District Residency Programme, shall be considered as training imparted in a medical institution.

II. Objectives: The main objectives of the District Residency Programme (DRP) would be: a. To expose the post-graduate student to the District Health System/ District Hospital and involve them in health care services being provided by District Health System /District Hospital for learning while serving;

b. To acquaint them with the planning, implementation, monitoring, and assessment of outcomes of the National Health programmes at the district level. c. To orient them to promotive, preventive, curative and rehabilitative services being provided by various categories of healthcare professionals under the umbrella of the National Health Mission.

In doing so, the post-graduate medical students would also be contributing towards strengthening of services of the District Health System as Speciality resident doctors working as members of the district teams.

III. Definition of District Hospital: For the purpose of this programme, a District Hospital shall be a functional public sector/government-funded hospital of not less than 50 beds with facilities/staff for the[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 35 designated specialties at that level/facility. Any post-graduate medical institution or a super-speciality hospital will not be considered as district hospital.

IV. Definition of District Health System: For the purpose of this programme, the District Health System shall include all public sector/government-funded hospitals and facilities (including community health centres, primary health centres, sub-health centres, urban health centres, etc.), as well as community outreach system in a district. This would also include district system engaged in running respective public health services including the implementation of national and state public health programmes.

V. District Residency Programme: All post-graduate students pursuing M.D./M.S. in broad specialties in all medical colleges/institutions under the purview of the National Medical Commission shall undergo a compulsory residential rotation of three months in District Hospitals/ District Health System as a part of the course curriculum. Such rotation shall take place in the 3rd or 4th or 5th semester of the post- graduate programme. In the case of those students who have taken admission after completion of the Diploma in the relevant Speciality, the District Residency Programme shall take place in the third semester only. Similarly, the post-graduate diploma students shall undergo the District Residency Programme in the third semester.

This rotation shall be termed as ‘District Residency Programme’ (DRP) and the post-graduate medical student undergoing training shall be termed as a ‘District Resident’.

VI. Training and Responsibilities of District Residents: The District Resident will work under the overall directions and supervision of the District Residency Programme Coordinator (DRPC).

During this rotation, the Resident doctor will be posted with the concerned/allied Speciality team/unit/ sections/services at the District Health System/ District Hospital. The clinical responsibilities assigned to the Residents would include serving in outpatient, inpatient, casualty, and other areas pertaining to their Speciality and encompass night duties.

Post-graduate students of specialities where direct patient care is not involved will be trained by District Health System/ District Hospital teams within the available avenues in coordination with the District Health Officer/Chief Medical Officer. They would be trained in and contribute to the diagnostic/laboratory services, pharmacy services, forensic services, general clinical duties, managerial roles, public health programmes etc., as applicable. They may also be posted in research units / facilities, laboratories and field sites of the Indian Council of Medical Research and other national research organizations.

VII. Stipend and Leave for District Residents: The District Residents shall continue to draw full stipend from their respective medical colleges for the duration of the rotation subject to the attendance record submitted by the appropriate district authorities to the parent medical college/institution, based on methods and system as prescribed. Subject to exigencies of work, the District Resident will be allowed one weekly holiday by rotation. They shall also be entitled to leave benefits as per the rules/ guidelines of the parent college/university.

VIII. Training during DRP and Certification thereof: a. Quality of training shall be monitored by log books, supportive supervision, and continuous assessment of performance. The attendance and performance of District Residents shall be tracked by the District Residency Programme Coordinator (DRPC) of the district concerned, as well as the parent Medical College through an appropriate electronic/digital or mobile enabled system. Such monitoring systems shall also be accessible to the State/Union Territory Steering Committee and the National Coordination Cell.

b. The District Residents would remain in contact with their designated post-graduate teachers and departments at their parent Medical College / Institution by phone and e-communication for guidance, learning, and for being able to participate remotely in scheduled case discussions, seminars, journal clubs, thesis discussion, etc. and other academic activities.

c. Satisfactory completion of the District Residency shall be an essential condition before the candidate is allowed to appear in the final examination of the respective post-graduate course. d. The District Residency Programme Coordinator (DRPC) shall issue certificate of satisfactory completion of DRP and report on the performance of the District Resident on a prescribed format to be decided by the PGMEB to the concerned medical college and the Govt. of the State/UT.

IX. Responsibility of Medical College/Medical Institution: It shall be incumbent upon all medical colleges/ institutions to place the post-graduate students at the disposal of the Government of concerned State/Union Territory for the District Residency Programme. The faculty of the concerned departments36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] would provide guidance to the District Residents by phone/e-communication in accordance with

Section 5.2.VI and VIII.

X. Responsibility of State Government /Union Territory: The State Government /Union Territory shall

implement the District Residency Programme within their jurisdiction as under: - a. The Programme shall be coordinated jointly by the Directorate of Medical Education and the Directorate of Health Services. An Officer of the State Government /Union Territory shall be designated as the State/UT District Residency Programme (DRP) Nodal Officer. The concerned Government shall be responsible for the facilitation, oversight and supervision of the District Residency Programme.

b. The designated State/UT DRP Nodal officer shall identify and designate District Health System/ District Hospital that are suitable for such rotation in terms of availability of specific specialties, specialists, facilities and services available in consultation with the Directorate of Health Services of the State and the medical colleges, and develop a placement schedule of the Post-graduate residents of the medical colleges due for rotation at least six months in advance. This official will also be responsible for grievance redressal at State level.

c. The State DRP Nodal officer shall undertake rule-based allotment of the training facilities to the Post-graduate Residents. d. The State Government shall provide appropriate amenities to the District Residents, including, amongst others, suitable accommodation, mess, transportation to work place (if living quarters is far away), security, especially for lady Residents. Accommodation could be by means of Government premises or that rented by concerned State Government and should conform to prescribed norms.

e. The District Residents shall remain under the jurisdiction of respective State/ UT DRP Nodal officer where they are undergoing District Residency. f. In case all the Post-graduate Residents of a State/UT cannot be absorbed within their respective jurisdiction, possibility of posting them to other States/Union Territories may be explored by mutual understanding in consultation with the respective Governments facilitated by the National Coordination Cell.

g. It shall be permissible for the post-graduate students from the North East Zone (NEZ) in various medical colleges/institutions in the country, to undergo District Residency Programme in their respective States.

h. The State Government/UT may consider providing additional honorarium to the District Residents as a token of recognition of their contribution to the healthcare services of the States. In addition, the concerned Governments may make provisions to incentivize postings to remote and difficult areas, and encourage volunteering by post-graduate students to serve at these places.

i. The concerned State Government shall also designate a senior official of the District Health System as the District Residency Programme Coordinator (DRPC) in each District for coordinating between the State DRP Nodal officer and the medical colleges. The District Residency Programme Coordinator shall also be responsible for orienting the Post-graduate Residents to the District health system, supervising the postings within the district, ensuring their accommodation, safety and transport needs, grievance redressal, etc. District Residency Programme Coordinator shall be the competent authority for sanctioning leave to District Residents.

XI. Responsibility of National Medical Commission: All Medical institutions will submit the DRP posting details of the students to PGMEB of the National Medical Commission within one week of completion of the DRP.

The PGMEB of the National Medical Commission will monitor the training programme and may direct necessary changes to the State Government and Medical institutions, if so desired.

XII. Constitution of National/State Oversight Mechanisms: a. The National Medical Commission shall constitute a National Steering Committee in consultation with the Ministry of Health and Family Welfare, Government of India to oversee the implementation of the District Residency Programme.

b. The National Steering Committee shall be chaired by the President, Post-Graduate Medical Education Board

(PGMEB) or his nominee. The Committee shall comprise nominated members from the Ministry of Health and Family Welfare (not below the rank of Director/Deputy Secretary), Nominee of the Directorate General of Health Services (DGHS) and representatives of at least six State[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 37 Governments/Union Territories. The Committee may submit quarterly reports to the Central Government.

c. The National Steering Committee shall establish a National Coordination Cell (NCC) under the PGMEB of the National Medical Commission, which shall be responsible for the smooth and efficient implementation of the District Residency Programme and grievance redressal at the national level.

d. The Governments of State/Union Territory shall constitute a State/Union Territory level Steering Committee chaired by the Principal Secretary/ Secretary (Health) and comprising the Principal Secretary/Secretary (Medical Education), Director of Health Services, Director of Medical Education, Registrar of the Health University and Deans of the medical colleges to facilitate the implementation of the District Residency Programme.

XIII. Application for Proportionate Enhancement of Postgraduate Seats: The Medical College/Institution may apply for proportionate enhancement of MD/MS seats to compensate for the potential compromise of work at its teaching hospital/institution due to out-posting of the postgraduate medical students/residents for the District Residency Programme. Such applications can be made after one year of the implementation of the District Residency Programme.

XIV. Launch of the District Residency Programme: The District Residency Programme shall be implemented with the post-graduate broad-speciality batch that has joined the post-graduate course in the Academic Session 2021.

5.3 Curriculum: The Post-graduate Medical Education Board shall publish the model curriculum and the outcome objectives of the same from time to time on the NMC website, which shall be implemented by the colleges/institutions.

5.4 Stipend to Post-graduate Students: The post-graduate students undergoing post-graduate Degree/Diploma/Super-speciality courses in all the institutions shall be paid a stipend at par with the stipend being paid to the post-graduate students of State Government medical institutions/Central Government medical institutions, in the State/Union Territory where the institution is located.

5.5 Leave Rules for Post-graduate Students - The following leave rules will be followed: a. Every post-graduate student will be given minimum 20 days of paid leave (casual leave) per year. b. Subject to exigencies of work, post-graduate students will be allowed one weekly holiday.

c. Female post-graduate students shall be allowed maternity leave as per existing Government rules and regulations. d. Male post-graduate students shall be allowed paternity leave as per existing Government rules and regulations.

e. In addition to 20 days’ paid leave, the candidates will be allowed academic paid leave of 5 days per year.

The training period shall be as per Chapter-II. If candidate avails leave in excess of the permitted number of days, his/her term of course shall be extended by the same number of days to complete the training period.

However, one shall be able to appear in the examination if one has 80% (eighty per cent) of the attendance.

5.6 Accommodation for Post-graduate Students: It will be mandatory for the college to provide appropriate residential accommodation to post-graduate students. However, it will not be mandatory for the post-graduate students to stay in the hostel.

CHAPTER VI ROLE OF UNIVERSITIES

6.1 It shall be the duty of all concerned Universities with the medical institutions under them, to partner with the National Medical Commission – a. To implement an appropriate curriculum to provide high-quality and affordable post-graduate medical education to the student to make him a competent specialist and/or medical teacher.

b. To provide training in clinical and practical skills along with theoretical knowledge, laying emphasis upon attitude, ethics and communication skills to ensure imparting competency-based medical education.

c. Encourage scholars in both self-directed and assisted learning. d. Provide periodic and transparent assessment of medical education being imparted by Medical Institutions to meet with highest global standards.

e. Provide a summative assessment for overall successful completion of the post-graduate programme. f. Inspire confidence in the students to handle emergencies and calamities at all levels.38 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

6.2 Without prejudice to the above, the concerned University and medical institutions under them shall ensure that proper records of the work be maintained so that they form the basis of objective, efficient and transparent internal assessment of scholars.

Provided further that, these maintained and well-classified documents shall be made available for consultation at all times, particularly for the purposes of assessment of the medical college either by the concerned University or NMC.

6.3 It shall be the constant endeavour of the concerned University to constantly develop strategies for optimal utilization of evolving technology by the faculty, medical education department and scholars during the period of training at the post-graduation level.

6.4 It shall be the constant endeavour of the concerned University to maximize the use of digital technology for conducting examinations and issuance of Degrees/Diploma and other certificates in digital mode which should be available on the Digi locker platform. All the Universities should make all-out efforts to start the issuance of Certificates in digital mode on the Digi locker platform as early as possible.

CHAPTER VII DEPARTMENT, UNITS, FACULTY AND SENIOR RESIDENTS

7.1 Department: The name of the Department will be as per the name of the Speciality subject (qualification) (Annexure-1, Annexure-2). Each Department will be headed by a Professor.

Unit: All Departments with inpatient beds will have unit structure (Units), if applicable.

Faculty: Professor, Associate Professor and Assistant Professor will be considered as faculty and they will be full time. Appointment and promotion of faculty in various teaching Specialities imparting post-graduate medical education in medical institutions, falling within the purview of the National Medical Commission, has to be in accordance with the norms of Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022. The number of faculty requirement and the number of post-graduate students registrable under each faculty will be as per Post-Graduate Medical Education Regulations, 2023 and PGMSR-23.

In Government institutions, where faculty holding post of Additional Professor fulfilling all the requirements to become Professor will be considered as Professor for all purposes. Similarly, in Government institutions, where faculty holding post of Reader, fulfilling all the requirements to become Associate Professor will be considered as Associate Professor for all purposes.

Senior Residents and Junior Residents: Senior Resident shall have post-graduate degree qualification in the respective broad- speciality. Post-graduate students pursuing super-speciality courses will also be called as senior residents. Students pursuing broad-speciality courses will be called as junior residents.

Post-graduate courses under any other body like the National Board of Examinations in Medical Sciences (NBEMS), etc. are not permissible against the very same units, teaching personnel and infrastructure for courses under these regulations.

7.2 The faculty of a medical college/institution shall assist the National Medical Commission/ Boards whenever required for the purpose of assessment and as experts, etc.

7.3 The position of Dean/Director/Principal of Medical College/Institution should be held by a person possessing recognised post-graduate medical degree from a recognised/accredited institution with a minimum of ten years teaching experience as Professor/Associate Professor in a Medical College/ Institution, out of which at least five years should be as Professor in the Department. Appointment to these posts shall be made on seniority-cum-merit basis. The Dean/Director/Principal of Medical Institution shall not hold the post of Head of the Department.

7.4 The Medical Superintendent of the affiliated teaching hospital shall possess a recognised post-graduate medical degree from a recognised/accredited institution with a minimum of ten years teaching experience as Professor /Associate Professor in the relevant departments of the Hospital, out of which at least five years should be as Professor. Appointment to these posts shall be made on seniority-cum-merit basis. Medical Superintendent shall not occupy the position of the Head of the Department. However, he can head the unit.

CHAPTER VIII EXAMINATIONS

8.1 Examinations: The medical college/institution will conduct the Formative Assessment (examination) and the University will conduct the Summative Assessment (examination).

Both Formative Assessment (examination) and Summative Assessment (examination). shall consist of Theory, Clinical/Practical and Viva Voce.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 39 The university shall conduct not more than two examinations in a year, for any subject, with an interval of not less than 4 and not more than 8 months between the two examinations.

8.2 Examiners: a. The examiner (both internal and external) for the post-graduate examination in Broad and Super Specialties shall have three years’ experience as recognised Post-graduate Guide in the concerned subject.

b. The minimum number of examiners for post-graduate examination shall be four. Out of which, at least two shall be external examiners and least one of them shall be from different university outside the state.

c. An examiner shall not be appointed for more than two consecutive regular examinations for the same institution.

8.3 Methodology A. Broad Specialties: Doctor of Medicine (M.D.)/Master of Surgery (M.S.): M.D./M.S. examinations, in any subject shall consist of theory papers, and clinical/practical and viva voce examinations.

a. Theory: The theory examination (both formative and summative) may be of descriptive answer of a question type, Multiple Choice Question (MCQ) type or mix of both types. Theory examination for summative examination shall be of four theory papers. The first and the fourth paper shall be on basic medical science and recent advances, respectively.

The theory examination shall be held well in advance before the clinical and practical examination. b. Clinical/Practical and viva voce i. Clinical examination for the subjects in clinical sciences shall be conducted to test the knowledge and competence of the candidates for undertaking independent work as a consultant/specialist/teacher, for which candidates shall be examined for one long case and two short cases.

ii. Practical examination for other subjects shall be conducted to test the knowledge and competence of the candidates for making valid and relevant observations based on the experimental/ laboratory studies and his ability to perform such studies as are relevant to his subject.

iii. The viva voce examination shall be thorough and shall aim at assessing the candidate’s knowledge and competence about the subject, investigative procedures, therapeutic technique and other aspects of the Speciality.

iv. Clinical/practical examination shall include Objective Structured Clinical Examination (OSCE).

B. Super Specialties: Doctorate of Medicine (D.M.)/Master of Chirurgie (M.Ch.): The Examination consists of theory and clinical/practical and viva voce. a. Theory: The theory examination (both formative and summative) may be of descriptive answer of a question type, Multiple Choice Question (MCQ) type or mix of both types. Theory examination for summative examination shall be of four theory papers. The first and the fourth paper shall be on basic medical science and recent advances, respectively.

The theory examination shall be held well in advance before the clinical and practical examination. b. Clinical/Practical and viva voce: i. Clinical examination for the subjects in clinical sciences shall be conducted to test the knowledge and competence of the candidates for undertaking independent work as a consultant/specialist/teacher, for which candidates shall be examined for one long case and two short cases.

ii. Practical examination may consist of carrying out special investigative techniques for Diagnosis and Therapy. M.Ch. candidates shall also be examined in surgical procedures. Viva voce examination shall be comprehensive enough to test the candidate’s overall knowledge and competence about the subject, investigative procedures, therapeutic technique and other aspects of the Speciality.

iii. Clinical/practical examination shall include Objective Structured Clinical Examination (OSCE).

C. Post-graduate Diploma: Diploma examination in any subject shall consist of theory and practical/clinical and viva voce. a. Theory: There shall be three Theory papers. The first paper shall be on basic medical sciences. The theory examination will be held well in advance before the clinical examination.

b. Clinical/Practical and viva voce: Clinical examination for the subject in clinical Science shall be conducted to test/aimed at assessing the knowledge and competence of the candidate for undertaking40 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] independent work as a specialist for which a candidate shall examine a minimum of one long case and two short cases.

The viva voce examination shall be thorough and shall aim at assessing the candidate’s knowledge and competence about the subject, investigative procedures, therapeutic technique and other aspects of the Speciality.

Clinical/practical examination shall include Objective Structured Clinical Examination (OSCE).

8.4 Valuation: a. All the teachers of the other colleges of the concerned University or other Universities, who are eligible to be post-graduate examiners, can perform the valuation of the answer scripts.

b. All the answer scripts shall be subjected for two valuations by the concerned University. The average of the total marks awarded by the two valuators for the paper, which is rounded off to the nearest integer (whole number), shall be considered for computation of the results. All the answer scripts, where the difference between two valuations is 15% and more of the total marks prescribed for the paper, shall be subjected to third valuation. The average of the best two total marks, awarded by the three evaluators for the paper, rounded off to the nearest integer (whole number), shall be considered for final computation of the results.

c. After the computation and declaration of the results, under no circumstances, revaluation is permitted. d. All the Health Universities/Institutions imparting post-graduate courses shall implement digital valuation.

External examiner outside the state will evaluate dissertation/ thesis and take viva voce on it and marks will be given on quality of dissertation/thesis and performance on its viva voce.

(5) No grace mark is permitted in post-graduate examination either for theory or for practical.

CHAPTER IX SANCTION AND PENALTY

9.1 Penalty for Violation of Regulations: For non-compliance or omission, the PGMEB will penalize the medical college/institution.

9.2 Without prejudice to anything stated at Section 9.1 above, the imposition of the penalty which may include one/more/ all of the following – a. Issuance of warning with direction to rectify/comply, as the case may be, by the medical institution.

b. Monetary penalty not exceeding INR one Crore per every violation/act of omission committed by the medical institution;. c. Monetary penalty not exceeding Rupees five Lakhs for the faculty/ Head of the Department

(HOD)/Dean/Director/Doctor submitting false declaration/ documents/ records (including patients’ records).

Further, they can also be charged or penalized for misconduct under the Professional Conduct Regulations in force. d. Recommending to MARB for withholding processing of application(s) for any new course including increase of seats in the existing course for that academic year or for such number of years.

e. Reducing the number of students in the next or subsequent academic years to be admitted by the medical institution. f. Stoppage of admission to one or more of the courses in the next or subsequent academic years.

g. Recommending to NMC for withdrawal of permission. h. Any attempt to pressurize PGMEB or NMC through individuals or agency will lead to immediate halt of the processing the application/request by the medical institution.

Provided further that the medical institution, shall be granted a reasonable opportunity to rectify the deficiencies and any further action shall be taken if it fails to meet the requisite norms. Provided further that, the PGMEB or the NMC may also initiate criminal proceedings for furnishing false information, or fabrication of false documents as per the criminal law in force at that time.

CHAPTER X MISCELLANEOUS

10.1 Faculty Development Programme: The Post-graduate Medical Education Board shall prescribe the Faculty Development Programme to enhance the skills of the faculty for post-graduate training, which will have to be mandatorily followed.

10.2 Animal Experimentation: Animal experimentation should continue to be included as an integral part of the competency-based curriculum of post-graduate courses in Physiology and Pharmacology in medical institutions.

However, the use of non-animal, human relevant methods may be encouraged for teaching and training of post-graduate students in these subjects, wherever possible. If animals are used as a part of research studies or thesis work, biomedical ethics and relevant rules and guidelines framed under the Prevention of Cruelty to Animals Act, 1960, must be strictly adhered to.

10.3 Collaborative Research: Impetus may be provided to Research in medical field to produce Physician Scientists of highest calibre by collaborative arrangement with other scientific organizations of excellence as well as Institutions of Eminence/ Excellence conferred by the Government of India. Inter-disciplinary research with AYUSH may be encouraged.42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

CHAPTER XI AMENDMENTS, SAVING CLAUSE AND REPEAL

11.1 Provision to Amend the Post-Graduate Medical Education Regulations-2023: National Medical Commission is empowered to make any addition, deletion, substitution or any other amendment to Post-graduate Medical Education Regulations -2023, as and when required. The Post-graduate Medical Education Board is empowered to issue advisories and clarifications as and when required. The National Steering Committee constituted under Section 5.2(xv)(XII) to oversee the District Residency Programme (DRP) and will suggest practical ways in implementing District Residency Programme to achieve the objectives.

11.2 Saving Clause: Notwithstanding anything contained in these Regulations, any actions made under the “Post- graduate Medical Education Regulations, 2000” or the “The Opening of a New or Higher Course of Study or Training (including Post-graduate Course of Study or Training) and Increase of Admission Capacity in any course of Study or Training (including a Post-Graduate course of Study or Training) Regulations, 2000” or the recommendation of the Councils prior to that, shall be protected.

11.3 Repeal: The “Post-graduate Medical Education Regulations, 2000” and “The Opening of a New or Higher Course of Study or Training (including Post-graduate Course of Study or Training) and Increase of Admission Capacity in any course of Study or Training (including a Post-Graduate course of Study or Training) Regulations, 2000” are hereby repealed.

1. Physical disability A. Locomotor disability (a person’s inability to execute distinctive activities associated with movement of self and objects resulting from affliction of musculoskeletal or nervous system or both), including –

(a) “leprosy cured person” means a person who has been cured of leprosy but is suffering from –

(i) Loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity;

(ii) Manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 49

(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful occupation, and the expression “leprosy cured” shall be construed accordingly;

(b) “cerebral palsy” means a group of non-progressive neurological condition affecting body movements and muscle coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly after birth;

(c) “Dwarfism” means a medical or genetic condition resulting in an adult height of 4 feet 10 inches (147 centimetres) or less;

(d) “Muscular dystrophy” means a group of hereditary genetic muscle disease that weakens the muscles that move the human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents them from making the proteins they need for healthy muscles. It is characterised by progressive skeletal muscle weakness, defects in muscle proteins, and the death of muscle cells and tissue;

(e) “acid attack victims” means a person disfigured due to violent assaults by throwing of acid or similar corrosive substance.

B. Visual impairment—

(a) “blindness” means a condition where a person has any of the following conditions, after best correction—

(i) total absence of sight; or

(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or

(iii) limitation of the field of vision subtending an angle of less than 10 degree.

(b) “low-vision” means a condition where a person has any of the following conditions, namely: —

(i) visual acuity not exceeding 6/18 or less than 20/60 up to 3/60 or up to 10/200 (Snellen) in the better eye with best possible corrections; or

(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degree.

C. Hearing impairment—

(a) “deaf” means persons having 70 DB hearing loss in speech frequencies in both ears;

(b) “hard of hearing” means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears;

D. “speech and language disability” mean a permanent disability arising out of conditions such as laryngectomy or aphasia affecting one or more components of speech and language due to organic or neurological causes.

2. Intellectual disability, a condition characterised by significant limitation both in intellectual functioning (reasoning, learning, problem solving) and in adaptive behaviour which covers a range of every day, social and practical skills, including -

(a) “specific learning disabilities” means a heterogeneous group of conditions wherein there is a deficit in processing language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do mathematical calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia, dyspraxia and developmental aphasia;

(b) “autism spectrum disorder” means a neuro-developmental condition typically appearing in the first three years of life that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequently associated with unusual or stereotypical rituals or behaviours.

3. Mental behaviour — “mental illness” means a substantial disorder of thinking, mood, perception, orientation or memory that grossly impairs judgment, behaviour, capacity to recognise reality or ability to meet the ordinary demands of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person, specially characterised by sub normality of intelligence.

4. Disability caused due to—

(a) chronic neurological conditions, such as—

(i) “Multiple sclerosis” means an inflammatory, nervous system disease in which the myelin sheaths around the axons of nerve cells of the brain and spinal cord are damaged, leading to demyelination and affecting the ability of nerve cells in the brain and spinal cord to communicate with each other;50 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(ii) “Parkinson's disease” means a progressive disease of the nervous system marked by tremor, muscular rigidity, and slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal ganglia of the brain and a deficiency of the neurotransmitter dopamine.

(b) Blood disorder—

(i) “Haemophilia” means an inheritable disease, usually affecting only male but transmitted by women to their male children, characterised by loss or impairment of the normal clotting ability of blood so that a minor wound may result in fatal bleeding;

(ii) “Thalassemia” means a group of inherited disorders characterised by reduced or absent amounts of haemoglobin.

(iii) “Sickle cell disease” means a haemolytic disorder characterised by chronic anaemia, painful events, and various complications due to associated tissue and organ damage; “haemolytic” refers to the destruction of the cell membrane of red blood cells resulting in the release of haemoglobin.

5. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a condition in which a person may have combination of hearing and visual impairments causing severe communication, developmental, and educational problems.

6. Any other category as may be notified by the Central Government.

Note: Any amendment to the Schedule to the RPWD Act, 2016, shall consequently stand amended in the above Annexure.

Annexure-9 [See Section 4.8] Guidelines regarding admission of students with “Specified Disabilities” under the Rights of Persons with Disabilities Act, 2016 with respect to admission in Post-graduate Courses in Modern Medicine

Note:

1. The “Certificate of Disability” shall be issued in accordance with the Rights of Persons with Disabilities Rules, 2017 notified in the Gazette of India by the Ministry of Social Justice and Empowerment [Department of Empowerment of Persons with Disabilities (Divyangjan)] on 15th June 2017.

2. The extent of “specified disability” in a person shall be assessed in accordance with the “Guidelines for the purpose of assessing the extent of specified disability in a person included under the Rights of Persons with Disabilities Act, 2016 (49 of 2016)” notified in the Gazette of India by the Ministry of Social Justice and Empowerment [Department of Empowerment of Persons with Disabilities (Divyangjan)] on 4th January 2018.

3. The minimum degree of disability should be 40% (Benchmark Disability) in order to be eligible for availing reservation for persons with specified disability.

4. The term ‘Persons with Disabilities’ (PwD) is to be used instead of the term ‘Physically Handicapped’
